The purpose of the present article is to report on a large‐scale investigation of six school districts’ implementation of an initiative aimed at reducing dropout rates by improving reading achievement in the middle grades. Data for the Middle School Intervention Project (MSIP) were collected in 25 middle schools across the state of Oregon. We examined (a) the degree to which the schools improved reading achievement for struggling readers in 8th grade, and (b) whether we could account for school differences in the treatment effect through measured explicit and intensive intervention factors. At the end of 8th grade there was no evidence of significant or positive effects on the two primary reading outcome measures.  相似文献

The question that drives this article is why some school districts decide to open up charter schools and others do not. Several answers are plausible: (a) entrepreneurial initiative, (b) structural explanations, and (c) spatial competition. We use data for the state of Wisconsin derived from extensive case studies of 19 charter schools and quantitative data on Wisconsin school district from state files and the U.S. Department of Education common core databases. We find evidence to support all three explanations for why districts “go charter.” First, in almost every school and district we visited for case studies, at the heart of either the district or the charter school, and often both, there were entrepreneurial administrators, school board members, teachers, or parents. Our evidence was anecdotal but very consistent across 19 case studies. Second, there are two general sets of structural characteristics that were shown to be quantitatively correlated with becoming a charter district. The first set comprised resource characteristics (size, federal revenue, and available seats); the second set comprised indicators of unmet students needs (the percentage of students eligible for free lunch). Finally, we argue and believe we provide significant evidence that competition is also a motivation for going charter. We posit that open enrollment and charter schools are working together to enhance the flows of students from homeschooling, private schools, dropouts, and other public school districts into charter school districts. Thus using several different indicators and models, estimating both which districts become charter districts and the flow and net gain directly from open enrollment, there is no question that charter schools are increasing competition for students in Wisconsin.  相似文献

In this article we examine the nature of administrative control of school principals in 12 especially effective districts in California. We combined two lines of inquiry, knowledge regarding control in organizations and information from the teacher effects and school effectiveness research, to examine types and patterns of control mechanisms in these districts. Although the work reported herein is exploratory in nature, we see evidence that, contrary to the norm, supervision and evaluation of site level administrators were rational and meaningful processes in these effective districts. We report further that the supervision and evaluation functions appeared to form important linkage mechanisms between schools and districts. In addition, we note that supervision and evaluation provide a strong base for the development of other important linkage functions, especially goal setting. Finally, we report that the superintendents often appear to be the key figures in the supervision and evaluation functions in these effective school districts.  相似文献

LGBTQ themes are often neglected in many schools' curriculum. Currently, an LGBTQ-inclusive curriculum framework is not required in most school districts across the county. Therefore, it is important to understand how teachers regard LGBTQ issues; how they address the needs of students in the middle school and high school English classroom who identify on this spectrum or who come from LGBTQ families; and how they incorporate literature that may be considered “controversial” in their future school districts. In this study, English/Language Arts preservice teachers (PSTs) (certification 7–12) were invited to participate in a book club and self-select young adult (YA) literature centering on characters who identify on the LGBTQ spectrum. During two book club meetings, three themes emerged that embody how literature can become a mirror as well as a window for students and assist youth in identity formation and confirmation. Moreover, literature has the potential to empower readers to take action on controversial issues, especially when readers are in positions to make change (no matter how subtle). Although the data collected were from PSTs, our aim with this article is to expand these three themes as overarching messages for practicing educators today, urging the importance of a more inclusive curricula involving LGBTQ literature.  相似文献

This paper is a report of a quasi-experimental study on the impact of a systemic 5-year, K-6 professional development (PD) project on the ‘high stakes’ achievement test scores of different student groups in rural mid-west school districts in the USA. The PD programme utilized regional summer workshops, district-based leadership teams and distance delivery technologies to help teachers learn science concepts and inquiry teaching strategies associated with a selection of popular science inquiry kits and how to adapt inquiry science lessons in the kits to teach and reinforce skills in the language arts—i.e. to teach more than science when doing inquiry science. Analyses of the school district-level pre-post high-stakes achievement scores of 33 school districts participating in the adaptation of inquiry PD and a comparative group of 23 school districts revealed that both the Grade 3 and Grade 6 student-cohorts in the school districts utilizing adapted science inquiry lessons significantly outscored their student-cohort counterparts in the comparative school districts. The positive school district-level high-stakes test results, which serve as the basis for state and local decision making, suggest that an inquiry adaptation strategy and a combination of regional live workshop and distance delivery technologies with ongoing local leadership and support can serve as a viable PD option for K-6 science.  相似文献

