Valorisation is at the centre of many debates on the future of academic research. But valorisation has largely become narrowly understood in terms of universities’ economic contributions through patenting, licensing, spin-off formation and technology transfer. This emergent restrictive definition of universities’ societal impacts is a worrying development, overlooking the potential of universities’ knowledge in the Humanities, Arts and Social Sciences (HASS). Our hypothesis is that HASS disciplines’ disadvantage compared to the hard sciences (lesser policy attention and funding for commercialisation) arises because HASS stakeholders are not sufficiently salient as stakeholders to universities. Using case studies of three policy experiments, we argue that universities’ responsiveness to stakeholders does not evolve simply and functionally but in response to the networks of relationships in which they are situated. This has important implications for how stakeholder research is used in higher education research, and for the design and implementation of policies to improve universities’ societal contributions.  相似文献

This article provides a characterization of the internationalization of “global” European universities and discusses the role of the State in promoting greater internationalization and competitiveness levels of prominent national universities. The analysis supports previous arguments stating that global ranking of universities is strongly based on research, but reveals that the internationalization of research universities’ student population is also arranged to enhance research capacity. This finding is further reinforced by a positive association between the internationalization of the academic staff and the internationalization of the student population in one of those universities, being this association particularly strong with the doctoral student population. Finally, based on the analysis of two prominent national universities with different global competitiveness levels, we discuss the role of the State as a central supporter of these universities internationalization and global competitiveness arguing that public funding and support is critical if countries want to have national prominent universities competing at global level.

University students’ drop-out is a crucial issue for the universities’ efficiency evaluation and funding. In this paper, we analyze the drop-out rate of the Economics and Business faculty of Sapienza University of Rome. We use administrative data on 9,725 undergraduates students enrolled in three-years bachelor programs from 2001 to 2007 and perform a Generalized Linear Mixed Model. Our aim is to improve the general understanding of the students’ withdrawing focusing on personal characteristics of students rather than on institutional aspects of the university. The empirical analysis unveils the statistically significant effect of students’ characteristics, like citizenship and income, while the main findings relate a high drop-out probability to a high secondary school final mark and a low individual students’ performance.  相似文献

The use made of evaluation output is crucial for understanding the position and effectiveness of evaluation systems. This article examines the development of evaluation in the Italian university system from the 1990 s onwards where serious problems have been and continue to be addressed in the use of evaluation output to improve academic activities and make universities accountable for their behaviour. There is a tendency for evaluation to generate inappropriate or undesired effects and for those being assessed to adopt opportunistic behaviour. Underestimation of the universities’ organisational features is the main reason for so many difficulties.  相似文献

This paper is a reflection on the current policy moment in educational research in Australia in the context of globalisation. Set against a consideration of the emergent structure of feeling, the paper draws on three case studies of research to draw out some lessons for educational researchers and the research community. The argument is put that the dangerous ‘we’ of AARE needs to support increased funding for education and for educational research and, for the latter, to support a range of funding sources, types of research, methodologies and dissemination approaches. Increasingly there are pressures upon such eclecticism because of governmental attempts to ‘instrumentalise’ relationships between educational research and practitioner needs as perceived by governments. While such research is necessary, there is also a need within a democratic polity for research framed by agendas set by researchers that critiques government-directed developments. The paper argues there is a complex relationship amongst researchers and educational policy and pedagogical practitioners and as such the concept of ‘impact’ as applied to educational research requires substantial theorising. Contemporary research policy has tended to inhibit the dissemination of academic research to educational practitioners, while educational policy has tended, inappropriately in the argument of the paper, to construct teachers as the mere recipients of policy and research done elsewhere.  相似文献

In this paper we examine variations in Honours programs in Australian universities and the consequences that this has for students who wish to undertake higher degrees by research after their undergraduate programs have been successfully completed. Our review of universities’ Honours programs across rural, regional, and urban Australia has indicated that there is a degree of variation that is localised as far as each university is concerned, and that there is a lack of consistency in various universities’ application of policies or procedures in the implementation of their Honours programs. We conclude by calling for greater consistency across universities in Australia in the awarding of Honours, certainly, but also suggesting that a review needs to be undertaken as part of national, systematic and orchestrated project.  相似文献

