While the current debate about the effects of vouchers focuses on the effects of private schools on achievement, it is also important to examine how the introduction of need-based scholarships influences change in school systems. This study uses a qualitative method to examine the influence of a privately funded scholarship program on strategic adaptations within urban public and private schools in a major metropolitan area. The study revealed that senior administrators in public and private schools rapidly adapted their strategies to contend with the new program: suburban public schools prevented scholarship students from enrolling; urban public schools increased choices for public school students; and private schools actively recruited students. However, the scholarships had little influence on the ways these administrators viewed school choice.  相似文献

This study examines the implications of how teachers’ views of immigrant parents predict their ratings of first-grade students’ academic competence and behavioral problems. Teachers rated 191 first-grade immigrant students attending Islamic and public schools in the Northeast United States. The results showed that when teachers perceived parents as having discrepant value differences, they rated students more negatively both in terms of academic competence and behavioral problems, even after controlling for student gender and ethnicity, parental education and parental school involvement. Surprisingly, teachers in Islamic and public schools did not differ in their perceived value differences with parents. The type of school students attend, however, moderated the effects of teachers’ perceived value differences on their academic ratings, but not on their behavioral ratings. While both Islamic and public school teachers rated students’ academic competence equally high when they perceived little or no value differences with parents, public school teachers held lower academic expectations than Islamic school teachers with increased value differences. These findings suggest a mechanism by which children from immigrant families enter a path of diminished expectations, albeit through slightly different levels in Islamic and public school settings.  相似文献

The satisfaction of high school students was studied using an adaptation of reinforcement theory. An instrument entitled Students and Their Schools was developed to assess the perceived availability and value of 35 different academic and interpersonal dimensions of the high school environment and student satisfaction with these areas. This was distributed to 411 students in two city and three suburban public high schools. Availability of resources alone is more highly related to satisfaction than their value. Small but consistent differences were found between male and female students, with suburban females reporting lower levels of availability and satisfaction but higher value ratings than other students. City students have higher levels of satisfaction, but lower levels of value, than suburban students. Most of the differences concerned academic aspects of school and interactions with administrators and faculty. If students perceive a high availability of rewarding aspects of their school environment, they report higher levels of satisfaction with school. Thus, an adaptation of reinforcement theory can be used as an empirical measure of student satisfaction with school.  相似文献

This article looks at the relative usefulness of 12 selected factors in the preparation of college administrators as seen by practicing administrators and faculty in comprehensive community colleges, four‐year liberal arts colleges, and universities.

Three hundred randomly selected faculty and administrators in the state of Iowa were sent survey questionnaires. The returned surveys and research data were then analyzed in order to answer the research question.

The findings suggested that graduates from programs in higher education administration may be more accepted in community colleges than in liberal arts colleges or universities. The findings also showed that university personnel perceived the major research experience as being significantly more useful than the other personnel. Nonclassroom experiences were thought to be the most useful by all personnel, with faculty experience in higher education perceived to be the most useful. This study also showed that both administrators and faculty perceived majoring in higher education administration to be less useful than any of the other 11 preparation variables.

One of the recommendations of this study is that students, graduates, and professors in higher education administration programs attempt to educate the participants in higher education and the public on the strengths and uses of their programs. It was also recommended that further research is needed in the area of administrative task analysis at the different types of institutions.  相似文献

In France, where most higher education institutions are in the public sector, permanent academic staff at universities and other higher education institutions are tenured and enjoy a broad individual autonomy. The number of staff on short-term contracts is limited. Most part-time staff are drawn from professionals, business executives, and administrators – in both the public and private sectors. In recent decades, the number of teaching-only faculty expanded rapidly as tenured secondary school teachers were transferred to higher education institutions. As universities have acquired some autonomy, especially in academic matters, recruitment and promotion of staff combine elements of centralisation at the national level with local processes. Some degree of pay differentiation has been introduced through a growing use of supplementary compensation. As the system evolves toward increased self-governance of institutions, the autonomy enjoyed by the faculty is seen by administrators as an obstacle to the development of institutional policies.  相似文献

Student ratings of teaching effectiveness are widely used to make judgments of faculty teaching performance. Research, however, has found that such ratings may not be accurate indicators of teaching performance because they are contaminated by course easiness. Using student ratings of 9855 professors employed at 79 different colleges and universities, the author hypothesized and found that the relationship between perceived course easiness and perceived course quality was moderated by school academic rankings. More specifically, easiness ratings were more strongly correlated with quality ratings among low‐ranked schools than among high‐ranked schools. Furthermore, the easiness–quality relationship was slightly stronger among public schools than among private schools. The article concludes by discussing the practical implications of these findings.  相似文献

