从胡森的教育平等观看美国的补偿教育——兼谈对我国实现教育平等的启示

胡森提出了教育平等的三种含义：起点平等、教育中介性平等和最后目标的平等。为了达到教育结果的平等,胡森要求人们对处境不利的学生给予更多的帮助,即给予补偿教育。为帮助处境不利的学生获得平等的受教育权利,美国制定了一系列的补偿教育计划,这对美国教育产生了深远影响。美国的补偿教育计划对我国健全法制、保障教育平等、促进少数民族教育发展、关注农民工子女文化教育、贫困生助学方式多样化等方面保障教育平等有着很大的启示意义。     

我国高等教育机会均等主要问题的综述

瑞典教育学者托尔斯顿&;#183;胡森在其代表作《社会环境与学业成就》中，认为平等是起点、连续不断的阶段和最后目标，从而奠定了教育机会的起点、过程和结果均等的理论。从我国来看，一段时问以来无论是理论界还是教育部门更多的关注着基础教育阶段的机会均等问题。事实上，处于教育塔尖的高等教育肩负着更多科教兴国的重任，

教育机会均等的观念产生于工业革命之后的欧洲，对这一观念内涵的阐述，主要是把它分为三个阶段，即起点均等论、过程均等论和结果均等论。起点均等论从公民平等权出发，主张法律面前人人平等，因此教育上也应人人享有均等的入学机会，起点均等是教育机会均等的基础，作为教育起点的机会均等有三点要求：1、教育权利平等即法律上承认公民享有均等的受教育权。
