The master discourses of economic globalisation and the knowledge economy each cite knowledge diasporas as vital ‘trans-national human capital’. Based on a case study of a major Australian university, this article examines the potential to deploy China's large and highly-skilled diaspora in the service of Chinese and Australian scientific and technological development. It finds that at a time when much of the world is deeply mired in a global financial crisis, this treasured resource of highly-skilled intellectuals assumes even greater significance. Meanwhile, there are key challenges to be confronted to fully utilise China's overseas talent. It argues that the Chinese knowledge diaspora are a modern kind of cosmopolitan literati, and could contribute actively to higher education internationalisation in both Australia and China.  相似文献

The paper examines how the Chinese knowledge diaspora contributes to Peking University's endeavours to become a world-class university through an in-depth study of its implementation of the 111 Project. Based on the participants' personal experiences of international collaboration, the article finds that overseas Chinese scholars have played an invaluable role in linking Peking University to the international scholarly community. As well, they have constituted a key resource for its development, deploying their unique advantages, notably their familiarity with the research system and wider cultural dimensions of both milieus. Clearly, the vast size of the Chinese diaspora, its increasingly highly-skilled character, together with a strong and persistent sense of Chinese identity, provide a solid platform for international scientific collaboration. The virtually ubiquitous expressions of obligation to China constitute a major advantage for China's deployment of its knowledge diaspora in the service of the motherland. This paper delineates the key impediments that hinder full utilization of China's overseas academics. It concludes that despite some considerable achievements, the long-term effects of the 111 Project remain to be seen in the context of a complex global and internal situation.  相似文献

This article focuses on the impact of colonisation and its associated impact on Indigenous teaching and learning. Western European institutions have dominated Indigenous ways of knowing and in Australia this has led to barriers which restrict the participation of Aboriginal people in education systems. Globally Indigenous people are attempting to bring into the introduced educational systems culturally appropriate teaching and learning practices so that a more holistic approach to education can become the norm rather than the exception. The relationship between Indigenous knowledge and western European concepts of knowledge and knowing need to placed in a framework of mutual interaction so that not only do Indigenous people benefit, but so do non-Indigenous educators and students.  相似文献

This article describes the reported practices in literacy assessment, recording, and reporting in 12 Australian schools characterised by populations of diverse learners. The findings indicate the problems and challenges teachers face in providing socially just and inclusive literacy assessment in heterogeneous classrooms. We make a number of suggestions related to enhancing assessment, recording, and reporting at the classroom level and argue for systemic support for teachers.  相似文献

Abstract

Participatory programs are increasingly recognised as effective in assisting rural communities identify issues of concern, determine their needs, and draw in resources to enact social and environmental change. A fundamental assumption of these programs is that farmer knowledge is used and valued in the process of group interaction and social learning. The role of farmer knowledge in group learning in Australia is explored in this paper using case studies of Landcare and Prograze. In both case studies, group activity focused upon building landholder knowledge and skills for sustainable pasture management. Research findings suggest farmer knowledge can remain dormant unless critical factors in group learning and development are addressed. These include experiential learning, integrating information, effective facilitation, group autonomy and building ongoing relationships and learning opportunities.  相似文献

This article considers the exercise of statutory power by an Australian university, in the state of Victoria, when undertaking commercial activities that impact negatively on a local community. A single case study design is used to report on the process engaged in by the community and university to resolve this dispute. This includes consideration of the university’s characterisation of the activities it engaged in, the university bypassing local planning processes and the university’s identification of the community with which to conduct its consultation processes. All publicly available documents regarding the proposed development were scrutinised as well as records of public forums related to the dispute. The study findings advance public understanding of the complexity of the vexed question of the extent to which university legislation can be used for commercial purposes and key issues for consideration when undertaking university–community engagement that have wider application for universities globally. John Dewey’s philosophy of democracy and education provides valuable insights for developing democratic processes that facilitate deep understandings and good will that ultimately have the potential to enrich communities and prevent conflict.  相似文献

