One of the characteristics in Japan's system of higher education is its large private higher education sector. However, recent financing reforms have targetedmainly national universities since the largestproportion of government support to highereducation goes to these institutions. Recentreforms have been changing the structure and natureof national university finance. These changeswere also influenced by a large private sector. Private universities also compete with nationaluniversities in order to increase financialresources. Therefore, there is a need toreconsider resource allocation and thedistribution of functions among whole universities.  相似文献

Quality assessment has been part of thefeedback mechanisms of European highereducation systems since around 1980. Due tointernal dynamics, `erosion' of theeffectiveness of first-generation qualityassessment systems has led to loss ofcredibility (legitimacy) of these systems inthe late 1990s. External dynamics alsonecessitate designing a next generation ofquality assurance systems. They include notablya loss of transparency (hence, legitimacy) ofthe European higher education system throughincreased internationalisation (most notablythrough the Bologna process) which puts new,increased demands on institutional arrangementsfor quality assurance.In this paper, we first intend to schematisethe developments of quality assurance in highereducation by introducing a phase model of theeffects of internal and external dynamics.Next, we will analyse this phase model from theperspective of argumentative policy inquiry.Finally, we will contrast policy developmentsin higher education with one other example,viz. environmental policy in the Netherlands.The conclusions of this comparison, as well asthe new challenges set for quality assurance inhigher education by the Bologna process, arethe subject matter for the final section of ourpaper.  相似文献

This article presents a case study of Malaysia’s inroad in internationalising its higher education system for the past three decades and proposes recommendations and the way forward in internationalisation. Internationalisation is one of the critical agenda in Malaysia’s higher education transformation with an end target of becoming an international hub of higher education excellence by 2020. The country is no stranger in internationalisation as efforts in student mobility, academic programmes and international collaboration have started since the 1980s and 1990s. As with other higher education systems globally, it was the private sector that initiated and sustained efforts in internationalisation of Malaysian higher education. With the growth in international student enrolment, the country has established itself as a student hub; however, greater focus and clarity in direction should be set forward in accelerating Malaysia’s progress in internationalisation, with research and development as a potential catalyst. The article also questions Malaysia’s current standing with regard to internationalisation and the need in facilitating higher education institutions to build their capacity in internationalisation, highlighting the important roles of individual institutions at both public and private sector that drive the country’s internationalisation agenda.  相似文献

Societies’ relative use of private and public services is an abiding and significant issue of scholarly and policy interest. For higher education, however, there has hitherto been no comprehensive dataset and, accordingly, no extensive, reliable analysis of the private-public distribution. As this article provides both the dataset and the analysis, it allows us to discover both the size and geographical shape of global private higher education. Having grown greatly for decades, the private sector now holds a third (32.9%) of the world’s total higher education enrollment. We find striking patterns of concentration and dispersion. The several largest country systems account for much of the private enrollment but, simultaneously, private sectors now exist in all but a few systems; a stunning 97.6% of the world’s present enrollment is in systems with dual-sector provision. Societies no longer rely exclusively on public provision. We discover too that private enrollment concentrates mostly in developing regions, though it is noteworthy in developed regions as well. Asia and Latin America are the twin giants but in all regions, at least 10% of students are in the private sector.  相似文献

If, as some have argued, private higher education is now the most dynamic segment of higher education, it is also the case that its growth, partly in response to the increasing mismatch between spiralling demand and limited state capacity, is often ad hoc. The article examines the contours of this trend in Indonesia, where the balance of public and private higher education has shifted sharply over the last two decades. While the private sector has been responsible for much of the expansion in higher education, its role in relation to quality is more questionable. Indonesia’s economic burdens, sharply exacerbated by the effects of the Asian financial crisis of the late 1990s, make it likely that the trend towards privatisation, including of its public institutions, will continue. Together with the current rise of trans-national higher education, however, this is only likely to sharpen existing difficulties around longstanding issues of quality, equality, and regulatory capacity.  相似文献

The paper focuses on the issue ofthe development of new institutional types inSlovak higher education. It is based on theempirical research conducted in 2001 among thesample of university graduates in Slovakia. Themain focus of the paper is the comparison ofpublic, non-state and private higher educationwith respect to their background, academicexperience and first labour market experienceafter graduation. The discussion of theseissues has shown that the road of Slovakia toan institutionally diversified higher educationsystem is still at its early stages. However,graduates from existing private highereducation institutions are competitive on thelabour market, and the same is true forgraduates from non-state (church) highereducation. The results of the study can be usedas an argument in favour of furtherdiversification of institutional types in thecontext of Slovak higher education.  相似文献

