Making materials accessible to students in higher education institutes: Institutional obligations,methods of compliance,and recommendations for future action

从某些期刊评价指标看大学学报改革的必由之路

我国大学学报作为大学的学术窗口,在促进对外学术交流和人才培养中发挥着积极作用.改革开放20多年来,大学学报无论是数量还是载文的质量都取得了长足的进步[1],成为我国科技期刊的一支生力军.在2次国家期刊奖评选中,均占有相当分量:获 "首届国家期刊奖"的64种科技期刊中有7种为大学学报;获"第2届国家期刊奖"的30种科技期刊中,有4种为大学学报.但大学学报的综合性,限制了其学术影响力的发挥.笔者从文献计量学的角度,对大学学报做一简明分析,结果说明专业化应是大学学报发展的必由之路.     

The future of scientific journals: The rise of UniAI

• The enormous amount of scientific data produced each second will make it difficult to analyze them.
• In near future, a universal AI-based (UniAI) system with ready access to a collective database will be formed to analyze the gigantic amount of data being created.
• There will be no ready articles, no scientific journal, no indexing system, no peer review, no research or publication ethical concerns, and no editor.
• UniAI, a self-organized self-sufficient AI system will assume most part of the research and its publication.

利用专业学术期刊的特点办好期刊

专业学术期刊的特点主要有学科性和专业性强,相对固定的作者群和读者群,读者、作者、审稿者之间的相互转换等。在编辑工作中可以利用这些特点,努力做好以下工作:加强专业基础知识的学习,主动培养潜在的作者队伍和审稿专家队伍,学习优秀专业期刊的办刊经验,定位明确,挖掘特色。     

Strategic library and information services models for the visually impaired persons: The South African Library for the Blind perspective

The South African Library for the Blind (SALB) contributes to the quality of life of print-impaired people encouraging independence through access to information, informed decision making, and taking pleasure in the enjoyment of recreational reading. In realizing the vision, SALB implemented two strategic models; agent mini-libraries and comprehensive mini-libraries. Management and administration of the services rendered is covered in detail. The project was pioneered in one of the provinces and has been rolled out to other provinces. The paper highlights how visually impaired people experience in a tangible manner, assistive technologies, training and interaction with community members and use libraries.     

互联网时代医学科技期刊单行本的出版与实践思考

纸质单行本是医学科技期刊发行销售的重要形式之一,在互联网时代仍然有其不可替代的优势与特点.本文通过梳理单行本的发展历程与功能演变,并结合中华医学会杂志社的单行本出版现状,探讨医学科技期刊单行本的优势与特点以及目前影响其出版的制约因素,并提出相关对策及建议,以期为我国医学科技期刊出版提供思考与借鉴.     

E‐only journals: is it time to drop print?

This article is a revised version of a talk given at the ALPSP seminar of the same name in February 2005. The current state of play with electronic‐only (‘e‐only’) journals is reviewed, along with some data on the different ways print and electronic editions are used. The drivers for and against a move to e‐only journals are discussed, including economic and commercial issues, long‐term access and preservation, and the growing divergence between the capabilities of print and electronic journals.     

Preserving digital scholarship: the future is now

The Cedars project in the UK has been set up to explore some of the issues associated with archiving of digital materials and to make recommendations to libraries about preserving digital materials. Cedars, which is led by the Consortium of University Research Libraries (CURL), is funded as part of the Electronic Libraries Programme (eLib) by the Joint Information Systems Committee of the Higher Education Funding Councils.

通过对《中国天然药物》发展情况的分析,认为利用信息计量学能够推动科技期刊的发展。具体表现在:比较国内外同学科期刊的引证指标,为期刊发展提供参考信息;为编委提供引证数据,以编辑部服务换来编委的支持;提供学科发展检索情报,发挥服务功能,以获得主办单位的重视和支持。

结合曾经出现的典型科技期刊泄密事件,简要分析了科技期刊领域存在保密问题的原因及产生的深刻教训。阐述了新时代科技期刊应该更加重视保密工作的意义,它是国家大安全观、护航经济稳定发展和科研自身可持续发展的必然要求。从提高办刊人员保密意识、制定可行措施和加强监管引导3 个方面,对科技期刊加强保密工作提出可行性建议。
