浅析公共事业管理专业人才培养面临的问题与对策

经过十年的发展,我国的公共事业管理专业已初具规模,但在专业定位、课程设置、教材建设、师资力量等方面存在诸多问题,人才培养工作面临着极大困难。本文就此展开探讨,并提出若干解决思路,以期对高校改进公共事业管理专业人才培养工作有所裨益。     

Preparing work-ready nurses: reflexive learning for diverse students in the Australian vocational education and training sector

This paper highlights a disjuncture between training frameworks designed to meet work-based competencies, and educational flexibility desirable to prepare diverse learners for fluid workplaces and roles. We describe a pilot study that explored teaching and learning practices in a vocational education and training Diploma of Nursing program. The study used qualitative approaches framed by a social view of learning as a reflexive process. Frictions emerged in how teaching and learning was fostered and how knowledge and skills were contextualised through nursing-accredited training packages. A case is made to enhance critical thinking and reflexive approaches to prepare work-ready nurse graduates.

Educating and training out of poverty? Adult provision and the informal sector in fishing communities,South Africa

This paper looks at access to adult education and vocational education and training (VET) provision in fishing communities in the Western Cape, South Africa. Fishing communities are being disadvantaged due to geographical and socio-political marginalisation, and the predominance of informal sector employment in the context of worldwide marine resource depletion. Neither public nor private provision is adequately serving rural areas or the informal sector in this context. Using the sustainable livelihoods approach as a tool of analysis, this paper argues that a more cross-sectoral approach is needed to tackle equity and poverty concerns in adult education and training provision.     

A rich tapestry: changing views of teaching and teaching qualifications in the vocational education and training sector1

This paper describes and critiques changes in the nature, status and qualification requirements of the teaching workforce over the past 15 years in the vocational education and training sector in Australia. Changes in the settings in which VET is delivered, expansion of the VET market, and new initiatives in qualifications for VET teachers have created a detailed tapestry. In this tapestry are woven together threads representing pedagogy, assessment, industry requirements and practitioner sophistication. The threads interact in complex and rich ways. The article draws on a number of data sources which illustrate the potential dangers of any assumption that improving the qualification levels of VET teachers might be unproblematic or even always desirable.     

Changing localities for teacher training: the potential impact on professional formation and the university sector response

Early in its period of office the new United Kingdom coalition government produced an Education White Paper containing potentially devastating news for higher education training institutions in England and Wales. Drawing on research papers and policy documents, this article takes an historic approach to map the changing face of teacher training over the past 30 years. A variety of approaches to the training of teachers are examined in terms of the partnership arrangements each model espouses and the training approaches that each locality arrangement represents. A small-scale research project maps early responses from higher education institutions as they consider the implications of new policies. Finally, a future scenario where higher education institutions struggle for survival as meaningful providers of teacher education is postulated.     

Higher education in a vacuum: stress and reform in Ecuador

Ecuadors higher education system mirrors that of other Latin American countries in its many internal and external stresses. It also provides an opportunity to view a reform process occurring in a vacuum of central government influence and authority, one whose direction is largely set by the universities in response to perceived stresses. Those stresses arise from the differentiation of the system in the last decade, questions about the role of higher education in Ecuador, and the absence of governmental direction. Changes in higher education in Ecuador must be examined in the context of higher educations role in development. The paper notes the case for the importance of higher education and the new theoretical support for higher education that endogenous growth models provide. It then examines the self-generated reform process which is occurring in Ecuador in the areas of teaching, of student access and of university finance. The final issue addressed is the relation between these changes, with their important implications for transforming the higher education system, and the development needs of Ecuador. There are many positive elements to the reform process which will contribute to development. However, until the government policy vacuum is filled, their potential benefit will remain only partially realized.     

New working conditions and well-being of elementary teachers in Ecuador

The objective of this study was to analyze the stressors and working conditions which affect elementary teachers according to the TP-M theory. For this purpose, a research study was performed with nine focus groups composed of 75 teachers, each working in a different elementary school in Guayaquil (Ecuador). The results showed that occupational risks could be classified in two categories: (1) risks stemming from the social environment in which the teachers carry out their work; (2) risks derived from the new organizational demands that affect the physical and psychological health of teachers as well as their social and family relationships.

This article focuses on developing a holistic approach to strategic planning. It suggests that a successful approach will view all components in the process as an integrated system through a holistic strategic framework. In addition, it focuses on reviewing the gaps that can develop in applying a holistic framework in a public sector environment and discusses ways to overcome those gaps to ensure a successful strategic planning process.

Modeling Transport in Streams

Abstract

We present our experience with an open-ended lab activity that we designed for students with a Calculus 1 background. With the goal of learning how scientists study transport in streams, the students collected data on how a pulse of leaves travels down a nearby stream. Students who had little to no experience with data with two independent variables (distance downstream and time) graphed the data and developed a first, partial differential equations model. We took the students through a second cycle of the modeling process to improve the model to account for leaves that got stuck to the bottom or sides of the stream. Given the appropriate, inquiry-based pedagogy, our lab maintains high levels of cognitive demand and introduces students to the modeling process.