Given increasing interest in evidence-based policy, there is growing attention to how well the results from rigorous program evaluations may inform policy decisions. However, little attention has been paid to documenting the characteristics of schools or districts that participate in rigorous educational evaluations, and how they compare to potential target populations for the interventions that were evaluated. Utilizing a list of the actual districts that participated in 11 large-scale rigorous educational evaluations, we compare those districts to several different target populations of districts that could potentially be affected by policy decisions regarding the interventions under study. We find that school districts that participated in the 11 rigorous educational evaluations differ from the interventions' target populations in several ways, including size, student performance on state assessments, and location (urban/rural). These findings raise questions about whether, as currently implemented, the results from rigorous impact studies in education are likely to generalize to the larger set of school districts—and thus schools and students—of potential interest to policymakers, and how we can improve our study designs to retain strong internal validity while also enhancing external validity.  相似文献

Professional development is a requirement of every reform effort. Most states in the USA mandate a certain number of days in the school calendar to be allocated for professional development. Other nations often fund professional development for teachers to accompany an initiative to improve student performance. Although assumptions about why and how professional development should be conducted are shared, empirical evidence is relatively slim. Recent research generally focuses on the role of professional development in school reform. This study investigates the characteristics of involvement in professional development at the level of the district-the umbrella organisation for a geographic collection of schools. As part of a larger study, this research examines the professional development activities in school districts in relationship to overall district health. How do healthy and unhealthy districts differ in their approaches to professional development? What is the relationship between district health and student achievement? While confirming some of the assumptions about what makes effective professional development, this study provides research-based evidence for what districts can do to ensure district-wide impact and to bring about and sustain change. Furthermore, it illustrates the close association of district health and student achievement.  相似文献

This paper investigates estimation methods to model the relationship between school district size, costs per student and the organisation of school districts. We show that the assumptions on the functional form strongly affect the estimated scale economies and offer two possible solutions to allow for more flexibility in the estimation method. First, we introduce a model by adding higher‐degree district size polynomials, allowing for multiple optima. Second, we develop a Fourier cost function, innovative in the literature on scale economies in education. We then compare both models to classical approaches in the literature. We illustrate how a minor change in the estimation method can alter policy conclusions significantly using Flemish school district data. In doing so, we find sizeable potential cost savings from the consolidation of school districts, especially at the lower tail of the district–size distribution. The organisational transition from small to large school districts is characterised by an interval between two optima. Beyond an apparent slowdown in cost savings in medium‐sized school districts, cost savings from school district consolidation increase again, up to the optimal size of around 6,500 students. Beyond this optimum, school districts incur diseconomies of scale. The commonly used quadratic form (‘U’‐shaped cost function) overestimates scale economies, and fails to identify the interval between both optima.  相似文献

The implementation of zero tolerance policies raises important questions. In this article we explore how zero tolerance policies are interpreted, implemented, and enforced differently in urban, rural, and suburban districts, and how this results in unequal numbers of expulsions and suspensions. Using a policy analysis framework, we explored how administrators from economically and culturally distinct communities developed an understanding of zero tolerance policy. In some cases, administrators modified the policy to meet the needs and culture of their districts, while in other situations, administrators adhered to the policy as written. The varying interpretations allowed some children to remain in school for particular offenses while other children were expelled immediately for similar infractions. Our data show that this policy adversely impacts a disproportionately higher number of students color in urban school districts.  相似文献

