The licensing of electronic resources continues to challenge libraries as they acquire new resources. Claire Dygert, Assistant Director for Licensing and E-Resources, Florida Virtual Campus (FLVC), presented key components of a license agreement, including examples and sample clauses. The development of local licensing guidelines makes licensing work easier by providing more consistency in the approach to license review and by making the practice and policy of the institution the basis of the licensing review.  相似文献

Camino, a patron-initiated borrowing system, operates within the SCELC consortium made up of private academic libraries in California. OCLC's WorldCat Navigator Request Engine is the backbone of this service, because it works with all ILS systems and integrates with discovery layers and interlibrary loan. Academic libraries and consortia are spending the vast majority of their material budgets on digital content, including ebooks. A review of ebook preservation activities for the North American library consortia is provided along with a look at the major preservation services such as Portico, CLOCKSS and HathiTrust. Publishers and ebook aggregators are also examined to provide a broad environmental scan of the current ebook preservation activities and risks.  相似文献

ABSTRACT

This column examines the lifecycle of one consortial digital repository service, the Alliance Digital Repository. Though the consortial service provided important infrastructure for members, the nature of digital repository work made it difficult to realize economies of scale. After eight years, members discontinued the shared service and replaced it with single-institution repositories that they could more readily support with the resources available to them. Based on my experiences helping members transition from shared to single-institution repositories, I offer advice for administrators planning or participating in consortial digital repository services.  相似文献

This article examines how consortia can engage commercial publishers' hybrid open access (OA) publication programs. The article argues that it is appropriate and necessary for consortia to demonstrate leadership in influencing the information marketplace. Two models for negotiations are examined: 1) “market determinative” strategy, and 2) “consortium discount” strategy, comprised of three variations on existing consortia practices. An examination of the advantages and challenges indicates that the latter would have a greater chance for success. Keys to this conclusion include: establishing linkages between consortium licensing and hybrid titles, cost containment/alignment, and engaging publishers through an integrated model approach.  相似文献

Abstract

This article presents the results of a survey of consortial and reciprocal agreements among academic interlibrary loan departments. An electronic survey was created using SurveyMonkey software. The survey consisted of 18 questions (Appendix A). The questions covered the types of consortial agreements by geographic area, what types of items are loaned, the number of reciprocal agreements, fees for non-member libraries and resource sharing agreements that use integrated library systems. The purpose of the survey was to gather information on the various types of consortial agreements in use today in interlibrary loan departments.  相似文献

The advent of electronic resources brought about the need for license agreements between libraries and publishers. Many librarians today are new to licensing and negotiating with publishers, or have received limited training and education. Based on her years of licensing and negotiation experience, Clair Dygert of the Florida Virtual Campus (FLVC) provided librarians with practical advice and tools for working with licenses and negotiating with publishers, as well as encouragement for entering into these new areas. She included examples taken directly from FLVC’s licensing guidelines and negotiation proposals and encouraged attendees to use those documents in creating their own local documents. She also drew on the book Getting to Yes: Negotiating Agreement Without Giving In by Roger Fisher and William Ury to describe principled bargaining as the most effective and constructive method of negotiation.  相似文献

The role electronic resources librarians (ERLs) have in licensing electronic content is the most relevant in the breadth of an ERLs core responsibilities. While ERLs are rarely lawyers in addition to being librarians, the role they play in educating stakeholders, negotiating with publishers and vendors, and crafting understanding of licensing terms is integral for the success of a rapidly growing and changing electronic collections environment. Often, new ERLs have to learn these skills on the job. Discussed are tools and resources for new ERLs to build their electronic content licensing competency and insight on how to educate to advocate for the ERLs role in licensing.  相似文献

Licensing and the negotiating of electronic resources can be a daunting task for librarians who lack the proper skill sets and are unfamiliar with the intricacies of publisher agreements. Claire Dygert broke down the individual elements of a standard licensing agreement and explained the importance of protecting the rights of libraries. By providing insight from her years of experience, librarians learned how to develop a support network, build confidence, and be more effective negotiators.  相似文献

The license negotiated at the beginning of the electronic resources lifecycle impacts access to the resource throughout the life of the contract. To simplify the negotiating process, the Texas A&M University (TAMU) Libraries developed a licensing checklist. In order to make completed licenses accessible to all library personnel, the TAMU Libraries use the electronic resources management system Centralized Online Resources and Licensing (CORAL) to store license documents and terms. This presentation reviewed the TAMU Libraries’ licensing process, the creation and evolution of the licensing checklist, and the suitability of CORAL to share license details. Abstract

This paper examines the materials acquired during a consortial PDA pilot; which of the books are still being used, by which institutions, whether the size of a participating institution or the subject of a book have impact on the continued use of the books, and if there is a relationship between the schools that triggered a PDA purchase and the schools that have gone on to use a given title. Findings suggest that models involving some library mediation may be more effective in meeting the various needs of participating institutions.  相似文献

ABSTRACT

In early 2014, the Electronic Resource Committee (ERC) of the Triangle Research Libraries Network, which includes Duke University, North Carolina Central University, North Carolina State University, and the University of North Carolina at Chapel Hill, began work to replace a database previously used to assess the value of consortially negotiated serial packages with a more accessible tool. Over the course of the next two years, the ERC collaborated with Matthew Harrington, a library technician at North Carolina State University, to create a Microsoft Access database capable of presenting title-level analyses, collection-level graphs, and institutional-level comparisons in addition to the higher-level summary statistics stemming from its original purpose. The database incorporates built-in functions to look for data integrity issues, reconcile title lists, and calculate what the package might look like with a different title set. This presentation focuses on the design and construction of this database tool in the context of its original intention, namely to show value. Therefore, rather than presenting an analysis of the data, I intend to demonstrate what can be done to transform data into information that displays value.  相似文献

Abstract

The Canadian National Site Licensing Project (CNSLP) is a national effort by a consortium of 64 Canadian university libraries to provide access to full text electronic journals. The first part of this paper describes the organization, funding structure, and activities, including license negotiations, of the CNSLP. The second part of this paper deals with the technical and operational issues related to electronic journal management. It describes the process developed at the University of Saskatchewan for incorporating the CNSLP material into the Library's collections and finding tools. An assessment of the jake utility as a reliable source of metadata is also presented.  相似文献
