Some public entities in South Africa have implemented digital records systems over a period of 20 years. In terms of the South African archival legal framework, there is a need for such entities to transfer the records into archival custody. However, there is consensus among researchers that there is no infrastructure to ingest digital records into archival custody in South Africa. Furthermore, some public entities have migrated from one system to another since implementation and there is a possibility that records might have been lost during migration. This study demonstrates through literature review the unconscious archival orthodoxy of post-custodial realities in South Africa. The study recommends that public entities should apply for exemption from archival legislation in order to develop an interim solution for the preservation of digital records. The National Archives and Records Service of South Africa (NARSSA) is also encouraged to develop a policy on distributed custody to allow government entities to create interim solutions for preserving digital records. Both public entities and NARSSA should invest in capacity development, including training and provision of sustainable infrastructure required to preserve digital records. It is hoped that this study will influence policy-making with regard to custody of digital records.  相似文献

This paper defines and delineates the concept of participatory microhistory through an examination of the South Asian American Digital Archive’s First Days Project, a community-based online project that solicits short audio, video and written narratives about South Asians immigrants’ first day in the United States. First, this paper provides a brief overview of the history of the South Asian American Digital Archive and the First Days Project. Next, this paper highlights three important functions filled by participatory microhistory projects: they generate new records that represent perspectives not commonly found in archives, they convey an important sense of emotion and affect, and they effectively solicit community participation in the archival endeavour. Throughout, this paper explores participatory microhistory projects as tools to harness technology for community empowerment and build support for archives.  相似文献

In most states in the Southern African Development Community (SADC), the national archives acts were enacted shortly after independence and modelled closely on British archival legislation. These acts were mostly written with paper records in mind, while being silent on records that appear in other media such as microfilm, audiovisual and electronic. This study provides a qualitative content analysis of archival legislation to assess the extent to which provision is made for the management and preservation of records created in networked environments in selected countries (Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Tanzania Zambia, and Zimbabwe) in the SADC region. The key finding suggests that while the archival legislation in South Africa makes provision for the management of electronic records, the pieces of legislation for the other countries are silent on this issue. Furthermore, all the pieces of legislation are silent on whether electronic records can be admissible as evidence in a court of law. The study recommends that the SADC should consider adding a legal instrument in the form of a protocol treaty on archival legislation and designing a model law or statute on electronic records management and preservation to be customised by member states.  相似文献

The African National Congress (ANC) liberation archives were created in countries all over the world. These liberation archives form part of the national archival heritage of South Africa as they bridge the gap of undocumented history of people who were previously marginalised by the apartheid government. After the ban on liberation movements was lifted in South Africa, the ANC embarked on the process of identification and repatriation of the records that were fragmented throughout the world. This study investigated the approaches followed by the ANC in identifying and repatriating its liberation archives from the trenches to make them accessible. Qualitative data were collected through interviews with purposively selected employees of the African National Congress, MultiChoice, Africa Media Online and the Nelson Mandela Foundation who were involved in the repatriation of the liberation archives. Interview data were augmented through content analysis of ANC documents such as policies, websites and annual reports, as well as observation of the storage conditions of the liberation archives. The key findings revealed that the ANC established an archives management committee that played an important role in the identification, repatriation and, ultimately, digitisation of liberation archives. The committee utilised former liberation struggle members to identify records in ANC hosts in various countries. It was established that, although the ANC was aware of where its records were abroad, not all its records were repatriated to South Africa after the unbanning of the liberation movements. For example, there were host nations, like Italy, that disputed the return of the ANC liberation archives to South Africa. The liberation archives are in the custody of the Fort Hare University as a chosen official repository for the ANC. It is concluded that the repatriation of the liberation archives is an ongoing process, as not all records have been repatriated to South Africa. As the ANC is in power at the time of writing, this is the opportunity for the organisation to negotiate with countries that still have custody of its liberation archives, such as Italy, to repatriate such records to South Africa. A further study on legal ownership and copyright, digitisation and ensuring the authenticity of the ANC liberation archives is recommended. This study can be extended to other liberation movements in southern Africa.  相似文献

ABSTRACT

Approximately thirty years ago archivists began formulating new models to guide archival collecting, creating a literature that continues to grow. In the mid-1980s, the introduction of the documentation strategy collection model put new emphasis on cooperation between repositories and among stakeholders. The model initially focused on the history of science, which has traditionally been poorly documented. Today, the documentation strategy model remains an essential tool in preserving the history of physics, astronomy, geophysics, and allied fields. The Center for History of Physics is using it to move beyond the records of academic science to develop strategies to preserve sources in the especially hard-to-document realms of government and corporate research.  相似文献

