Conclusion Desegregation has generally been presented as an outgrowth of the civil rights movement and as an attempt to redress the educational disadvantages blacks have suffered as the result of a racial imbalance. Given the general theoretical considerations of resource allocation, the assumption has been that reallocations of resources to blacks would necessarily mean reallocation of these resources to blacks from whites. This view is also part of the popular culture where the process of desegregation has caused turmoil and disturbance among whites based, manifestedly at least, on the notion that improving educational benefits for blacks necessarily means a reduction in the same benefits for whites.Based on an analysis of the experiences of teachers and students at one polyethnic inner-city high school, we suggest that not only have whites at this school not been disadvantaged by the desegregation process but that there is evidence indicating that there have been more advantages for whites than for blacks. What, then, are the advantages of desegregation for whites, both students and teachers? In this school it was found that the advantages differed for white students and for white teachers, with white students experiencing more positive outcomes than white teachers experienced.  相似文献

Attitudinal data were collected for a sample of 492 parents and public school children before implementation of a metropolitan desegregation plan and for 2 years after implementation. The variables measured included racial attitudes, feelings out desegregation, and school-related attitudes. There were small but significant changes on 7 of the 11 measures, with most of the changes occurring during the first year. There were race and grade-level differences on some of the variables before desegregation, but race and grade level were generally not related to changes over time.This research has been supported by a grant from the Rockefeller Foundation, Division of Social Sciences.  相似文献

This study examines changes in the attitudes of parents and students coincident with desegregation in a new single unified school district, with reassignment of both suburban white students and inner-city minority students. Data are presented for the year immediately preceding desegregation implementation and for three years following implementation. The final sample presented includes only those parents and students for whom complete data were available for each of these four years. A repeated measures analysis of variance was used to examine overall changes in racial and educational attitudes across time and to determine the differential impact of several intervening variables, including race, sex, child's grade level at the time of desegregation, which of five former school districts the families were in prior to desegregation, and the parents' perceived social status. Overall changes were found for several parent and student attitudes, largely during the first year of desegregation implementation. Several of the intervening variables were also significantly related to attitude changes, notably race and child's initial grade level.  相似文献

Many city school systems are faced with a situation of declining tax base, declining enrollments, and disproportionate minority ratios. Merger of city with surrounding school systems is one alternative to improve this situation. When city and surrounding systems contain disproportionate minority ratios the question may arise whether busing to achieve racial balance will likely be required by the courts. Review of desegregation litigation indicates that in the absence of intention to discriminate, the courts are not likely to require busing as a desegregation strategy. Further, school systems having achieved unitary status under court-approved desegregation plans may be allowed to adopt neighborhood school policies despite indications such policies would lead to partial resegregation.  相似文献

School integration (desegregation) was introduced in Israeli junior high schools in 1968 with the aim of increasing educational equality and decreasing (Jewish) ethnic divides. While never officially abandoned, a de facto retreat from this policy has been observed since the early 1990s, despite the voluminous research that revealed its positive, though moderate, educational outcomes. This shift in educational emphases reflected profound societal changes, fed by global neo‐liberal trends and educational consumerism, which research‐based arguments supporting integration were too weak to resist. The ascent and waning of school integration in Israel provide an instructive case for analysing the interconnection of educational policy, educational research, and societal changes, demonstrating the weakness of research in sustaining educational policy in the face of counteracting social and political developments.  相似文献

This article reports on research funded as a ‘Best Practice’ project by the Department for Education and Skills (DfES) designed to use action research to progress the government agenda for healthy schools. The project involved teachers working with university researcher. The outcome is five small research reports consisting of two studies into playground behaviour management, a report on the production of a school drug policy, a review of transition from Nursery to Early Years school provision and a study of the impact of a Family Nurturing approach used with pre-school pupils. This article reviews the research process and includes reflection on methodological issues and outcomes giving voice to the teacher-researchers by drawing on the reports they have compiled. The research recommendations are for more projects which use action research to promote change in our schools.  相似文献

ABSTRACT

Despite the creeping resegregation of public schools, recent court decisions have been involved in the lifting of court-ordered desegregation decrees, which could arguably cause further segregation. When dismissing desegregation decrees, lower courts have relied on three U.S. Supreme Court decisions during the 1990s that permitted a lower standard for lifting desegregation decrees. Those school districts that remain under court-ordered desegregation decrees may find themselves in conflict with the No Child Left Behind Act's (NCLB) choice provision. Specifically, NCLB permits parents to transfer their children to another school if their present school is deemed in need of improvement. Such NCLB regulations may permit school districts to bypass the desegregation decree. In so doing, there is a conflict between a federal regulation and federal court order.

