The effect of government policies on the acquisition of library resources in Nigeria

The acquisition of library resources in Nigeria at one time was mainly import oriented. This made the acquisition process very involved in foreign trade and foreign exchange transfer, with most items purchased from overseas book dealers. In the 1970s and 1980s Nigeria was affected by the prevailing world economic condition, and the nation experienced a decline in foreign exchange earnings. In order to improve the nation's economy, the government introduced certain structural policies. This paper highlights the effect of these government policies on the acquisition of library resources generally and the book trade in particular in the country, and the survival measures adopted by the Nigerian libraries.     

Evolution of a veterinary medical library.

Planning a new library and developing a book and journal collection for the College of Veterinary Medicine at Iowa State University are described. The Veterinary Medical Library is a self-contained unit (6,800 square feet) for print material within the Veterinary Medical Building. Seating for 140 patrons is available. The collection is designed to provide basic materials for teaching and research in veterinary and comparative medicine. Indexing and abstracting tools permit access to local, state, and national resources as well. At present the collection totals over 17,000 volumes and over 500 serial titles. A working collection of 25,000 volumes will be maintained in the Veterinary Medical Library, and the University Library will continue to function as the principal backup source.     

National library of nigeria at 30: its history and prospects for the future

A record of efforts of setting up a national library forms part of the general information on the development of libraries in any country. The Ford Foundation, the Nigerian Library Association, and the 1959 library advisory committee of the West African Library Association, Nigeria’s pre-independence federal parliament and government made varying contributions to the establishment of the National Library of Nigeria. Three decades after the establishment of the Library, its operations, personnel, working facilities, status as government parastatal, annual budget allocation, management patterns, and statutory instruments have improved or changed. Whereas the cardinal objective for establishing the library remains dynamic in view of the influence of new media technologies or modern library services, this study captures the emerging historical trends, examines salient problems of the Library, and projects into its future.

Strategies for the Development of Public Libraries: A Survey of Selected Public Libraries in Lagos State,Nigeria

Public libraries serve as valuable assets in meeting a community's strategic goals. This article investigates strategies for the development of public libraries in Lagos State, Nigeria. Observation and questionnaire methods were used as research tools. The population of the study consists of librarians and users of public libraries in Lagos State. The eleven public libraries and twenty local government libraries in the state were surveyed. The major findings were that public libraries in Lagos State were not adequately funded and that the parent body has yet to meet the International Federation of Library Associations (IFLA) standard of public library establishment. The study highlighted the challenges facing public libraries in Lagos and offered some remedies.     

Economic reform and the dearth of books in Nigeria

In 1986 the Nigerian government introduced measures to deal with a range of economic problems. Among the unanticipated effects of this reform was an escalation in the price of books and difficulty in procuring foreign exchange for their purchase from abroad. This article examines the effects of these stringent economic measures on the book industry and the educational system. It also recommends ways of overcoming the book crisis. W. A. Akinfolarin is acting head of technical services at the library of Ondo State University in Nigeria. He received his M.L.S. from the University of Ibadan in 1986.     

Provision of library resources for Open University students in Sri Lanka

This paper summarizes the development of university education in Sri Lanka and the establishment of the Open University. It then focuses on Open University library facilities for students and the acquisitions and collection development policies and practice of the Open University. Library services through its public libraries and the Regional and Study Centres are discussed. In conclusion, some current problems and future prospects are examined.     

Collection management at heythrop College: The contribution of the academic staff through the medium of individual library interviews

The library of Heythrop College, University of London, has a number of unusual features which influence the management of the collection. To date, however, it has operated without a formal collection management policy. As a contribution to the process of producing such a policy, the study described asked key questions about the role of the Library and the resources available to through interviews with the most influential stakeholders, the academic staff.

On the basis of interviews with the twenty‐nine permanent staff and seven other key stakeholders, expectations about the role of the Library were considered and the fitness of the collection for the purposes required of it are assessed. Some specific issues raised by the interviews, affecting the Library's collection management, are considered. In particular the provision of multiple copies, electronic resources and the ‘explosion’ of publishing are discussed. The usefulness of the staff interview as a collection management tool is also examined.

International library exchanges

A rich resource exists in foreign countries to enhance American library collections. Overseas libraries, however, are hard pressed by foreign exchange problems in their acquisition of American materials. These two facts are considered together with the advantage to American foreign policy interests of making American literary materials available on an exchange basis. A new organization, the International Library Exchange Center (ILEC) is described as a vehicle for bringing these elements together.