The purpose of this article was to investigate whether public archives in South Africa’s educational programs serve as an interactive tool for public engagement. The study adopted a quantitative research approach involving all 10 public archival institutions in South Africa. Data was collected using survey questionnaires, analysis of the legislation on archives, and the national Department of Arts and Culture (DAC) and relevant provincial departments’ annual reports from the 2012–13 to 2014–15 financial years according to the relevant themes of the study. In South Africa, public archival institutions fall under and report to the DAC. The purpose of data triangulation was to collect as much, and as diverse, data as possible to help generate the best possible insight. The study revealed that the public archives’ educational activities were not effectively designed and implemented to bring potential users to archives. The study recommends that public archives engage with educators and curriculum developers to support the South African Curriculum Assessment Policy Statement (CAPS). This will enable archivists and public archival institutions to identify and incorporate developmental and topically relevant archival material into CAPS for use by educators and learners in a classroom environment.  相似文献

In 2010, in response to the Australian Government’s November 2009 apology to Forgotten Australians and former child migrants, a scoping study was undertaken by the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) to assess the options for a national ‘Find and Connect’ service to allow people to locate and access relevant records and have recourse to support services. The scoping study noted that Pathways, a web-based public knowledge space and a product of the Victorian ‘Who Am I?’ research project, was a community-based information resource without equal in the out-of-home care sector in Australia or indeed internationally. The scoping team made the observation that Pathways, due to its quality of content and coherent structure, appeared to be based on a set of principles and wondered what they were. In response the research team set about articulating the principles that underpinned their approach to archival documentation and the use of digital technologies – principles that had emerged through more than two decades of public domain, archive-focussed projects. This paper presents those ten principles and discusses them within the context of Pathways and the ‘Who Am I?’ project. The principles played a key role in FaCHSIA adopting Pathways as the model for the national Find and Connect database and web resource, launched on 15 November 2011. The principles underpin community knowledge building in the fourth or pluralised dimension of the Records Continuum. The paper ultimately argues that all stakeholders (all people and organisations connected with records) should have the ability to contribute to the utilisation of those records through the improvement of documentation and that some archival systems do have a duty of care to ensure they can inter-operate with community-generated knowledge.  相似文献

This article analyses the formation of the queer archives in Finland. In Finland, the close links between the civil society and the state affect the archiving of social movements’ history. One of the publicly funded private central archives, the Labour Archives (Työväen Arkisto), has taken responsibility of preserving the documents of lesbian, gay, bisexual and transgender (LGBT) past. This includes documents of activism and associations as well as personal archives and narratives. The article presents the position of the Finnish LGBT collection within the Finnish archival sector and evaluates it in the light of archival theory. The Finnish model of queer archives offers an example of preserving queer pasts in a social history archive that is neither strictly a mainstream archival institution nor an independent activist archive. The article describes the development of queer history and the need to find sources telling about queer lives and discusses the role of the archival institutions and archival science in remembering and forgetting queer pasts. The article reflects also how the archival policies and archival practices affect which pasts are officially remembered and which are forgotten.  相似文献

The Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS), Australia’s archival repository for Aboriginal and Torres Strait Islander cultural heritage, is the nation’s peak body for collecting, recording, archiving and returning Indigenous-related knowledge and information. Since 1964 AIATSIS has amassed the world’s largest collection of print, audio and film materials on Australian First Nations peoples. This paper canvasses the Deadline 2025 campaign for audiovisual collections at risk and the complexities of preserving audiovisual archives. It argues that while the Plan’s institutional focus is essential, equally essential is institutional leadership in establishing integration with community-held archives, supported by appropriately resourced and skilled community-based partnerships.  相似文献

