以1994年废除种族隔离政策为分水岭,南非的高等学校分类体系经历了由分化到整合的治理逻辑变迁。1994年之前,南非政府以学生人种、教育属性、语言文化等为维度,将全国高等学校强行区隔,多轨运作,分而治之。1994年之后,南非新政府开始调整高等学校分类体系,以高校学术职能为中心,整合教育资源,致力于促进普通教育与职业教育的融汇贯通。南非的高等学校分类变迁史表明,高校分类必须尊重教育自身的发展规律,坚持政府在高等教育发展中的主导地位,同时保持不同类型高校的特色化、差异化发展。  相似文献

This article reports the results of an investigation to identify the disciplinary strengths and the international standing of the higher education institutions in South Africa. Even though comparative assessments provide valuable information for research administrations, researchers and students such information is not available in South Africa currently. The Essential Science Indicators database of the Institute for Scientific Information is utilized for the investigation and six South African universities are identified to be included in the top 1% of the world’s institutions cited in the international scientific literature. The identified institutions are University of Cape Town, University of Pretoria, Orange Free State University, University of Witwatersrand, University of Natal and University of Stellenbosch. Analysis of the scientific disciplines in which the South African institutions meet the threshold requirements for inclusion in the database shows that the country has citation footprints in only nine of the 22 broad scientific disciplines. The article identifies the international standing of the South African universities in the various scientific disciplines, and elaborates on the consequences relevant to higher education and science and technology policy.  相似文献

After centuries of “Eurocentric” linguistic ideology, the South African government has formulated African language development and multilingualism as one priority in the education system. While only English, and decreasingly Afrikaans, are the only “established” languages of instruction at tertiary level, most universities in the country have revised their language policies in order to show commitment to South Africa’s evident multilingualism. This article provides a critical analysis of particular language and identity politics in one of the leading tertiary institutions of the country. The theoretical framework is based on a critical sociolinguistic approach that draws attention to polarizing identity politics in relation to language policy, planning and implementation. Methodologically grounded in ethnography, the article has a two-fold perspective. First, it analyses particular language policy rhetoric at the University on focus and argues that its essentialist approach to Africanisation triggers contested identity politics. Second, the article provides insights into the developments of specific implementations, pointing to ideological as well as practical challenges at the university on focus.  相似文献

Abstract

Distance education reaches out to non-traditional students in geographically dispersed locations, who are unable to attend face-to-face classes. Contact institutions have been quick to realise the many advantages of distance (online) learning, such as easy access to learning materials, interactive activities, assessment and communication tools. However, the path to anything approaching dual-mode provision has not been without obstacles. In South Africa in the early 2000s, the Council on Higher Education reinforced the mandate of distance education universities and decreed that contact institutions should not encroach on this territory. Subsequently, various frameworks and guidelines emerged which can inform current consideration of dual-mode provision. This practitioner report presents two case studies (University of Pretoria, South Africa; and University of Oxford, United Kingdom) which explore the implications for contact institutions in expanding their provision to include distance education.  相似文献

This paper examines some aspects of teacher education policy change in South Africa. It contextualises the changes by firstly examining the apartheid teacher education system and then mapping the changes that have occurred in teacher education in South Africa since 1994. Using a case study of the Further Diploma in Educational Management at the University of Pretoria, it provides a critical analysis of one particular current path to teacher education in South Africa, namely the ‘franchise’ public/private teacher education provision. The paper concludes by discussing the related policy possibilities and problems of teacher education policy since 1944. It highlights how institutions have stategically responded to change in a transitional context, and draws attention to the disjunction between policy intentions and outcomes.  相似文献

Abstract

The aim of this paper was to review the contribution of private institutions to higher education in Africa and use Monash South Africa as a case study. A literature search was conducted to gain perspective on the current situation with respect to private higher education institutions in Africa and how they are perceived in relation to public higher education institutions.

In comparison with public higher education institutions, private higher education institutions in Africa were successful in four areas: ? Widening access to higher education in the continent

? Improving the quality of education

? Improving student experience

? Increasing the recognition and marketability of their degrees

However, private higher education institutions in Africa have failed in two areas: ? Reducing the costs of higher education in Africa

? Assisting with retention of skilled human capital in African countries.

In fact, private higher education institutions in Africa, have exacerbated the two situations above.

