Asian-Japanese: State Apology,National Ethos,and the “Comfort Women” Reparations Debate in Japan

Recent scholarship on apology has shifted its critical emphasis from the juridical use of apology as a means of self-defense to the moral value of apology as integral to specific reconciliation processes. This article examines the “comfort women” reparations debate in Japan in the 1990s as symptomatic of this change in how we think about apology and reparations. It illustrates how “comfort women” reparation lawsuits disrupted the symbolic economy of political apology in an inter-Asian political context and, thus, transformed the rhetorical force of apology from a past-oriented to a future-oriented technology of care.

Limbaugh's Loose Lips: Rush Limbaugh's Image Repair after the Sandra Fluke Controversy

Radio personality Rush Limbaugh sparked a firestorm in February 2012 after calling Georgetown University law student, Sandra Fluke, a “slut” for her testimony before congress advocating mandated contraceptive coverage. After a 3-day tirade aimed at Fluke, and in the face of fleeing sponsors and heightened criticism, Limbaugh issued a formal apology to Fluke. This article applies Image Repair Theory to Limbaugh's discourse including both his initial defensive remarks and his formal apology. Although Limbaugh utilized a combination of image repair strategies, in focusing solely on the words he used to describe Fluke, this analysis finds his defense largely ineffective.

How Law Schools Benefit When Librarians Publish,Teach, and Hold Faculty Status

Many nondirector academic law librarians publish and teach legal research classes. Some hold faculty status as well. Law librarians have expertise in the development and delivery of legal research instruction methodologies and are developing a body of literature documenting their efforts to create and share a pedagogy of legal research instruction. Principles of shared faculty governance entitle library faculty to contribute to the development and delivery of a curriculum of legal research instruction. Encouraging law librarian participation in the shared governance of law schools should lead to increasing opportunities for the successful reform of legal education curricula with respect to legal research instruction.     

Not the Best: What Rush Limbaugh's Apology to Sandra Fluke Reveals about Image Restoration Strategies on Commercial Radio

This study analyzes the rhetorical strategies used by Rush Limbaugh to rebuild his public image after he made offensive remarks about law student Sandra Fluke in early 2012. A close reading of Limbaugh's public statements reveals that Limbaugh employed the strategies of evading responsibility, reducing offensiveness, and mortification (i.e., apologizing). However, Limbaugh's apology was more of a pseudo-apology than a genuine apology. This article argues that Limbaugh adopted the strategies he did because the nature of political talk radio makes it more important to maintain a good public image with the audience than with political opponents or even advertisers.

External pressure to transform the game warden service into a more culturally and ethnically diverse state law enforcement agency, however, creates tensions surrounding these characteristics in the organization's structurationally defined agency and reflexivity of law enforcement; duality of structure in office memos and citation counts; social integration and institutional reproduction of law enforcement training, use of decoys, and search and seizure procedures; and time-space distanciation of working a 40-hour week or having complete responsibility for a territory. The present study examined how these tensions interact with the traditional assumptions of independence and competence to transform the meaning of these characteristics, and of the game warden service itself.

Discursive Constructions of the Meaning of “Family” in Online Narratives of Foster Adoptive Parents

Framed by relational dialectics theory, discursive constructions of the meaning of “family” were examined in 100 online foster adoption narratives. Parental narratives manifested struggles between biogenetic and discursive constructions of “family,” identified here as the discourse of biological normativity (DBN) and discourse of constitutive kinning (DCK). The DBN reinscribes the dominant cultural and foster care system preference for biogenetically connected families. The DCK resists the DBN, maintaining that enacted behaviors and shared affections, rather than shared genetics, constitute legitimate families. Contrapuntal analysis revealed a high degree of polemic interplay; both discourses competed to be centered rather than marginalized through the discursive practices of negating, countering, and entertaining. Implications for theorizing definitions of family and studying families in context are discussed

