A substantial amount of freedom of information research exists, though a majority is focused on U.S. laws' outcomes and FOI's shortcomings. But little is known about who makes requests and why requests are made in the United States. The exploratory study addresses these gaps via a nationally representative survey across key demographic variables of 1116 U.S. residents. Analysis found advanced education to be a strong, positive predictor of FOI familiarity and request submission. Malegender and a belief that FOI improves government accountability were also found to be significant predictors of FOI knowledge and use. The survey sampled U.S. residents, but the results may have international application and suggest continued research on who uses FOI laws and why.  相似文献

The enormous range of information sources and communication services available on the Internet today recalls the information explosion and information overload that characterizes this century. We are certainly facing new kinds of information and communication patterns, based on direct electronic communication between end-users among themselves and/or between end-users and information sources. Moreover, this new channel of communication provides the opportunity to distribute different types of information, which in some cases are available only in a networked environment. The aim of this article is to analyze whether this new scenario has stimulated the production and the direct distribution of grey literature as well as changing its “traditional” features. E-Government literature has discussed how the adoption of the Government as a Platform (GaaP) can help public administration to produce more efficient public services. However, since little attention has been given to the impact of GaaP on public value creation more research is needed to analyse whether the GaaP is effective to help the government to deliver public services that fulfil social expectations and, hence, public value. Indeed, efficiency does not guarantee public value. Besides efficiency, public value incorporates citizens' variegated expectations and needs that change over time and that are sometimes rival. For these reasons, the delivery of public value is often challenging for public agencies. The aim of this paper is to explain how the GaaP configuration can help public administration to deliver public value better. The paper finds that the modularity of the platform configuration and different ecosystems that support public agencies need to be orchestrated to support the effective creation of public value. The authors analyse the case of the Italian GaaP initiative to discuss the importance of the orchestration of the GaaP characteristics to improve the coordination among public agencies and enable the co-production of services with external actors, in order to deliver public value better. The findings show that the orchestration of the GaaP configuration characteristics can enable Italian public administration to deliver public value, but also that, if the GaaP is not properly orchestrated, it can constrain the creation of public value.  相似文献

During the past two decades, governments have started to use information and communication technologies (ICT) to offer a new forum for citizen involvement known as e-participation. The rapid development of e-participation has been attracting attention from many researchers. While a growing body of research has explored various factors impacting e-participation, few studies have examined the influence of government structures on the e-participation opportunities that jurisdictions offer users. To fill the research gap and begin investigating this relationship, we use data from 97 New Jersey municipalities to analyze the impact on e-participation of three local government structures: mayor-council, council-manager, and township. The results show that municipalities with the mayor-council form of government are more likely to have higher levels of e-participation offerings. We argue that the role of an elected executive in this structure facilitates the will to provide greater opportunities for citizens to participate online.  相似文献

Question:

Can e-readers loaded with medical textbooks and other relevant material benefit medical students, residents, and preceptors in clinical settings?

Settings:

The settings are North Carolina community clinics served by Duke University Medical Center and St. Joseph''s Hospital in Bryan, Texas, and Scott and White Memorial Hospital in Temple, Texas.

Methods:

Duke University: Twenty second-year medical students and fourteen family medicine clerkship preceptors used Kindle e-readers in clinics during eight months of rotations. Students and preceptors provided feedback through an anonymous online survey. Texas A&M University: Nine fourth-year medical students in an elective compared medical textbooks in print, online, and on a Kindle. Six residents at a local hospital completed an anonymous online survey after a three-week loan of a Kindle loaded with medical textbooks.

Results:

The e-reader''s major advantages in clinical settings are portability and searchability. The selected e-reader''s limitations include connection speed, navigation, and display. User preferences varied, but online resources were preferred. Participants suggested additional uses for Kindles in medical education.

