University mergers fundamentally aim to enhance the level of higher education and scientific research performance through resource integration by “reorganization”. However, whether university mergers achieve the latter goal has been subject to controversy. With the help of the “quasi-experiment” of Chinese colleges and universities merged in the 1990s, this study determines the impact of university mergers on scientific research performance. Panel data of 431 colleges and universities from 1993 to 2013 in The compilation of scientific and technical statistics of Chinese higher education and difference in differences method are used. Results show that the merger of colleges and universities exert a significant negative impact on the scientific research performance due to excessive government interventions and difficulties in cultural integration. The merger effect is related to the number of university participants and degree of government intervention. Therefore, university mergers cannot effectively promote the level of scientific research, unable to bring economies of scale and rather lead to diseconomies of scale.  相似文献

In this paper, we analyze the extent to which University-Level Support Mechanisms (ULSMs) and Local-Context Support Mechanisms (LCSMs) complement or substitute for each other in fostering the creation of academic spin-offs. Using a sample of 404 companies spun off from the 64 Italian Science, Technology, Engineering, and Mathematics universities (STEM universities) over the 2000–2007 period, we show that the ULSMs’ marginal effect on universities’ spin-off productivity may be positive or negative depending on the contribution offered by different LCSMs. Specifically, in any given region, ULSMs complement the legislative support offered to high-tech entrepreneurship whereas they have a substitution effect with regard to the amount of regional social capital, regional financial development, the presence of a regional business incubator, regional public R&D expenses as well as the level of innovative performance in the region. Results support the idea that regional settings’ idiosyncrasies should be considered for universities to develop effective spin-off support policies. This paper contributes to the debate on the evaluation of economic policies supporting entrepreneurship.  相似文献

The growing share of university research funded by industry has sparked concerns that academics will sacrifice traditional scholarly activities to pursue commercial goals. To investigate this concern, I examine the influence of an applied sponsor and consider limitations of the grant funding mechanism. A novel dataset tracks the careers of academic engineers and their relationships with this sponsor. I find that (a) researchers who maintain a relationship with the directed sponsor experience a decrease in publications implying that academics’ careers may be a function of the type of funding received, not only talent; (b) academic merit does not necessarily serve as a funding criterion for sponsors; and (c) citation and publication measures of academic output are often not useful proxies for short-term commercial or social value.  相似文献

Since the late 1990s, mergers have been pursued by a large number of national university systems. The mergers have been justified as a way of increasing research performance. This paper examines the impact of mergers on one vital measure of university research performance, the production of publications, for 29 Chinese university mergers and 8 Nordic university mergers. Using Web of Science counts of research articles before and after a merger while controlling for the university inputs of R&D funding and research personnel, it was found that Chinese universities exhibited a small but significant increase in the rate of growth of articles following a merger. The Nordic performance was less clear cut. Our findings support the belief that mergers of similarly sized institutions usually have little impact on research performance. In contrast, mergers between a large comprehensive university and much smaller universities have a positive impact on overall publications. We also show that cases in which the merger was between a comprehensive university and a medical school resulted in significantly improved performance in terms of scholarly publications. We attribute the improvement to synergies between the basic biological research in the comprehensive university and the more practical research undertaken in medical schools. We conclude with suggestions for policy-makers aiming to create synergies through mergers.  相似文献

As economies become more knowledge intensive it has become evident to most organizations that knowledge is a valuable resource. This is particularly true in academic organizations, which have the generation and dissemination of knowledge as their principal mission. This research assesses whether path-dependency exists in relation to cultural expectations of knowledge generation and sharing in knowledge intensive organizations. This paper adopts a constructivist approach facilitated by focus group discussions which were conducted in two UK universities, one Russell group university and the other a post-1992. Institutional culture and path dependency play a major role in the willingness of institutions to generate and share knowledge. Each institution exemplified a distinct path-dependency that underpinned cultural expectations but in each case internal and external factors were necessitating changes regarding knowledge sharing and generation which affected individual perspectives and organizational structures. The paper concludes by purporting that certain universities display critical junctures and cultural transformation in terms of knowledge generation, dissemination and sharing.  相似文献

