Abstract

Since the introduction of the Northern Ireland Curriculum, (Education Reform (Northern Ireland) Order, 1989) education in Northern Ireland has been underpinned by a process of continual change. The Department of Education has established new priorities which are no longer purely concerned with academic standards but which are more focused on preparing pupils for life in a modern complex democracy. Many of the key issues which have emerged over the past decade such as a commitment to social inclusion, personal development and balance in the curriculum have been, and continue to be an important part of the Rudolf Steiner philosophy. This paper argues that a critical examination of the Steiner approach to education has the potential to inform and improve practice in mainstream schools. In the same way, Steiner schools would benefit from a careful scrutiny of recent policy developments in mainstream practice.  相似文献

In the United Kingdom tensions have existed for many years between the pedagogical traditions of pre‐school, which tend to adopt developmentally oriented practices, and the more formal or subject‐oriented curriculum framework of primary school. These tensions have been particularly acute in the context of Northern Ireland, which has the earliest school starting age throughout Europe. In response to international research evidence and practice, a play‐based and developmentally appropriate curriculum, known as the Enriched Curriculum (EC), was introduced as a pilot in Year 1 and 2 classes in over 100 primary schools in Northern Ireland between 2000 and 2002 and continued until the Foundation Stage became statutory for all primary schools in 2007. This paper outlines four key lessons that have been learned from the first four years of the evaluation of this experience. These include the value and the meaning of a play‐based curriculum; the importance of teachers’ confidence and knowledge; teaching reading in a play‐based curriculum; and easing transitions in a play‐based curriculum.  相似文献

Dated and limited research relating to physical education in Ireland has reported that the subject is in crisis, unable to move forward until the fundamental resources of facilities, staffing and time for physical education are significantly improved. As part of a recent national physical education survey carried out in Ireland, data was collected from principals (n=417) and teachers (n=405) to inform discussion on the level of current infrastructure for physical education in post-primary schools. This paper investigates the areas of physical education facilities, time allocation and staffing, as a contribution to the debate on the way forward for physical education at post-primary level, illuminating both issues of policy and practice.  相似文献

Background:?Unlike the rest of the UK, Northern Ireland has only recently (2003) implemented legislation regarding the requirement for anti-bullying policies in the province's school system.

Purpose:?The purpose of the study was to ascertain the nature of the management of bully/victim problems across Northern Ireland schools prior to the enactment of legislation.

Sample:?From an exhaustive sampling frame of all 1329 schools in Northern Ireland (96 nursery, 910 primary, 167 secondary, 73 grammar, 54 special, 29 further education), a total of 285 schools replied to a questionnaire (20 nursery, 181 primary, 41 secondary, 26 grammar, 13 special, 3 further education, 1 non-specified), a return rate of 23.11%.

Design and methods:?A review of the literature and consultation with educational experts in Northern Ireland resulted in the development of an ‘Audit’ questionnaire designed to examine dissemination and implementation (or not) of Department of Education, or bespoke, discipline and anti-bullying policies; components of anti-bullying programmes; the communication of anti-bullying policies to the school community; staff training; reporting and management of claims of staff victimisation; sanctions against bullies; and homophobic bullying.

Results:?It was found that, in a legislative vacuum, the schools in Northern Ireland had been acting in a proactive manner regarding the management of such bully/victim problems (e.g., development and implementation of policies, effective communication strategies).

Conclusions:?These results provide a baseline from which the efficacy of subsequent legislation in Northern Ireland can be evaluated. Utilisation of the methodology adopted in this study would be beneficial in other jurisdictions in evaluations of knowledge, attitudes and management of bully/victim problems, either pre- or post-implementation of legislation.  相似文献

This paper analyses accountability and partnership in Initial Teacher Education for the primary school sector in Northern Ireland. In considering teacher education, the paper focuses on three higher education institutions: Stranmillis University College, St Mary's University College and the University of Ulster. Of the three institutions, the Roman Catholic Church maintains St Mary's University College while the other institutions have no religious affiliations. The paper focuses on the reform of teacher education within the British Isles and sets Northern Ireland into a context of a system of teacher education which has developed new patterns of accountability. Three sources of evidence are used to analyse accountability; firstly the perception of schools that are partners in Initial Teacher Education; secondly, the views of the Education and Training Inspectorate who are responsible for accrediting teacher education in Northern Ireland; and thirdly, the views of the three university schools of education. The paper will demonstrate how teacher education in Northern Ireland is simultaneously similar to, and different from, teacher education in the rest of the developed world. It will illuminate the dimensions of accountability in the primary school sector and show how in Northern Ireland this is heavily segregated by religious denomination.  相似文献

