Conclusion Head Start is in a position to evaluate its successes and failures of the last 20 years, to assess the needs of low-income children and their families in the eighties and nineties, and to plan ahead for another 20 years of successful operation. We must take this challenge seriously, because if we don't our program will not meet the needs of our society, and therefore it will die. Since 1965, Head Start has stood as a model, two-generational program for promoting developmental competencies among children living in socioeconomic disadvantage for the US and international communities. The cornerstone of Head Start is the promotion of caregivers’ involvement in their young children’s development and early learning. In accomplishing this ambitious goal, Head Start operates from a variety of programming options, one of which is home-based. The home-based Head Start program can occur alone or be combined with a classroom-based program. Relative to its classroom-based counterpart, the home-based program has received little empirical attention. To this end, this study explores the association of home visiting frequency to caregiver involvement as it occurs naturally in a combined Head Start program serving families in small urban communities. The interrelationships of child and family demographics to caregiver involvement as well as participation in the home-based program were also examined. Consistent with prior studies, two-parent families reported greater involvement in the children’s preschool education than other family structures. Additionally, home visiting frequency was higher for Hispanic families relative to African American and Caucasian families. Notably, home visiting frequency did not correspond with families’ report of their involvement with their child at home or preschool or their communication with classroom teachers. Although the exploratory nature of this study does not yield conclusions, it does call attention to the need to empirically investigate the development and integration of evidence-based caregiver involvement interventions in the home-based Head Start program.  相似文献

This study intends to illustrate the utility of general growth mixture modeling (GGMM) for evaluation of early childhood education programs, using a sample of children with Head Start experience. In the first analysis of this study growth mixture modeling (GMM) found that children with Head Start experience had two distinct growth patterns. In the second analysis of this study general growth mixture modeling found that children with two or more years of program participation did not have faster achievement growth, on average, than children with only one year of program participation. This study also found that a gender gap in mathematics and an income gap in reading and mathematics were exclusively exhibited by the children with no preschool experience. Therefore, it was concluded that the Head Start program may be reducing both a gender gap in mathematics and an income gap in reading and mathematics.  相似文献

This study investigates the sustained effects into kindergarten and grade 1 of Project Head Start for disadvantaged black children. Participation in generic Head Start programs was compared to both no preschool and other preschool experience for disadvantaged children in two American cities in 1969-1970. Incorporating both pretest/posttest and comparison group information, the study has advantages over other Head Start impact studies. Both preprogram background and cognitive differences were controlled in a covariance analysis design, using dependent measures in the cognitive, verbal, and social domains. Children who attended Head Start maintained educationally substantive gains in general cognitive/analytic ability, especially when compared to children without preschool experience. These effects were not as large as those found immediately following the Head Start intervention. Findings suggest an effect of preschool rather than of Head Start per se. Initial findings of greater effectiveness of Head Start for children of below average initial ability were reduced but not reversed. The diminution of effects over time, especially for low-ability children, may reflect differences in quality of subsequent schooling or home environment.  相似文献

This study uses the Family and Child Experiences Survey (FACES) data from 1997 to investigate the degree to which child, family, classroom, teacher, and Head Start program characteristics are related to children's school readiness and continued development over the four-year-old Head Start year. Latent class analyses were used to examine the constellation of school readiness competencies within individual Head Start children in both the fall and spring of the four-year-old Head Start year. Multinomial regression analyses examined patterns of association between demographic and program characteristics and profile membership over time. Four distinct developmental profiles were found in the sample in the fall, and three were found in the spring. Furthermore, a substantial proportion of Head Start children (43%) moved from a developmental profile including some risk to a strengths profile between the fall and spring of the Head Start year. Child age, family structure, parental educational attainment, classroom quality and teacher's level of educational attainment emerged as important factors associated with stability and change in profile membership over the four-year-old Head Start year, but receipt of social services through Head Start was not associated with stability or change in profile membership.  相似文献

Head Start Teaching Centers are a national demonstration project designed to provide participatory training in all Head Start component areas within the context of an exemplary Head Start program. Each Teaching Center employs an independent evaluation to study this alternative approach to Head Start staff development. This paper presents the results of the outcome evaluation for the first year of the New England Head Start Teaching Center. The New England Head Start Teaching Center was designed to provide intensive training during a 3 or 5 day period of residence at the Teaching Center. This paper briefly describes the national Head Start Teaching Center model, the implementation of this model in the New England region, the outcome evaluation plan, and the results from the first year of training. The analyses of year one data indicated that training provided by the New England Head Start Teaching Center produced significant gains. As compared to similar Head Start employees who did not participate in training, both trainees and their supervisors reported significant gains in trainees' knowledge, skills, and expertise after participating in the New England Head Start Teaching Center training.  相似文献