Employing legal research techniques (e.g., case and statutory analysis), this paper explores the Supreme Court's jurisprudence for declaring a school district unitary, analyzes the conflict between court-ordered desegregation decrees and NCLB's choice provision, and discusses the potential litigation that could result from the conflict between NCLB and desegregation decrees. doi:10.1300/J467v01n03_08  相似文献

The impact of the racial composition of neighborhoods, rather than race per se, is examined in this study. The sample includes 1027 families with children attending 5 of the 11 former school districts in New Castle County, Delaware. Questionnaires were sent to these families in the spring of 1978, prior to school desegregation, and again in the spring of 1979, at the end of the first year of desegregation. Scales were developed to measure attitudinal variables for both parents and students. These included racial attitudes, attitudes toward school desegregation, and attitudes about education. Results show that attitudes both before and after desegregation varied according to the neighborhood racial composition. Thus it is important in future studies of racial attitudes to examine neighborhood racial characteristics as well as the race of the individual.This research has been supported by a grant from the Rockefeller Foundation, Division of Social Sciences.  相似文献

This article explores the history of school desegregation in Kansas City, Missouri. It examines the development of the school district's initial 1955 desegregation plan based on neighborhood schools, and the impact of that plan. Extensive analysis is devoted to the plan's shortcomings, particularly the provisions allowing students to transfer between schools and the manner in which massive demographic change in the city undermined school desegregation. Finally, the article explores the origins of busing for school desegregation in Kansas City during the early 1960s, the modifications made to the busing plan following protests by the city's civil rights organizations, and the subsequent court decisions that gave shape to the city's magnet schools desegregation plan.  相似文献

Conclusions On the basis of analysis of the desegregation of one particular school, this paper has suggested some ways in which desegregation may be beneficial to white students. This analysis suggests that under certain circumstances desegregation can lead to beneficial changes in the school programs available, as well as to an increase in the utilization of outside resources which more than offsets additional costs linked to the desegregation process. Further, experiences in desegregated classrooms may also lead to some reduction in the almost automatic unreasoning fear many white children have of blacks, was well as helping whites develop the ability to work effectively with out-group members. The purpose of this analysis is not to argue that desegregation must go forwardbecause it helps whites or even that the benefits of desegregation always outweigh the costs for individual students, black or white. Rather, my aim has been to explore some previously uncharted territory and to suggest some hypothesis that further research can explore more fully.This paper was presented at the Meeting of the American Educational Research Association, Boston, April 1980.The research on which this paper is based was funded by the National Institute of Education Contract 400-76-0011. This review integrates theoretical perspectives and empirical evidence of a sense of school belonging (SOSB) to highlight its importance in understanding the inclusion efficacy research for pupils with special educational needs (SEN). Specifically, it examines the role of a SOSB on pupils' cognitive, affective, behavioural and social developmental outcomes. In addition, it considers the inclusion efficacy research regarding the outcome of mainstream and special education for pupils with SEN. In turn, the review synthesises the two areas of research on school belongingness and inclusion to suggest that a SOSB is important in understanding the relationship between school placement and developmental outcomes for pupils with SEN.  相似文献

Until the mid‐1970s, the politics of urban school desegregation concentrated almost exclusively on the attainment of some form of racial balance. The racial balance paradigm became the focal point for desegregation planners and for local, state and national dispute about ‘forced bussing’. However, in its 1977 Milliken II ruling, the Supreme Court added critical new elements to the urban school desegregation paradigm. By affirming a desegregation plan which included remedial education components in all‐minority schools, and which required state participation in financing these components, Milliken II heralded a new era of urban school desegregation. Resource issues and school effectiveness issues joined racial balance issues in the crucible of desegregation politics. In this chapter, the post‐Milliken politics of urban school desegregation are highlighted through examination of the St Louis and Kansas City cases. New goals, new issues, new alignments of interests and new political strategies are apparent, presenting new challenges to students of urban education policy and politics.  相似文献

School desegregation in Chicago was derived from the implementation of the 1964 Civil Rights Act. This article follows the formation of this policy to its implementation in Chicago. First, the federal government used the Civil Rights Act to garner school desegregation. Then, the Chicago Board of Education created desegregation plans for Chicago Public Schools which included school choice options. Finally, the article uses the oral histories of 68 graduates of three Chicago public high schools to demonstrate how the policy was utilized. The entire process reveals the continuation of institutional racism as school desegregation in Chicago was effectively limited as only a few Black and Latino students benefited from school desegregation.  相似文献

