English education has recently experienced radical policy reform in the areas of school autonomy and accountability. The key focus of this paper is on how schools might best navigate through these policy moves. It highlights how these moves have constructed schools, teachers and students in problematic ways but also how they are offering possibilities for improving the quality of schools and schooling. The focus here is on the promise and scope of school collaboration. The difficulties of creating socially responsive and responsible collaboratives in the current ‘heterarchical’ and market-oriented policy environment are acknowledged. Guided by quality democratic governance, they are, nonetheless, presented as crucial in supporting schools to productively deal with the demands of this environment.  相似文献

Education reform is increasingly based on emulating the features of ‘world-class’ systems that top international attainment surveys and, in England specifically, East Asia is referenced as the ‘inspiration’ for their education reforms. However, the extent to which the features identified by the UK Government accord with the situation within East Asia is problematic. This paper examines the relationship between the English representation and the ‘reality’ of East Asian education systems, using school autonomy as an illustrative example. We focus on Singapore, Hong Kong and Shanghai, which are cited extensively to legitimate policies providing greater autonomy for schools in England. We argue firstly that the English representation has been largely discursive and inaccurate; has failed to recognise the variations across the region; and has been selected to endorse the Government’s ideological preferences. Secondly, the scope, form and nature of school autonomy vary markedly, and are operationalised in each society in ways reflecting the prevailing sociopolitical priorities.  相似文献

In this article, we draw on the work of Michel Foucault to analyze one student’s subject development in an expository writing classroom. James, the participant, was embarking on the project of becoming a good student, as he understood it, after struggling and leaving school previously. Drawing on interviews, classroom observations and written artifacts, we use Foucauldian concepts and discourse analysis, along with one James Gee’s discourse analysis tools – the identities building tool – to conduct a microanalysis of James’s efforts to objectify himself as a good student subject. The data show how James acquiesced to the truths and practices of the regime of school, including how he mobilized truths of the regime through a process we call masked confession. That is, he negotiated his good student subject position by masking or silencing other subject positions. James’s masked confession was his way of negotiating the realm of ‘multiple truths,’ or multiple subject positions.  相似文献

School districts within the USA face ever-decreasing autonomy in rendering decisions regarding instruction, curriculum and the leading and managing of schools at the local level due to the ever-increasing accountability measures implemented by district, state and federal governments. This study investigates a joint university–school district partnership designed to develop turnaround administrators by exploring the tensions between autonomy and accountability. The findings indicate that mandates force educators to find new spaces that are contextually appropriate and effective in exercising their autonomy and accountability within a conceptual model for partnerships between schools, districts, universities and the governing bodies that regulate them.  相似文献

In an era of curricular accountability where everything from reading and math scores to body fat are events to be assembled, scrutinized, and standardized, the health‐conscious school plays an ever‐important role in community and the nation (or so we are told). This qualitative study analyzes interviews with school leaders in their role in creating educational policies that encourage students and their families to make health a priority. Theoretically, the work draws on the work of Foucault, specifically his writings on the governance of society and the self. The analysis reveals the ways in which notions of good health and how this should be achieved became, at this school, a basis for social evaluation and control. In performing this analysis I seek to problematize the enactment of school health policy as ideologically neutral, necessarily liberating, and inherently benevolent.  相似文献

The media suggest that accountability pressure increases teacher stress and drives teachers away from teaching, resulting in teachers leaving disadvantaged schools that serve larger proportions of poor and minority students. However, no prior work has systematically examined the changes in the national trends of teacher turnover in response to No Child Left Behind (NCLB) school accountability. Drawing on nationally representative samples of schools and teachers from the Schools and Staffing Surveys and Teacher Follow-Up Surveys from 1993–2009, this study applied difference-in-differences approaches to examine the effects of NCLB on teacher turnover. We found a weak increase in the average rate of teachers transferring involuntarily to other schools following school-initiated separations, particularly in disadvantaged schools that served larger proportions of poor and minority students. We also observed that NCLB reduced the involuntary attrition rates of teachers. Importantly, the policy effect is indistinguishable from zero on voluntary transfer between schools or voluntary leaving the teaching profession.  相似文献

This paper examines the ideological construction of educational discourses embedded within the South Korean print media. Significantly, these discourses have recently promoted the resurrection of a sweeping national testing and test results release policy. Through careful examination of the “test plus release” policy, the authors show how the government has achieved hegemonic power by shaping public opinion through the national testing contexts. Drawing on a critical discourse analysis of educational policy texts from the government and top 10 print media sources, this paper analyses how discourses on “accountability”, “the right to know” and “the fairness of the tests” have been produced, reproduced and recontextualized to favour particular perspectives. The authors also examine how government and influential print media discourses interact with political and cultural factors such as “acclaiming the evaluative state”, “education fever” and “meritocratic beliefs” to achieve public consent for the new “test plus release” policy.  相似文献