Conclusions:

The selected e-reader''s limitations may be resolved with further development of the device. Investigation of other e-readers is needed. Criteria for evaluating e-readers in clinical settings should include portability, searchability, speed, navigation, and display. Research comparing e-readers and mobile devices in clinical education is also warranted.  相似文献

Constructing academic networks to explore intellectual structure realize academic community detection, which can promote scientific research innovation and discipline progress, constitutes an important research topic. In this study, tripartite citation is fused with co-citation and coupling relations as a way of weighting the strength of direct citations, and all-author tripartite citation networks were constructed due to the contributions of all authors to the resulting publications. For purpose of exploring the potential of the all-author exclusive and inclusive tripartite citation networks, gene editing is taken as a case study. The extensive experimental comparisons are conducted with the traditional author single-citation networks and first-author tripartite citation network in terms of network structure characteristics, identifying core scholars, and exploring intellectual structures. The following conclusions can be drawn as follows: our all-author tripartite citation networks are able to help identify the most influential scholars in the field of gene editing, and the intellectual structures from exclusive tripartite citation networks are optimal.  相似文献

Exploring the benefits of user education: a review of three case studies   总被引:1,自引:0,他引:1  
This paper builds on Leslie Morton's vision of enabling users through education and training. It describes three different approaches to mediated training for medical students and clinicians provided by peers, juniors (i.e. medical students) and information specialists (i.e. clinical librarians) and considers the benefits to the participants. The training was provided either on a one-to-one basis or within teams in their work environments (e.g. offices, wards, team meetings). The first two projects (peer tutoring and reverse mentoring) suggest that contextualized training, using intermediaries, provides the direct benefit of cost-effective IT skill development and the indirect benefits deriving from the interactions between the trainers and the target groups. The third project, the outreach librarian study, provides evidence of both direct benefits (i.e. time saved, quality of service, skills acquired, financial savings and improved evidence-based medicine implementation) and indirect, long-term benefits relating to more social issues (e.g. perceptions of the library, clinical teams, job satisfaction and patient interactions). The general conclusion to emerge from this review of case studies is that the concept of educational benefits is very broad and that empirical studies need to look at both obvious and less obvious benefits.  相似文献

Prior research on pretrial publicity has produced mixed results and a roughly equal number of studies show an effect, show no effect, or show mixed results. We explored the effects of (a) homogenous vs. heterogeneous exposure (whether deliberating jurors were all exposed to the same publicity or not) and (b) pre-deliberation queries as potential contributors to mixed results. We found an effect for positive but not negative publicity on conviction rates but not evidence ratings. Exposure heterogeneity appears to explain these differences and pre-deliberation queries did appear to play some role in the obtained outcomes. Overall these findings do not replicate a robust publicity effect and future research should consider how homogeneous exposure and pre-deliberation opinion queries influence results.  相似文献

Faculty learning communities (FLCs) are year-long professional development opportunities available at many higher education institutions in the United States. While the literature reflects some librarian engagement with FLCs, it seems limited primarily to areas of traditional librarian expertise such as information literacy and outreach. This article describes a case study of a librarian-facilitated FLC focused on data literacy, which resulted in the development of a teaching toolkit, library-led data literacy instruction, and ongoing collaborations between librarians and faculty. The FLC structure proved to be a valuable framework that facilitated collaborative learning in topics relevant to both disciplinary faculty and librarians. In addition, the tangible work products produced by the FLC serve to advance the strategic, curricular goals of the university while giving the library an opportunity to showcase its value in the academic lifecycle.  相似文献

Current curriculum reforms in Hong Kong emphasize learning how to learn and project-based learning. The most recent reform introduces “Liberal Studies” as a mandatory school subject in senior secondary school. This article reports on an exploratory case study of the information searching process (ISP) among Form 6 (Grade 12) students in a Liberal Studies course. Researchers examined sources of information used by students, students' cognitive and emotional experience during the ISP, and communication within the collaborative groups. Findings indicated that Internet-based sources were predominant but that most students had difficulty completing the ISP. Work is needed to help students develop a theory of knowledge in which the meaning of information is contextual and the process of interpreting information requires effort. Such work is important if collaborative inquiry projects in Liberal Studies courses are to lead to deep learning.  相似文献

