Together with “creativity”, the concept of “talent” has emerged within UK and global policy discussions as being central to unlocking economic success within the creative industries. At a crucial time of political and technological change, Scotland finds itself competing within a highly competitive global market to identify, attract and retain creative talent and strengthen its skills base. As such, developing “talent” is a key aspect of the Scottish Government's Strategy for the Creative Industries. However, while creativity has been interrogated across academic disciplines in recent years, talent remains under-theorised within the academy and lacks a clear definition across policy and industry. Taking the screen industries as its focus, this paper draws on empirical data derived from a series of knowledge exchange workshops funded by the Royal Society of Edinburgh designed to initiate dialogue between academics, policy-makers and stakeholders within Scotland and beyond. In doing so, it scopes out some of the key ways in which screen “talent” is conceptualised by these groups and raises questions regarding how particular understandings may impact on policies designed to identify, attract and retain a diverse range of skilled workers within the sector. We argue that greater precision should be used in policy discourse to emphasise the importance of developing particular and discrete craft skills rather than privileging a workforce that is highly flexible and mobile. We also suggest that policy-makers and educators must acknowledge and encourage transparency regarding the precariousness of building a career within the screen industries.  相似文献

本主要以近年来成都平原最新考古资料为依据,并结合献资料对成都城市的产生和形成进行了再研究。本认为早在4500—3500年前,成都平原就具备了产生城市的社会经济条件。从宝墩古城、三星堆古城到成都十二桥宫殿建筑群遗址,是成都早期城市产生和初步形成时期,开明王朝迁都成都,形成比较完全意义上的城市,因而成都是具有4500年悠久历史的化古城,以成都为中心的长江上游地区是中华明发源地之一。  相似文献

This paper examines the relationship between cultural participation and regional development with reference to the European Capital of Culture in 2017. From the bidding stage, Aarhus 2017 claimed it put “participation” at the heart of its strategic plans, through consultation at roadshows and exhibitions. In addition, it aspired to use culture as a catalyst for development not only in the city of Aarhus but across the region of Central Denmark. This paper, therefore, examines how participation is defined and implemented to address regional development in the Aarhus 2017 process through textual analysis of documentation from Aarhus 2017 and delivery partners as well as over 20 interviews with managers and participants involved in a range of 2017 projects. The paper argues against the common prioritisation of urban and professional cultural institutions and makes the case for decentralised cultural provision that supports both amateurs and professionals through a regional networked structure.  相似文献

This article introduces a new methodological framework for the examination of Frankish Jerusalem's urban development, based on a database encompassing documents relating to Jerusalem from the first half of the twelfth century. The deconstruction of documents according to their primary elements provides a new framework for their use in the study of the socio-economic mechanisms that propelled the transformation of Jerusalem's cityscape, hitherto commonly perceived as restricted to monumental construction. This supplements the panoramic view of the city, obtained from contemporary narrative sources and archaeological evidence, with an analytical depiction of the evolving urban environment. Such an analytical approach unveils previously undetected facets of Jerusalem's urban development, such as the early emergence and spatial distribution of residential areas, crystallisation of notions of property ownership and shifting patterns of economic conduct. It sheds new light on the periodisation and scope of urban change in Jerusalem and its correlation to wider socio-economic processes.  相似文献