[目的/意义]探索俄罗斯图书馆法律体系整体脉络，揭示俄罗斯图书馆法律的科学体系，补足国内俄罗斯图书馆法律体系研究的短板，为我国图书馆法律体系建设提供理论支持与实证参考。[方法/过程]梳理俄罗斯及我国图书馆法规代表性成果，评述俄罗斯图书馆法律体系的发展沿革、基本框架与主要内容，探索俄罗斯图书馆事业法、文献呈缴法、图书馆事业文化法支撑、图书馆事业信息法支撑等图书馆法律重点领域。[结果/结论]认为俄罗斯图书馆法律、文化事业、信息产业、特殊群体服务相关法规政令较为密集与集中。俄罗斯建立了以图书馆事业法、文献呈缴法为基础，图书馆专门法、图书馆相关法、图书馆事业相关命令决议、图书馆行业协会规范相互补充与制约的完整的图书馆法律保障体系。俄罗斯图书馆事业的现代化规范发展、图书文物的立法保护、特殊群体权益保障尤其值得深入学习。     

Documenting and classifying labor: the effect of legal discourse on the treatment of H-2A workers

The H-2A temporary agricultural worker program is a large-scale governmental program that is touted as a legal and documented avenue for nonimmigrant foreign workers to gain temporary employment in the USA. This paper historically situates the H-2A program within the larger history of American temporary work programs and argues that the H-2A program has inadequately curtailed the exploitation of temporary agricultural workers by focusing on documenting immigration through a lengthy application process and complex classification system, while failing to properly document the employment conditions of temporary agricultural workers once they have arrived in the USA. The analysis of the federal government’s documentation and classification practices exposes how discursive practices are legitimized through the legal codes of two statutory regimes, labor and immigration law, and exposes how these discursive practices create rigid worker classifications that largely structure the debate on immigration and the rights of documented and undocumented workers.

Chapter 5. Copyright in the Interlibrary Loan Department

Abstract

All members of the Interlibrary Loan department need to be aware of current copyright law and related guidelines. Within the past ten years, there have been significant changes to the copyright laws (Sonny Bono Copyright Term Extension Act, Digital Millennium Copyright Act, TEACH Act, etc.), which have had an impact on the provision of library services, including ILL. Chapter 5 provides extensive background on the provisions of copyright law applicable to interlibrary loan, and also provides practical examples of how those laws and regulations are applied on a daily basis within the ILL department.     

Inside outreach: a challenge for health sciences librarians.

OBJECTIVE: Like medical and health sciences libraries throughout the country, the Lamar Soutter Library (LSL) at the University of Massachusetts Medical School is dealing with ever-increasing outreach needs in times of diminishing funding. With the goal of reshaping the library's outreach program to better serve our patron groups, the Outreach Study Group was formed to investigate existing models of outreach. METHODS: The group initially examined the current literature and subsequently conducted a nationwide survey of medical and health sciences libraries to identify trends in outreach. This article details the methods used for the survey, including establishing criteria for selecting participants, determining the focus, and developing and conducting the survey. RESULTS: Of the 40 libraries invited to participate, 63% completed the survey. An analysis of the data revealed successes, problems, and trends. The group's conclusions led to recommendations for the LSL's future outreach efforts. CONCLUSIONS: Analysis of the data revealed key findings in the areas of strategic planning, funding, and evaluation. A thoughtful definition of outreach ensures that outreach activities are expressions of the library's mission. Funding shifts require flexible programs. Evaluation provides data necessary to create new programs, sustain successful ones, and avoid repeating mistakes.

Making IT work for municipalities: Building municipal wireless networks

The lack of widely available, affordable broadband Internet access has spurred a movement in which municipalities are rolling out wireless broadband networks. This movement has raised a number of questions including: Why are municipalities acting as the early adopters of wireless broadband technology? How does increased state regulation of municipal broadband networks affect this trend and how can cities respond? As cities use wireless broadband technology to enhance services to citizens, the growth of municipal wireless deployments has transitioned from linear to exponential. In response, many states have passed laws to regulate and restrict cities' ability to own, operate, deploy, or profit from either telecommunications or information services. Current and pending laws will be examined to understand how cities can deploy a wireless broadband network under these regulations. An analysis of municipal facilities and technology expertise illustrates the opportunity for public–private cooperation in wireless deployments. This paper will show that cooperation is beneficial in many cases. Finally, current business models will be examined for their ability to foster cooperation between the public and private sectors, bridge the digital divide, and create competition among private sector providers.
