Relevance of electronic resource management systems to hiring practices for electronic resources personnel

Requirements for electronic resource positions in libraries advertised between the years 2000 and 2008 are reviewed and analyzed according to how they relate to developments in electronic resource management tools and standards taking place during the associated time periods. The research reveals that the job requirements for electronic resource personnel have not changed significantly over these years, despite overwhelming changes in quantity of material and quality of system resources and despite the recommendations of the Digital Library Federation's Electronic Resource Management Initiative documentation, which is used as a focal point for this study.     

A first class knowledge service: developing the National electronic Library for Health

With the introduction of clinical governance and the move towards evidence-based practice, there is a growing need to provide health professionals and patients, and the public, with high quality information. Developments in the health service have added weight and urgency to this need. The National electronic Library for Health (NeLH) has a key role to play in providing health professionals with a core knowledge base of accredited and evaluated information. The Pilot NeLH was launched in November and this article outlines the progress and achievements made during this time. The NeLH is based around a central website featuring core resources and links to commissioned specialist collections. Over 70 information resources, including bibliographic databases and full text publications, are accessible via the NeLH, which aims to act as a one-stop shop to support evidence-based decision-making. Much work has been undertaken on national procurement and licensing, particularly in partnership with National Health Service (NHS) libraries. Partnerships as a whole are crucial to ensure true seamless access for health professionals. Key partners include NHS libraries, NHS Direct Online and the electronic Library for Social Care. A short glossary is included for those readers less familiar with current health service developments in the UK.     

Building the electronic health sciences library for the twenty-first century: the Galter Library experience

Constructing home pages for World-Wide Web access has become a major activity in academic health sciences libraries. At the Northwestern University, Galter Health Sciences Library staff are creating the library's new health information system using Web resources and integrating them with existing library systems-NUmed (OVID MEDLINE) and LUIS/NUcat (NOTIS). Development of Web pages, including selection and organization of electronic information, has become the building process for the electronic library. Selection, organization, design, and construction are important factors in the creation of an efficient and useful information system. Using resources like the World-Wide Web and tools like Netscape, library staff are designing an interface, defining policies and guidelines, and creating the tools that will give users easy access to local and international electronic, scholarly information resources. In this paper, the process used at Northwestern is shown as a model of an electronic health sciences library for the twenty-first century.     

Two case studies used in teaching controller design in electronic systems

The paper reivews from a top-down design teaching point of view two well-known electronic system structures: The finite state programmable controller and the successive approximation analog-to-digital converter. Technological bounds, imposed by the use of off-the-shelf MSI and ROM building blocks and system bounds, derived by limitations in the number of possible state transition in most common applications have suggested simple and efficient structures which are analyzed in detail. These structures can be systematically matched to specific cases maintaining a reasonable trade-off between microprogram complexity and controller structure.The analysis of the operation principle of the successive approximation a/d suggests a programmable structure which allows arbitrary conversion characteristics, useful in instrumentation and communications. The adopted top-down approach emphasizes the advantages and limits posed proceeding along the design.

State and regional service strategies for an electronic Federal Depository Library Program

As the Federal Depository Library Program moves toward the increased utilization of electronic technologies to meet the government information needs of the public, libraries must plan how to best take advantage of local, state, and regional resources to make this transition successful. This paper suggests that depository libraries should begin immediately a planning process to develop state or regional service strategies for electronic government information and outlines the steps to develop such plans.     

The adoption of electronic tax filing systems: an empirical study

This paper discusses the factors affecting the adoption of electronic tax-filing systems. Using the technology acceptance model (TAM) as a theoretical framework, this study introduces “perceived credibility” as a new factor that reflects the user's intrinsic belief in the electronic tax-filing systems, and examines the effect of computer self-efficacy on the intention to use an electronic tax-filing system. Based on a sample of 260 users from a telephone interview, the results strongly support the extended TAM in predicting the intention of users to adopt electronic tax-filing systems. The results also demonstrate the significant effect that computer self-efficacy has on behavioral intention through perceived ease of use, perceived usefulness, and perceived credibility. Based on the findings of this study, implications for electronic tax filing in particular and for e-government services in general are discussed. Finally, this paper concludes by discussing limitations that could be addressed in future studies.