Chilean higher education has expanded greatly in recent decades, primarily through drawing on the private contributions of students and families, and an increased number and variety of institutions. In the context of attempts to address criticism that the sector is not free, public or high-quality enough, this article examines the association between education and its moral and ethical dimensions, and their separate yet complementary consideration alongside economic development, through the two centuries of the Chilean state’s existence. Since the beginning of the current decade, discontent with the framing and performance of higher education as a whole has grown. The overview traces this process not as fresh crisis, but part of a social question pondered repeatedly in the past and supported with varying success through educational and political initiatives. This historical (and historiographic) approach illuminates the limits of conceiving of higher education as either an economic good or as a human right, and an overlooked need to support its benefits through policy. Not simply an interpenetration with economic thinking, but also a lack of sufficient appreciation of Chile’s fundamental and singular character, present as challenges in understanding expanded access’s function and its prospective contribution to growing debates around ethics and inequality.  相似文献

The article discusses the establishment of a vocational sector in Swiss higher education as a complement to the existing two‐tier system of cantonal Universities and federal Institutes of technology. The origins of this new player, its missions and organisational features are discussed. This overall discussion is placed into the context of changing landscape of Swiss higher education policy characterised by increasing pressures for geographical reorganisation of the higher education sector under the auspices of a more direct role of the federal government. The article makes two points. First, it argues that the creation of a vocational sector in Swiss higher education combines two contradictory trends. On the one hand, this new sector tends to provide differentiation at the system level, through the creation of a new, more marked‐oriented sector of higher education. On the other hand, system differentiation at the system level is threatened by increased demands for greater inter‐institutional cooperation and system integration, emanating principally from the federal level. Second, the article also argues that the distinction between ‘academic/scientific’ vs. ‘vocational/professional’ education generally referred to when studying the emergence of non‐university sectors in higher education, is not pertinent for the analysis of the Swiss case. Two reasons are brought forward to sustain this argument. First, this distinction reinforces an artificial binary divide, no longer relevant to assess the evolution of higher education institutions placed in a context of academic and vocational drifts. Second, the ‘academic’ vs. ‘professional’ opposition does not take into consideration the political organisation of the country and how this impacts on policy making in higher education; a crucial element in the Swiss context.  相似文献

In the planning and development of highereducation, it is necessary to understand the majorfactors affecting senior secondary students' decisionson whether to continue to higher education or to enterinto labor force. This is particularly important incountries shifting from a centrally-planned economy toa market-oriented economy where individuals areallowed free choice. This study in 1997 surveyed theeducational intentions of 1,513 senior secondarystudents in Shenzhen, the first and largest SpecialEconomic Zone (SEZ) in China which has adopted amarket-oriented economy and an open door policy for thelast two decades. Ninety percent of students in thestudy opted to continue into higher education oncompletion of senior secondary education. Theyexpected a much higher rate of return to highereducation than the remaining ten percent of studentswho opted to work after completing senior secondaryeducation. The analysis of logistic regression usedin this study reveals that students' expected rate ofreturn to higher education has a positive andsignificant effect on their intention to pursue highereducation, after controlling for the effects of thestudents' gender, family background and ability. Itis evident that students in this study acted inaccordance with predictions in the human capitaltheory in making their choice of higher education orwork in the market-oriented economy sector of China. This pattern of educational choice has importantbearing on the development of higher education indeveloping countries.  相似文献

Education researchers have explored the marketisation of schools resulting from neoliberal education policy, but little attention has been paid to supplementary education markets. Supplementary education services, such as private tuition, are delivered outside of school but designed to improve performance within it. A small body of research demonstrates that the private tuition market in the UK and the USA is burgeoning, and that students’ access to this service is differentiated by region, class and ethnicity. These emerging demand-side analyses are vital, but they cannot tell us about the educational entrepreneurship that shapes the supply of private tutoring services. This article addresses this lacuna through a discourse analysis of manuals, published as part of the developing tutoring support industry, that are designed to guide would-be entrepreneurs through the establishment of a private tuition business. This analysis excavates manuals’ treatment of: tutors’ motivation to work in the sector and their competence to do so; strategies to be employed in the marketisation of tuition services; and the need to build trust to ensure business legitimation in an unregulated industry. In conclusion, the article sets a new agenda for research into fast-developing supplementary education markets that explores: (i) the dynamics of this expanding educational workforce of private tutors; (ii) the ways marketisation addresses and augments parental anxiety about children's education; and (iii) the need for safeguarding and quality control in private tuition.  相似文献