Northern Ireland has achieved political stability and its devolved government is now tackling public policy issues neglected during periods of sectarian violence. Notwithstanding the prevailing political optimism, one legacy of the conflict is a deeply divided society. This is particularly manifest in the education system where around 90% of children attend either state (controlled) schools (de facto Protestant) or Catholic (maintained) schools, with integrated schools accounting for less than 6% of the school population. In an attempt to address this duplication of services, in the context of 85,000 empty desks, external funders have piloted an initiative entitled The Shared Education Programme (SEP) where schools working in cross‐community partnerships deliver shared classes and activities in order to improve education outcomes. This paper attempts to: quantify the educational returns for pupils participating in the SEP; articulate the qualitative reconciliation benefits from the perspective of teachers, parents and pupils; and, locate the findings of the research in the ongoing policy debate about restructuring education provision in Northern Ireland at a time of budget retrenchment and declining school rolls.  相似文献

ABSTRACT

This study adopts a creative methodology to investigate how cartoons can serve as visual representations of primary school children’s understanding of bullying and compares how their understanding develops over time. The study was carried out in Northern Ireland where the Addressing Bullying in Schools (Northern Ireland) Act 2016 will require schools to follow a new statutory definition of bullying. To investigate the behaviours that children associate with bullying, a set of 16 original stick figure cartoons was devised. The cartoons were shown to a sample of Year 3 and Year 7 pupils from two different primary schools in Northern Ireland (N = 90). Pupils were asked to record which scenarios they considered to be bullying or not bullying. They were then invited to write their own definitions of bullying and to creatively illustrate them using stick figures. A total of eight gender-specific pupil focus groups were conducted across the two schools to explore the key elements which the pupils considered significant to their understanding of bullying. The study highlights the value of this creative participatory approach and found a wide range of behaviours which children associate with bullying but also considerable variation among pupils in terms of their understanding. Levels of understanding in Year 7 were more nuanced than those in Year 3, but there were no discernible differences by pupil gender. Conclusions are drawn in terms of the new legislation in Northern Ireland, but also in relation to the benefits of adopting a creative research methodology using cartoons as visual representations with children to explore complex pastoral issues.  相似文献

Abstract

Until April 1987 mentally handicapped children were legally excluded from education in Northern Ireland. Provision was made instead in special care schools administered by social services authorities. This contrasts with the position in the rest of the UK where all children have been educated in schools administered by education authorities since the early 1970s. A survey was conducted to investigate aspects of provision in special care schools. Comparative samples of special schools for children with mental handicap in England, and special schools for other categories of children with special needs in Northern Ireland were also surveyed.

Results show that the special care school pupils were disadvantaged often seriously, compared with the other samples. Staffing ratios were inferior in most respects of provision. Other resources were often criticized by head teachers as inadequate. The special care school transport system was also shown to be seriously deficient, causing the length of the school day to be reduced for a very large proportion of pupils. The inadequacies identified impinged particularly on severely and profoundly handicapped pupils, despite earlier Government arguments that the interests of this group could be damaged in a transfer to education.

Nearly one fifth of the special care school population were aged 19 and over, and nearly one third of the profoundly handicapped pupils were 19 or over. In many cases adults and children shared the same facilities.

These results are compared and contrasted with Government documents which claimed parity of provision in special care schools and special schools in England, and which adopted a stated policy of normalization in the development of services for the mentally handicapped.  相似文献

Background: Integrated schools were established in Northern Ireland in the early 1980s. With an explicit intention to build better relations between Catholics and Protestants, it has an intuitive appeal in a society which has long experienced sectarian division. Whilst the sector has attracted considerable research, less is understood about how parents’ perceive the approach adopted by schools to build intergroup relations.

Purpose: The present article seeks to address the gap in the literature by exploring parents’ views of integrated education. Drawing on theories of intergroup contact, the paper seeks specifically to explore how parents and head teachers perceive and negotiate the approach that the schools adopt to build intergroup relations.

Method: In an attempt to probe the deeper meanings that participants attach to integrated education, a qualitative research approach was adopted; semi-structured interviews were carried out with 17 parents and 2 head teachers in two integrated primary schools.

