The lost promise of teacher professional development in England

This paper explores three influences on the effectiveness of teacher professional development for improving schools – the individual teacher, the learning activities in which teachers participate and the structures and supports provided by schools for teacher learning. It does so by relying on survey data collected for a national study of teacher professional development in England. The analysis indicates that while the professional development of teachers in England is generally ineffectual and lacks school level systems and supports, the professional development and supports for professional learning by teachers in high performing schools display many of the characteristics associated with effective professional learning. Given the results showing a link between school factors and professional learning and the lack of influence of individual teacher factors, the paper concludes that the previously reported importance of school capacity in influencing learning and improvement is supported by the findings.

The big wrench vs. integrated approaches: The great media debate

This article sums up the current state of the media debate by comparing and contrasting the seven positions presented in the ETR&D special issue (Vol. 42(2), 1994). Presented first is a review of the science-wide conflict between advocates of a given approach versus proponents of integrated approaches to the solving of complex problems. Advocates of a given approach are characterized as offering a big wrench (i.e., panacea) solution that can be generalized across problems. While in contrast are integrated approaches (e.g., the Swiss knife) that attempt to solve problems by bringing together a variety of variables and conditions. In section two is presented an example of an integrated approach that deals directly with the role of media in learning. Finally, the positions of the seven authors are compared and contrasted employing eight instructional design variables.     

Coming home: The cost and promise of community-based education and development

Three theses are presented regarding the integration of education and development within communities. The need for modles of intergration for education and development is discussed. Also, this article discusses the question of power: who has it? why? and how to get it. Finally there is a definition of values and ideologies which are used in education and the implication of these for the development of the community.

The promise of after-school programs for low-income children

This article draws on the findings from the evaluation of a three-city after-school imitative, as well as the general literature, to examine the field of after-school programs, focusing on those programs serving low-income children. A brief history of these programs is presented exploring the rationales for them in the circumstances of low-income children; a current profile of this field of services is provided; the major tensions in and challenges facing the field are discussed; and recommendations for facing those challenges are offered. The article argues for the expectations of after-school programs for low-income children to be kept modest, commensurate with both their modest means (i.e., limited resources and largely nonprofessional workforce) and distinct role in children’s lives.

An integrated professional development model for effective teaching

This article examines the design of a professional development model that aims to improve student achievement. This model has been designed by combining and supplementing elements from school-improvement literature and existing professional development models. Existing models from two largely independent approaches to professional development of teachers were examined for the presence of nine principles for effective school improvement. On the basis of this examination six aspects from the existing models were incorporated in the new model (presentation of theory, demonstration of skills, practice in a secure environment, pre-conference, observation and post-conference). Three further aspects were added to ensure compliance with all nine principles for effective school improvement (creation of the appropriate conditions, evaluation and monitoring conference and a focus on goals at school, teacher and student level).