This paper seeks to introduce this special issue by setting out what seem to be some of the major theoretical and methodological issues raised for comparative education by the increasing prominence of the discourses of the knowledge economy, which, it is argued, represent a particularly strong version of globalisation and its possible relationships to education systems, and hence an especially acute challenge to comparative education. It focuses on the possible implications of these changes for each of the three elements of ‘national education system’. In terms of the ‘national’ it discusses the nature and consequences of methodological nationalism, and emphasises the emerging pluri‐scalar nature of the governance of education. In terms of ‘education’, it argues that education is now being asked to do different things in different ways, rather than the same things in different ways. In terms of ‘system’, it is suggested that the constitution of education sectors may be in the process of changing, with a development of parallel sectors at different scales with different responsibilities. Overall, the article suggests that we may be witnessing the development of a new functional, scalar and sectoral (non zero sum) division of the labour of educational governance. Finally, it addresses the question ‘what is now to be compared’ and considers the consequences for both ‘explaining’ and ‘learning’ through comparative education.  相似文献

This study used concept map content analysis and interviews to gain insights into the knowledge organisation and knowledge processing of pre-service teachers. Forty-eight preservice teachers of elementary science from a teachers’ training college in Sarawak, Malaysia, participated in this study. Correlations between achievement and five concept map characteristics showed that there were significant positive correlations (p<.01) between achievement and: the number of appropriate links; the average number of appropriate concepts per cluster; and, the hierarchy score of subjects’ concept maps, and significant negative correlations (p<.01) between achievement and: the number of inappropriate links; and, the average number of inappropriate concepts per cluster. Interviews with high-achievers and lowachievers revealed that there were differences in the way they processed knowledge during concept mapping. The high-achievers were more thorough than were the low-achievers in cognitive processing of knowledge, taking time to make sense of concepts, sort and group concepts, form relevant links between concepts, and organise concepts hierarchically. Active cognitive processing of knowledge seems to be related to more complex, well-integrated cognitive structures for the material learned.  相似文献

In this essay, I explore how two groups of undergraduates — Americans and Australians — participate in the reformulation of the “global imagination” through their experiences of studying abroad. Specifically, I question the assumption that the global imagination constitutes one shared, common experience that is the same across nations. In contrast, I demonstrate that though American and Australian students are certainly among the elite in global terms, their shared economic position does not necessarily correspond to a common global imagination. Instead, they have markedly different notions of both national and global identities. American students’ strong national identity often prevents them from exploring the possibilities of global affiliation. Australian students’ relatively weak national identity allows for a robust global sense of place, but is sometimes constrained by a limited tolerance for racial and ethnic diversity. In conclusion, I argue that the global imagination has not one, but numerous manifestations, which have the potential to both enable and constrain the enhancement of justice and democracy in a global context.  相似文献

The need for environmental education through outdoor education experiences is becoming increasingly evident in outdoor education theory and practice. In Australia, this environmental focus is reflected in recent outdoor education curriculum documents, particularly in the Victorian Certificate of Education (VCE). For many outdoor education teachers who do not have expertise in environmental education, this curriculum development presents a challenge. Outdoor education teachers frequently use National Parks to help them address this challenge.

The study examined the educational objectives and roles of teachers and park staff involved in environmental education through outdoor education in National Parks in Victoria, Australia. This paper discusses findings related to the teachers' educational objectives and roles while those of the park staff are examined in a separate paper. The findings indicate that the teachers often lack the environmental knowledge and skills needed to teach some aspects of the curriculum thus making the role of the park ranger or education officer particularly significant in educating teachers as well as students. Issues are raised about the training of outdoor education teachers and of park rangers to meet the environmental education needs of outdoor education students. Questions are also raised about the appropriateness of using National Parks for outdoor education purposes.  相似文献

What learning conditions are necessary to effectively support the knowledge-building enterprise in a learning community? To answer this question, the case-study method was employed to investigate collaborative knowledge building in a graduate level course designed to incorporate specific constructivist learning principles. These principles included (a) having a collective and authentic community goal to facilitate collaboration and engagement in the community, (b) using cooperative groups to provide for social negotiation and to promote multiple perspectives, (c) personally selecting of course readings and group decision-making to encourage ownership in learning, and (d) employing an integrated set of technology tools to archive the work of the community and facilitate communication. Results indicated that the instructional strategies designed into the course promoted collaborative knowledge building and the acquisition of key concepts through self-directed learning strategies. Results also pointed out the types of technological support required to implement an effective community of learners. A proposed set of guidelines is discussed to assist instructional designers in the design and development of collaborative, knowledge-building environments.  相似文献