In the context of Indigenous languages, archival science in Australia continues to move from a theoretical framework of considering record subjects as third parties to a ‘participants model’. In a participants model framework record subjects are considered co-creators and custodians of the intellectual property of the record. However, the shift from theory to practice is still an under-described challenge currently facing archival professionals. This article reports on an experience of applying guidelines developed by First Languages Australia (FLA) and National and State Libraries of Australasia (NSLA) aimed at enhancing the rights of Indigenous Australians over records that contain Indigenous language material. A team of researchers from the State Library of New South Wales (SLNSW) Indigenous Services branch and Western Sydney University engaged with four Indigenous language groups to evaluate records containing Indigenous language material held at the SLNSW. On viewing the archival records of Indigenous language material members of community groups expressed a diversity of opinions and suggestions. This feedback was grouped by the authors into the following themes: painful remembrance of the provenance of the archival record, evaluations of the value of the documents, custodianship and use of the language material, and access to the SLNSW records. The authors found that participants in the study substantially shaped the process of implementing the protocols.  相似文献

Private archival institutions collect records from churches, trade unions, companies, associations and any other non-government organisations. Organisations and associations have played an important role in Swedish public life during the twentieth century, being agents in the process of democratisation and societal change leading to the modern welfare state. Citizens' influence on politics and administration has to a large extent been channelled through organisations of various kinds. During the second half of the last century, a nationwide network of so-called popular movement archives emerged, initiated by the records creating organisations themselves. These institutions are important complements to the public archives, covering other spheres of society and contributing to preserve the history of everyday life, and political and social development. However, the traditional forms of stable rule-based organisations with structured records creation are dissolving, and being replaced with more loosely connected and continuously changing communities working in an online environment. Furthermore, the last decades have witnessed the emergence of digital information, and most private institutions lack the technological infrastructure and knowledge to receive digital records for long-term preservation. This study explores the developments and current status of popular movement archives in Sweden, and the challenges they are facing, in order to outline a scenario for future development and consequences for future societal memory.  相似文献

This paper reviews important aspects of the literature on collective memory, how some of these concerns have been expressed in archives, and contemplates how these issues relate to the politically transformative South African post-apartheid context. It highlights the erosion of boundaries between archives, museums, and other less-institutionalized memory projects in post-apartheid South Africa. It notes ways in which archival activity is taking place outside of traditional archives, as part of a changing and evolving memory landscape. It acknowledges the significant gaps in the written record that are a result of apartheid practices and cites different approaches that were overlooked by apartheid??s official archival systems. This paper offers a way of contemplating the ??social constructedness?? of collective memory and the social and political dimensions of archives.  相似文献

The recent convergence of digital cameras into mobile phones with Internet connectivity has provided the opportunity for individuals and organisations to adopt new image-making practices. The widespread use of photo-sharing and social networking platforms for sharing, accessing and storing digital photographs is presenting scholars in the social sciences with new areas of research that address the nature of digital photography. By examining the technological, social and cultural factors involved in contemporary image-making practices, scholars are presenting new concepts regarding the characteristics of digital photographs that impact archival activities aimed at managing and preserving trustworthy digital records. This article identifies and discusses the key concepts emerging from social science research on digital photography that are most relevant to the archival field. Analysis of the findings of these studies suggests that new technologies and social practices are changing how people use digital photographs and their expectations of permanence. Therefore, archivists need to be engaged in interdisciplinary discussions regarding the evolution of photographic practices and emerging characteristics of digital photographs in order to anticipate the management and preservation activities required to protect contemporary visual records for future use.  相似文献

This paper evaluates the evolution of community radio in postapartheid South Africa where a three-tier broadcasting system—public, commercial, and community—has replaced the monopoly of a state-run behemoth, the South African Broadcasting Corporation. The paper commences with an overview of South Africa's institutionalized culture of exclusion in the broadcasting sector and in other social spheres. A conceptual review of participatory communication precedes and provides foundation for the examination of the operations of two community radio stations located in two of South Africa's previously marginalized and disenfranchised communities. Although South Africa's adoption of community radio answers perpetual questions about the sustenance of community radio, the ongoing experience poses a few challenges.  相似文献

This article provides a historical account of Bush Radio, the oldest community radio station in Africa, based in Cape Town, South Africa. The creation of Bush Radio's precursor, the Cassette Education Trust (CASET) was a pivotal moment for the emergence of community radio on the continent. This people's history of Bush Radio tells the full story through the voices of the founders and staff, together with other sources of historical data. The article argues that although the apartheid state constructed essentialist racial and ethnic categories, CASET and later Bush Radio constantly positioned themselves in a space of liminality to interrogate and redefine these categories. Privileging an instrumentalist approach, this article shows the connections between ideology, politics, and economics as they converge to form the industrial structure, the political environment, and the cultural product of broadcasting.  相似文献