One‐quarter of the Head Start population has a mother who participated in the program as a child. This study uses experimental Head Start Impact Study (HSIS) data on 3‐ and 4‐year‐olds (= 2,849) to describe multigenerational Head Start families and their program experiences. In sharp contrast to full‐sample HSIS findings, Head Start has large, positive impacts on cognitive and socioemotional development through third grade among the children of former participant mothers, including improved mathematics skills and reductions in withdrawn and aggressive behavior. Evidence suggests that differences in program impacts between single‐ and multigenerational Head Start families are driven largely by differences in family resources and home learning environments.  相似文献

The purpose of this study was to examine parenting types in a low-income sample from a person-oriented approach. Data were used from a public use data set from the Early Head Start Research and Evaluation Project (EHSREP) along with new extant ratings of parenting behavior from the EHSREP archive of videotaped parent–child observations. Parenting behavior indicators were examined using latent class analysis as a grouping strategy across three time points to characterize this sample of 2631 Early Head Start mothers. Three latent classes of mothers were identified at 14, 24, and 36 months: developmentally supportive (the largest group in this sample), unsupportive, and negative. Predictors of parenting types were also examined and parenting types were linked to child outcomes. The results of these analyses show common characteristics of these distinct types of parents likely to be in Early Head Start programs and may help programs identify which families would most benefit from services to help them increase behaviors to promote their young children's early development.  相似文献

This qualitative interview study investigates the Hoover Community Action Agency's Head Start salary policies as described by 3 program administrators and 10 teachers. Feminist theories explain how teachers' and administrators' interpretations of salaries reflect societal beliefs about the value of Head Start teaching. Head Start teachers acknowledge both their low wages and their deep commitment to the Head Start mission. Low- and middle-income teachers differ in how they describe current salary levels: low-income teachers are proactive in salary enhancement efforts and middle-income teachers view salaries as supplemental family income. Agency administrators, while acknowledging the low teacher wages, argue that Head Start employment is more financially lucrative than day care teaching. Administrators cite teacher commitment, not salary, as the best predictor of teacher tenure.  相似文献

This paper considers the case of the Michigan Migrant Head Start program to describe and analyze the labor market conditions and teaching staff characteristics to identify the challenges faced by Migrant Head Start grantees in attracting, hiring, retaining, and training degreed teachers. The emphasis is on describing and analyzing the child care labor market characteristics that confront Migrant Head Start grantees in upstream locations and on describing the characteristics and opinions of Migrant Head Start teachers and interpreting their significance for developing educational programs that facilitate the ability of Migrant Head Start teachers to become degreed in early childhood education. The implications of the findings for making early childhood education work for Migrant Head Start teachers are discussed from the perspective of administrators of Migrant Head Start programs and teacher preparation programs at community colleges and universities.  相似文献

This article has two aims: to explore the historical reasons why mental health has been a contested issue in Head Start, and to describe areas of challenge and innovation which might further the program's goal of improving the well-being of parents and children in poverty. The historical sources of silence in the program concerning mental health issues are noted, and recent efforts to bring mental health closer to the center of the Head Start agenda described. Four areas of challenge which are crucial in improving mental health in Head Start, are then reviewed: definitional issues at the individual and family levels, program-level consultation and services, system-level coordination, and macro-level policy changes. In each section, the nature of the challenge, current innovative practices in response to the challenge, and recommendations for further action are discussed. Much is known about how to provide safe environments for preschool children (3–5 years-of-age); however, many preschool children still experience preventable injuries—particularly children living in poverty. This study examined the use of an assessment tool used to identify children at risk for unintended injury in two large, federally funded Head Start programs during home visits. Families of preschool children in two multi-center Head Start programs (N = 499 and N = 228) were screened by teachers for risks related to safety in their home and parenting environment during mandatory Head Start home visits in the fall and spring. The safety screening tool was part of an established, broader interview assessment called the Family Map, which was designed to help Head Start programs meet mandatory performance standards related to the identification of risk and strengths in the family. Study results indicated that a large number of preschool children from low-income backgrounds were at risk for a variety of risks related to unintentional injury. Further, in some areas Head Start families increased their safety related parenting behaviors by the second assessment with different areas noted in the two programs. This study demonstrated that, beyond the use of the tool to identify families in need of intervention services, it can be used by childcare providers to effectively monitor family need and for program self-assessment.  相似文献