A major role of all public higher education institutions is to foster the public good. In democratic societies, the public good emphasizes the more collective activities and benefits and how resources are accessible to all in a society. Institutions of higher education create new knowledge, promote cultural tolerance, increase civic activity, and have lasting intergenerational effects among other things which all serve to enhance the collective activities of a polity. Since public higher education institutions promote the public good, and since public higher education institutions are governed by policy, educational policy becomes a crucial determiner of the public good. Moreover, policies are constructed with language or discourse. Thus, the discourse of policy, which has the power to structure the actions, speech, and thoughts of those affected by the policy, has a direct impact on the public good. In light of this importance, this paper critically examines the discourse of educational policy.  相似文献

This study investigates how principals in a large US urban school district responded to two different superintendents who employed contrasting leadership styles and utilised divergent organisational schemes. We originally conducted interviews with principals in 2007, when the district's superintendent asserted fierce performance demands and limited principals’ site-based discretion in favour of protecting and exerting central office power. We conducted interviews again in 2013 after a new superintendent had relaxed school test score expectations and distributed the central office's previously tight, centralised control into largely self-directing sub-regions. Our findings demonstrate that superintendent change noticeably affected how principals understood and encountered accountability, autonomy and stress. To help make sense of our findings, we employ a three-part conceptual framework drawn from the study of educational leadership. We conclude by considering implications, including the notion that unrelenting stress has become a permanent part of the modern urban US principalship.  相似文献

This study provides a discursive analysis of World Bank policy documents in order to reveal the stark omission of a rights-based approach to education, while highlighting instead the support of an economic-instrumentalist approach. Plausible explanations are provided to shed light on this exclusion, including the feasibility critique of education as a right, and the Bank's limited institutional mandate. However, the rationales are presented as unsound and unacceptable justifications for the omission. By drawing on Amartya Sen's theoretical work on human rights and development policy frameworks, this study concludes by arguing for the Bank to integrate into their mandate a conception of education as a human right.  相似文献

This article uses critical discourse analysis to interrogate government documents associated with the passing of the Education (Strengthening Discipline in State Schools) Act 2013 in Queensland, Australia. It uses these documents to demonstrate the way in which the discourse of discipline has been constructed in order to legitimate the removal of legislative safeguards intended to curtail the disciplinary power of school officials.  相似文献

This article presents the results of an analysis of hierarchization strategies in public debate over unemployment among university graduates. The aim of the investigation was to grasp the way that discourse controls interact with one another to produce and reinforce a particular ‘truth’ about the university. The objects of our analysis were the ways of identifying the following places by the media actors: (a) the privileged positions from which the truth of a given social order is told and within which the common good may be expressed, and (b) the positions which are opposed to the latter and from which only a particular interest and ‘populist’ demands can be articulated. These two categories in the debate were successively filled by the following groups: entrepreneurs (bearing witness to the truth about the low level of instruction at universities) and the representatives of the social sciences and humanities defending themselves against these accusations. The diversity of argumentative strategies was revealed at the three levels of the order of discourse: hierarchization of responsibility, hierarchization of access to the truth, and hierarchization of interests.  相似文献

Teacher professional development has become one of the most important policy issues in the context of standards-based reform in U.S. However, our understanding of the contexts that influence teacher professional development remains limited. Using a series of 3-level Hierarchical Linear Modeling (HLM/3L) statistical analyses of a large nationally representative dataset, this article examines the impacts of multi-nested district and school contexts on teacher professional development. This article suggests that diverse and complex relationships among contextual factors at the district- and school-level encourage or limit time for teacher professional development. Finally, some implications are presented for school leaders and educational policy makers in attempting to broaden and enhance teacher professional development.  相似文献

This article provides a historical overview of civic educational policy and political discourse in Singapore from 1959 to 2011, focusing on changes in the role attributed to students in the education process. A review of educational programmes and analysis of political speeches reveals that an earlier transmissionist approach that focused on value inculcation and factual knowledge has been supplemented recently by policy and discourse emphasizing student engagement. The authors link their analysis to larger political changes that have been taking place in Singapore. They argue that the push for more participatory forms of civics education parallels an ongoing shift in the ruling party's political ideology from economic pragmatism to a communitarian ideology that emphasizes citizens' responsibility. From the point of view of political rationality, promoting active student engagement in civics education can be seen as governmental efforts to build a strong civil society through early socialization into civic responsibility and voluntarism. Viewed as a technology of power, engagement is also seen as a new biopolitical intervention aimed at regulating political participation.  相似文献

