This case study paper presents four mini-case studies which explore IT service management issues within IT departments. It suggests that there is a shift in focus in IT away from the technical artefacts towards customer directed services. The case studies concern a hospital, a provider of marine charts, a logistics company and the batch operations of a bank. A range of issues are discussed including the provision of customer support, the acquisition of software and services, relationships with suppliers and the development of service strategy. The mini-case study is presented as a vehicle for identifying research issues and for teaching IT service management concepts in short tutorial sessions.  相似文献

本文基于IT治理理论和电子政务文献,构建了电子政务实施中IT治理模式的分析框架,并对6个中国地级市信息主管部门的87个电子政务实施项目进行深度调查,识别了5种治理原型,形成了电子政务治理安排矩阵,总结了5种典型的IT治理模式及其形成的主要原因。案例研究结果显示了与西方学者不同的研究结论,中国地方政府电子政务实施中IT治理模式尽管呈现出多样化态势,但是典型治理模式的形成,与电子政务决策项的类型无明显关系,主要受到行政压力和IT部门影响力的共同作用,同时由于与其相匹配的治理结构和治理机制的明显不足,导致相同IT治理模式的治理绩效存在显著差异。  相似文献

Recent studies on IT outsourcing have examined the effect of contract specification and relationship strength on IT outsourcing performance in a separate manner. Previous studies, however, ignored the importance of the governance effectiveness that bonds contractual control and relationship strength together to deliver expected outcomes in IT outsourcing exchange. In this paper, we propose a model of IT outsourcing management where governance effectiveness mediates the effect of both contractual control and relationship strength on IT outsourcing performance. We collected data from 143 client companies of IT outsourcing and analyzed it using the PLS method. Our findings show that both contract specification and relationship strength significantly influence governance effectiveness, although contract specification carries the more effect on governance effectiveness than relationship strength does. The governance effectiveness in turn mediates the effect of contract specification and relationship strength on three sub-dimensions of outsourcing performance: cost efficiency, performance improvement, and overall satisfaction. 跨域水环境问题的整体性和复杂性使得依靠单个地方政府或政府部门无法妥善解决。小清河流域治理在地方政府价值理念、资源和权力分配结构、政策制定和执行三方面表现出碎片化的特征,这是由于压力型行政体制的影响、分割型管理体制的限制、制度性保障机制的缺乏、利益协调和补偿机制不健全等所导致。应通过培育协同认知理念、建立多元协同主体、深化协同运行机制三方面构建整体性跨域环境治理体系,实现环境治理过程中的地方政府合作。  相似文献

Developing a strong and positive information technology (IT) service climate is important to ensure high-quality IT services. The influence of job resources and personal resources on the IT service climate and the mediating effect of the IT service climate on IT service quality were explored in this study qualitatively and quantitatively. Among the various job resource factors, we found that training, reward, and information system (IS) support can improve the IT service climate. Coworker support shows a non-significant effect on IT service climate. Among the personal resource factors, self-efficacy and hope have significantly positive effects on the IT service climate. Optimism and resilience do not appear to significantly affect the IT service climate. Our results confirm that the IT service climate is an important mediator in enabling certain antecedents to properly impact IT service quality. The IT service climate was found to fully mediate the effects of training, reward, IS support, and hope while partially mediating the effect of self-efficacy. The effect of the IT service climate on IT service quality is also strengthened by a high customer contact frequency. The results presented here may provide scholars and practitioners with a comprehensive, workable understanding of the IT service climate.  相似文献

Historically, organizations owned and controlled the information technologies (IT) their employees used: telephone, inter-office memos, mainframes and timesharing systems. Today, employees often want to use their own IT: not only personal smart phones and tablets, but also Twitter and Google Docs. This new trend can diversify and extend enterprise IT infrastructure, but leaves organizations struggling with technology uses that they cannot control. With the emergence of new technological paradigms in consumer markets and organizations, the management of IT infrastructure requires a more pragmatic and holistic approach that goes beyond simple technological considerations. In this paper, we present a three-part framework—technology, people and practice—that helps managers understand and mitigate these tensions. Drawing on two empirical studies of European executives and consultants form multiple management consulting firms, the paper further outlines changes taking place along the three aspects of the framework. It concludes by discussing three distinct approaches to the management of organizational IT infrastructure (passive, reactive, and pragmatic), and by offering greater insight regarding a pragmatic approach.  相似文献

IT department culture has been widely recognized as an important factor that influences the adoption of agile practices. Yet, the research pertaining to the relationship between IT department culture and agile practices usage remains underexplored. This study proposes and tests the relationships between four competing cultural forms and two types of agile practices - social and technical. The importance of business processes and the centrality of IT to contemporary organizations’ performance calls for a specific focus on business process management and IT management. Despite the wide scope of business process management covering both business and IT domains, and the profound impact of IT on process innovations, the association between business process management and IT management is under-explored. Drawing on a literature analysis of the capabilities of business process and IT governance frameworks and findings from a case study, we propose the need for horizontal integration between the two management functions to enable strategic and operational business—IT alignment. We further argue that the role of IT in an organization influences the direction of integration between the two functions and thus the choice of integration mechanisms. Using case study findings, we propose that IT as a business enabler respectively calls for sequential and reciprocal integrations at strategic and operational planning levels. Drawing on logical reasoning, we suggest that IT as a strategic driver necessitates reciprocal integration at both levels.  相似文献

Information governance as an approach to better govern the use of information within and outside an organization is rapidly gaining popularity. A common and scientific ground for this approach has not yet been formulated. In this article the authors describe a definition for information governance, extending the common, one-dimensional approach into a more generic statement. Starting from the well-known principles of IT governance the authors further explore the aspects of both information and governance. Four hypotheses are proposed to give ground to the use of information governance. These hypotheses will be the basis for further research.  相似文献

This paper examines those contextual issues that determine the success of a computer-based information system. It shows that a narrow technology-focused orientation in systems development is a limiting factor in realizing benefits. In doing so it argues that real benefits reside not within the IT domain but instead in the changes in the organizational activities that the IT system has enabled. Global outsourcing increases the complexity of managing IT projects. Gender adds another level of difficulty when managing IT projects. Understanding country and gender—level differences may improve chances for success. This paper provides opportunities to better understand underlying country and gender differences of Indian IT workers. We used Hofstede’s value surveys module to analyze gender differences and cultural preferences of 107 Indian IT workers. After correcting for problems with outliers, none of the mean differences between men and women were significant at the 95% level; at the 90% level, we found differences in uncertainty avoidance and long-term orientation only. Our results suggest that women and men working in the IT industry may have more similarities in terms of national culture than differences by gender. To overcome possible differences in uncertainty avoidance and long-term orientation, IT outsourcers to India should ensure adequate professional development opportunities, mentoring programs, and clearly explained career path opportunities. Further, a focus on policies and management strategies that capitalize on the national culture of India, including group work to take advantage of collectivist tendencies, and clearly defined hierarchical systems to take advantage of masculine orientation and high power distances, may allow foreign companies to attract and retain men and women, where in many cases, national culture trumps gender differences. Future research should collect more data from women and investigate the effect of regional differences on cultural perceptions.  相似文献