FoIA is an important marker of transparency and the flow of government information in a democracy. Stakeholders such as the news media have been critical of how government policies affect access to that information. In this context, this study systematically analyzed the Freedom of Information Act (FoIA) performances between the Obama and the Trump administrations regarding the efficiency and disposition of requests, appeals processing and success, staff workload, processing fees, and the use of exemptions. Data indicate that the Trump administration underperformed in the processing of requests, the release of records, and it has accelerated the use of exemptions to deny requests. There was also no marked improvement over the previous administration in performance among other parameters. The study affirms prior results that indicate that FoIA performance is explained better by legacy, and some trends transcend administrations. The study also addresses the methodological problems with FoIA data and suggests remedies for scholars.  相似文献

Forward citations of patents have been used extensively to capture the impact of technological knowledge. However, our understanding of the factors shaping patent citation patterns remains limited. One of the main limitations is the lack of scholarly attention paid to the dynamic influences arising from the evolution of technology fields. From an evolutionary perspective, technological impact is not simply determined by the static attributes of a technology itself; it is also dynamically affected by changes in the external conditions. Drawing on this viewpoint, this study suggests a model for understanding patent citation patterns by reflecting the evolution of the technology fields to which each patent belongs. Four such factors are explored: technology cycle time, potential of technological convergence, popularity of the technology field, and technological novelty. Based on the proposed model, we show how expected citation patterns can change as a result of different scenarios for technology field evolution. We conduct a case study of patents in the information technology and healthcare industries to show citation patterns of patents across heterogeneous industries as well as those within an industry. Contributions to the innovation literature and research investment decisions are discussed.  相似文献

Artificial Intelligence (AI) is gradually becoming an integral part of the digital strategy of organizations. Yet, the use of AI in public organizations in still lagging significantly compared to private organizations. Prior literature looking into aspects that facilitate adoption and use of AI has concentrated on challenges concerning technical aspects of AI technologies, providing little insight regarding the organizational deployment of AI, particularly in public organizations. Building on this gap, this study seeks to examine what aspects enable public organizations to develop AI capabilities. To answer this question, we built an integrated and extended model from the Technology-Organization-Environment framework (TOE) and asked high-level technology managers from municipalities in Europe about factors that influence their development of AI capabilities. We collected data from 91 municipalities from three European countries (i.e., Germany, Norway, and Finland) and analyzed responses by means of structural equation modeling. Our findings indicate that five factors – i.e. perceived financial costs, organizational innovativeness, perceived governmental pressure, government incentives, regulatory support – have an impact on the development of AI capabilities. We also find that perceived citizen pressure and perceived value of AI solutions are not important determinants of AI capability formation. Our findings bear the potential to stimulate a more reflected adoption of AI supporting managers in public organizations to develop AI capabilities.  相似文献

This paper provides a theoretical, methodological, and practical contribution to the debate about strategies for the divulgation of the Italian technical literature of the eighteenth century in English-speaking countries with attention to the Italian universities and cultural institutions of the time. The paper contains a survey of the historical bibliography of contemporary translations of non-technical treatises of architecture in the English language and it proceeds to draw up a set of guidelines (decalogue) of different recently proposed methodologies and strategies. It describes the selection of the treatise to translate, relevant to the context and authoritative knowledge in the European scientific background of the eighteenth century; it continues by proposing a synopsis of the original text in the Italian modern language, a strategy used in order to make historical technical treatises accessible to the contemporary scientific Italian language. Approaches and strategies are experimented with in the case study of Historic Memories about the Great Dome of the Vatican Church (Le Memorie Istoriche della Gran Cupola Vaticana) by Giovanni Poleni, one of the most authoritative scholars of eighteenth-century Europe.  相似文献