Collaboration between a metropolitan university's college of education and urban and suburban school districts is described via an initiative to support dissemination of effective elementary practices across 7 districts. The effort focused on the creation of 4 booklets that described best practices as identified through the research-based literature. Parent involvement, literacy instruction, multiage classrooms, and brain-based learning were the areas targeted for attention. Two conferences to share the information were also a part of the plan for dissemination. Trust and camaraderie evolved as faculty members, teachers, and administrators worked together to create a product and share it with their colleagues.  相似文献

In 2009, the federal government committed over $3 billion nationwide to help states and districts turn around their worst-performing schools. The U.S. Department of Education intended for the School Improvement Grants (SIGs) to spur dramatic change.This report looks at the results of a field study of the first-year implementation of those grants in Washington State, which received $50 million in SIG funding over three years. Researchers hoped to see what school-level changes were underway, how they compared to the intent of the grants, and the early role that districts played in SIG implementation.The report provides findings from the state, district, and school level. Researchers found that, with some exceptions, districts and schools in Washington State are approaching the turnaround work in ways only marginally different from past school improvement efforts. Despite the hard work of administrators, principals, and especially teachers, the majority of schools studied show little evidence of the type of bold and transformative changes the SIGs were intended to produce.The report offers recommendations regarding the roles that federal, state, and local education agencies should play in support of school turnaround work. Those administering future grants targeted at the nation's lowest-performing schools could avoid the problems described here and improve their chances of affecting dramatic, not incremental, change.  相似文献

Using geographic representations to examine choice policies and patterns in a major urban area, this analysis considers how districts in a metropolitan area are responding to competitive incentives in arranging options for African American students. The findings demonstrate that the distribution of districts' school choice policies exclude poorer students of color from the more preferred school options. The decision of districts to open or close their boundaries to non-residents is tied to both the physical proximity of districts to poorer communities, and to their relative status within the local market hierarchy. Thus, rather than seeing districts compete to attract students (and per-pupil funding) from failing schools, we are instead witnessing a process of districts targeting more preferred students—effectively ignoring the potentially lucrative pool of dissatisfied families (and per-pupil funding) in failing districts. This suggests that districts are responding to a set of incentives quite different from the ones envisioned by reformers, so that although choice is opening up school options, better choices are less available for poor students and students of color.  相似文献

The Learner‐Centered Leadership program is a new initiative that provides professional development opportunities to school administrators through a mentoring model. The focus on learner‐centered leadership reflects renewed attention to the primary role of teaching and learning in the development of school leadership expertise. With a focus on learning, the need to create collaborative structures where trust, respect and communication are promoted among the participants has been critical. In its first year, the project goal has been to develop the capacity for mentoring across districts. To create this capacity, the project has focused on building relationships among participants using a threefold process: formal workshops that introduce the districts and participants; informal gatherings that break down barriers and establish opportunities for networking; and a series of problem‐solving initiatives called a team challenge that require participants work together, communicate and cooperate to solve the challenging activities.  相似文献

When introducing and implementing a new technology for science teachers within a school district, we must consider not only the end users but also the roles and influence district personnel have on the eventual appropriation of that technology. School districts are, by their nature, complex systems with multiple individuals at different levels in the organization who are involved in supporting and providing instruction. Varying levels of support for new technologies between district coordinators and teachers can sometimes lead to counterintuitive outcomes. In this article, we examine the role of the district science coordinator in five school districts that participated in the implementation of an online resource discovery and sharing tool for Earth science teachers. Using a qualitative approach, we conducted and coded interviews with district coordinators and teachers to examine the varied responsibilities associated with the district coordinator and to infer the relationships that were developed and perceived by teachers. We then examine and discuss two cases that illustrate how those relationships could have influenced how the tool was adopted and used to differing degrees in the two districts. Specifically, the district that had high support for online resource use from its coordinator appeared to have the lowest level of tool use, and the district with much less visible support from its coordinator had the highest level of tool use. We explain this difference in terms of how the coordinator’s promotion of teacher autonomy took distinctly different forms at those two districts.  相似文献

