Recent advances in treatment modalities and the manner in which services are organized have made it possible to serve children with severe emotional or behavioral disorders (EBD) in a more responsive and less restrictive manner. Current approaches rely on collaboration among child‐serving agencies as well as between parents and service providers. In this article, we explore the role of schools in collaborative efforts on behalf of children with EBD. The demands on school personnel in local school districts are examined, the elements required for effective collaboration are articulated, and an exemplary model of comprehensive collaboration is described. Impediments to effective collaboration are summarized, and suggestions for how to create and sustain reliable partnerships are offered at the level of individual provider and child‐serving organization. The preschool assessment and diagnostic process offers many opportunities for collaboration across disciplines that can enrich the professional's understanding of the young child. This article addresses the advantages and complexities of such collaboration including opportunities for infusing collaboration across the multiple steps of assessment. Challenges commonly seen in a collaborative process, involving issues of time, decisions regarding diagnosis and recommended interventions, shared responsibilities, conflict across disciplines, and the need for administrative support, are explored. Special issues around creating meaningful partnerships with families are examined with attention to fully including families at whatever level they are comfortable. Finally, trends in consultation and collaboration that require the specialized expertise of preschool psychologists are described, along with promising models of training that incorporate collaboration, consultation, and policy work into the pre‐service experience. © 2011 Wiley Periodicals, Inc.  相似文献

There is increasingly strong evidence that children with disabilities are at higher risk for maltreatment when compared to children without disabilities. There is also concern about the adequacy of child welfare services for children and parents with disabilities, particularly those disabilities that result in a communication impairment. This article describes a successful community practice effort in Los Angeles County that resulted in the establishment of a comprehensive array of linguistically and culturally competent child abuse prevention and treatment services for the maltreated deaf child and for the deaf parent at risk for child abuse perpetration. Social movement theory is used to analyze a change effort that was developed and implemented by a broad coalition of members of the Deaf and hearing communities. Elements of the problem, social movement theory, the coalition, the change strategy, and the results are described.  相似文献

Efforts to strengthen national child protection systems have frequently taken a top-down approach of imposing formal, government-managed services. Such expert-driven approaches are often characterized by low use of formal services and the misalignment of the nonformal and formal aspects of the child protection system. This article examines an alternative approach of community-driven, bottom-up work that enables nonformal–formal collaboration and alignment, greater use of formal services, internally driven social change, and high levels of community ownership. The dominant approach of reliance on expert-driven Child Welfare Committees produces low levels of community ownership. Using an approach developed and tested in rural Sierra Leone, community-driven action, including collaboration and linkages with the formal system, promoted the use of formal services and achieved increased ownership, effectiveness, and sustainability of the system. The field needs less reliance on expert-driven approaches and much wider use of slower, community-driven, bottom-up approaches to child protection.  相似文献

OBJECTIVE: The aim of this paper is to examine some of the factors that facilitate and hinder interagency collaboration between child protection services and mental health services in cases where there is a parent with a mental illness and there are protection concerns for the child(ren). The paper reports on agency practices, worker attitudes and experiences, and barriers to effective collaboration. METHOD: A self-administered, cross-sectional survey was developed and distributed via direct mail or via line supervisors to workers in statutory child protection services, adult mental health services, child and youth mental health services, and Suspected Child Abuse and Neglect (SCAN) Teams. There were 232 completed questionnaires returned, with an overall response rate of 21%. Thirty-eight percent of respondents were statutory child protection workers, 39% were adult mental health workers, 16% were child and youth mental health workers, and 4% were SCAN Team medical officers (with 3% missing data). RESULTS: Analysis revealed that workers were engaging in a moderate amount of interagency contact, but that they were unhappy with the support provided by their agency. Principle components analysis and multivariate analysis of variance (MANOVA) on items assessing attitudes toward other workers identified four factors, which differed in rates of endorsement: inadequate training, positive regard for child protection workers, positive regard for mental health workers, and mutual mistrust (from highest to lowest level of endorsement). The same procedure identified the relative endorsement of five factors extracted from items about potential barriers: inadequate resources, confidentiality, gaps in interagency processes, unrealistic expectations, and professional knowledge domains and boundaries. CONCLUSIONS: Mental health and child protection professionals believe that collaborative practice is necessary; however, their efforts are hindered by a lack of supportive structures and practices at the organizational level.  相似文献

This paper deals with the implementation of integrated services providing early support for young children and their families. The integration of services is considered to have highly positive effects on the development of children and on the prevention of child neglect and maltreatment. Therefore, childcare centres have been developed into family centres offering different services in order to foster this integration. The implementation of integrated services requires adequate governance structures on different levels. The external level concerns the framework the state offers for the integration of services. On an intermediate level, the cooperation between different institutions on the local level is to be considered. The internal level is related to questions of management, organisational development and team building. Based on experiences from family centres in the Federal State of North Rhine-Westphalia (Germany), the paper focuses on these different aspects of the governance of integrated services.  相似文献

