The USA PATRIOT Act: Archival Implications

ABSTRACT

In October 2001, Congress passed the USA PATRIOT Act to strengthen the ability of the U.S. government to combat terrorism. Unfortunately, some sections of the Act strike at core values and practices of libraries and archives, especially in the areas of record keeping, privacy, confidentiality, security, and access to the collections. This article addresses several crucial issues with focus especially on Section 215 of the Act, privacy and confidentiality concerns, record keeping practices, and the development of policies and procedures to prepare archivists for a request from the Federal Bureau of Investigation for researcher records.     

《新西兰国家图书馆法》对我国图书馆立法之借鉴意义

2003年新西兰的第19号法令通过了新的《新西兰国家图书馆法》。《新西兰国家图书馆法》对新西兰国家图书馆的建设、运行起着关键性的指导作用。其中对馆中馆——亚历山大.特恩布尔图书馆的管理、保存口述历史记录、对于公共文件的复本呈缴等,都做了详细规定。新西兰国家图书馆建设及立法对我国图书馆立法有一定的借鉴意义:今后我国在图书馆立法中,应重视以点代面的立法策略;注重开发保存口述历史记录及对重要文件进行法定呈缴收藏。