The voucher system in Denmark combines unrestricted generous subsidies with substantial autonomy of private schools as to schedule and teaching methods. This has produced a private school sector with a wide variety of school types. This paper uses data on eight cohorts of students (over 510,000 individuals) to compare educational attainment in public and private voucher schools, including religious schools (Catholic and Protestant) and various types of non‐religious schools. The findings suggest that, after controlling for individual and peer characteristics, the average public student would attain moderately higher levels of education if he/she attended grammar or Catholic school, relative to the public alternative. Attainment of students at Protestant, international and German minority schools is not different from public schools. However, attending free, boarding and, particularly, little and Waldorf schools is associated with substantially lower completion rates at the upper secondary level, which is probably at least partly due to the clustering of special education students in these school types, which cannot be controlled for. At the tertiary level, differences between private and public schools generally vanish.  相似文献

The staff development goals and activities of United States community colleges were studied. A total of 1,315 questionnaires were mailed to community college academic deans in the spring of 1979. Of the 687 colleges responding, 413 indicated that their college had an organized staff development program or set of activities, and another 241 colleges indicated no such program at this time.

The results showed that the most frequently mentioned staff development goals of the 31 goals studied related to the improvement of the full‐time teaching faculty as opposed to part‐time faculty and other academic and non‐academic support personnel. Second, the most highly rated and used practices were travel and grants programs for faculty. Some of the least effective of 48 practices investigated were programs for the “faculty evaluation of college administrators” and “lighter than normal teaching loads for first‐year faculty.”

It is recommended that colleges offer a variety of staff development programs for each of their staff development groups and that research be conducted to determine participant perceptions of the usefulness of various staff development practices.  相似文献

The heads of education divisions of 245 colleges and universities in the USA were surveyed regarding their opinions about faculty activities and reward procedures. Tenure, which was viewed as having the greatest effect on faculty behavior, received significantly more attention from decision‐making bodies in the colleges, and merit pay received significantly less. Education administrators at top universities and larger universities viewed the desire for reputation as more motivating than did other education administrators. The department chairs believed that internal satisfaction was more of a motivating factor than did deans. The deans rated merit pay, contract renewal, promotion and tenure higher as motivators than did the department heads. Although evaluations of teaching were considered the most important for year‐to‐year contract renewal, article and book publication were the most important considerations in merit pay, promotion and tenure. A factor analysis grouped faculty activities into three factors: teaching, service, and publication.  相似文献

Community colleges accommodate nearly half of all United States college students. Increased reliance upon community colleges is driven by the current economic downturn, rising costs of higher education, and changing expectations for today's workforce requiring advanced skill sets. Community colleges offer more affordable options for broader spectrums of students including traditional and nontraditional college students and dual-enrolled high school students.

Community college faculty facilitate student learning and program completion. A shortage of community college faculty will likely emerge as numerous faculty retire. Community college administrators need strategies for retaining and recruiting faculty amid increasing retirements. One effective strategy is to offer a work environment that cultivates positive work-related attitudes (e.g., job satisfaction). This study examines the ability of select human capital investments, intrinsic rewards, extrinsic rewards, and sociodemographics to predict overall job satisfaction for full-time community college faculty. A cross-sectional predictive design was used with secondary analysis of the 2004 National Study of Postsecondary Faculty (NSOPF:04) dataset.

Logistic Regression was utilized to determine predictive ability of the independent variables on overall job satisfaction. Results indicated that faculty were more likely to be satisfied with their work if they were satisfied with their salary, benefits and workload; were satisfied with the teaching support they received from their institutions; and if they perceived that females and minorities were treated fairly by the organization. Conversely, minority faculty were less likely to be satisfied, as were faculty who indicated they would again choose a career in academe if given the choice.  相似文献

Proponents of private schooling claim that private high schools, on the average, more effectively promote measured academic achievement than public high schools. They have also argued that private high schools increase high school completion rates and improve college enrollment rates among high school graduates. Their antagonists, typically, hold that there is little or no difference between public and private high schools with respect to any of these outcomes. We address two of these school effectivenes issues by applying multiple-regression analysis to two SAT data sets for Florida and a national SAT data set. We ask whether there are differences between public and private high schools in promoting achievement as measured by the high-profile SAT verbal and math tests. At the same time, we are asking, at least implicity, if either public or private high schools provide an SAT soore advantage in promoting college enrollments. Our analysis finds a consistent advantage for public high schools with respect to SAT math attainment. For high schools generally, however, it seems clear that school effects outweigh the impact of socially ascribed traits, such as race, ethnicity, gender, and social class.  相似文献

ABSTRACT

One of the institutional challenges of taking in large numbers of international graduate students is supporting their academic literacy skills. To accommodate a large population of international students, Japanese universities offer various services to support their academic studies and life-related issues, such as hiring international student advisors, offering Japanese language courses, and implementing peer-support programs. As a type of academic support for writing for international students, writing centers have caught the attention of universities in the last decade. To examine the institutional role of the writing center at a Japanese university, this study employs a language management lens to compare the beliefs and interests among administrators, tutors, and international students in improving international students’ Japanese writing. Interviews with the three groups of participants displayed incongruences between the administrators’ interests aligned with institutional goals, the educational philosophy of the writing center, and international students’ language learning needs. The findings point to the tutors' crucial role as language specialists who inform organized language management, and the necessity for collaboration between academic support units and faculty members in providing sufficient academic socialization environments for international students.  相似文献

