Although elementary schools have firmly institutionalized programs for children aged 5 and older, the United States is still developing operating public definitions for programs for children below age 5. These programs include public school prekindergarten programs, Head Start programs, and child care homes and centers. This article estimates the per-child and aggregate costs of providing good programs to the populations of young children who need them, specifically: (a) full public funding for part-time programs for 3- and 4-year-olds in poverty with parents who are not in the labor force; (b) full public funding for full-time programs for children under 5 in poverty with employed parents; and (c) both public and private funding for full-time programs for non-poor children under5 whose parents are employed. The article does not estimate program costs for non-poor families of children under 5 whose parents are not employed. It appears that the United States now spends only half of the public and private dollars needed to provide good early childhood programs and thereby may well be sacrificing the potential for a substantial return on investment.  相似文献

Young children in poor communities are spending more hours in nonparental care because of policy reforms and expansion of early childhood programs. Studies show positive effects of high-quality center-based care on children's cognitive growth. Yet, little is known about the effects of center care typically available in poor communities or the effects of home-based care. Using a sample of children who were between 12 and 42 months when their mothers entered welfare-to-work programs, this paper finds positive cognitive effects for children in center care. Children also display stronger cognitive growth when caregivers are more sensitive and responsive, and stronger social development when providers have education beyond high school. Children in family child care homes show more behavioral problems but no cognitive differences.  相似文献

This study investigated the nature of verbal interaction and interpersonal influence operating within middle‐class Midwestern families as they selected television programs for group viewing in their homes. A task‐specific Bales‐type coding scheme was used to analyze the talk generated by fathers, mothers, older and younger children. Interaction structure, ability to express a preference, preference consensus, and perceptions of influence reveal differential success in gaining access to favored programs. Younger children, who are known to control viewing under other circumstances, were the least successful participants in this verbal negotiation.  相似文献

Quality of family child care in four Midwestern states was examined using four measures designed to assess structural and/or process quality to determine if dimensions converge or vary across types of family child care (licensed and license-exempt/registered) and subsidy receipt (programs serving children whose care is paid by subsidies and programs not serving subsidized children). Two instruments designed specifically for use with family child care that measure both structural and process quality were used (Family Day Care Rating Scale and Quality Instrument for Informal Child Care), as well as one instrument measuring process quality (Caregiver Interaction Scale) and one instrument measuring structural quality (Midwest Child Care Assets Index). The two instruments designed to measure both structural and process quality in family child care were highly correlated with each other, while both of these were moderately correlated with the measure of process quality. The measure of structural quality was not significantly correlated with the measure of process quality. Licensed family child care homes scored higher than license-exempt/registered family child care homes on three of the four measures (all but the Caregiver Interaction Scale), and family child care homes receiving child care subsidies scored lower than those not receiving subsidies on three of the four measures (all but the Assets Index).  相似文献

As part of a larger study, the Victoria Day Care Research Project, caregivers representing three different types of caregiving arrangements (licensed center-based day care, licensed family day care homes, and unlicensed family day care homes) were interviewed. The structured interviews of approximately 1 hour covered the following caregiver-related areas: caregiver personal, socioeconomic status (SES), and support system factors; caregiver relationships with the chldren's mothers and general attitudes towards maternal employment; caregivers' perceptions of their own programs and children they care for; and caregivers' satisfaction with their employment. From the interview data, distinctive profiles emerged for each of the three caregiving groups. The data on the three caregiver groups and their composite profiles are presented in the article.  相似文献

Research Findings: DVD classroom newsletters are one proposed technology tool to promote classroom-to-home connections. The present study explored the experiences of prekindergarten children from predominantly Spanish-speaking homes with bilingual (English and Spanish) DVD classroom newsletters. On average, parents reported that children watched each DVD nearly 3 times. Interviews with children and other sources, including parent logs, teacher logs, and a teacher focus group, also captured children's experiences. Findings indicate that children have overall positive experiences with watching DVD classroom newsletters at home. Practice or Policy: Overall the findings support the use of DVD newsletters in prekindergarten programs as a way to create an opportunity to empower children, strengthen their digital literacy, extend the learning environment, and provide opportunities for meaningful conversations in the classroom and home.  相似文献