Monash South Africa was the first foreign university to be established in South Africa and one of over 100 private universities in the continent. As a campus of Monash University in Africa, it has seen a steady growth with over 3,500 students in the past 10 years of its existence. Like other private institutions, the campus was successful in the four areas above and also fails in the area of costs and assisting in retention of skilled staff in Africa. The campus has been successful in blending its private provider status with a public purpose mandate by offering degrees in social science, business and economics, information technology and health sciences.  相似文献

南非教师教育自产生以来就带有浓厚的种族隔离色彩.1994年新政府上台,取消种族隔离制度,自此南非教师教育走上了新的发展道路.后种族隔离时期,新政府对传统教师教育实施了一系列改革,出台了一系列的政策、法令,重组教师教育机构,转移教师教育责任,建立健全了一套教师教育质量保障体系和机制,并对新时期教师的能力和角色进行了重新定位.新政府的这一系列举措,凸现了后种族隔离时期南非教师教育公平、多元的特征.  相似文献

This paper is offered as a contribution to the larger task of providing a comprehensive study of South Africa's universities during the era of apartheid (1948-1990). Because of the centrality of the state to apartheid, the focus adopted is that of the role of the state in university affairs. The inadequacies of state theory in general are acknowledged, but, it is argued nonetheless, that the state warrants special consideration, provided the limits of this type of approach are firmly grasped. It is also suggested that the state's actual relations with the racially fragmented university system are best conceptualised in terms of Neave's notion of 'boundaries' which implies flux. Indeed, the interactions between the state and universities in South Africa were more volatile than is generally portrayed in the literature and were especially so during the 1980s as the state struggled unsuccessfully to overcome the popular challenge to White domination in general and to apartheid university education in particular.  相似文献

Trends suggest that business practices and private sector ideas and values are increasingly permeating public funded higher education institutions world-wide. The impact of business practices and values on higher education policy and practice is discernible in the growing dominance of global privatisation, quasi-marketisation and new managerialism in the higher education sector. However, reactions of different role players and responses of higher learning institutions to these external demands have varied according to local conditions and institutional types. This article contributes to the debate on the increasing permeation of business practices and private sector ideas and values on higher education in South Africa after apartheid using the case study of the University of Pretoria. It begins with the review of debates on higher education on this topic in general, and then moves on to analyse these debates in South Africa using the resource dependence theory and structuralism as conceptual frames. It argues that: (i) the increasing marketisation and quasi-marketisation in higher education and training could be attributed to the influence of neo-liberalism and new managerialism; (ii) changes in higher education provision, policy and practice in South Africa need to be understood in terms of marketisation and quasi-marketisation rather than in terms of privatisation; (iii) although the influence of these external forces is unlikely to be reversed, provision, policies and practices must be tempered by imperatives of redress and equity in South Africa; and (iv) the case study of the University of Pretoria reported here is used as an example of the extent to which institutions are becoming entrepreneurial.  相似文献

From 1980 to 1995, the University of Western Sydney at Hawkesbury (formerly Hawkesbury Agricultural College) in Richmond, New South Wales, Australia, pioneered an innovative undergraduate degree in Systems Agriculture based on experiential education, systems thinking, and adult learning theory. Today this program is in trouble and has reverted back to a more traditional teacher-directed approach. This article discusses the rise of the innovative education paradigm at Hawkesbury, the unique Systems Agriculture program itself, and its eventual decline. Reasons for both the shift to innovative education and its eventual downfall are explored. Implications for institutions of higher education contemplating innovative educational approaches are suggested.

Higher education in developing nations is typically viewed from a dependency perspective – institutions are seen as merely recipients of Western knowledge, aid and reform efforts. Nevertheless, universities in both the centre and the periphery are dealing with tensions between protecting the public good and embracing neoliberal values based on a market approach to higher education. In the USA and Europe these competing interests are typically cast as mutually exclusive. Our study on the market approach to higher education in Kenya, however, suggests that public and private interests can be complementary, contributing to a re-envisioning of the traditional mission of higher education. This article seeks to examine more fully the nature of reform efforts at two universities in Kenya, to elucidate lessons for universities undergoing market-oriented reform in the West and to suggest a reciprocal relationship between institutions in Africa and Europe, upending the centre-periphery paradigm.  相似文献

Abstract

Traditionally, universities of technology (UoTs) have focussed on education to prepare students for the workplace. The Durban University of Technology (DUT) is currently undergoing a pedagogical transformation with the inclusion of a general education curriculum that aims to prepare students for an increasingly complex globalised work environment. This critical paradigm shift in curriculum design foregrounds new ways of teaching, thinking and learning based broadly on humanistic principles. Writing centres in universities are positioned to sustain a teaching and learning environment in which students grow as critical citizens. This article reports on research that explored – through the thematic analysis of tutor reflections – how a humanising pedagogy underpins a responsive writing centre practice within the changing South African context. Thematic analysis of the tutors’ reflections revealed their self-awareness of the significance of communities of practice in their work. These communities of practice could be seen to cultivate a humanising pedagogy within writing centre work, which might contribute to the aesthetic, socio-political and cultural environments in which students live and work.  相似文献