Among the various forms of academic misconduct, text recycling or ‘self-plagiarism’ holds a particularly contentious position as a new way to game the reward system of science. A recent case of alleged ‘self-plagiarism’ by the prominent Dutch economist Peter Nijkamp has attracted much public and regulatory attention in the Netherlands. During the Nijkamp controversy, it became evident that many questions around text recycling have only partly been answered and that much uncertainty still exists. While the conditions of fair text reuse have been specified more clearly in the wake of this case, the extent and causes of problematic text recycling remain unclear. In this study, we investigated the extent of problematic text recycling in order to obtain understanding of its occurrence in four research areas: biochemistry & molecular biology, economics, history and psychology. We also investigated some potential reasons and motives for authors to recycle their text, by testing current hypotheses in scholarly literature regarding the causes of text recycling. To this end, an analysis was performed on 922 journal articles, using the Turnitin plagiarism detection software, followed by close manual interpretation of the results. We observed considerable levels of problematic text recycling, particularly in economics and psychology, while it became clear that the extent of text recycling varies substantially between research fields. In addition, we found evidence that more productive authors are more likely to recycle their papers. In addition, the analysis provides insight into the influence of the number of authors and the existence of editorial policies on the occurrence of problematic text recycling.  相似文献

Platform capitalism has facilitated the widespread replacement of employment contracts with contracts for services. These offer significantly fewer social and employment protections for the independent contractors engaged. What does this mean for the future of national social and employment protection (SEPs) systems? We show how the question of platform workers’ employment status – and therefore access to SEPs – remain unresolved under UK law. Drawing on socio-legal theory, we demonstrate why digital labor platforms represent a challenge to existing modes of employment law and labor market regulation. In the absence of immediate legal ‘fixes’, some unions and firms are innovating new ‘privatized social protection systems’. A ‘Self-Employed Plus’ (SE+) agreement in the UK parcel courier sector developed between Hermes, a UK-based courier service, and the GMB union represents an important example of such attempts being made to bridge the current regulatory void. We critically analyze the agreement and draw lessons for platform governance theory. We demonstrate that privatized SE+ provisions potentially offer significant benefits for platforms by reducing regulatory oversight, boosting productivity, and enhancing managerial control over platform complementors. At the same time, while they risk undermining national SEP systems and degrading worker protections, they also offer a window of opportunity for trade unions to gain a foothold in the platform economy.  相似文献

This paper uses data from a national survey of academic researchers in the US to detect how different types of university research centers affect individual-level university–industry interactions. The results suggest that while affiliation with an industry-related center correlates positively with the likelihood of an academic researcher having had any research-related interactions with private companies, affiliation with centers sponsored by government centers programs correlates positively with the level of industry involvement, no matter whether these centers additionally have ties to private companies. The analysis takes the “scientific and technical human capital” approach, which draws from theories of social capital and human capital and proves useful for framing the institutional and resource-based perspectives that characterize much of the literature on university–industry interactions. The scientific and technical human capital approach is taken because its emphasis on the research capacities of individual academic researchers provides a more direct explanation of government centrality to academic researchers’ industry involvement than provide either the resource-based or institutional views. Implications for policy and management as well as for future applications of the scientific and technical human capital approach are discussed.  相似文献

Community of practice theory is inherently a social theory. As such it is distinct from more individualist accounts of human behavior, such as mainstream economics. Consequently, community of practice theory and economics favor different accounts of knowledge. Taking a community of practice perspective, this article challenges economists' attempts to reduce knowledge to information held by individuals and to reject tacit knowledge as mere uncodified explicit knowledge. The essay argues that Polanyi's notion of a tacit dimension affected numerous disciplines (including economics) because it addressed aspects of learning and identity that conventional social sciences overlooked. The article situates knowledge, identity, and learning within communities and points to ethical and epistemic entailments of community practice. In so doing it attempts to limit, rather than expand, the scope of community of practice analysis and to stress the difference, rather than the commonalities, between this and other apparently congenial forms of social analysis.  相似文献

The primary aim of this study is to examine the factors that predict end users’ intention to adopt mobile government (m-government) services in a developing country. The research is based upon a self-administered questionnaire survey of 120 current users’ in the United Arab Emirates (UAE), a leader in m-government development in the Arab world. The study employs advanced statistical techniques to test an extended the Technology Acceptance Model (TAM) by incorporating the determinants of trust, cost, social influence, variety of services, perceived usefulness in information technology and demographic profiles. The findings revealed that trust and social influence are positively associated with end users intention to adopt m-government services in the UAE. By identifying the predictors of users’ adoption of m-government, this study provides several theoretical and practical implications related to m-government service adoption.  相似文献

