This paper contains an analysis of policy formulations which underlie the work of the ‘Leeds Adult Learners at Work’ project (1991‐93). The overall aim of the project was to assess the contribution that broadly based Employee Development training schemes organized through the workplace can make towards achieving the internationally recognized goal of ‘lifelong learning’. The paper follows Ball (1990) in seeing policy as a contested arena in which different actors struggle to impose their views. This involves an analysis of competing discourses. However, the discourse interfaces with a socio‐economic system in which individual adults find their day‐today lives increasingly constrained. First, an analysis is made of the economic context of education and training policy in terms of the international division of labour, the apparently contradictory processes of deskilling and reskilling, and mass unemployment. A critical analysis follows of the rhetoric which identifies education and training as a panacea for economic crisis, extending into the field of adult education and training for employed people some of the insights gained by policy analysts in the school and further education arenas. It is argued that there are indeed a number of significant interventions in the field (e.g. by educational institutions, employers, trades unions, TECs) but that there is a distinct lack of overarching policy direction. It is concluded that there is a need to develop a policy discourse which locates paid work as an important arena in which lifelong learning can be developed, while recognizing the complex divisions of labour within society and the learning needs of people largely excluded from paid work.  相似文献

Wales is undergoing a major programme of educational reform, including the development of a new curriculum and transformation of the system for supporting learners with additional learning needs (ALN). This article reports on a research project investigating how these two elements are being brought together, drawing on interviews with policy leads and school‐based practitioners. Findings indicate that the new curriculum is perceived as broader, more focused on the quality of teaching and more relevant to all learners. Tensions were apparent, however, in the core belief systems of interviewees. For those with a school‐based and/or curriculum‐focused role, what is in the best interests of specific learners is a core belief that subsumes the idea of inclusivity and necessitates the continuation of arrangements for ALN in their current form. It is argued that clearer articulation of teachers as agents of change is required if educational transformation is to be achieved.  相似文献

This article examines the policy cycle and vernacular globalization in the context of higher education reform in Vietnam. Through an analysis of the development of the Vietnam National University—Hochiminh City as part of the post‐1986 reconstruction of Vietnamese higher education, the article considers the complex interrelationship between globalized policy discourses, national interests and history in Vietnam, and the specific politics of policy implementation within one institution. Vietnam National University—Hochiminh City was created through an amalgamation of a number of smaller universities, and against the backdrop of social and economic restructuring aimed at promoting industrialization and a market orientation within socialist governance. The article reveals the dynamic tension between these local and global influences on higher education policy and practice, and more specifically, the dilemmas associated with top‐down policy implementation when a new organization consists of older organizations with powerful provenance and reputations. In so doing the article demonstrates the necessity to globalize policy theory.  相似文献

This article reports on a study that investigated the extent to which central ministry policy initiatives result in large‐scale educational change in developing countries. Specifically, Lesotho's policy of inclusive special education was examined as a case study. The study employed a multi‐method approach to yield a large data‐set. Results indicate that policy implementation was limited in both depth (the approaches to inclusive education in some schools) and breadth (the number of schools that have received training in inclusive education). Where implementation was present, perceived teacher knowledge and skill was a strong predictor of success and teachers had positive attitudes toward children with disabilities.  相似文献