In the context of increasing support for interdisciplinary modes of research, many in the policy, scientific, and academic communities propose that universities should change structurally to reduce the barriers to investigation that involves researchers from multiple disciplines. This paper examines ‘interdisciplinary strategies’ in U.S. research universities—deliberate efforts to spur collaborative research across traditional departmental and disciplinary boundaries, including the creation and adaptation of university policies, practices, and structures. It identifies and analyzes the use of incentive grants to initiate new interdisciplinary units, the establishment of ‘campus-wide institutes’ that steer campus investments in interdisciplinary areas, and new modes of faculty hiring and evaluation. Illustrative examples are provided, and the implications of these strategies are discussed.

China is now facing significant challenges in funding its rapidly expanding higher education systems, though it has experienced enormous economic growth in recent years. Equity has become a serious concern in Chinese higher education system. This article tries to identify the causes and implications of under-representation of the rural-poor students in China’s higher educational institutions: academic and social preparedness, institutional funding arrangements, the admissions policy, and the socioeconomic background are significant factors that determine an individual’s opportunity to access to higher education. Learning to ‘become somebody well’: Challenges for educational policy   总被引:1,自引:0,他引:1  
This article argues that education has a role in promoting young people’s wellbeing. It draws on research on young people’s lives to highlight the changing world for which educators prepare young people. While older educational agendas such as literacies and numeracy remain significant, it is argued that education is increasingly important for its role in assisting young people to develop the capacities and skills that will enable them to live well and that will enhance social cohesion. Although these more recent social agendas are often acknowledged in significant policy documents, their enactment in schools is compromised by economistic policy imperatives that see young people primarily in terms of their capacities to attain labour market skills that will ensure Australia’s international competitiveness. I make a link between the work that young people do to make themselves, and wellbeing, highlighting the role that education plays in shaping identities — and in enabling them to ‘become somebody well’. The article concludes that health and wellbeing are marginalised in school curricula not because of a ‘crowded curriculum’ but because not all elements are given equal value within our current policy frameworks.  相似文献

In an era of rapid global economic and social change, educational institutions like schools and universities are struggling to keep their curricula and programs relevant. Singapore’s schools are no exception, especially when education is viewed as the essential element for maintaining the nation’s global competitiveness in ways that are totally disproportionate to its size. The current shift from an ‘efficiency-’ to an ‘ability-’ driven paradigm in education, however, is increasing uncertainty and raising the stakes in an already pressurized system where schools, educators and students constantly compete for top academic awards and rewards. The concept of “partnership” in Singapore education is a significant, relatively new, trend that has caught on among local schools only since the late-1990s, with the focus on creating better “total” learning environments for students. This paper analyses the challenges of matching rhetoric with professional practice with regard to school–home partnerships in Singapore, and concludes that the key to authentic collaboration lies in the mutual appreciation and valuing of diversity as well as a deep sense of shared responsibility by all parties concerned.  相似文献

This paper outlines the contribution made by the United Nations Environment Programme (UNEP) towards enhancing the integration of sustainable development concerns in Africa through its initiative, the Mainstreaming Environment and Sustainability in Africa (MESA) Universities Partnership, during the United Nations Decade of Education for Sustainable Development (UNDESD). The paper underscores Africa’s wealth and diversity of natural resources while illuminating sustainable development challenges facing the region in order to highlight the need for African universities to respond appropriately. It furthermore outlines the role of education in sustainable development and attempts to contextualise higher education in Africa by exploring universities’ (historical and current) role with regard to ESD. The paper goes onto describe the MESA partnership and list the programme’s key milestones by outlining ESD innovations in African universities, as well as by examining ESD in terms of its global impact and influence on policy to date.  相似文献

