近年来基层公共图书馆建设成绩斐然,但也较普遍存在缺乏吸引力的情况.应双管齐下,除继续加大政府投入外,应在基层公共图书馆建设中确立读者立场,以服务区域公众具体需求为建设主要依据,以对话模式的公众参与制度完善建设模式,以大文化大服务的定位提升服务能级.探讨这一问题不仅有助于基层公共图书馆建设实践,而且也能丰富图书馆学理论.参考文献24.

[目的/意义] 探索一条我国基层公共图书馆社会化管理建设的途径。[方法/过程] 利用案例分析法对安徽省芜湖市镜湖区图书馆社会化管理中动因、参与主体、管理内容、资金的提供以及监督评估等各要素进行分析。[结果/结论] 通过与三山区相关数据进行对比分析,明确镜湖区图书馆社会化管理取得的成效。此外,指出其存在管理制度规范缺失、参与机构积极性不高以及评价机制不完善等不足。在镜湖区图书馆社会化管理实践经验的基础上,完善相关法律制度以及评估机制是优化我国基层公共图书馆社会化管理体系的重要方法,值得推广。

E-government developments on delivering public services among EU cities

Since the late 1990s, governments at all levels have launched electronic government projects aimed at providing electronic information and services to citizens and businesses. Although Web sites are becoming essential elements of modern public administration, little is known about their effectiveness. The objective of this paper is to study the quality and usage of public e-services to citizens in Europe.According to the results of this study, e-government seems to be following a more or less predictable development pattern ranging from a stage in which interaction is limited to what is shown on the screen to stages in which there is two-way communication and service and financial transactions can be completed with a satisfactory level of protection of personal privacy. At present, e-government in almost all the cities studied is merely an extension of the government, with potential benefits in speed and accessibility 24/7. Despite the limited degree of development observed, online access has advantages that are impossible to replicate offline. Even though few expect e-government to completely replace traditional methods of information, e-government is becoming a powerful tool of transformation that has become embedded in the culture and in the agenda of the public sector.

Rather, they are vital components of a community’s social and economic infrastructure that connects communities and fosters creativity and innovation. This paper explores the changing role of libraries—and public value organizations more broadly—in creating positive social, economic, and environmental outcomes for individuals and communities.

Perceived outcomes of public libraries

The outcomes of public libraries as perceived by individuals in the major areas of their lives are analyzed and the benefits as outcome types are systematized. The data are based on a representative sample of 1000 Finnish adults, ranging in age from 15 to 79. The results give a systematic account of the benefits in 22 areas of life that adults derive from using public libraries. These 22 benefits were reduced by factor analysis into three major outcome types: benefits in everyday activities, cultural interests, and career. The association of these outcome types with gender, educational levels, and age is also explored.