This article analyses moves towards good multilevel governance approaches in Vocational Education and Training (VET) as an effective way to improve VET policy making in transition and developing countries, focusing on the Southern Neighbourhood of the EU (ENPI South). The centralised approaches in public administration and to VET governance still prevail in this region. The new modes of governance applied by the EU in the policy area of education and training are based on the Open Method of Coordination (OMC). They are a source of inspiration to improve VET governance, taking into account the complexity of VET policies and systems. According to current European and international experiences, the most effective, relevant and attractive VET models and systems are demand‐driven. They rely on the effective and accountable participation of both state (national/local public actors) and non‐state VET stakeholders (e.g. employers, sectoral actors, unions) in decision‐making and policy implementation processes. This could also pave the way towards self‐governed and performance‐based VET provider institutions which would give quicker responses to rapidly changing labour market skills, competences and qualification needs. Thus, this means putting in practice more and better inclusion and effective cooperation and coordination of regional and local voices of VET actors and developing stronger social partnerships to engage employers, unions and civil society in shaping and investing in skills development. Furthermore, the role of methodological tools for VET governance is not only to provide an analytical ground to capture data and structure further policy advice. These tools can also be used as ice‐breakers to improve collaboration, inclusiveness, multi‐participation and trust‐building among policy makers as they work together on very sensitive issues such as reviewing country VET governance models, modes and institutional arrangements, and/or planning policy thinking and/or learning for implementing coordination mechanisms for VET policy making. The European Training Foundation (ETF) has implemented a methodology to map, analyse and self‐assess good multilevel governance in VET, inspired by how EU governance soft tools in education and training are being used. This methodology has been applied to the Governance for Employability in the Mediterranean (GEMM) project in the ENPI South region, which is a regional project implemented by the ETF and financed by the European Commission's Directorate General for Neighbourhood and Enlargements Negotiations (NEAR).  相似文献

Analysis of the national planning documents of selected Third World countries reveals common key issues in policies on educational inequality. Expansion, national unity, decentralisation, positive discrimination and terminal education are highlighted as recurring themes. A further focus on the dimensions of aid, training, nationalism, regionalism and finance provides a framework which can be used both to assess the degree of dependency or autonomy exhibited in equity planning and to provide a critique of over‐simplified applications of dependency theory regarding educational policy.  相似文献

Wales, one of the four nations of the UK, is currently undergoing major education system-level reform. From the curriculum, through to a new additional learning needs (ALN) system, there is a renewed focus on inclusive education. Research has shown the importance of teachers' attitudes towards inclusion in creating inclusive learning environments. This research study is based on data from a survey of teachers in Wales (n = 253) exploring their perceptions of inclusive education. Thematic analysis of open-text responses revealed that while teachers were able to articulate the ‘ideal’ of inclusion, these positive ideals were often caveated by both implicit othering of learners with ALN and by the explicit limitations of behaviour, training, and finance and resources. This article critically evaluates the implications of teacher perceptions of inclusive education in Wales, suggesting that without a change in teacher attitudes, the vision of an inclusive education system may be compromised.  相似文献

Over the next decade many countries of sub‐Saharan Africa will face a demand for qualified secondary school teachers that current systems for teacher recruitment, training, deployment and retention will be unable to meet. While strategies for increasing teacher supply to meet this shortage have been suggested, less attention has been given to investigating the acceptability of these potential solutions by those educators closest to the school and classroom level and who often serve as gatekeepers to policy implementation. Kingdon’s multiple streams model is the framework used in this study to assess the feasibility of key strategies widely offered as possible solutions to resolve the projected teacher shortage. This study investigated the responses of 114 secondary school teachers, headteachers and education officials across six countries to policy options for increasing teacher supply. While none of the groups supported options to increase the supply through changed teacher training, there was support among all three groups for options that affected retention, including increased in‐service training and distance education, more mentorship for new teachers and more opportunities for teachers to network with each other. These findings suggest that policy‐makers in sub‐Saharan African countries need to build political support among education stakeholders to find the most feasible and viable solutions to address the large teacher shortages through both increasing supply and retention.  相似文献

This article is based on the outcomes of the study entitled “The application of learning outcomes approaches across Europe”, which was funded by Cedefop and completed in 2015 (Wi?niewski et al, 2015 ). The study, aiming at exploring the implementation of the learning outcomes approach in European countries, addressed two major questions: (1) to what extent and how the shift to learning outcomes has been influencing education and training policies and strategies at macro (national) level and teaching practices at micro (institutional) level in EU and EFTA member countries, and (2) to what extent and how political priority given to learning outcomes has influenced institutional practices in the training of education and training professionals. The study, covering 33 EU and EFTA member countries and all sub‐systems of education, used empirical evidence from country case studies and also from a limited number of institutional case studies focusing on initial teacher education. The study demonstrated a significant progress in the use of the learning outcomes approach in most countries and in all sub‐systems, but also major implementation challenges. This article presents the outcomes of the study using an analytical framework combining three analytical perspectives: (1) curriculum development and delivery (2) European integration, and (3) governance and policy implementation.  相似文献