Children have formal science instruction from kindergarten in Australia and from Year 3 in China. The purpose of this research was to explore the impact that different approaches to primary science curricula in China and Australia have on children's conceptual understanding of science. Participants were Year 3 children from three schools of high, medium and low socio-economic status in Hunan Province, central south China (n?=?135) and three schools of similar socio-economic status in Western Australia (n?=?120). The students' understanding was assessed by a science quiz, developed from past Trends in Mathematics and Science Study science released items for primary children. In-depth interviews were carried out to further explore children's conceptual understanding of living things, the Earth and floating and sinking. The results revealed that Year 3 children from schools of similar socio-economic status in the two countries had similar conceptual understandings of life science, earth science and physical science. Further, in both countries, the higher the socio-economic status of the school, the better the students performed on the science quiz and in interviews. Some idiosyncratic strengths and weaknesses were observed, for example, Chinese Year 3 children showed relative strength in classification of living things, and Australian Year 3 children demonstrated better understanding of floating and sinking, but children in both countries were weak in applying and reasoning with complex concepts in the domain of earth science. The results raise questions about the value of providing a science curriculum in early childhood if it does not make any difference to students' conceptual understanding of science.  相似文献

The complex and contested phenomenon of globalisation presents a fundamental challenge to higher education. Arguably, the development of quality assurance mechanisms during the 1990s and into the 2000s is one of the key globalising practices evident in many higher education sectors – in both developed and developing countries. However, there are still too few studies on the implications of globalisation processes grounded in detailed examinations of particular historical times and geographical spaces. It is important to investigate context-specific differences in potentially globalising policies and practices, rather than simply assuming global homogenisation. This paper offers an analysis of policy on quality assurance in Australian higher education over the last decade. It points to the changing discourses on `quality' over the period from a management device to a marketing device. It suggests that, in essence, quality assurance mechanisms have provided the government with an avenue for `steering at a distance', where the controls over universities and academics have not lessened but have changed form. The specific mechanisms used are both similar to, and different from, those evident in quality assurance policies in other higher education systems.  相似文献

This article begins with a brief overview of the relationship between globalisation and the internationalisation of higher education. This serves as a backdrop for the focus of the article, which is the internationalisation of teacher education. In order to see the diverse ways that teacher education programmes have been internationalised over the past 15 years, a case study comparing internationalisation initiatives in Greater China and Canada is presented. This comparative case study demonstrates how different globalising processes influence various forms of internationalisation. Comparison also sheds light on the importance of attending not only to broader, global processes, but specific, local contextual factors. Rather than consider internationalisation as one set of practices that have been taken up globally, this article suggests that there are many different forms of internationalisation in teacher education that are influenced by both global and local contexts. In this respect, the study moves us towards a more nuanced and complex understanding of how teacher education institutions across diverse settings are being internationalised in the twenty-first century.  相似文献

This article explores how globalisation has impacted on the demand and nature of qualifications and livelihoods in Zimbabwe. It argues that while economic globalisation has had an influence on the labour market, particularly through economic reforms such as the Economic Structural Adjustment Programmes, colonial legacies continue to influence education and training in Zimbabwe. The article observes that although access to education has increased phenomenally since the attainment of political independence, this has not significantly solved unemployment and the reduction of poverty as new challenges have surfaced. The information and communications technology revolution that characterises globalisation has changed the skill and knowledge requirements for most jobs, leading to the need for continuous retraining and the improvement of one's qualifications. Yet qualifications have no impact on the availability of employment opportunities since these depend on the prevailing economic situation. The article comes to the conclusion that while globalisation has created new opportunities through liberalised economic systems, it has mainly benefited industrialised countries with more stable economies. For developing countries such as Zimbabwe, it has had a negative impact since it has led to retrenchments, weakening of the informal sector, increased consumer prices and a general decline in living standards.  相似文献

Research commercialization is a crucial aspect of technological innovation and is a complex socio‐economic and technological process. This paper explores the commercialization of university research, drawing on an empirical study of the development of research commercialization by Australian universities. The study addresses three main research questions: (i) What are the recent major policy changes affecting the commercialization of university research in Australia? (ii) How much have Australian universities done in research commercialization over the past few years? (iii) What are the key barriers to the achievement of higher levels of commercialization in university research? The findings of this study show that there are two fundamental issues that universities have to address: (i) adequate financial support from governments, industries, and other stakeholders; and (ii) effective innovation management with academic entrepreneurship. Because the issues and problems covered in this study are common to many countries, the study has international applications and provides policymakers and practitioners with valuable information to assist them in the development of organizational strategies in the commercialization of innovative university research.  相似文献