Findings: Through the data analyses, three main aspects were evident. Firstly, the study reveals something of the relational dynamic between head teachers and parents and the significance of this relationship for determining how intergroup relations are pursued in integrated schools. Secondly, it highlights the nebulous nature of identity salience and the practical challenges of making identity salient within mixed identity contexts. Finally, the study suggests the value of qualitative approaches for exploring intergroup contact initiatives.

Conclusions: Overall, the paper demonstrates the inherent challenges of establishing an integrated school where good relations will be developed when multiple interpretations of what constitutes an appropriate response to difference and diversity prevails.  相似文献

ABSTRACT

After the partition of Ireland, the newly established parliament in Belfast was given control over education. The unionist government, mainly representing the majoritarian Protestant population, embarked on a reform of the pre-existing denominational education system and tried to persuade all the churches to transfer their schools to state control in exchange for public funding. Despite the sincere efforts of the first Minister of Education, the Catholic Church rejected interference in education from a government that its followers perceived as hostile, while the Protestant churches became increasingly intransigent in their demands for more control over state schools. In order to ensure their support, the government met their requests, ignoring the instances of teachers and principals who called for independence from clerical managers. The result was a segregated education system that contributed to maintain the deep divisions of the Northern Irish society.  相似文献

Abstract

Since devolution in the late 1990s, education policy in England has diverged further from that in Scotland and also from policy in Wales and Northern Ireland. In this paper we review the roots and trajectory of the English education reforms over the past two decades. Our focus is the schools sector, though we also touch on adjoining reforms to early years and further and higher education. In so doing, we engage with various themes, including marketisation, institutional autonomy and accountability. Changes in governance arrangements for schools have been a defining feature of education reforms since devolution. This has been set against an evolution in national performance indicators that has put government priorities into ever sharper relief. In theorising the changes, we pay particular attention to the suggestion that the English education system now epitomises the concept of ‘network governance’, which has also been applied to education in a global context. We question the extent to which policies have in practice moved beyond the well-established mechanisms of ‘steering at a distance’ and undermined the very notion of an education system in England. We conclude by considering possible futures for education policy and how they may position England in relation to other parts of the UK and the wider world.  相似文献

This paper considers whether there is value in introducing student teachers to schools of different ethos as part of their initial teacher education. A 2-year study of undergraduate post-primary student teachers at a university college in Northern Ireland reveals that encounters with schools of different ethos can help student teachers to understand differences between schools and their visions of education, as well as correcting misunderstandings and challenging stereotypes. It is argued that as a result of experiencing diverse examples of ethos, student teachers may also be helped to understand the complexity of schools as organisations and to position themselves and their professional practice within wider debates about the aims of education and schools as communities of practice.  相似文献

ABSTRACT

This study is concerned with estimates of secondary school effect size in Northern Ireland. Utilising data from a random sample of the region's schools, four indices of pupil achievement variation in public examinations are employed. These outcome measures are (i) overall examination achievement ‐ a composite weighted measure ‐together with achievement in General Certificate of Education examinations in (ii) English, (iii) Mathematics and (iv) Chemistry. Examinations of this type are taken, typically, by pupils aged 16 years (the statutory leaving age), at the end of their fifth year of secondary education.

Using a two‐level hierarchical linear regression model, the paper considers variation in school effect size by outcome criterion. Variation is measured in standard deviation units and in terms of the proportion of achievement variance “explained” by schools after adjustment for pupil‐intake differences. Comparisons are made with recent findings for Scotland and for England.  相似文献

This article considers the extent to which neuroscience is being applied to education, both on a classroom level and also on the level of curricular reform in Northern Ireland. The article reviews recent research in the area of neuroscience and education and examines a number of popular ‘neuromyths’. It urges the educational world to take a more informed, cautious and critical approach to neuroscience in education, not least in terms of the Northern Ireland Revised Curriculum, and also makes a plea to the neuro scientific community to police in a more rigorous way the application and misapplication of research findings in schools.  相似文献

