The advent of electronic resources brought about the need for license agreements between libraries and publishers. Many librarians today are new to licensing and negotiating with publishers, or have received limited training and education. Based on her years of licensing and negotiation experience, Clair Dygert of the Florida Virtual Campus (FLVC) provided librarians with practical advice and tools for working with licenses and negotiating with publishers, as well as encouragement for entering into these new areas. She included examples taken directly from FLVC’s licensing guidelines and negotiation proposals and encouraged attendees to use those documents in creating their own local documents. She also drew on the book Getting to Yes: Negotiating Agreement Without Giving In by Roger Fisher and William Ury to describe principled bargaining as the most effective and constructive method of negotiation.  相似文献

Licensing and the negotiating of electronic resources can be a daunting task for librarians who lack the proper skill sets and are unfamiliar with the intricacies of publisher agreements. Claire Dygert broke down the individual elements of a standard licensing agreement and explained the importance of protecting the rights of libraries. The Italian linguistic situation is characterized by the presence, alongside the national language, of diverse linguistic traditions: italo-romance dialects (which developed parallel to Italian and in such a way as to be relatively autonomous); neolatin, non italo-romance languages (Occitan, Franco-provençal, Catalan, Sardinian, Ladino, and Friulian); non-neolatin languages (Slavic, German, Albanian, Greek, and Gypsy): all are idioms which correspond frequently to local cultural realities markedly different from each other. The love of dialects is still well-rooted in the linguistic behavior of Italians. For example, the results of a 1982 Doxa study showed that 46.7% of the respondents used mainly a dialect at home; 29.4% use Italian; and 23.9% alternate between two languages. Nevertheless, the use of local speech, in particular the italo-romance dialects which in the course of the 20th century have assumed a connotation of social inferiority to the extent that they are diffused most prevalently among the lower classes, has been constantly diminishing in the face of the expansion of Italian because of a variety of social and economic factors. At the same time, a "theoretical" revaluation of dialectical speech is in progress, especially on the part of linguists who maintain that the learning of national language and culture, surely indispensible for civic growth, can take place in a milieu of local linguistic and cultural wealth. The public school system, which in the past stood out in the struggle against dialects, has taken these ideas into account. In some regions, moreover, local groups have formed as expressions of the real needs of a deeply rooted culture; these groups have among their proper aims the guardianship of dialects and regional culture. This guardianship is, however, sometimes put into practice in an acritical fashion which tends to promote an exaggerated particularism and micronationalistic ethnic revival with repercussions in the field of political action. In any case, the most revealing and positive phenomenon in this period of crisis for dialects as spoken languages is their use as literary languages. Since the second world war, but especially in the past 10 years, authors born and raised in a dialect-loving milieu have composed some of the most significant works of contemporary poetry. Dialects are by now integral parts of the 20th century Italian literature. The interest in local cultures, beyond the negative proliferation of artificial folkloric manifestations, has contributed to the foundation of museums of material culture of considerable interest and of regional, privincial, and communal institutes for the documentation and study of various aspects of folk culture. These phenomena, typical of the cultural activity of the left in the 1960s, have diminished in the course of the 1970s. The development of attention to local languages and cultures can be verified whether on a scientific level, in the domain of academic research (Italian university courses in dialectology, history of popular traditions, ethnomusicology), or on an unspecialized level with primarily editorial results. Beyond the great production of publications of a strictly local character, there have been editorial initiatives of vast scope which have brought together the diverse linguistic and cultural traditions. Moreover, the national dailies and weeklies have treated the subject at repeated intervals, which testifies to the timeliness and liveliness of the interest raised by such themes. The aspects and problems of the publishing world and of bibliographic information in this field are discussed.  相似文献

The license negotiated at the beginning of the electronic resources lifecycle impacts access to the resource throughout the life of the contract. To simplify the negotiating process, the Texas A&M University (TAMU) Libraries developed a licensing checklist. In order to make completed licenses accessible to all library personnel, the TAMU Libraries use the electronic resources management system Centralized Online Resources and Licensing (CORAL) to store license documents and terms. This presentation reviewed the TAMU Libraries’ licensing process, the creation and evolution of the licensing checklist, and the suitability of CORAL to share license details. The presenters also recounted several examples of difficult negotiations and license violations.  相似文献

This article examines how consortia can engage commercial publishers' hybrid open access (OA) publication programs. The article argues that it is appropriate and necessary for consortia to demonstrate leadership in influencing the information marketplace. Two models for negotiations are examined: 1) “market determinative” strategy, and 2) “consortium discount” strategy, comprised of three variations on existing consortia practices. An examination of the advantages and challenges indicates that the latter would have a greater chance for success. Keys to this conclusion include: establishing linkages between consortium licensing and hybrid titles, cost containment/alignment, and engaging publishers through an integrated model approach.  相似文献

Abstract

The primary goal of the ELIXIR project was to achieve improvements in the performance of text-retrieval systems by confronting some of the challenges presented by the indexing of full-text documents. We explored two hypotheses involving the use of linguistic analysis to improve the automatic creation of indexes: (1) if it is possible to develop algorithms that index only the words which most closely capture the document's content-not the complete text, as is done in existing sys-tems-the retrieval of irrelevant documents might be minimized; (2) if it is possible to create indexing algorithms that perform a minimal syntactic parse required to capture important phrases, the index may represent the document's content even more accurately, increasing the likelihood that the article can be retrieved by a relevant query.  相似文献

As libraries continue to increase the amount of content purchased in electronic format, the convention of signing a license agreement for each electronic product has become overly burdensome for both libraries and publishers. The delays inherent in this process have also created barriers to access for patrons. The NISO Shared E-Resource Understanding (SERU) working group was formed in 2006 to develop a best practices alternative that will allow libraries and publishers to avoid licenses for some types of electronic resources by agreeing to the “Statements of Common Understandings for Subscribing to Electronic Resources” outlined on the NISO web site (http://www.niso.org/committees/SERU). This report summarizes the history of the project and outlines next steps for libraries and publishers.  相似文献

This presentation reviewed the standard model licenses that are available, including models such as LicensingModels.org and LibLicense, plus institution-specific licenses available online. The licenses’ strengths and weaknesses as templates were discussed. Best practices for creating a license template at one’s own institution were modeled, with standard language that one can use in negotiation. Problems and gaps in model licenses were raised, including formats or kinds of purchases that require new language that has not yet been standardized (such as e-books and streaming media). Suggestions for developing a new model license through community action were discussed.  相似文献

The role electronic resources librarians (ERLs) have in licensing electronic content is the most relevant in the breadth of an ERLs core responsibilities. While ERLs are rarely lawyers in addition to being librarians, the role they play in educating stakeholders, negotiating with publishers and vendors, and crafting understanding of licensing terms is integral for the success of a rapidly growing and changing electronic collections environment. Often, new ERLs have to learn these skills on the job. Discussed are tools and resources for new ERLs to build their electronic content licensing competency and insight on how to educate to advocate for the ERLs role in licensing.  相似文献
