中国出版业呼唤"出版欧佩克"

坚持科学发展观、构建和谐社会是当今中国的两大主题.然而,中国出版业的现状却与时代发展的潮流极不协调,其问题令人忧虑:买卖书号、恶性竞争等等不良行为严重影响着出版业的健康发展,潮水般的退货和巨大的库存把一些出版企业推向了崩溃的边缘……如何使中国出版业突出重围、摆脱困境?如何使中国出版业走上又好又快的发展之路?这些问题已引起业内不少人士的深刻思考.

在中国出版业走出去过程中,我国出版行业组织为什么能够发挥作用?这种作用的理论基础是什么?理论上它应该发挥怎样的作用?实际上又发挥了怎样的作用?海外出版业发达国家的出版行业组织在这方面又给我们提供了哪些借鉴?本文以新制度经济学为理论框架,对上述问题进行初步探讨。

"十三五"以来,我国出版业"走出去"成绩斐然.从整体上看,主要呈现出版结构不断完善、数字产品成效显著、企业规模日益扩大以及合作形式日趋多元等特点;从细分领域看,大众出版、专业出版和教育出版的质量和效益均有明显提高.然而,在协作机制、出版种类以及综合实力方面也存在不足,仍需优化完善.未来,我国出版业应加强统筹规划,深挖文化内核,构建综合体系,多元化提升自身实力,多维度打造中国文化品牌,真正实现以出版业"走出去"推动文化"走进去"的目标.

市场经济中的竞争,首先体现在人才的竞争上.人才已成为企业竞争力的核心,正如海尔得益于张瑞敏,万科得于王石.出版业当然也概莫能外,比如张元济之于商务印书馆,陆费逵之于中华书局.在今天中国出版业全面进入市场经济之际,在出版业这个智力密集型的产业,人才的作用日益凸现,出版业亟待一批懂得出版规律又具有实践经验的人才脱颖而出,引领中国出版业在市场经济的洗礼中做大做强,赢得出版业在国民经济中的应有地位.     

出版经纪人:从助力图书出版到推动文化走出去

百余年来,欧美的出版经纪人向世界证明了他们对于出版业生存和发展的重要性.在中国,出版经纪人才刚起步不久,是出版业新格局的产物.2009年以来,伴随着中国出版业转企改制的步伐,出版经纪人在面临机遇的同时也不得不面对挑战.本文认为,中国的出版经纪人必须加快步伐,以内容为核心,以图书出版为起点,实现多领域共同发展,早日承担起传播中华文化、增强中国文化软实力的重任.

Basic concepts of entropy, order, organization, information, knowledge, and meaning

The classical concept of entropy is shown not to reflect the essence of the second law of thermodynamics both phenomenologically and theoretically. A new concept of entropy, S _n , is given, which offers a particular physical meaning of entropy and provides an experimental determination of the entropy value. This allows one to avoid many attempts at defining the phenomenon of life via entropy characteristics and give definitions of life and an elementary structure of both life itself and devices that simulate life (automata, computers, and robots.). This, in turn, allows one to assign a substantive sense to the mathematical character of corresponding sciences (information theory, cybernetics, system theory, etc.) and define operational basic concepts of information, knowledge, meaning, and control, as well as to formulate operational concepts of order, organization, and self-organization and implement a new approach to problems of biology, biophysics, information theory, cybernetics, and system theory.

Lesbian, gay, bisexual, and transgender health issues, disparities, and information resources

Lesbian, gay, bisexual, and transgender (LGBT) persons, while widely diverse in many ways, share health disparities related to the stigma and discrimination they experience, including disproportionate rates of psychiatric disorders, substance abuse, and suicide. Lesbians, gay men, bisexuals, and the transgender communities have additional health concerns and disparities unique to each population. This paper highlights the national recognition of these health issues and disparities and presents web-based information resources about them and their mitigation.