The world is increasingly merged into a global market economy, and the government’s intervention power in economy has rapidly given way to that of science and technology. For the world’s major economic powers, indigenous technological innovation has become a national strategy for enhancing competitiveness. Investment in scientific and technological innovation has become the most important form of strategic investment and strategic technological industry has become a forward-looking deployment and key priority in innovative national building. Research universities may have critical strength in and important social contribution to indigenous technological innovation. An innovative government may achieve this by making use of the research university’s mechanism and characteristics of technology transfer, clarifying the university—industry relationship and providing relevant policy incentives. The Taiwan Ministry of Education (MOE) put forth the aim for the top university project (ATU) in 2005 with the aim of improving the worldwide academic competitiveness and ranking performance of selected Taiwanese universities. With the conclusion of the second phase of the project at the end of 2017, this study aims to critically examine and reflect on the ministry’s fundamental assumptions regarding the idea of the world-class university (WCU) and how such an institution should be governed. To gain an in-depth and critical perspective on the policy, this study takes the form of a Foucauldian analysis. The empirical data are sourced from a range of material, including qualitative interviews, official policy documents, website resources and other relevant documents. Interview data were collected in collaboration with two MOE officials who were directly in charge of this project. This study concludes that assumptions made about the WCU by MOE officials have evolved during the last decade, indicating that the management of funding recipients is moving, in Foucauldian terminology, from top-down disciplinary power to networked governance. While higher education funding is a zero-sum game, the ATU risks creating a vicious circle in which non-ATU institutions and their students are increasingly marginalised, especially in the case of private universities. As a result, the MOE should rethink the ATU, focusing on higher education as a whole. Careful consideration of the relative advantages and disadvantages that have arisen from the launch of the ATU will help to ensure that the project is open to further improvements in the future.

With strong intention to enhance the global competitiveness of their university systems, both the Singapore and Malaysia governments have introduced reforms along the lines of ideas and practices embedded in neo-liberalism. In the last decade or so, we have witnessed reforms being introduced to the higher education sectors in these Asian states, particularly when corporatization and incorporation strategies are adopted to transform national/public universities. With particular reference to how academics evaluate the impact of the reforms on their academic life, this article reports and analyses findings generated from campus visits and field interviews conducted in Singapore and Malaysia from 2007 to 2009. Although the senior management of corporatized/incorporated universities in these Asian states has been given more discretion to decide how to operate their universities, most of the front line academics that we interviewed have not experienced major differences in university governance after the reforms took place. Instead of feeling ‘emancipated’ and ‘empowered’, many academics feel more pressures and control from the university administration and government ministries. Despite the fact that both the Singapore and Malaysia governments have tried to embrace the ideas and practices of ‘neo-liberalism’ to transform university governance, academics still see the state’s reluctance in withdrawing from steering/controlling higher education development. Such observations clearly reflect the ‘clash’ of two major governance philosophies, namely, ‘state centralism’ and ‘neo-liberalism’. In short, this article critically examines how far the proposed university governance reforms by adopting the corporatization/incorporation strategies have actually transformed university management and academic life style in Singapore and Malaysia.  相似文献

This paper is set against a history of school funding policies in Australia that begins with the first public policy recognition of the disadvantages experienced by government and non-government schools in the 1973 Schools in Australia (Karmel) Report. The paper traces a history of school funding policy linking it with the current backlash against public education and retaliatory backlash constructions of public schools as the new disadvantaged in an increasingly competitive and deregulated school funding policy environment. These backlashes, argued to be against the indiscriminate funding of independent schools policy by several protagonists of public education, are framed in terms equivalent to what Lingard and Douglas (1999) have called ‘recuperative’ politics. From the kind of recuperative statist politics considered in this paper, construing the backlash effects of public and private schools as damaging and unproductive as those emerging from the gender wars in education policy, I propose a move to an Australian school funding arrangement in which all schools, both public and private, are integrated into one deregulated and equally funded sector, as typify diverse school provisions in several OECD polities (Caldwell 2004, FitzGerald 2004).While briefly tracing a school funding policy chronology, this paper also concentrates on the current policy moment in relation to school funding, that signals the end of distinctive public and private education sectors, and in the context of which it argues that private schools should be funded equally to state schools, a trend in evidence since 1996. The focus on the current policy moment entails an abbreviated analysis of the Fitzgerald Report (‘Governments Working Together: A Better Future for All Australians’ 2004), which makes a number of recommendations to the Victorian and other governments in relation to the public funding of all Australian schools1. In the context of continuous innovations in information and communication technology (ICT) and its impact on higher education, this study explored the integration of instructional technology (IT) by university lecturers in pre-service secondary school teacher education programs in Zimbabwe. Specifically, the study examined how lecturers integrate IT into their instruction, and the constraints they face. Twenty-one lecturers in the colleges of education at three universities participated. The data collection methods used are questionnaires, interviews and analysis of documents. Analysis of data was inductive, employing Miles and Huberman’s interactive data analysis model. Findings show that lecturers’ computer proficiency and competencies were at the basic level in Internet usage, with little confidence shown in basic productivity software skills and in IT integration tasks and processes. The lecturers’ integration of IT was at the Entry and Adoption stages. Institutional support was characterized by poor availability and access to appropriate technological tools by both lecturers and students, and in the context of a hyper-inflationary operating environment, constraints ranged from lack of institutional funding, to the absence of an IT integration policy framework, and the lack of appropriate initial and continuous staff development. This study is part of the nucleus of instructional technology research in the Zimbabwean context. It is hoped that insights gleaned will influence policy, practice and future research. From a global perspective, this study will add to the limited knowledge and literature on instructional technology integration in “developing” and/or low-income countries like Zimbabwe.  相似文献