Abstract

This article examines the way in which seemingly contradictory positions of populism and cosmopolitanism are articulated in the development of the Japanese post‐Second World War fascination with overseas. Specifically, I analyze the writings of Ohashi Kyosen, a popular television entertainer, and investigate how a particular mode of subjectivity is expressed through his ideas of overseas leisure and retirement in his best‐selling book Kyosen: Choose Your Own Life (Kyosen: Jinsei no Sentaku) and related essays published around 2000. While the issue of subjectivity has been the central concern throughout modern Japanese history, earlier analyses have been focused on the critical writings of intellectuals. I argue that in order to understand the larger social impacts of the translation of subjectivity, we also need to examine how the issue is articulated in popular discourses. Ohashi’s popular writings suggest that the issue of subjectivity still haunts the contemporary everyday lives of many Japanese, and continues to be the key predicament for articulating a culturally meaningful model of ‘citizen’ in Japan. Ohashi’s writings raise questions about what it means to be an active agent of one’s life, and how to situate the self in the larger society. Through an analysis of Ohashi’s narratives, I first illustrate how subjectivity is negotiated through people’s demands for leisure and their concerns about retirement, both of which are entangled with their fascination with overseas. Second, I examine Ohashi’s narratives as an expression of the paradoxical position of the Japanese citizenry conditioned by the US–Japan political, economic, and military coalition. I discuss how the predicament of articulating Japanese subjectivity reflects this paradoxical position under the legacy of Cold War geopolitics in Asia.  相似文献

This article compares the cultural governance pathways of two UNESCO “Design Cities” – Bandung and Cape Town – methodologically framing them as “repeated instances” [Robinson, J. (2018). While the value of mobilizing culture for local urban change in rapidly growing cities of the global South is increasingly recognized [Mbaye, J., & Dinardi, C. (2018). In this article I bring together the practical, pedagogical and theoretical implications of a relatively small digitization project, ‘Observing the 80s’, in order to explore the ways in which ‘the digital’ might transform historical practice. Borrowing from Benjamin’s work on production and reproduction I argue that not only are historians currently using digital tools in interesting ways, we are also well equipped to understand what the implications of these tools are. By thinking about digitalization, we can draw together the processes of production, analysis and reception of our historical evidence. Digital technology may only have become the subject of historical research, funding and teaching relatively recently, but the frameworks of cultural and social history provide us with the skills to evaluate its potential meanings. Not least, Benjamin helps us to analyze and evaluate what it really means to be a historian researcher and teacher in a British University today. In so doing, Benjamin’s work can help us uncover and celebrate the unknown through a process of collaboration, juxtaposition and engagement despite the increasingly quantified and goals orientated context in which most academic historical work takes place.  相似文献

This study tested how family ties and religiosity, two extended elements of ingroup assortative sociality, would predict group-level COVID-19 severity in the U.S. and how COVID-19 threat would predict ingroup assortative sociality at a weekly level. Multilevel models which analyzed the state-level archival (e.g., religious participation) and Google trends data (e.g., marriage for family ties; prayer for religiosity) on ingroup assortative sociality showed that religious search volume (from 2004 to 2019) significantly and negatively predicted COVID-19 severity (i.e., shorter time delay of first documented cases, shorter overall doubling times, higher reproductive ratio and higher case fatality ratio) across states (Study 1a) and counties (Study 1b) while search volume for family ties only significantly and negatively predicted county-level COVID-19 severity. Multilevel analyses also found that weekly COVID-19 severity weakly predicted weekly search volume of marriage and religion (Study 2a), but when COVID-19 threat was in the collective consciousness in a given week (i.e., Google search volume for coronavirus within 52 weeks), collective levels of ingroup assortative sociality increased from the previous week (Study 2b). Evidence across studies suggested that religiosity, compared with family ties, could serve a more important role for the U.S. people during the deadly pandemic.  相似文献

By the twentieth century, Black intellectuals envisioned Japan as a beacon of their own possibilities. Japanese perceptions of this bond are typically implicitly assumed in most research on the subject. In this essay we argue that Japan saw Black America as a symbol of strategic not substantive solidarity. With its entrance onto the international scene in the nineteenth century, Japan encountered an international racial hierarchy, and struggled in formulating an emergent self-identity that would allow it to rationalize its rightful place alongside White Western powers. On the eve of the Second World War, Japan's national/racial identity is a complex set of influences: a merging of its own indigenous perceptions of race, an importation of outside racial ideology, and contextual needs linked to still trying to insert itself as an equal to Western powers.  相似文献
