公民资格与公民教育

当前我国正逐渐步入公民时代,公民教育承担着国家构建和发展的艰巨责任。公民资格和公民教育相互影响,密不可分。公民资格的法理确认是现代公民教育的基点,公民资格的充分践行是公民教育的根本诉求。回顾公民资格理论及其演变历程和公民教育发展历程,可以理清公民资格与公民教育的内在关系,从而对我国的公民教育提供借鉴。     

社会科课程中的公民教育新取向及其教学策略

公民资质传递的观点蕴涵着对"公民"概念的基本理解。分别强调社会科学的学习、决策能力的培养和批判思考的养成等三种公民教育取向,在社会科课程中占据了越来越重要的位置。在全球化的背景下,公民资格已经演绎成为一个多维度的概念,公民资格逐步从民族国家拓展到全球社会,从单一的宪政意义上的法律概念演变成为一个以法律、政治为核心的多维度概念;公民权责作为公民资格的核心逐步从单一强调公民责任发展成为强调公民权责的平衡。     

女性公民资格的历史演变

在西方政治思想史上,一直存在自由主义和共和主义两种不同的公民资格传统,前者视个体自由为最高政治价值,后者视美德为最高公民典范.罗尔斯一方面对自由主义仅仅强调个体权利的倾向作出修正,增加了公民资格理论对实质平等的关心,用以解决社会正义问题,一方面提出一种公共理性的公民资格观,用以解决多元和统合的政治正义问题,从而在其正义理论的框架中彰显其独特的民主公民资格观,对自由主义和共和主义两种不同的公民资格传统进行了一种调和,目的在于:在个人自由和市场社会基础上重建公共自由和集体认同,以维持和保障正义之秩序.

对于公民资格的概念涵义,围绕公民资格的主体、资格的内容和公民生活的政治体有多种不同的理解。公民资格议题成为当代西方政治哲学的主流话语,具有深刻的历史背景,也是其理论自身的魅力和逻辑演进的结果。公民资格理论研究的主要论题在论辩的两个阶段不同,从而形成自由主义、社群主义和多元主义、后现代公民资格理论等不同流派。     

马歇尔公民资格理论之探微

作为公民资格理论的先驱者,马歇尔对资本主义公民资格的兴起、演变和发展进行了详尽的梳理和剖析。他注重阐明了,公民资格的权利要素,认为公民资格的权利是由公民权利、政治权利和社会权利三要素组成,争取公民资格的权利是贯穿整个西方文明的一根主线。如果公民资格的平等地位被承认,资本主义社会的阶级不平等是可以接受的。马歇尔的公民资格理论为二战后西方资本主义国家的福利制度提供了理论依据,为资本主义制度的合法性进行了有力辩护。

公民治理视角下的我国公共行政困惑与发展对策

公民治理理论的兴起是对新公共管理理论缺陷的弥补,开辟了公共行政改革的新路径。改革开放以来我国开展的市场经济与民主政治建设,提升了公民意识、培育了公民资格、拓展了公民参与,是对集中控制的专业主义行政模式弊端的部分消解。用公民治理理论审视我国的公共行政发展,克服效率悖论、信任缺失、公民参与形式化等公共行政困境,必须建构公民参与法律制度、完善公民与政府合作机制、培育积极而主动的公民参与意识、健全公民资格和参与路径,建立以公民为中心的政府形态和社会治理结构。     

自由主义公民教育思想探析

传统自由主义公民教育以一种消极的、普遍的公民资格为基础,不提倡由学校等公共机构开展公民教育,而主张一种“私人化的”公民教育,并渗透政治中立的原则。新自由主义的公民资格观注重公民认同、公民参与、公共理性的公民德行,提出由学校开展公民教育的必要性与必然性,并致力于培养学生的平等、自由、尊重、宽容等公民德行。

The Reader Response Approach to Teaching of English Literature

During interview with English majors, it was found that a majority of students expressed disappointment with their experience of English literature classes. Students' dislike of learning English literature appears to be the major problem of teaching English literature in China. Reader response approach is a good way to solve this problem. In this paper, I explain the rationale behind the reader response approach, such as its origin, definition, features, assumptions, and strategies. Then I illustrate how reader response approach works as a teaching strategy by presenting several teaching models. At last I evaluate its usefuiness for teachers and present the advantages of reader response approach in Chinese context.