ABSTRACT

This study examined how partnerships between early care and education providers were developed and how they worked together to deliver comprehensive, high-quality services to infants and toddlers from low-income families. Survey data were collected from 220 Early Head Start (EHS) program directors and 386 child care center directors and family child care providers participating in EHS-child care partnerships. Research Findings: Nearly half of EHS programs chose partners with whom they had prior relationships, and most engaged them early (often before receiving the grant). Both EHS programs and child care providers described their relationships as mutually respectful and focused on similar goals. Through the partnerships, child care providers had access to professional development opportunities and offered children and families comprehensive services, such as health screenings. Practice or Policy: This study provided a nationally representative picture of EHS-child care partnerships. The findings suggest that strong relationships are foundational to the implementation of early care and education collaborations aimed at expanding access to high-quality care for infants and toddlers from low-income families. Collaborations are a potentially important policy lever that can help support the expansion of high-quality early care and education.  相似文献

This paper examines the role of interprofessional collaboration in the identification and reporting of a child in need. Such collaboration is especially important in the context of the global pandemic caused by the novel Coronavirus disease of 2019, known as COVID-19. The child protection system must have the capacity and resources to respond to increased demands during this time, and early childhood educators serve as an essential link for child protective services in identifying and reporting a child in need. As an effective system to accomplish these two aims requires a working collaboration among its participants, Bronstein’s interdisciplinary collaboration model was used as a framework to interpret this practice. A small-scale qualitative study was conducted that included principals of nursery schools and child protection workers from one region in Estonia. Findings indicate that effective collaboration was believed to require communication and ongoing systematic relationship building. Collaboration in practice varied, as principals reported a high turnover rate for the child protection workers, which hindered the development of a working relationship and support for the process of noticing and thereby identifying a child in need. In contrast, child protection workers assessed collaboration more positively, recognizing the need to have a supportive system in place for nursery schools. Both groups of collaborators acknowledged the need to train teachers, particularly to conduct joint training exercises to foster a common understanding of the child in need and of the intervention process itself.

This article relates a child's development in story writing and the progress that she made in achieving text cohesion, spelling development and ideation through the collaborative process. The case study investigates the integration of major aspects of writing development such as collaboration, the importance of peer interactions through social learning and the fusion of illustrations and writing to assist children's communication and understanding. The purpose of this article is to explore the construct of congruence, particularly with regard to school–family collaboration and partnerships. An in‐depth review of the empirical and theoretical literature supporting a shift in focus from encouraging family involvement to creating effective school–family partnerships is presented, followed by an investigation into the construct of congruence and the methodological challenges it presents. The authors define congruence, discuss its role in creating and maintaining effective school–family partnerships, and critically review common approaches to measuring congruence and similar constructs. There has been increasing interest in eliciting the views of children and young people; one arena for this has been the integration/inclusion context. However the increasing emphasis on the right of children to be heard has tended to emphasise the fact of production over the complexities of elicitation and interpretation. Ethical considerations in interviewing children about integration/inclusion include issues relating to confidentiality, anonymity, protocols, consent, assent and intrusion. Sampling issues include access, mode of communication and selection of data for analysis. This paper also discusses the use of various interview strategies applicable in this context. They include the merits of various ways of initiating (e.g. use of statements rather than questions) and sustaining (e.g. use of pause, interviewer phrasing) the dialogue. It is concluded that researchers in this field need to be rigorous in acknowledging and probing the complexities of child interviews in the integration/inclusion context.  相似文献

It has been estimated that 9 to 13% of children and adolescents have a mental disorder that causes significant functioning impairment and that only one fifth of those who need mental health services actually receive them. The majority of children and adolescents are enrolled in schools, where they spend a considerable amount of time, and this is followed by the increasing efforts to establish collaboration between mental health professionals and school personnel. The role of mental health professionals is crucial in improving children’s mental health, as well as for providing better response to parents, educational staff and other agencies. There are several ways for a child psychiatrist to reach children and adolescents in a school setting: through individual student consultations (case consultations), through consultations to schools on general mental issues (systems consultations) and through promotion of mental health by creating and demonstrating evidence-based programmes for children, parents, school staff and others who are involved in child’s care. In order to achieve these goals, we need to establish partnerships and to define roles among organisations and individuals in the wider school environment, such as schools and school management, municipal authorities and administration, media, police, social welfare centres, health centres, parents and youth associations.  相似文献