Deterioration of library and archival materials in the delta region of Nigeria

Factors identified to cause deterioration of library and archival materials in the Delta region of Nigeria are discussed. They include the influence of the environment, the physical and chemical effect of the paper used and the devastating effects of animals and plants. Man's attitude to book use is also discussed as well as the present economic influence on maintenance and security of materials.

Medical library services in Kuwait: history and future prospects

Despite immense resources and a growing interest in education and libraries, library development in Kuwait has been restricted by the problems common to all developing countries. These include an overdose of bureaucracy, lack of trained librarians, and little perception of the library's importance in the educational system. Medical librarianship is virtually a new field. The only medical library of any significance in the country is the Faculty of Medicine Library established in 1974 to serve the newly organized Faculty of Medicine of Kuwait University. In recent years, the Faculty of Medicine Library has gone through several reassessments and many changes. It has expanded its collection, begun computerized searching, and recruited several professional librarians. Now semiautonomous from the university's Libraries Department and housed in a new, modern building, the library has the potential to become the main medical library in the Persian Gulf area.

From budget allocation to collection development: A system for the small college library

Research has shown that faculty involvement in library collection development is directly proportional to the size of the library collection itself; specifically, as library collection size increases, faculty involvement in library collection development decreases. Conversely, the opportunity for faculty involvement in library collection development is enhanced in the small-college setting where collection development is a collaborative effort between the faculty, who serve as the counterparts of subject bibliographers in larger university settings, and librarians, who both oversee the collection development process and serve as bibliographers in general and interdisciplinary subject areas. The case study documents the collection development philosophy, selection and acquisitions policies, and accounting procedures used at the Iris Holt McEwen Library and LaRose Resources Center at Elon College in North Carolina. The interrelatedness of selection, acquisition, and accounting processes as well as the collaboration between librarians and faculty in collection development are emphasized. A time line for the collection development process is included.     

The Role of Legal Deposit of Books in the Polish Library Scheme: The Case of Poznań University Library

This article discusses the legal deposit system in Poland, outlining important issues, legal regulations, cooperation with publishers, and the importance of delivering books for academic environment. It emphasizes the significance of legal deposit for shaping collections and improving institutional quality. Poznań University Library is presented as an example of the Polish approach to the issue of book acquisition, including the library’s mission statement and elements of its collection development policy. The author also writes about tasks for the Legal Deposit Office and the library in the near future, including implementation of electronic legal deposit in Poland.     

LibStatCAT: a library statistical collection assessment tool for individual libraries & cooperative collection development

The following presentation to the Acquisitions Institute at Timberline Lodge focuses on LibStatCAT, a prototype collection assessment tool under development at Portland State University. Our presentation explores the current uses of LibStatCAT, as well as future developments of LibStatCAT as a regional library data farm for comprehensive assessment of library collections and services for individual libraries and cooperative collection development. We share a variety of other collection assessment tools in use at Portland State University Library.     

(4) The Sarawak State Museum reference library and archives

Abstract

This study focuses on collection development in the library of the University of Agriculture from 1983 through 1993. The metamorphosis through which the university has passed is highlighted to show the effects of policy instability on collection development efforts. Methods used for gathering facts and figures for the study included a questionnaire distributed to staff and students, interviews, and official records searches. The study showed that over the years, resources for collection development have been declining in real terms leading to a reduction in the student-book ratio from 1:40 in 1983 to 1:9 in 1993. Problems confronting collection development such as escalating costs of foreign currency, import restrictions, and the politics of resource allocation are also highlighted. Strict compliance with the National Universities Commission's (NUC) funding standard for university libraries is recommended.     

A Study of Users' Delinquency at the Oyo State Library Board Headquarters,Dugbe, Ibadan

This study examines delinquency at the Oyo State Library Board, Dugbe, Ibadan, Nigeria. The study's objectives were to find out the reasons for delinquency, identify the causes/methods employed, and suggest ways of minimizing its occurrence in the study library. It employs the case study design, sampling nearly 50% of the staff and employing questionnaire, interviews, and personal observations. The findings show that students are the major culprits, who fear others will borrow but fail to return materials. Ways of ameliorating this are suggested, encapsulated in a well-formulated collection development policy to serve as a working document for the library staff.