This literature review aims to understand the factors that influence the adoption of school leadership policy reforms and whether there are some common trends that lead to policy changes in this area. The main question driving the study was the following: what are important reasons or contextual factors that have influenced the adoption of school leadership policy reforms? The analysis shows that there is an eclectic set of research that covers school leadership from different perspectives. Each tackle the question of school leadership reform adoption from different angles. A policy perspective associates school leadership reforms to contextual changes in relation to decentralisation, school autonomy, accountability or an increasing emphasis on education outcomes. School improvement perspectives acknowledge the key role of school leadership in education change. The research on school leadership impact has contributed to the adoption of school leadership reforms. The school leadership policy perspective shows that countries have introduced school leadership reforms, with practices varying by country and context. Some have been interpreted as a response to a new public management agenda or to the globalisation of education policies. Findings from this review indicate that whilst there is much research on school leadership, nevertheless, analysis and promotion of policies to support and strengthen school leader roles to support school improvement appears to have received less attention.  相似文献

This article shows how the Catalan government has not developed an agenda to tackle school segregation despite the growing number of migrant pupils who arrived over the course of the last decade. Education policy has explicitly disregarded the possibilities of improving the regulatory framework for tackling segregation; it has exercised insufficient control over the effective application of education regulations on the balanced schooling of pupils with specific educational needs; and it has taken decisions on education policy which have even accentuated school segregation. This article provides empirical evidence on the characteristics of school segregation in Catalonia and on the education policies developed by the Catalan government in the domain of the schooling of migrant pupils. The study illustrates how the absence of an explicit school desegregation policy is an example of the politics of non-decision-making and a case which clearly manifests the need to overcome behavioural analysis in policy decision-making.  相似文献

This article examines a conflict that arose in 2004 between a federal court's oversight of desegregation and the implementation of the public school choice provisions of the No Child Left Behind Act in Pinellas County, Florida. School system leaders challenged the statute on the grounds that it would likely disrupt a controlled-choice plan designed to achieve racial balance as part of a court settlement to its desegregation case. The judge ruled that no changes could be made to the prior court order mandating these balances through 2008. Drawing on interviews with the county school superintendent and school board attorney, the author describes the county's decision to seek the judge's protection and analyzes several attendant conflicts. These include the legal conflict between two federal mandates, desegregation and school choice; the political tension arising between local and federal officials resulting from the changing nature of federal authority with respect to desegregation; and the policy-related conflict between test-based accountability and desegregation in southern school systems.  相似文献

The public school choice plan implemented in Richmond, California in 1987 through 1990 received much favorable publicity at the time, but in 1991 the school district filed for bankruptcy. This paper describes the choice plan and the events leading up to the financial collapse. It also presents trend data on student absenteeism, dropout rates, test scores and school desegregation. There is no evidence that the choice plan produced any improvement in these outcomes. At the same time, the district's financial failure is not necessarily attributable to the choice plan itself, but rather to the imprudent manner in which it was implemented.  相似文献

This study examined effects of school context, student composition and school leadership on school practice and outcomes in secondary education in Flanders. The study reveals that relations between school characteristics do exist and that it is possible to explain an important part of the differences in mean effort and mathematics achievement of schools by means of these school characteristics. Furthermore, it was found that school size positively affects school outcomes and that its effect is mediated by school practice characteristics like the amount of cooperation between teachers, which affects school climate and outcomes. School leadership did not affect the school practice much, perhaps because of a lack of a strong educational leadership in most of the Flemish secondary schools. However, the student composition of schools seemed to be very important for school practice, as well as for school outcomes. Nevertheless, the study revealed that schools can affect the outcomes of their students independently of their student composition and context by means of school practice.  相似文献

This study examines the effects of general educational quality of schools, school citizenship policy, and ethnic homogeneity of the student body on the acquisition of citizenship competences in the final year of primary education. The theoretical framework is based on developmental, psychological, and sociological studies into effects of social context on educational outcomes and research into effective schools. The effects of school quality, school policy, and student population were analysed using 2-level (students, school) multilevel models. The results show that differences in citizenship competences between students and schools are mainly explained by factors at student level. Although the school also appeared to play a role, the school variables used in the analysis did not offer sufficient explanation for these differences. In order to further investigate the relationship between school factors and students’ citizenship, more insight is needed into characteristics of citizenship practices of schools.  相似文献

National narratives on the movement to desegregate Southern schools, as construed by dominant cultural forces, focus on school desegregation from the vantage point of dominant culture; portraying school desegregation as a singular and inevitable event emanating from jurisprudence and principles of democracy, with little attention to the complexities of those most impacted. This article argues the importance of including counterstory to such narratives, specifically highlighting the narratives of African American teachers. Using qualitative methods, the study this article demonstrates how African American teachers’ personal narratives of school desegregation provide a window into the complexities of school desegregation illuminating the ways in which race, social class standing, gender, and personal relationships compounded individual support, views, resistance, and participation in the movement to desegregate Southern schools.Jeannine E.