The necessity for parents and teachers to work together collaboratively to optimize children’s learning and development in early childhood education is well recognized. Yet, ways in which initial teacher education programs might prepare teachers for professional relationships with parents are rare in the literature. This paper reports on the use of field experience in family homes that occurred in the 1st year of a teacher education program. A case study of two student teachers is discussed to illustrate the potential of such an approach to this aspect of teacher preparation. These student teachers experienced the realities of the daily lives of families with young children. Six months later, their experiences appeared likely to have had a positive influence on their understanding of parenting and their attitudes towards establishing and maintaining effective partnerships with parents in their future professional role.  相似文献

Student violence has started to appear in schools in extreme forms. Various causes have been suggested, including TV violence, dysfunctional families, grinding poverty, child abuse, domestic violence, poor emotional and cognitive development, drugs, gangs, inequitable educational opportunity, and latchkey homes. A number of programs have been initiated to deal with this problem which focus on limiting the entry of weapons into the schools and managing aggressiveness. Unfortunately many of these programs fail to address the more fundamental causes of violence and aggression. A more effective means of prevention involves helping children become more responsible members of families, schools, and neighborhoods. School counselors and school psychologists have an important leadership role in helping reduce violence by promoting the moral dimensions of education, including the development of effective learning communities and encouraging school experiences which help children become more resilient in meeting the challenges they face each day without resorting to violence. © 2001 John Wiley & Sons, Inc.  相似文献

Twenty-first-century preschool children, with and without disabilities, may be found using technology, including assistive technologies, on a daily basis in their homes, schools, and communities. Early childhood educators are exploring opportunities to integrate technology and interactive media into the present-day curriculum. The authors suggest implementing the following five-step process to support using technology in early childhood inclusive programs: (a) assessing technology knowledge of young children, (b) developing technology rules with young children, (c) applying professional judgment and program policy, (d) implementing technology into the curriculum, and (e) collecting data for decision making. Through this process, early educators may define children's background knowledge and subsequently design a curriculum approach, including instructional methods and strategies, to engage young children while fostering creative learning experiences.  相似文献

Conclusion Longitudinal research on effective early childhood education programs has consistently demonstrated the importance of home-school communication (Berger, 1981). Ernest Boyer has stated it simply yet profoundly: “Good homes make good schools.” Child care programs must commit themselves to involving parents in their program with parent, child and staff acting as a unit (Yawkey & Bakawa-Evenson, 1975). This can be done by building a relationship with families that begins well and continues to develop in positive ways. Day care professionals can best enhance the development of children by planning programs which are responsive to the needs of families. Denise D. Research Findings: Using data from the Project on Human Development in Chicago Neighborhoods, this article relates neighborhood characteristics to the type of child care used in families with toddlers and preschoolers (N = 1,121; representative of children in Chicago in 1996–1998). Neighborhood structural disadvantage was assessed via U.S. Census data, and neighborhood processes (i.e., density of social networks, collective efficacy, and level of participation in neighborhood organizations) were accessed with a community survey. Child care decisions (i.e., whether they chose care in centers; child care homes by non-relative, by relatives, and exclusively by parents) and the quality of center child care (Early Childhood Environment Rating Scale–Revised) were assessed in a longitudinal sample. After controlling for family characteristics, various neighborhood characteristics were related to child care characteristics. In communities with denser social networks, children were less likely to experience care in child care homes by unrelated adults. Children were more likely to be in child care homes and less likely to cared for by parents exclusively or by relatives when collective efficacy was higher. Center care quality was lower in disadvantaged neighborhoods and higher for publicly funded programs. Further, neighborhood structural disadvantage was more negatively related to quality when mothers had less education. Practice or Policy: These findings provide further evidence that public programs such as Head Start and public pre-kindergarten programs may be especially important to ensure that children living in poverty in disadvantaged neighborhoods have access to the types of child care that promote school readiness.  相似文献