In this article we illustrate the roles of school psychologists, administrators, social workers, teachers, and parents in school reform by describing the adoption, initial implementation, and formative evaluation of an evidence-based social and emotional learning (SEL) program within several rural Midwestern school districts in a geographically large county. As part of a countywide initiative aimed at improving children's mental health services, an interdisciplinary team collaborated to select and implement a universal school-based curriculum addressing SEL objectives. Professionals in the county's special education cooperative lead the reform effort, general education teachers deliver the curriculum, and school psychologists and school social workers have served as trainers and consultants to educators and building administrators. An ecological model of organizational consultation informs these efforts. We illustrate this model by describing its application to the collaborative school-based initiative addressing SEL objectives. We also discuss implications for future consultation research, training, and practice.  相似文献

The demography of public school enrollment continues to change dramatically, with students of color comprising an increasing proportion of the whole. As such, suburbia, with both White and non-White students, is a place in which integration is more possible in the beginning of the 21st century. Due to the intertwined nature of how these factors affect educational politics in suburban districts, we draw on Hirschman's exit-voice-loyalty framework to examine factors influencing residential and education decisions. Drawing on in-depth fieldwork in seven multiracial suburban districts, this article examines how, and whether, the way in which districts define issues related to increasing diversity shapes the actions they take. The article also examines how district jurisdiction affects the implementation of diversity policies as well as the policies themselves. We argue that policymakers’ decision making, both due to the pressure of exit to less diverse suburban districts and the rising voices of more advantaged residents in the suburban marketplace, has increased inequality within districts, particularly those that we call “multimunicipal,” or districts with multiple, disparate municipalities within the district.  相似文献

The presumed link between schooling and the economy has been a prime force in motivating educational reform proposals in many countries. Educators feel caught between expectations by many that schools will play a key role in labour market success for young people and the reality that their influence on labour market outcomes is relatively weak. Solving the problem is not possible, but neither is ignoring it. Schools face an intractable yet compelling problem.This paper looks at the way in which school districts in a Canadian province understand and try to respond to changes in the labour market and the nature of work. The paper is based on collaborative case studies of five school districts and surveys of school board members and chief superintendents. We conclude that people in school systems are aware in a general way of labour market changes, and see them as having negative implications for students. However the changing job situation seems to be an important but largely unanalyzed issue. There is relatively little discussion of school-work issues in schools and districts. Administrators and school board members rely on informal sources of information rather than gathering data about their own situation. Schools and districts are using various programmatic devices to address labour market needs, such as partnerships, work experience, or co-operative education, but all of these operate within the confines of a traditional model of schooling. None of the districts has a strategy for this issue or has made it a priority.We conclude with some suggestions for measures schools could reasonably take to respond more effectively to the impact of changes in work.  相似文献

Recent legislative and local school accountability efforts have placed a premium on the collection, analysis, and use of student assessment data for educational improvement. As a result, schools have sought assessments that will provide additional information about student performance. In response, a burgeoning boon industry formed—formative educational assessment systems. In this study we describe how districts search for and acquire formative assessment systems to meet their needs. We focus on three school districts that adopted three different formative assessment systems. Our findings suggest the fit between a system’s characteristics and a school district’s intended use is the most important consideration in instituting a successful formative assessment system that will have a positive impact on teacher education and student learning.  相似文献

Since 2002, British Columbia’s education system has undergone extensive change following amendments to the BC School Act (Bill 34). This article presents a critical analysis of policy changes to the K-12 education finance system, particularly the expansion of the legal capacity of school districts to create ‘school district business companies,’ a phenomenon that is unique within Canada. These companies enable public school districts to establish for-profit companies that operate at arm’s length from the school board, yet generate revenue from private sources to supplement government operational grants. This shift occurred in parallel with fiscal restraint measures that centralized control over the level of government funding while downloading inflationary and new costs to school boards. The result has been structural funding shortfalls for school districts across the province. Structural funding shortfalls, coupled with a push toward market-driven revenue generation, signaled to school districts that they needed to become more financially self-reliant. The authors argue that efficiency and adequacy (defined in financial terms) have eclipsed equity as priority values in BC education, and that ‘creeping privatization’ is undermining public support of public education. For the most part, these substantive changes have failed to stimulate a mass public outcry, and organized resistance comes from public sector unions.  相似文献