This paper examines the impact of universities on the technological performance of adjacent firms. We extend existing research by jointly analyzing, and comparing, the effects of education (graduates) and scientific research (publications) activities of universities on firms’ technological performance. Adopting the knowledge production framework, our study is conducted at the level of 101 Italian territorial areas (provinces) and four industries. Overall, fixed-effect panel data models reveal a positive effect of both university graduates and scientific publications on the technological performance of firms. At the same time, considerable industry differences are observed. While the provision of university graduates positively affects firm performance in all industries under study, additional effects for scientific research are only observed in electrical and pharmaceutical industries that are science-intensive and where the scientific knowledge base is changing rapidly over time. The observation that spillovers from academia into the industrial texture of provinces rely on education and research in an industry-specific manner is relevant to the design of appropriate research and innovation policies.  相似文献

We assess the benefits from transatlantic collaboration in technology policy for publicly‐funded R&D space projects such as Galileo, a proposed European radio‐navigation space project. An industrial organisation methodology is employed to model negative security spillovers of ‘unilateral’ space projects such as Galileo, or space‐based anti‐ballistic missile defence, on the public sector of the other region (the US vs. the European Union). The findings imply that transatlantic co‐ordination in technology policy is required to allow the respective space industries (in the US and the European Union) to exploit the benefits of cross‐border strategic research partnerships (SRPs). This coordination not only reduces the costs of the respective programmes, but also addresses security concerns.  相似文献

Do men and women academic faculty vary in their research collaboration patterns and strategies? This straightforward question does not lend itself to a straightforward answer. A great many sex-correlated variables could possibly mitigate the relationship of sex and collaboration. If one finds sex-correlated differences in the number of collaborators, can one infer that there is something intrinsic to men's and women's work strategies and preferences? Or would such differences owe instead to women's and men's different positions in work structures and hierarchies? The focus here is on two sets of research collaboration variables, numbers of collaborators and the collaboration strategies employed. The study uses questionnaire data from the U.S. National Survey of Academic Scientists (n = 1714) and tests several hypotheses about collaboration numbers and strategies. Regression results indicate, counter to the core hypotheses and almost all published literature, that in a properly specified model, one taking into account such factors as tenure, discipline, family status and doctoral cohort, women actually have somewhat more collaborators on average than do men. For both men and women, those with more industrial interactions and those affiliated with university research centers have more collaborators. Men and women differ in their collaborator choice strategies. Men are more likely to be oriented to “instrumental,” and “experience” strategies, while both men and women are motivated by “mentoring” strategies. Regression analyses show that for both men and women, having a coherent collaborator choice strategy predicts the number of collaborators.  相似文献

What governments desire to achieve, and how they want to accomplish their goals, represent the core of any policy design process. However, it is still unclear how partisan politics, in its combined effect with path-dependency forces, influence policy makers’ choices over alternative instrument mixes. Through a comparative analysis of Research and Innovation (R&I) instrument choices in countries characterized by different paradigmatic models of policy (Italy and France), the paper investigates how the politics of different cabinets influence the formulation of national R&I strategies and the extent to which these decisions are constrained by the legacy of previous choices. By capitalizing on a new proposed treatment of policy instruments, the paper contributes to the definition of the types of tools found in policy mixes, investigating how national R&I instrument mix variations develop. The results of the analysis indicate how the selection of R&I policy instruments does not closely follow traditional left versus right-wing political cleavages, and their evolution is generally influenced by a combination of different context-dependent dynamics. However, when partisan acceptance of consolidated R&I instrument mixes across cabinets is present, this triggers a consolidating effect on path-dependency forces.  相似文献

In recent decades, with the rapid development of the knowledge economy and science, countries have embraced technical innovation and have gradually increased investment in research and development (R&D). A vast literature indicates that the relationship between R&D and firm performance is highly complex. The evidence suggests that R&D positively influences firm performance, yet findings on the process by which this happens are mixed. Rigorous analyses are required on how R&D investments affect energy consumption. This study explores the impact of R&D investment on the performance and energy consumption of 476 firms in Ethiopia by employing a combination of fixed-effect, propensity score matching, and endogenous treatment effect estimation methods. The empirical results reveal that investment in R&D positively influences both innovation and long-term financial performance but negatively impacts short-term financial performance and energy consumption. The results also show that the impacts of R&D activities vary significantly across different categories of firms, confirming that heterogeneity may be an issue among the firms considered. The results also indicate that the availability of credit is a more important moderating factor in the relationship between R&D investment and firm performance than the legal system is. These results have important implications for firms with growing R&D operations, especially those in developing countries such as Ethiopia. Ethiopian firms should invest more in R&D activities, such as in fundamental and applied research, to improve performance and enhance competitiveness.  相似文献