Head Start programs are required to set aside at least 10% of program slots for children with disabilities, but the percentage of children with disabilities served varies depending on the criteria used and source of the information. This study used the Head Start Family and Child Experiences Survey (FACES) 2000 data for a nationally representative sample to identify subgroups of children meeting three different criteria for having a disability or developmental delay. Results indicated that about one-third of children in Head Start (33%) met one or more of the criteria for a disability or delay, about one-third of those children (33%) met criteria for two or for all three of the subgroups. However, only 8% of children in Head Start had an Individualized Education Program (IEP). Children with disabilities or delays, regardless of the subgroup criteria used, had higher levels of many other risk factors associated with poor developmental and school readiness outcomes. They also exhibited poorer performance on early literacy, social, and behavioral measures both at entry into Head Start and at the end of kindergarten compared with children not in each of those subgroups. Implications of the findings for screening and assessment, serving children in Head Start programs, and the need for linkages between Head Start programs and the preschool special education system are discussed.  相似文献

Attending high-quality early childhood care and education (ECCE) is associated with higher cognitive and social-emotional skills, especially for children growing up in poverty, but access to high-quality ECCE is limited. This study capitalizes on the random assignment design of the Head Start Impact Study to better understand whether the randomized offer to attend Head Start, a free comprehensive child development program for low-income and at-risk children, raises the quality of ECCE in which children enroll. Multinomial logistic regression was used to isolate the intent-to-treat impacts of random assignment to Head Start on ECCE quality from impacts on enrollment in formal ECCE. Results indicate that children randomly assigned to receive Head Start (treatment), compared to children in the control group, were more likely to enroll in high-quality and, to a lesser extent, low-quality ECCE. Treatment impacts were largest at the high end of the quality distribution, were driven by increased enrollment in Head Start, and differed for 3- and 4-year-olds. These results highlight the important role of Head Start in providing high-quality ECCE for low-income children.  相似文献

The design and evaluation of the New England Head Start Teaching Center (NEHSTC), one of 14 federally funded programs created to test the efficacy of participatory, hands-on training for enhancing Head Start service delivery is the focus of this article. The unique characteristics of the NEHSTC and the outcome evaluation results from 3 years of training will be discussed. The findings demonstrate the NEHSTC was successful in implementing high quality, participatory training within the context of an ongoing Head Start program. Various Head Start staff who participated in the NEHSTC trainings demonstrated gains in knowledge, skills, and attitudes compared to similar Head Start employees who did not receive training. The positive findings suggest that participatory training should be included in the menu of training options available. Because of the unique size and scope of Head Start, the success of ongoing efforts to improve the quality of its programs and services are particularly significant. Within Head Start, this discussion of quality enhancements via innovative training models is timely given the advent of the new performance standards and the restructuring of the Training and Technical Assistance system. Additionally, the findings are relevant for broader efforts to improve early care and education programs nationwide.  相似文献

In all communities, rural and urban, the increase of culturally diverse families served requires that Head Start programs support family childrearing practices and build upon cultural strengths to enhance social, emotional, cognitive, and physical development of the Head Start children. This study augments information, in both theory and practice, about Head Start programs which are based on culturally sensitive, child-centered, curriculum models and authentic parent involvement. The study revisits two family literacy projects that have both a participatory focus and include participants from marginalized groups. In these contexts, research findings reveal family childrearing practices which may be supported and built upon to enhance social, emotional, cognitive, and physical development of children in Head Start programs. Practice based on the findings has shown Head Start programs can build rapport through an informal, non- threatening environment, in which staff help parents to feel welcomed and comfortable so that they share the important sociocultural meanings in their lives. This non-threatening environment which enhances multidirectional participatory learning is seen in family literacy groups working in partnership with Head Start.  相似文献

Head Start is the largest early childhood education program in the US. Echoing patterns emerging in ECE world-wide, Head Start has dramatically changed. Greater emphasis is now placed on kindergarten readiness, child and teacher assessment, professionalization, and increased competition for program funding. Drawing on a mixed methods research design, a case study was conducted that explores the nature and effects of these changes on teachers and the work of teaching within Head Start. Strong evidence of work intensification was found, a topic little explored within the wider ECE literature. In the light of this finding the authors question the model of professionalism that now dominates ECE reform.  相似文献
