Restructuring Teacher Education in Australia

Debate on teacher quality and quality in teaching and teacher education has been as vigorous in Australia as it has been in the UK and the USA. In Australia, however, reform in teacher education has been subsumed within a national metapolicy of corporate federalism which is an amalgam of beliefs or discourses including neo‐corporatism, economic rationalism, corporate managerialism and human capital. The paper analyses the most recent document on reform of teacher education in Australia (the Ebbeck Report) and shows how its policy formulation is influenced by the discourse of corporate federalism. It also shows how micro‐economic reform in this sector is related to reforms in other sectors of education.     

Globalisation and Higher Education Restructuring in Hong Kong,Taiwan and Mainland China

Globalisation and the evolution of the knowledge-based economy have caused dramatic changes in the character and functions of higher education in most countries around the world. However, the impacts of globalisation on universities are not uniform even though similar business-like practices have been adopted to cope with competition in the global marketplace. The pressure for restructuring and reforming higher education is mainly derived from growing expectations and demands of different stakeholders in society. In the last decade, government bureaucracy, public service institutions and higher education institutions and universities have been significantly affected by the tidal wave of the public sector reform around the world. Apart from improving the efficiency and effectiveness of public services, universities are confronted with a situation in which the principles of financial accountability and responsiveness to stakeholders prevail amidst the massification stage under the condition of global economic retrenchment. In response to such pressing demands for change, policies and strategies of decentralisation, privatisation and marketisation are becoming increasingly popular measures in university governance. Reform strategies and measures like quality assurance, performance evaluation, financial audit, corporate management and market competition are adopted to reform and improve the performance of the higher education sector. This article examines the most recent higher education reforms and restructuring in Hong Kong, Taiwan and Mainland China, with particular reference to the issues related to globalisation of decentralisation and marketisation in higher education.     

Globalisation,the Learning Society and Comparative Education

Extending the logic of industrialism thesis, it is argued here that the world now has a global infrastructure, information technology empowered by those who control capital. Globalisation has resulted in the development of learning societies as a superstructural phenomenon. Four dimensions of the learning society are analysed in this article and the implications of these are explored for the study of comparative education. The thesis of the article is that the field of comparatives is broader than education itself, and that reasons for comparative studies have changed little since early adult education comparativists met in 1966 and agreed on a number of major themes.

民主新南非的教育体系是在种族隔离教育遗产的基础上通过全方位的变革建立起来的。南非教师教育制度的重建是一个漫长、复杂的过程。通过调整管理体制、颁布教师教育标准、优化院校结构、出台国家政策框架等举措,南非已建构起一个以成果和能力为本位的、具有民主治理特质的、一体化、开放式的教师教育与发展体系。国家教师教育与发展政策框架的实施虽然取得了一些成效,但也面临多方面的不确定性和挑战。

Globalisation,the State and Education Policy in Singapore

This paper explores the concept of globalisation and educational policy making in the context of a recently developed ‘strong state’, Singapore. It suggests both the need to clarify the concept of globalisation from such concepts as dependency and centre-periphery and to avoid overly deterministic accounts of the influence of global trends on education policy making. An analysis is provided of policy initiatives in Singapore between 1979 and 1991 located within state-based imperatives to respond to both global and state-centric challenges.     

Dewey's Conception of Interest and its Significance for Teacher Education

Many teachers in teacher education programs are cursorily introduced to Dewey's ‘epochmaking’ ideas on interest and effort through discussions based on the need for child‐centered pedagogies that utilize students' interests. Unfortunately, this strategy often tacitly encourages teachers to over‐rely on students' interests. In this paper, I recommend a way of introducing Dewey's conception of interest that avoids the common pitfall of over‐reliance on students' interests. I argue that if we focus on the changes Dewey made to the expression of his philosophy during a seventeen‐year period, we can help illuminate the force of his theory while protecting against unfortunate misinterpretations.