In its advancement towards an education quasi-market, Catalonia has recently been driving the development of school educational projects in all schools (both public and private) as a tool to facilitate school autonomy and family choices. A school educational project is a formal document in which schools identify their pedagogical goals, missions and orientations, their academic resources and organisational structures. Through the analysis of 60 in-depth interviews with parents of children at the age of commencing universal pre-primary education (three years old) and data collected from surveys completed by a representative sample made up of 3245 families, this article explores the impact of this policy on discourses and practices of school choice amongst families in the city of Barcelona. On the one hand, we observe that interest in educational projects has penetrated the discourses of the most educated parents, even though, at the same time, we detect a generalised lack of knowledge of the content of such projects. On the other hand, we note that the social composition of schools is still a prominent factor in choice practices. Such findings question the ideal of the autonomous and rational citizen-consumer that underlies the policy of establishing educational projects.  相似文献

Self-evaluation in inspection policy has become a global phenomenon. The idea is that it increases levels of teacher and school autonomy, wherein both schools and teachers have more ownership and responsibility over their work. In turn, such a process has allowed for greater accountability, which is then said to provide high quality education and, therefore, greater competitive advantage amongst knowledge-based economies. In both England and Ireland, self-evaluation has become a demanding procedure that is meant to complement external inspections of schools and teachers. In this article, I will argue that self-evaluation, whilst having the potential to become a worthwhile endeavour, does not live up to its name. In the first instance, the criteria used for self-evaluation are not internally generated but externally imposed. Thus, I would like to discuss the extent to which visions of ‘good’ or ‘bad’ education developed by inspecting bodies influence the way in which teachers and schools assess themselves. Furthermore, I will raise questions as to what appropriate criteria for teaching might look like. In doing so, I shall try to show that what is now current is a debased form of self-evaluation that is not only detrimental to the self-perception of teachers, but inadequate to what any coherent notion of the ‘self’ might be. In light of work by the philosopher Charles Taylor in particular, I will argue that the self is not something that can be examined in the way that is imagined in these inspection systems but is rather something dynamic and unfixed, constituted within a wider community of practice and, therefore, not amenable to evaluation in quite the way that is supposed.  相似文献

Abstract

The article used Unisa Framework for the implementation of a team approach to curriculum and learning development to explore and analyse the views and experiences of academic lecturers and curriculum and learning development experts on the conceptualisation and development of the said framework and its subsequent implementation thereof. I used a qualitative poststructuralist paradigm underpinned by the case study research design to critically analyse the processes that were followed to craft the policy. I posit that a policy that is conceptualised by an inflexible classical hierarchical organisational structure without the full collaborative participation of all the stakeholders is bound to fail in its crucial implementation processes. I used online blogging, facebook, documents and face-to-face tape-recorded interviews to collect the data. Results indicated that the elite mass (traditional) policy-making model was used to craft the policy and as a result its operationalisation process received indifferent attention and responses by Colleges.  相似文献

How can ethical decision-making in organizations be further reinforced? This article explores the relevance of Michel Foucault’s ideas on art-of-living for ethics education in organizations. First, we present a theoretical analysis of art-of-living in the work of Foucault as well as in the work of two philosophers who greatly influenced his work, Friedrich Nietzsche and Pierre Hadot. Next, we illustrate how art-of-living can be applied in ethics education. In order to examine some of the benefits and challenges of applying the art-of-living in the practice of ethics education, we discuss an example of how the art-of-living concept has been used in a train-the-trainer course on military ethics. We suggest that Foucauldian art-of-living may foster awareness of power dynamics which are in play when military personnel face moral dilemmas.  相似文献

This paper investigates whether inferences about school performance based on longitudinal models are consistent when different assessments and metrics are used as the basis for analysis. Using norm-referenced (NRT) and standards-based (SBT) assessment results from panel data of a large heterogeneous school district, we examine inferences based on vertically equated scale scores, normal curve equivalents (NCEs), and nonvertically equated scale scores. The results indicate that the effect of the metric depends upon the evaluation objective. NCEs significantly underestimate absolute individual growth, but NCEs and scale scores yield highly correlated (r >.90) school-level results based on mean initial status and growth estimates. SBT and NRT results are highly correlated for status but only moderately correlated for growth. We also find that as few as 30 students per school provide consistent results and that mobility tends to affect inferences based on status but not growth – irrespective of the assessment or metric used.  相似文献
