In this paper, we develop a multi-level comparative approach to analyse Trends in International Mathematics and Science Survey (TIMSS) and Programme of International Student Achievement (PISA) mathematics results for a country, Russia, where the two tests provide contradictory information about students’ relative performance. Russian students do relatively well on the TIMSS mathematics test but relatively poorly on the PISA. We compare the performance of Russian students with different levels of family academic resources over the past decade on these tests compared to students with similar family resources in Russia’s neighbours and to Russian students studying in Latvian and Estonian Russian-medium schools. These comparisons and interviews with educators in Latvia and Estonia help us understand why students in Russia may perform lower on the PISA and to draw education policy lessons for improving international test performance generally and Russian students’ PISA mathematics performance specifically. 相似文献

ABSTRACTOver the past two decades Malta has been witnessing wave after wave of reforms. Whilst official documents speak of the need for more decentralised forms of governance the reality shows otherwise. Data from a series of studies involving school leaders show that they still feel that a top-down approach is being adopted leaving limited space for distributed forms of governance. The issue of power and control remains a bone of contention with the centre identified as still determining college/school policies. In fact, what is being experienced can be described as policy-mandated collegiality. This paper presents findings of one such study. This study highlights the concern that heads feel towards the way reforms are being introduced and implemented; the constant reference to work overload and stress, the need for greater support at the personal and collective level, and the need to start letting go so that schools can take the initiative. 相似文献

Through the 1990s the secondary sector was a site of considerable change as the Government sought to ensure that the curriculum and associated assessment practices were designed to meet student needs and the long-term goals of New Zealand society. The new regime aimed to promote student achievement and in particular to attain more equitable educational outcomes for all New Zealand students. These were policy rather than practice driven initiatives that linked somewhat tenuously to research based evidence. This paper begins by giving an overview of the secondary sector in New Zealand and these educational reforms. The overview sets the context for the following section that describes links between educational research, policy and practice during this time. Key issues within the sector are highlighted and some of the ways research has been used to monitor changes and inform policy are identified. It is argued that much of the research over the past decade has been small scale and short term and while this has served the immediate policy agenda it has provided only fragmentary evidence to inform longer term goals such as improving student performance. The paper concludes by discussing some of the current initiatives that might contribute to improving the interface between research and policy/practice in secondary education. 教育合作是中非关系的重要内容.自1956年中非开启外交关系以来,中非教育合作随着国际地缘政治的变化和中非关系的深化而不断呈现出新的内客和形式.中非合作论坛为包括教育在内的不同领域的中非合作提供了制度性的框架和机制,为扩大和深化中非教育合作提供了机遇.论坛框架下的中非教育合作政策注重能力建设和务实行动,体现出互动性、自主性、系统性和完整性等特征.在这样的政策引导下,中非教育合作规模不断扩大、层次日益提升、形式和主体渐趋多元,并初步形成了外部的多边高层磋商机制和内部的协调和信息交流机制.教育合作不仅促进了非洲国家教育的发展和改革,同时也扩大了中国教育在非洲的影响力,还带动了国内高校的能力建设和在学科建设等方面的发展.如今,中非教育合作在中非论坛框架下的战略基础地位日益显现. 相似文献

Educational policy‐making in the Commonwealth of Independent States (CIS) is still building upon the ambivalences and uncertainties of post‐communist transformation. The international support, expertise and discourses – coupled with communist legacies, stalled democratic developments and national discourses – produce unique effects on education in each of these countries. This paper is an attempt to conceptualise educational policy‐making (with its disparities between ‘democratised’ discourses and ‘Sovietised’ practices) as a form of emerging governmentality or governmentality‐in‐the‐making on the level of the state, using Ukraine as a case study. Analysing policy‐making through the perspective of emerging governmentality brings into focus the genealogy of post‐independent reforms, which is (as a part of the technologies of government) threaded into a broader governmental project of restructuring the state and legitimising its rationality. The final empirical part of the paper presents a discourse analysis of selected curriculum choice and assessment policy documents (1999–2003) and embedded in them the complex interplay of internal and external discourses, which work together to construct and justify the emerging governmental rationality of post‐communist Ukraine. 相似文献

文章从语言政策的角度出发,分析了来自于不同层面、不同语言政策行为主体的语言政策活动对高校继承语教育产生的影响,以此说明美国高校的继承语教育政策是多方语言政策行为主体互相影响、互相协调、互相妥协的结果,微妙地促成了一个能够暂时平衡各方利益和需求的现状。但是,目前美国高校的继承语教育政策实际上是在努力规避触及“种族”这一核心问题,尽量维护表面和谐。严格来讲,美国高校的继承语教育并不能从真正意义上保护和促进少数族裔的语言权利,它更多的是一个单纯的外语教育促进政策。 相似文献

Disparate findings on whether students attending charter schools outperform peers in traditional public schools (TPS) may stem from mixing differing types of charters or inadequately accounting for pupil background. To gauge prior family selection and heterogeneous effects, we distinguish between conversion and start-up charter schools, along with a third site-run model operating in the Los Angeles Unified School District (LAUSD). We find that TPS campuses converting to charter status (conversions) attracted more experienced and consistently credentialed teachers, and served relatively advantaged families, compared with newly created charter schools (start-ups), after tracking 66,000 students over 4 years, 2007–2011. Charters overall attracted pupils achieving at higher levels as they began a grade cycle (at baseline), relative to TPS peers, most pronounced among conversions that remained affiliated with the district. After matching students on their propensities to enter a charter school, we find that pupils attending charters outperformed TPS peers over the 4-year period. These benefits are most consistent and moderate in magnitude for middle school students. We observed significant though small effects in English language arts for pupils attending charter high schools. Latino students, mostly attending start-ups, enjoyed consistent benefits from attending a charter school. 相似文献

The objective of this review is to find out what knowledge is available regarding the effects of integrating pupils the sensory, motor and/or mental disabilities is regular schools. This review is restricted to the effects of integration on the development of social contacts with classmates without disabilities. Analysis of 14 studies revealed contradictory conclusions: no effects were reported in some studies, while in others researchers found that special needs pupils in regular schools acquired more social contacts and friendships, and that regular and special schools differed in this respect. In this article we discuss students’, teachers’ and school principals’ perceptions of democratic school leadership reforms in Kenya. The article is based on a study that was conducted in two phases. In phase one (conducted between September and December 2007), interviews were undertaken with 12 school principals in which understandings of democratic school leadership were explored. These data were then used to develop a rationale for selecting the case schools. The second phase (conducted between January and April 2008) was an in‐depth case study of two schools. The findings reveal that school principals have made efforts to inculcate democratic school leadership by involving teachers in decision making on school matters. The principals also allow students to participate in matters such as election of prefects and holding class and house meetings. However, most teachers and principals do not support what they referred to as ‘full democracy’ for students and instead prefer what they called ‘partial democracy’ based on historical and cultural factors. 相似文献

家长教育政策了解度作为一项重要的教育素养,对完善家庭教育体系有着重要的意义。文章运用描述统计和结构方程的方法得出,目前家长教育政策了解度处在较低水平;家长教育政策了解度与子女教育获得呈显著正相关;课外补习在家长教育政策了解度与学生成绩间起中介作用;课外补习在中考政策了解度的中介效应高于高考政策和“双一流”政策。政府应从完善教育政策宣传路径,提升家长教育政策了解度;引导家长合理参与补习教育,制定低产阶层参与补习的帮扶机制;优化义务教育阶段资源配置,加快推动考试改革等方面提升家长教育政策认知度及教育获得感。 相似文献
