Library materials budget justifications

No matter how the current crisis in materials costs is resolved, libraries will continue to need ways of making effective arguments for budget increases. This article presents the issues to be considered in formulating a library budget request and the most effective manner of presenting the information.     

PBA: Percentage Based Allocation for acquisitions: A simplified method for the allocation of the library materials budget

A simplified approach to the allocation of the library materials budget is proposed that is based on the formula allocations to universities by their fiscal governing bodies. Theoretically, this approach reflects most of the elements of previously proposed formulas, although in an indirect way. The validity of this method is discussed in the context of certain assumptions, along with its advantages and disadvantages. This method would be most applicable where audiovisual materials and books are combined in one budget, such as in a community college or learning resource center.     

From budget allocation to collection development: A system for the small college library

Research has shown that faculty involvement in library collection development is directly proportional to the size of the library collection itself; specifically, as library collection size increases, faculty involvement in library collection development decreases. Conversely, the opportunity for faculty involvement in library collection development is enhanced in the small-college setting where collection development is a collaborative effort between the faculty, who serve as the counterparts of subject bibliographers in larger university settings, and librarians, who both oversee the collection development process and serve as bibliographers in general and interdisciplinary subject areas. The case study documents the collection development philosophy, selection and acquisitions policies, and accounting procedures used at the Iris Holt McEwen Library and LaRose Resources Center at Elon College in North Carolina. The interrelatedness of selection, acquisition, and accounting processes as well as the collaboration between librarians and faculty in collection development are emphasized. A time line for the collection development process is included.

口述史料资源建设作为图书馆建设特色资源的有效途径,近年来已得到国内图书馆的重视。目前,图书馆普遍关注结合地方文献工作开展口述史料的收藏,口述科技史料的收藏尚未引起足够的重视。图书馆开展口述科技史料的收藏,可以有效保存科技史料并用以指导当前的科技工作,同时有利于建设具有学科特色的馆藏资源。     

National library of China: The acquisition of foreign language materials

The purpose of this study is to examine the growth of the acquisition of foreign language materials in the National Library of China. An objective is to show how historical and contemporary events affected the National Library's development in terms of the procurement of foreign materials. The paper clearly demonstrates the preponderance of foreign materials in science and technology for China's modernization.

Deterioration of library and archival materials in the delta region of Nigeria

Factors identified to cause deterioration of library and archival materials in the Delta region of Nigeria are discussed. They include the influence of the environment, the physical and chemical effect of the paper used and the devastating effects of animals and plants. Man's attitude to book use is also discussed as well as the present economic influence on maintenance and security of materials.     

Observations on the acquisition of library materials in the People's Rrepublic of China

The first “People to People” Library and Information Science Delegation to the People's Republic of China spent three weeks touring various types of libraries and presenting papers to Chinese colleagues. Although the size of the group (sixty-seven), logistics, time constraints, and language barriers combined to preclude much in-depth discussion, the rare chance for one-on-one conversations did occur. This information plus observation provides the basis for this report.
