This article is a literature review concerning the factors that play an important role in the development of educational technology plans in the educational system of developing countries (DCs). Largely, the technology plans are influenced by factors that emanates from within the country (internal) and those outside of their borders (external). Internal factors include the high prices and low effectiveness of services provided by technology-related multinational corporations in DCs, the philosophical perspectives and priorities of organizations, foundations and development agencies promoting the implementation of ICTs in DCs, pilot programs without sustainability, uncoordinated pilot projects, selling of refurbished computers for use at a large scale, and dominance of the English language in the software. External factors include international summits and conferences, global partnerships and establishment of international organizations, and technology-related multinational corporations. To this end, this article is intended to stimulate reflections on the different factors that play an important role in the development and implementation of educational technology plans in Dcs.  相似文献

本文首先基于电大系统的课题研究和今年21届ICDE年会的学术论文,分析了目前信息通信技术(ICT)在远程教育学生学习支持服务(SLSS)中应用的主要研究方向和成果.在此基础上,应用IT服务管理、信息学、学习环境理论和系统科学的思想,对ICT在SLSS的作用进行了交互机制等六个方面的分类,并建立了具有通信连接服务层等六个层次的ICT在SLSS中应用的模型;提出了ICT运用的目标和目的原则,以及以人为本等六大应用准则;最后提出了以学习者为中心、系统化、层次化、集中与分散相结合的系统设计和服务策略.  相似文献

The concept of scientific literacy is now widely used to represent goal statements for science education. These tend to be remarkably similar in developing and developed countries. It is argued that, although this is desirable idealistically, a more realistic approach is required in determining priorities, given the differing cultural and economic contexts of science education. Exposure to science and technology varies in developed and developing countries, yet students in both contexts have difficulty defining science. However, the problem of equating science with progress, but not understanding why, is most acute in developing countries, for it leads to blind faith.

Many students in developing countries receive a limited exposure to science, those in developed countries are bombarded, The question for both is what is most important for them to know. The recognition of science as process is offered as a solution.  相似文献

Developing countries are in a major educational crisis. Educational opportunity has expanded but quality has been sacrificed. In some instances the quality of education has become so low that one might do well to question whether the costs of expansion do not outweigh the benefits. Research on education has not prepared the developing countries to meet the crisis at hand. The article mentions three examples—in pedagogy, in curriculum and in ‘deschooling’ theory—where educational research has not been helpful. On the other hand, the article points to several areas where there has been useful work, and where new work might make a substantial contribution in the years ahead.  相似文献