With the fall of communism in 1989, Eastern and Central Europe would quickly become part of an already strong global tide of privatization in higher education. Nowhere else did private higher education rise so suddenly or strongly from virtual nonexistence to a major regional presence. A fresh database allows us to analyze the extent and dimensions of that presence, including various national and subregional quantitative dimensions. Yet the private sector is strongly challenged on several fronts, including paradoxically by the public sector’s own partial privatization, sometimes closely linked to the private-sector growth. Nonetheless, private higher education has continued to grow thus far into the new century, with shifting national and subregional patterns. Higher education privatization remains a noteworthy reality in Eastern and Central Europe but it is an evolving reality.  相似文献

Trends suggest that business practices and private sector ideas and values are increasingly permeating public funded higher education institutions world-wide. The impact of business practices and values on higher education policy and practice is discernible in the growing dominance of global privatisation, quasi-marketisation and new managerialism in the higher education sector. However, reactions of different role players and responses of higher learning institutions to these external demands have varied according to local conditions and institutional types. This article contributes to the debate on the increasing permeation of business practices and private sector ideas and values on higher education in South Africa after apartheid using the case study of the University of Pretoria. It begins with the review of debates on higher education on this topic in general, and then moves on to analyse these debates in South Africa using the resource dependence theory and structuralism as conceptual frames. It argues that: (i) the increasing marketisation and quasi-marketisation in higher education and training could be attributed to the influence of neo-liberalism and new managerialism; (ii) changes in higher education provision, policy and practice in South Africa need to be understood in terms of marketisation and quasi-marketisation rather than in terms of privatisation; (iii) although the influence of these external forces is unlikely to be reversed, provision, policies and practices must be tempered by imperatives of redress and equity in South Africa; and (iv) the case study of the University of Pretoria reported here is used as an example of the extent to which institutions are becoming entrepreneurial.  相似文献

Higher education is critical to the social andeconomic futures of all nations and it is moreso in the case of developed nations. TheAmerican and Australian systems of highereducation originated on the basis of the17th and 19th Century British models,respectively. Later, the Americans developedtheir own unique system, with the introductionof several innovative features, becoming themost diverse, dynamic and dominant system ofthe modern world. The Australian system, whichdeveloped itself maintaining a closerelationship with the British system until the1980s, has now transformed into a unifiednational system, consisting of multi-campus,larger universities with a big push for theexpansion of the private sector, moving towardsthe American model. However, it is observedthat there are more similarities thandifferences in the problems and issuesconfronted by the two systems. Both nationshave made higher education a means of nationaldevelopment and minimisation of socialinequality. This paper addresses some of thekey issues, such as, higher education costs tostudents, technology and instructionaldelivery, faculty roles and rewards and currenttrends that are likely to dominate thesesystems during the first decade of the21st Century.  相似文献

This paper addresses the politics of researching private education with special reference to the Indian context. Due to a recent increase in privatised forms of education globally and recognition of the private sector by governments, international agencies and researchers as a policy and academic interest, this is shifting ground. The evolving nature of the politics of researching the private in the recent past is discussed with reference to research on private school outreach for out-of-school children in India. First the author critically examines the reception of this research when it was conducted in 2000–2003 in relation to the discourse and policy in Indian education at the time. The research is then revisited in the contemporary context in the light of considerable changes in Indian education policy, involving increased public–private partnership. In this new climate private school outreach is reconceptualised – previously considered an educational anomaly, it now has renewed relevance. Finally, findings from the research are drawn on to shed light on emerging concerns about the Right of Children to Free and Compulsory Education Act's (2009) requirement for private schools to reserve at least 25% of school places for economically disadvantaged children in their neighbourhoods.  相似文献

India’s elite sector of engineering universities, Indian Institutes of Technology (IITs), are seen as safe gateways to a life in the politically hyped “new India” of the global knowledge economy. The Indian entrance exam coaching industry each year enrolls hundreds of thousands of students in classes strictly directed at “cracking” the institutes’ famous Joint Entrance Examination (JEE). Vast majorities of students at IITs are by now former coaching students, and coaching is increasingly supplanting performance in secondary education as the perceived prerequisite for IIT admission. This poses serious questions about the ability of the institutions to autonomously steer student selection and recruit the select exceptional students whom until now have kept “IITians” in the center of imaginaries of India’s future. This article explores the case of residential pre-entrance exam coaching to assess the coaching sector’s role in shaping India’s future technological leaders. It assesses the educational structure of the sector, its effect on student lives, the life aspirations it relies on, and how it is shaping IIT education itself. The case of entrance exam coaching in India, it is argued, prompt a reassessment of the concept of “shadow education” in order to begin a more thorough research agenda focused on the educational production and policy consequences of this “shadow” industry as an integrated (even if unwanted) and co-constitutive part of the higher education sector.  相似文献