The purpose of this paper is to explore parents’ perceptions of the process of having their child assessed for dyslexia by an independent Educational Psychologist and the affective impact on the child or young person. The research was carried out as part of an evaluation of the services offered by the Northern Ireland Dyslexia Centre (NIDC). The methodology involved the use of a postal survey questionnaire with both qualitative and quantitative outcomes. Findings are discussed in the context of strategies for promoting partnerships with parents and affective-academic pathways for learners with dyslexia.  相似文献

Interagency collaboration among early childhood programs and agencies providing services for special needs preschoolers is now required through the passage of Public Law 99-457. Special needs children aged 3 to 5 years are being placed in early childhood education sites, such as public schools, nursery schools, Head Start programs, child care settings, and other preschool/child development environments. This statewide survey investigates existing interagency collaboration efforts, studies factors related to successful collaboration, identifies inhibitors to early childhood collaboration, and determines possible interagency collaboration training needs of early child- hood service providers. Results indicate that training needs for early childhood service providers do exist in the area of interagency collaboration. Implications are identified that relate to teacher preparation and in-service needs regarding integration of special needs children into regular early childhood settings. The study is a part of the state- funded research related to the implementation of EL. 99-457 in school districts and existing early childhood community-based programs.  相似文献

ABSTRACT

Research Findings: This study examined the development and implementation of six Early Head Start Child Care Partnerships (EHS-CCPs), unique collaborations between EHS grantees and community-based child care partners that expand access to high-quality child care and comprehensive services for low-income infants, toddlers, and their families. Interviews and focus groups with 111 key informants identified similarities across the six EHS-CCPs in initial outreach to community partners for establishing partnerships and approaches to developing partnership agreements but variation in approaches to monitoring quality improvement activities. Benefits and challenges to partnerships for programs and families were noted. Practice or Policy: Findings suggest a need for additional guidance for EHS-CCPs on key components of implementation, including the partnership agreement process, monitoring quality improvement plans, offering support for meeting program requirements, and providing comprehensive services. For example, five of the six partnerships reported the EHS grantee led the development of their partnership agreements. While this approach was attributed to child care partners’ lack of prior experience in developing agreements, further guidance on how to engage partners collaboratively in an agreement process that better emulates the principles of authenticity and equality from the conceptual framework for collaborations in early care and education would be useful.  相似文献

Applied developmental science (ADS) is scholarship that seeks to advance the integration of developmental research with actions-policies and programs-that promote positive development and/or enhance the life chances of vulnerable children and families. Through this integration ADS may become a major means to foster a science for and of the people. It may serve as an exemplar of the means through which scholarship, with community collaboration, may contribute directly to social justice. In so doing, ADS helps shift the model of amelioration, prevention, or optimization research from one demonstrating efficacy to one promoting outreach. When this contribution occurs in the context of university-community partnerships, ADS may serve also as a model of how higher education may engage policy makers, contribute to community capacity to sustain valued programs, and maintain and perpetuate civil society through knowledge-based, interinstitutional systems change.  相似文献

Drawing on interviews with clinical and university-based teacher educators and administrators, the authors explore the challenges of building and sustaining collaborative university/school partnerships. Using the concept of “communities of practice” (Communities of practice: learning, meaning, and identity, Cambridge University Press, Cambridge, UK, 1998), the authors describe how clinical and university-based teacher educators share a set of assumptions about their respective roles—described as a form of “collusion”—that confirms status differences as well as the value of transmissive models of teaching. These assumptions undermine the goal of collaboration. The authors argue that the process involved in forming university/school partnerships needs to be understood less as an administrative and motivational problem than a question of identity formation and of relationship building.  相似文献

According to the U.S. Bureau of the Census, in 1998 the 65-74 years age group (18.4 million) was eight times larger than in 1900, the 75-84 years age group (12 million) was 16 times larger, and the 85 and older years age group (4 million) was 33 times larger. It is anticipated that if this trend continues, by 2030, there will be about 70 million older American persons, more than twice their number in 1998. To meet the needs of the older population, governments, foundations, nonprofit organizations, and other groups will have to continue to work on how to increase availability, accessibility, and adequacy of community-based services. One approach will be to encourage community collaboration and partnerships. Funding agencies have encouraged university-community collaboration in recent years. However, none of the studies reviewed for this paper addressed the need for the type of university-community collaboration that our study deals with (i.e., university-community agency collaboration). In particular, our study investigates human service agency workers' perceptions of the availability, accessibility, and adequacy of services to the elderly in Northwest Ohio, and how collaboration with a university can improve service delivery to consumers. The findings of the study provide a general indication of trends, experiences, and problems common to these agencies. The findings also suggest that agency workers do not necessarily have a negative perception of university-community agency collaboration, rather many do not understand how such collaborations will improve services to consumers. Recommendations regarding how to enhance university-community collaborations are made.  相似文献