This paper presents an ethnographic study of the out of school literacy practices of children living in residential care in Malaysia. Although residential homes generate much publicity, especially during the festive seasons, not much is known about the children living within the confines of these homes. Even more lacking is research on their literacy practices, despite the embeddedness of literacy in the everyday lives of these children, which includes formal schooling, after‐school tuition classes and devotion sessions with volunteers.  相似文献

Summer schools serve multiple purposes for students, families, educators, and communities. The current need for summer programs is driven by changes in American families and by calls for an educational system that is competitive globally and embodies higher academic standards. A research synthesis is reported that used both meta-analytic and narrative procedures to integrate the results of 93 evaluations of summer school. Results revealed that summer programs focusing on remedial or accelerated learning or other goals have a positive impact on the knowledge and skills of participants. Although all students benefit from summer school, students from middle-class homes show larger positive effects than students from disadvantaged homes. Remedial programs have larger effects when the program is relatively small and when instruction is individualized. Remedial programs may have more positive effects on math than on reading. Requiring parent involvement also appears related to more effective programs. Students at all grade levels benefit from remedial summer school, but students in the earliest grades and in secondary school may benefit most. These and other findings are examined for their implications for future research, public policy, and the implementation of summer programs. Based on these results, our recommendations to policy makers are that summer programs (a) contain substantial components aimed at teaching math and reading and (b) include rigorous evaluations, but also (c) permit local control of curricula and delivery systems. Funds should be set aside to foster participation in summer programs, especially among disadvantaged youth. Program implementers should (a) begin summer program planning earlier in the year, (b) strive for continuity of staffing and programs across years, (c) use summer school in conjunction with summer staff development opportunities, and (d) begin integrating summer school experiences with those that occur during the regular school year.  相似文献

The care environment can be a significant source of foodborne pathogens if proper food safety practices are not followed by caregivers. To decrease children's risk of foodborne illness, caregivers must know and apply safe food handling practices. To identify what care providers need to know about safe food handling, and how they want to learn, needs assessment research was conducted with a random sample of child care centers and family day care homes in Michigan (n=335). Research Findings. Results indicate that persons who care for young children in licensed centers or homes wanted to know more about the relationship between food and illness. Specifically, they wanted information about what causes food to become unsafe and how to prevent foodborne illness in the child care environment. Providers in both centers and homes preferred print materials (booklets, fact sheets, and newsletters) to videotapes, audiotapes, workshops, teleconferences, or an informational hotline. Implications for Practice. Developing and providing food safety booklets, newsletters, and/or fact sheets which include application-oriented and understand- able food safety information consistent with licensing regulations could reduce the risk of contracting foodborne illness of young children cared for in child care centers or day care homes.  相似文献

This paper examines activity settings and daily classroom routines experienced by 3- and 4-year-old low-income children in public center-based preschool programs, private center-based programs, and family child care homes. Two daily routine profiles were identified using a time-sampling coding procedure: a High Free-Choice pattern in which children spent a majority of their day engaged in child-directed free-choice activity settings combined with relatively low amounts of teacher-directed activity, and a Structured-Balanced pattern in which children spent relatively equal proportions of their day engaged in child-directed free-choice activity settings and teacher-directed small- and whole-group activities. Daily routine profiles were associated with program type and curriculum use but not with measures of process quality. Children in Structured-Balanced classrooms had more opportunities to engage in language and literacy and math activities, whereas children in High Free-Choice classrooms had more opportunities for gross motor and fantasy play. Being in a Structured-Balanced classroom was associated with children's language scores but profiles were not associated with measures of children's math reasoning or socio-emotional behavior. Consideration of teachers' structuring of daily routines represents a valuable way to understand nuances in the provision of learning experiences for young children in the context of current views about developmentally appropriate practice and school readiness.  相似文献