This study explores the extent to which the issue of special educational and training needs for persons with disabilities is addressed in the education and training policy of Ethiopia, with a specific focus on technical and vocational education and training (TVET). Focus group discussions and interviews were used to assess the content of the policy and related strategic documents, as well as legal frameworks and implementation instruments, in terms of the principle of inclusion. A pair of focus group discussions involved 22 members of the management and governance of four networks and eight indigenous, disability‐focused, non‐governmental organisations. Moreover, 14 high‐profile experts from the ministry were interviewed. Most participants agreed that the issue of disability was not addressed appropriately in issues of strategy and prioritisation. Six recommendations are presented for enhancing the inclusion of individuals with disabilities in education and vocational training.  相似文献

Achieving the millennium development goals (MDGs) forms the central focus of many donor agencies’ policies, resulting in a renewed focus on basic education. This paper explores the different perspectives of donors and the Government of Rwanda (GoR) with regard to education and training. GoR discourse mirrors the international poverty reduction agenda, yet it is looking well beyond this goal. Striking a balance between providing basic education in line with the poverty reduction agenda and providing higher levels of education and training to attain broader socio-economic goals results in an internal struggle between different policy priorities and viewpoints, and an external struggle with donor agencies whose influence over policy processes is considerable. Nevertheless, a closer look at individual donors in Rwanda reveals that their actual activities demonstrate a less than clear focus on the MDGs, begging the question of just how pertinent the MDGs are.  相似文献

Open methods for coordinating (OMC) education policies in the EU rely on a number of techniques, one of which is policy learning. This article examines how policy learning and governance transform each other. More specifically, policy‐learning in the education OMC becomes differentiated into four distinct learning styles: mutual, competitive, surface and imperialistic learning. While they overlap with some forms of policy learning discussed in the literature, they are also different by focusing upon interactions and political dynamics between the European Commission and the member states. In seeking to understand how governing through learning occurs, we argue that any ‘impact’ of EU‐level policy‐learning is co‐constructed by both the European Commission and the member states. The analysis of this article is grounded in a discourse analytical and institutionalist perspective. It draws on qualitative data derived from semi‐structured interviews with officials from the Directorate General for Education and Culture in the European Commission and on EU documents generated during policy‐learning activities.  相似文献

Abstract

In recent times, there have been a number of critiques of Marxist and neo‐Marxist analyses of the state and education policy. These have drawn on postmodernist, ‘quasi‐postmodernist’ and state autonomy perspectives. While the postmodernist and ‘quasi‐postmodernist’ approaches have attracted critical response, to date, the state autonomy perspective has, to our knowledge, gone unchallenged. To address this theoretical lacuna, this paper analyses one writer's attempt, via an historical case study, to uphold state autonomy theory by detailing the ongoing relationship between one quasi‐state agency and the practice of ‘race’ education in initial teacher education. We argue that there are serious conceptual weaknesses in this latest attempt to apply state autonomy theory to educational policy analysis. The arguments in the case study under consideration are seriously compromised by a basically flawed hypothesis, a misrepresentation of contemporary (neo‐) Marxist education policy analysis and by a failure to look at ‘the big picture’.  相似文献

This paper describes the process of building a database mapping research and policy in the field of special education on the island of Ireland from 2000 to 2013. The field of study includes special educational needs, disability and inclusion. The database contains 3188 references organised thematically and forms a source for researchers to access published and non‐published materials such as theses. Analysis of the database reveals areas of research strength in terms of the quantity of activity and other areas with little activity. Recommendations are offered based on this analysis.  相似文献