China and India together account for almost 25% of the world’s postsecondary student population. Most of the enrolment growth in the coming several decades will be in developing countries, and China and India will contribute a significant proportion of that expansion, since China currently educates only about 20% and India 10% of the age cohort. Both countries are expanding the higher education sector, while at the same time seeking to improve its quality. Challenges of funding, educating qualified academics, and building a sustainable academic culture are significant. An emerging private higher education sector and developing masters and doctoral programmes are additional pressures. Internationalization is a key factor as well, as both countries seek to expand their global profile and develop strategies for international programmes. While a great deal of research has examined students’ critical thinking skills, less is known about students’ tendencies to use these skills. Specifically, little is known about what factors contribute to students developing a disposition to think critically or what impact this disposition has on college students’ academic achievement. Perceived control, which has been found to be an important factor in college students’ academic success, may be an important factor in developing this disposition. The current longitudinal study examined the reciprocal-effects between critical thinking disposition and perceived academic control, and their comparative influences on academic achievement in 1196 first-year college students. Using a two-wave, two-variable cross-lag structural equation model, a reciprocal-effect was found whereby students’ perceived academic control predicted their subsequent critical thinking disposition, and students’ critical thinking disposition predicted their subsequent perceived academic control. Furthermore, after controlling for high school academic performance, perceived academic control was found to have a stronger impact on students’ GPAs than critical thinking disposition. Implications of fostering a critical thinking disposition and perceived academic control among college students are discussed.

The increasing importance of the competition in global university ranking has resulted in a paradigm shift in academic governance in East Asia. Many governments have introduced different strategies for benchmarking their leading universities to facilitate global competitiveness and international visibility. A major trend in the changing university governance is the emergence of a regulatory evaluation scheme for faculty research productivity, reflected by the striking features of the recent changing academic profile of publication norms and forms that go beyond the territories of nation-states in the East and West. With the expansion of the Taiwanese higher education system in the last two decades, the maintenance of quality to meet the requirements for international competitiveness has become a key concern for policy makers. Since 2005, the Ministry of Education has introduced a series of university governance policies to enhance academic excellence in universities and established a formal university evaluation policy to improve the competitiveness and international visibility of Taiwanese universities. In so doing, the government has legalized a clear link between evaluation results and public funding allocation. Research performance is assessed in terms of the number of articles published in journals indexed by the Science Citation Index (SCI), the Social Science Citation Index (SSCI), and the Arts and Humanities Citation Index and in terms of citation rates and associated factors. Therefore, evaluation has taken on a highly quantitative dimension. Despite the efforts of concerned parties to encourage academic excellence, the abovementioned quantitative evaluation indicators have resulted in bitter complaints from the humanities and social sciences, whose research accomplishments are devalued and ignored by the current quantitative indicators. In this paper, the authors describe the recent petition for collective action initiated by university faculty to protest the privileging of SSCI and SCI publications as critical indicators for academic performance regardless of faculty discipline and specialization. The article concludes its argument with a group petition calling for more diverse and reliable indicators in recognizing the research of different natures and disciplines while creating culturally responsive evaluation criteria for social sciences and humanities in the Taiwanese academe. The article not only sheds light on academic evaluation literature, especially on the uncertain paradox of globalization and market economy, but also proposes alternatives to the evaluation system for humanities and social sciences in higher education.  相似文献