This qualitative study investigated eight African‐American specialist‐level students’ experiences with and perceptions of their retention and persistence toward degree completion in school psychology programs. Findings indicate that participants deemed the general supports faculty offered to all students and positive, supportive relationships with faculty as retention strategies they experienced as effective and access to diversity in support systems as a retention strategy they perceived would be beneficial. Participants described social engagement and reliance on family and classmates as persistence strategies they used. Based on these findings, the article provides recommendations for school psychology faculty interested in retaining African‐American students and African‐American students who aim to persist to degree completion.  相似文献

This study details the processes students use and the information they consider as they confront what is likely to be their first major life decision. Over the course of a year, 322 college-bound high school students participated in up to three survey sessions in which they described their thinking about college decisions. At each session, students rated the frequency with which they had consulted various sources of information or engaged in different decision-making activities. They also listed and rated the importance of the criteria they were using, and listed the schools they were actively considering. Responses were analyzed as a function of time of survey, level of parental education, academic ability, and gender. Throughout the year, students considered roughly the same number and type of criteria. There were expected shifts in the kinds of information sought and activities undertaken. Higher-ability students listed significantly more criteria and slightly (but nonsignificantly) more schools than did students of other ability levels, especially early in the process. A variety of gender differences emerged in the information sought and the criteria used to make this decision.  相似文献

Twenty students from different educational backgrounds within the UK were interviewed to investigate how well they considered their secondary school education had prepared them for the educational and social demands of an ‘elite’ university and life within its most traditional colleges. The study asked them how they perceived students from different educational backgrounds and how they thought they were perceived. Entering a traditional Cambridge college was found to be easiest for students from prestigious ‘public schools’ within the private educational sector. State school students were more likely to experience anxiety, and those who adapted successfully were likely to have strong independent learning skills and a robust sense of self-efficacy. The study suggests that students coming from state schools to Cambridge are making a more difficult academic and social transition than students from private schools, for which they are given no special support.  相似文献

The courts traditionally have supported the belief that the public college campus is a public forum for the open exchange of ideas. Therefore, public colleges and universities should not be subject to the preferences of groups that would seek to limit expression they may find objectionable. Yet, the continuing challenges to constitutionally protected free speech on college campuses suggest that some institutions could be persuaded to exercise illegal censorship. If administrators and faculty are to protect the foundation of the public forum in higher education and avoid potential litigation, they would be wise to exercise caution when censorship is a possibility. On the public campus, students, faculty, and administrators have the right to speak and to hear a wide range of opinions, even those that may be unpopular. Institutions may only determine the time, place, and manner of these expressions. This study examines how access to academic curriculum differs between secondary schools in Australia, a country whose education system is marked by high levels of choice, privatisation and competition. Equitable access to academic curriculum is important for both individual students and their families as well as the larger society. Previous research has shown that students from lower socio-economic backgrounds are less likely to study academic curriculum than their more advantaged peers. Less is known, however, about the extent to which this pattern is related to differential provision of curriculum between schools. We found that low socio-economic schools offer students less access to the core academic curriculum subjects that are important for university entry. We also found that the breadth and depth of courses offered is related to school sector (private or public) and socio-economic context. Previous research has shown that choice and competition are inequitable because they frequently increase school social segregation and ‘cream-skimming’. Our findings show another inequitable consequence, namely that choice and competition limit access to high-status academic curriculum in working-class communities.  相似文献

Abstract

This paper is a discussion of the difficulties individuals who have disabilities face when they leave US federally funded public school programs. Exemplary programs from several sources outside public education are described as models for collaboration. Suggestions are provided for ways in which special education programs in the public schools can promote adherence to the Americans with Disabilities Act for their students in the transition from school to post‐secondary school and work. Other programs are highlighted that provide supportive practices that are viewed as necessary to meet the needs of students in schools and in preparation for post‐school life.  相似文献

Parents in the United States have had the legal right to choose the school their child attends for a long time. Traditionally, parental school choice took the form of families moving to a neighborhood with good public schools or self-financing private schooling. Contemporary education policies allow parents in many areas to choose from among public schools in neighboring districts, public magnet schools, public charter schools, private schools through the use of a voucher or tax-credit scholarship, virtual schools, or even homeschooling. The newest form of school choice is education savings accounts (ESAs), which make a portion of the funds that a state spends on children in public schools available to their parents in spending accounts that they can use to customize their children's education. Opponents claim that expanding private school choice yields no additional benefits to participants and generates significant harms to the students “left behind” in traditional public schools. A review of the empirical research on private school choice finds evidence that private school choice delivers some benefits to participating students—particularly in the area of educational attainment—and tends to help, albeit to a limited degree, the achievement of students who remain in public schools.  相似文献
