Building a Springboard: regionalization within the Microelectronics in Schools and Colleges Development Programme

The Departments of Education in England, Wales and Northern Ireland have indicated that the recently launched Development Programme in Microelectronics in Schools and Colleges is to be structured along lines 'comparable' to NDPCAL, the National Development Programme in Computer Assisted Learning (Department of Education and Science, 1979). This paper considers some of the possible consequences of this intention. Drawing upon the reports and evaluation studies of NDPCAL, their own personal experience within NDPCAL and the theories of innovation of Donald Schon, the authors identify 'regionalization' within the Microelectronics in Education Programme as the key to its long-term success. Alternative approaches to the development of regional infrastructures for the support of the innovation are explored and a proposal is made for the establishment, within the new Programme, of 'regionalization' projects.

全球社群 云端学习——第16届全球华人计算机教育应用大会(GCCCE2012)综述

第16届全球华人计算机教育应用大会(GCCCE2012)由台南大学数字学习科技学系主办,于2012年5月28日至6月1日在台湾屏东县恒春垦丁福华饭店举行。大会以"全球社群、云端学习"为主题,期盼能够协同全球华人的数字学习研究,携手迈向新纪元。本次大会有来自美国、德国、墨西哥、新加坡、马来西亚、日本以及中国大陆、台湾、香港、澳门地区等地的学者及教师300多人参加。与会者就计算机辅助合作学习、人工智能教育应用、数字化教室、行动与无所不在学习、悦趣化学习与社会、科技于高等教育与人力绩效之应用、科技增强语言学习、政策及学习评估、数字科技、创新与教育等研究议题,以论文发表、教师论坛、博士生论坛与工作坊等形式进行了学术交流,为教育技术进一步发展提供新的机遇及挑战。     

Some new approaches to research and development funding

Some new approaches to research and development funding, adopted by the United Kingdom's National Development Programme in Computer Assisted Learning are described. The five-year, £2.5 million National Programme, sponsored by seven Government departments, was set up in 1973 at a time of widespread concern about government R & D funding. The funding strategy of the Programme is described in the hope that it might apply to the funding of other educational innovations. Four unusual features are discussed in detail, the aim of the Programme; the role of the Programme directorate in cooperative funding; the approach to evaluation; and the emphasis on project management.The main aim of the Programme, from which all other policy and management decisions derived, was the institutionalisation of innovation. The Programme directorate, by contrast to the central staff of research councils, was active and interventive in the formulation of policy, the design and selection of projects, and their evaluation. A cooperative approach to funding was adopted which permitted projects to combine national and local interests, in an effort to avoid the over-centralisation of some of the large schools curriculum development projects in the UK and the USA, and the parochialism of some higher education research funding. A major evaluation device used in the National Programme was the midterm evaluation of projects. Projects were step-funded for one or two years in the first instance, with continued funding dependent on the outcome of the midterm evaluation. A further novel feature of the evaluation was the existence of independent educational and financial evaluation. Project management skills were considered important in the Programme, and various techniques were adopted, such as virement, to improve project management and control.

Action learning for professionals: a new approach to practice

Following on from the article ‘Building Capacity in Social Care: An Evaluation of a National Programme of Action Learning Facilitator Development’ (Abbott, C., L. Burtney, and C. Wall. 2013. Action Learning: Research & Practice 10 (2): 168–177), this article describes how action learning is being introduced in Cornwall Council, UK and explores the relationship between social work and action learning in practice. In essence social work needs to perform well and achieve positive outcomes for users of its services. Cornwall Council's Children's Social Work and Psychology Services is introducing action learning for professionals as a new approach to practice.

A General Study on the Major Features of CALL

As Computer Assisted language Learning (CALL) has become a hot issue in the second language acquisition, this paper attempts to discuss two of the important features of CALL: the student-centered and interactiveness. It is ex-plained in the paper that these two features are the most important features characterized by CALL and they can be bet-ter realized in a CALL class than in a traditional class.