The developmental status and social–emotional functioning of young children who are homeless has received inadequate attention in spite of high rates of homelessness among families with young children and the potentially negative impact of homelessness and associated stressors on children’s well-being. The aim of this study was to gain understanding of homeless children’s social–emotional adjustment and their functioning in language, motor, and cognitive skills. We also examined gender and age differences in those areas of development. The sample included 328 children residing with their parents in one of 11 emergency shelter or transitional housing programs for families who were experiencing homelessness in a central North Carolina county. Child case managers administered the Brigance Early Childhood Screen II and the Ages and Stages Questionnaire: Socioemotional form in the shelter setting. Findings indicated variability in competence among the children, with some children performing above average on the developmental screening and demonstrating few social–emotional problems. However, developmental scores for overall functioning of the sample were significantly below the norming group, with particularly low functioning in language and communication skills. Parents of 24.8 % of the children had substantial concerns about their children’s mental health status. Although there are individual differences in adjustment of children experiencing homelessness, results support wide-scale screening and access to early intervention for these vulnerable children. Future investigations could be directed to identifying factors associated with resilience among children without homes.  相似文献

The early course of language development among children from bilingual homes varies in ways that are not well described and as a result of influences that are not well understood. Here, we describe trajectories of relative change in expressive vocabulary from 22 to 48 months and vocabulary achievement at 48 months in two groups of children from bilingual homes (children with one and children with two native Spanish-speaking parents [ns = 15 and 11]) and in an SES-equivalent group of children from monolingual English homes (n = 31). The two groups from bilingual homes differed in their mean levels of English and Spanish skills, in their developmental trajectories during this period, and in the relation between language use at home and their vocabulary development. Children with two native Spanish-speaking parents showed steepest gains in total vocabulary and were more nearly balanced bilinguals at 48 months. Children with one native Spanish- and one native English-speaking parent showed trajectories of relative decline in Spanish vocabulary. At 48 months, mean levels of English skill among the bilingual children were comparable to monolingual norms, but children with two native Spanish-speaking parents had lower English scores than the SES-equivalent monolingual group. Use of English at home was a significant positive predictor of English vocabulary scores only among children with a native English-speaking parent. These findings argue that efforts to optimize school readiness among children from immigrant families should facilitate their access to native speakers of the community language, and efforts to support heritage language maintenance should include encouraging heritage language use by native speakers in the home.  相似文献

The present study has investigated the prognosis of infants admitted to institutional care. The follow-up was made after five and ten years. Three groups of children were studied: those who were in adoptive homes, foster homes and biological homes, respectively, at the time of the investigation. Approximately 50% of the total population was treated in hospital after the neonatal period. More children in foster and biological homes were hospitalized because of trauma. At 4 years of age the psychomotor development was considered normal in 77% of the adopted children compared to approximately 55% in the other two groups. Furthermore, the children in foster and biological homes demonstrated a higher rate of psychological or behavioral disturbances. The children who were in foster homes had experienced more separations and 39% of them had been subjected to 6 or more placements. The experiences of institutional care per se in infancy do not predispose the child to health and behavioral problems. The determining factor for optimal development seems to be permanency of care and parenting capability.  相似文献

This study compared levels of parent involvement in early intervention services for children under three which were delivered in community settings (children’s homes and child care programs) and specialized settings (early intervention centers and provider offices) in the USA. Respondents reported the highest levels of parental involvement in the home. However, level of involvement in the home was not significantly higher than the provider’s office for parent attendance, quality and content of parent-provider communication, and effective instruction; level of provider communication and instruction to parents was not significantly higher in the home than in the early intervention center. Early intervention services in the child care setting were associated with the lowest levels of parent involvement. With the exception of child care, these results suggest that specialized and natural settings are associated with similar levels of parent involvement.  相似文献