ABSTRACT

This paper contextualises the Further Education (FE) sector in Northern Ireland (NI). It outlines the specific political, social and economic influences that have shaped its position as a major but understated educational provider in what remains a highly divided educational system that is slowly transitioning in a post-conflict environment. Key policy frameworks underpinning sectoral development are described, showing how many policy initiatives have been both ‘borrowed’ from the English context and adapted to local need. The article proceeds to highlight a number of curricular and institutional innovations that have contributed to the development of a small-scale, but distinctive educational, social and economic model. The piece concludes by suggesting that the NI FE experience has the potential to contribute not only to its own specific conditions but, through its ‘policy and practice’ adaptations’, to positively influence FE policy and practice in other parts of the United Kingdom (UK) that require interventions around skills development economic growth and social cohesion.  相似文献

Preschool provision in Northern Ireland is government funded and quality assured in all statutory sector settings (nursery schools and units) and in many voluntary/private sector settings (playgroups and daycare facilities). However, three unresolved policy issues continue to divide the sectors: the choices between a teacher or pedagogue role model, graduate or vocational level training, and a competency or reflective model of training. This paper aims to explore the reflections of a sample of students from both graduate and vocational early years training courses on the content and effectiveness of their training in order to inform the broader early years professionalism debate. The design of the research combines quantitative and qualitative approaches, with the data collection methods consisting of questionnaire survey (n = 282) and semi‐structured interviews (n = 22). Findings reveal broad agreement on the part of students, literature and government policy on the essential elements of early years training content; however, weaknesses in all training courses are detected in regard to preparation for significant areas of professional practice.  相似文献

A distinctive characteristic of the education system in Northern Ireland is that most Protestant and Catholic children attend separate schools. Following the partition of Ireland the Protestant Churches transferred their schools to the new state in return for full funding and representation in the management of state controlled schools and non-denominational religious instruction was given a statutory place within such schools. The Catholic Church retained control over its own system of voluntary maintained schools, initially receiving only 65% of capital funding; however all grant-aided schools in Northern Ireland are now eligible for full funding of running costs and capital development. This paper highlights the emergence of a small number of integrated schools since the 1980s. Catholic and Protestant parents have come together as the impetus for these schools and this presents an implicit challenge to the status quo of church involvement in the management and control of schools. In practical terms the integrated schools have had to develop more inclusive arrangements for religious education, and legislation that permits existing schools to 'transform' into integrated schools also presents new challenges for the society as a whole.  相似文献

Background: Teacher education is an area of concern both in the policy and practice domains in both international and national contexts. Internationally, there are a wide range teacher education programmes and there is also considerable diversity with reference to policy approaches that operationalise such provision.

Purpose: This paper focuses on teacher education policy in Ireland and explores the relationships that exist between policy and teacher education as a sub-system of the education system.

Sources of evidence: Data from Governmental legislation, discussion papers, professional bodies commentaries, institutional practice and research.

Main argument: The paper provides a critical analysis of existing policy and practice in the area and it reflects on recent policy approaches in the context of the difficult economic circumstances, which Ireland has been experiencing since 2010.

Conclusions: The process of policy formation has been historically slow and rarely rational. It is likely to remain so for the foreseeable future given the current fiscal crisis and the need to further reduce public spending, with teacher education viewed primarily in terms of promoting economic objectives.  相似文献

Education for citizenship is now recommended for all primary schools. Whilst primary teachers have long covered social and moral education, they have been less likely to cover teaching about community and political literacy (including the discussion of topical, controversial issues). This paper reports research findings on current practice and identifies key areas for discussion. It argues that there is great scope for enriching and enlivening the primary curriculum through the introduction of education for citizenship, by extending current practice in social and moral education and incorporating the newer themes of community and political literacy into existing teaching.  相似文献

ABSTRACT

The paper considers the relation between society, science and institutionally-embodied higher education reform in nineteenth-century Ireland. Institutional reform is measured in terms of governance, curriculum, access and teaching practice. Superiorisation, subversion and fusion are identified as characteristics of reformed institutions. Mobile professional elites are viewed as agents of institutional reform. The institutions examined are Trinity College, Mechanics Institutes, the Museum of Irish Industry, Royal College of Science, Queen’s Colleges, Catholic University, Royal University, and the National University of Ireland. Historians of education have frequently tended to write commemorative histories of individual institutions. This writer’s interest resides less in the institutions per se than in tracing their popular roots and assessing their often strained inter-relationships which qualified their progress and which was conditioned by government’s imperative to manage consensus in the changing milieu within which they operated. As such the paper contributes to much-needed research into the university as ‘a societal phenomenon’.  相似文献