The UK coalition Government's call to end the ‘bias’ towards inclusion represents a shift in ‘policy speak’ as the new administration attempts to re‐narrate special education by putting forward a ‘reasonable and sensible’ solution to the ‘problem of inclusion’. However, implicit in the call is the assumption that there has, in fact, been a ‘bias towards inclusion’ in education policy and practice; here, that assumption is challenged. Using a critical disability studies perspective, Katherine Runswick‐Cole, who is a research fellow in Disability Studies and Psychology in the Research Institute of Health and Social Change at Manchester Metropolitan University, draws on the concept of ableism and critiques of neo‐liberal market systems in education to reveal and explore the persistent barriers to inclusive education embedded within the education system. It is argued that although there may have been an inclusive education policy rhetoric, this rhetoric is rooted in conceptual incongruities which, rather than promoting inclusion, undermine an inclusive approach to education.  相似文献

In curriculum policy, discourses of ‘policy partnerships’ and ‘communities of practice’ have become increasingly prevalent and were reflected in Western Australian curriculum policy processes from the mid‐1990s to the late 2000s – a period of significant, highly contested change. This paper presents the findings of an empirical study into the impact of curriculum reform on the changing dynamics within and between the government and non‐government education sectors, drawing on critical theory and post‐structuralist approaches to policy analysis within a broader framework of policy network theory. This approach is used to highlight power issues at all levels of the policy trajectory. This research found that despite policy discourses of collaborative and consultative processes to create a ‘shared’ curriculum, the government and non‐government education sectors remain largely distinct due to significant power differentials, as well as structural and cultural differences. The analysis reveals three closely connected emergent themes – limited collaboration, regulated consultation and enhanced state control of curriculum policy agendas. It is argued here that although discourses of ‘policy partnerships’ and ‘community of practice’ are increasingly evidenced in contemporary curriculum policy, they do not take sufficient account of embedded hierarchical power relationships. Further, such discourses can be used as legitimisation strategies to promulgate policy changes which enhance the steerage capacity of the state. Deeply entrenched power differentials operate simultaneously to distort policy partnerships and communities of practice, by both including and excluding particular sets of policy actors.  相似文献

The study is aimed at investigating the effects of four learning methods on students’ scientific inquiry skills. The four learning methods are: (a) metacognitive‐guided inquiry within asynchronous learning networked technology (MINT); (b) an asynchronous learning network (ALN) with no metacognitive guidance; (c) metacognitive‐guided inquiry embedded within face‐to‐face (F2F) interaction; and (d) F2F interaction with no metacognitive guidance. The study examined general scientific ability and domain‐specific inquiry skills in microbiology. Participants were 407 10th‐grade students (15 years old). The MINT research group significantly outperformed all other research groups, and F2F (group d) acquired the lowest mean scores. No significant differences were found between research groups (b) and (c). MINT makes significant contributions to students’ achievements in designing experiments and drawing conclusions. The novel use of metacognitive training within an ALN environment demonstrates the advantage of enhancing the effects of ALN on students’ achievements in science.  相似文献

Developing learning programmes to enhance the formation of generic skills is an international concern in education and training policy. This paper provides a broad survey of the development of generic skills policy in England from 1975 to 2002, drawing on both the economic and educational literature. It demonstrates that, despite an evident demand for generic skills in the English economy, successive waves of education and training policy intended to stimulate the supply of such skills have failed to deliver the desired results. Such failure is accounted for using a policy instruments and institutions framework. This suggests that the failure of generic skills policy can be attributed to a combination of weak policy design, the interaction of generic skills policy with other market‐led reforms of education and training in England, and broader exogenous socio‐economic trends. The paper concludes that current initiatives to develop key skills for all 16–19 learners in England are unlikely to succeed without substantial changes in the current education policy environment.  相似文献

以国家层面颁布的32份有关农民工职业教育与培训政策文本为研究对象,采用内容分析法,借助Nvivo质性分析软件,从政策工具和政策发展过程两个维度,探究我国农民工职业教育与培训实施过程中政策制定存在的问题。研究发现:农民工职业教育与培训政策随着发展过程、政策工具的使用逐步丰富和完善,政策工具使用呈现出显著的非均衡性。因此建议,降低环境型政策工具的使用,并合理优化其内部结构;适度增加供给型政策工具的使用,主要加强师资建设政策工具的使用;着力增加需求型政策工具的使用,充分发挥市场机制对农民工职业教育与培训的拉动作用。  相似文献