The changing context of higher education both internationally and in South Africa has presented challenges to lecturers that have led in some institutions to the introduction of accredited professional development courses for academics. Such courses for university lecturers are relatively new in South Africa. This paper reports on research in progress on a Post Graduate Certificate in Higher Education and Training course offered at Rhodes University in South Africa. It highlights some important questions that have arisen on the ways in which the theoretical framework of the course has or has not met the needs of diverse groups of lecturers within the specific South African context. A central theme of the course is that of the critically reflective practitioner. Lecturers are encouraged to explore the ontological and epistemological underpinnings of their disciplines and to examine the philosophical assumptions of their espoused theories about teaching and learning as well as their teaching practice. The theoretical framework has been found to be most successful for more experienced academics. However, the author raises some important questions regarding the suitability of this framework in relation to the specific post‐apartheid context in which the course operates, specifically whether the course prepares lecturers to open up both “actual” and “epistemological” access to all the students at the university.  相似文献

All programs in a midwestern university recently embarked on a path to help increase the scholarly productivity of faculty. The effort to develop a research emphasis within the School of Education required determining the needs of tenure-track faculty regarding meeting the new requirements. The purposes of our study were to investigate these needs and identify the individual, environmental, and leadership factors that affect faculty productivity. Findings revealed a need to transform the School’s service and teaching culture to a culture of research and scholarship. Recommendations for helping other schools of education to become more research-oriented are provided. While the study focuses on data from a particular School of Education, the implications may generalize to faculty productivity within other institutions, particularly within professional schools. Susan A. Santo  received a Ph.D. in Instructional Technology from the University of Virginia and is currently an Associate Professor of Adult and Higher Education at the University of South Dakota. Her research interests include faculty productivity in higher education and improving distance learning. Mary E. Engstrom  received an Ed.D. from the University of South Dakota in Curriculum and Instruction. She is currently the Associate Director of Extended Learning Services at the University of Montana. Her research interests include instructional design for online learning and professional development for educators. Linda Reetz  received an Ed.D. from the University of North Dakota in Teacher Education and serves as the Associate Dean of the School of Education at the University of South Dakota. Her research interests include higher education practices for teacher education programs and mild disabilities. William Schweinle  received a Ph.D. from the University of Texas at Arlington in Psychology and serves as an Assistant Professor at the University of South Dakota. His research interest area is in statistics. Kristine Reed  received a Ph.D. from the University of Nebraska at Lincoln in Curriculum and Instruction/Administration and serves as a faculty member in Curriculum and Instruction, University of South Dakota. This paper reviews briefly the relationship between the South African government and higher education. This relationship, which has shaped the landscape of higher education, is looked at on the premise that public institutions depend to a large extent on government for funding and other resources, and as such there has been constant influence and interference in higher education affairs. Whereas under colonial rule, the relationship mimicked that of the Scottish and British universities, the postcolonial relationships had their own characteristics, emulating government policies under apartheid and confirming therefore the establishment of two‐tier university systems. Like most African countries, South Africa is currently faced with an immense task to bring together economic, social and political stability. This requires proactive national policies to develop particular skills and therefore a focused intervention and delivery within and through the institutions of higher education.  相似文献

Faculty around the world are experiencing changes in their academic work. While “traditional” universities are responding to demands for greater accountability and increased and timely outputs from research, faculty within new higher education institutions (HEIs) are undergoing a paradigm shift within three concentric circles of change. Not only do they have to alter their own academic practice, but their HEI is also undergoing a revolution at a time when higher education is itself being transformed. The article documents these changes, challenging the assumption that there is a homogeneous or “single academic profession” with a common experience of academic change, and suggests a more complex picture for faculty in new HEIs. There are three sections: (1) overview of the literature on academic work, (2) how faculty in new HEIs are learning to play the research game, and (3) strategies and policies being introduced to encourage and facilitate research.  相似文献

There has been a growing interest in the European Didaktik tradition as part of a process of ‘internationalizing’ curriculum studies. Krüger provides useful insights into some aspects of Didaktiek in South Africa. However, the essay does not contextualize this tradition within the broader history of South African education. This reply contends that Didaktiek was interwoven with ‘fundamental pedagogics’ and as a consequence played a role in reproducing apartheid ideology—it did not provide a language of critique or possibility. This is one reason why the tradition has seen its demise in post‐apartheid South Africa. I argue that curriculum theory, which crucially deals with the relationship between schooling and society and highlights the socially constructed nature of schooling, offers a more useful alternative for critiquing apartheid education policy and for charting a process of transformation of education in South Africa.  相似文献