Global Trends,National Policies and Institutional Responses: Restructuring Higher Education in Malaysia

A significant global trend during the 1990s is the restructuring of higher education systems. The essence of this restructuring process is a redefinition of the relationship between institutions of higher learning, the state, and the market, and a drastic reduction of institutional autonomy. This article is an analysis of the restructuring process in the forms of privatisation of higher education and corporatisation of public universities in Malaysia. This analysis highlights the context of higher education reforms in the era of globalization, major trends in higher education reforms and Malaysias responses to these global trends. By focusing on the institutional level, this article examines the expansion and diversification of private higher education as well as the change in the governance and culture of public universities brought about by privatisation and corporatisation.     

论从全国教师教育网络联盟到国家教师教育虚拟大学

在我国积极推进基础教育和教师教育信息化的进程中,在我国组织重点普通高校包括师范大学进行现代远程教育试点工程的基础上,组建全国教师教育网络联盟(简称网联),构筑全国教师终身学习体系的时机已经成熟.组建网联的指导思想是:整合并优化配置我国教师教育资源,通过优质教育资源的共建共享和学分互认以及构建全国教师终身学习的支持服务体系,走出一条创办我国第一所国家专业(教师教育)虚拟大学的新路.本文尝试对全国教师教育网络联盟的组建及其向国家教师教育虚拟大学的过渡进行分析论证.

Indigenous Australian Education and Globalisation

This article focuses on the impact of colonisation and its associated impact on Indigenous teaching and learning. Western European institutions have dominated Indigenous ways of knowing and in Australia this has led to barriers which restrict the participation of Aboriginal people in education systems. Globally Indigenous people are attempting to bring into the introduced educational systems culturally appropriate teaching and learning practices so that a more holistic approach to education can become the norm rather than the exception. The relationship between Indigenous knowledge and western European concepts of knowledge and knowing need to placed in a framework of mutual interaction so that not only do Indigenous people benefit, but so do non-Indigenous educators and students.     

Evaluating Teacher Education Programs Using a National Survey

Abstract

The authors used the National Survey of Teacher Education Program Graduates, developed by Freeman, Loadman, and Kennedy (1991), to evaluate the baccalaureate and master's of education (M.Ed.) teacher education programs at a major Carnegie I research university. The instrument's 4 measures—acting as proxies for teacher education graduate careers, quality of program, teaching skills, and teaching knowledge satisfaction—were compared with national norms from other teacher education programs across the country. The survey data from the class of 1996, consisting of 263 baccalaureate graduates and 171 M.Ed, graduates, suggested that they were generally very positive about their programs and careers. In general, the baccalaureate and M.Ed. graduate responses on all 4 measures were more alike than different. Both groups of 1996 graduates rated the measures more positively than the national norms.

我国教师教育已进入一个从数量满足向质量提升转变的关键时期。为了提高教师教育质量,国家教育部颁布了教师教育标准,并且以实行教师资格统考为制度保障。然而教师教育的现状与标准的要求有一定差距。因此,教师教育专业需要拓展发展路径。路径可以从师资、课程、教学和评估等方面找到切入点。     

Nationalisation, Localisation and Globalisation in Finnish Higher Education

This article analyses and discusses the interplay between the social processes of nationalisation, localisation and globalisation in a single European nation state. The view of nationalisation put forward draws on a national case study based on historical and sociological research findings. The second part of the article presents a case study of the nature of globalisation and localisation in an average Finnish university. The article shows that nationalisation of Finnish higher education has created a cultural understanding of higher education institutions important for competition with other nations. As for localisation, on the one hand higher education institutions support their local communities and provinces to gain social and economic benefits. On the other hand, local communities and provinces support their higher education institutions in the hope of benefiting from them. The case studies also suggest that economic globalisation creates new dynamics within higher education institutions both through strategic alliances between higher education and commercial enterprises and through the emergence of alternative new funding sources for research.
