高中历史“清末新政”编写之我见——兼谈对高中历史教材编写的看法

中国近代历史发展的主流之一是实现近代化。因为只有实现了近代化，才能使中国真正自立于世界民族之林。鸦片战争之后发生的革命、改革及其他爱国运动，在主观上或客观上都是不同阶级、阶层以及各种政治力量，为达此目的所作的尝试。其中，“清末新政”是近代化进程中极为重要的一环。然而无论是旧教材还是新教材，“清末新政”的内容都极为简单，其中某些评价还很不公允。这些恰恰是新一轮课程改革在编写教材时应努力避免的。为此，笔者以“清末新政”为例，谈谈自己的浅见。一、“清末新政”起止何时？“预备立宪”是“新政”内容吗？“新…     

清末“新政”为什么是辛亥革命兴起的历史背景

对清末“新政”，普通高级中学《中国近代现代史》(上册)现行教材，将其放在辛亥革命的历史背景一节中来讲述，不同于原教材将“新政”与“预备立宪”、同盟会成立后发动的一系列武装起义等事件同列为促成辛亥革命爆发的革命形势，直接、准确地说明了“新政”与辛亥革命的内在联系。那么，清末“新政”为什么是辛亥革命兴起的历史背景呢?仅就教材的表述来解答，学生显然不能信服；单从“新政”始于1901年、“辛亥革命”爆发于1911年的时间差来理解，也不够科学、全面。     

学习清末“新政”须注意的几个问题

现行人教版高中教材对清末“新政”的叙述比较简略，在学习时学生可注意以下几个问题：一、“新政”的时间。教材中没有明确和完整地交代“新政”的起止时间。自1901年西太后以光绪皇帝的名义颁布第一道“变法自强”的上谕始。到1911年清王朝被辛亥革命推翻，清政府先后推行了一系列改革措施，所以“新政”持续十年左右。

“教学价值是教学活动的灵魂与核心,是教学行为的指引和坐标。”品德教学蕴涵着多种价值,传统德育教学中知识、智能、单调的评价等具有功利性取向的显性价值,不仅不利于学生良好品德的形成,反而可能造成学生对社会和生活缺乏综合理性的判断。笔者认为,品德教育是一种价值教育,正确价值观的选择和形成需要学生在理论的指导下通过直接或间接的情感和实践活动去领悟、建构。

中学历史教材对于清末"新政"和"预备立宪"内容和作用的介绍极其简单,无论是从高考的角度还是从新课改的角度,都应对清末"新政"和"预备立宪"有更全面的介绍和更客观的评价,这样既有利于对学生在学习过程中开放性和研究性能力的培养,又有利于学生树立正确的历史观。     

信息技术环境下的小学英语教学评价

多元教学评价的理论思考和实践探索
