1．文化传统的影响。印度作为世界文明古国，有着悠久的历史文化传统。印度的学校受印度深厚的文化传统影响，自古以来就注重品德熏陶，在教学中注重育人。印度学校德育注重强调传统价值，如禁欲、宽容、效劳、献身等。各邦学校德育情况不一。有些邦设道德教育课，有些邦通过国语或社会课渗透德育，有些邦不设德育课程，但以朝会训话等形式完成相应课业。

德育是一个千古话题,也是一个世界性的难题。学校德育谁来做？学校德育如何做？学校德育做什么？……一系列的困惑摆在我们德育工作者面前。“我心中理想的学校德育”体系构想是我在完成学校德育管理改革方案时产生的思维火花,是一位德育实践工作者对学校德育的理想和追求,也是学校德育管理改革的基本思路,尽管很多只是自己的一些想法,但它基本勾画出学校德育管理改革的一个轮廓,希望它能够对提高学校德育工作的层次和品位有指导意义。     

试论21世纪德育面临的形势和任务

21 世纪是知识经济、科学技术迅速发展的世纪。在研究新世纪学校德育面临的形势和面临的挑战的时候，需要认真分析德育与社会主义市场经济的关系，重点强调学校德育应加强具有中国特色的社会主义教育，社会主义市场经济教育，价值观教育，个人利益与社会整体利益关系等诸多方面的教育。学校德育在新世纪里必须找准位置，更新观念，创造有中国特色社会主义新型的德育体系。

提高德育工作的科学性与实效性，是当前德育科研的热点，也是各学校工作的难点。中央教育科学研究所德育研究中心主任詹万生教授主持的全国教育科学“十五”规划国家重点课题“整体构建学校德育体系深化研究与推广实验”，在全国20多个省、市，自治区，建立了近百个实验区、千所实验校，有万余名教师、百万学生参与了课题研究与实验。对学校德育的指导思想、基本原理、途径方法等进行了科学有效的探索。创新德育途径，提高德育实效性，是中小学管理者特别关注的问题。因此，本刊在组织这组关于德育途径与方法的文章之前，特请该所的两位专家一起，对德育新途径作一科学解说。
