Why Librarians Matter to Poor People

This article reports on a 2008 online survey about library services to the poor conducted by the American Libarary Association (ALA) Office for Literary and Outreach Services (OLOS) committee. The survey is precedent to the preparation of an ALA action agenda for library work with poor persons that is going to occur through 2009‐10. Though limited in its scope and participation, the survey results do suggest many of the persistent issues that are involved in the development of successful library services for poor persons.     

公共图书馆的社会包容理念：内涵、存在的问题及对策

公共图书馆是体现社会包容的＂场所＂,是国家为保障公民获取知识自由而设置的专业信息机构。我国公共图书馆管理与服务过程中存在的若干社会排斥现象违背了图书馆社会包容理念,限制了公众对知识的自由、平等获取。因此,公共图书馆应制订相关的职业规范和服务准则,确立其负有社会包容的责任和使命,培育公共图书馆社区服务意识,在资源与服务配置上向被社会排斥人群倾斜,倡导并重新评估＂机会平等＂,以此促进图书馆社会包容理念的推广与实践。     

Overcoming Social Exclusion in Public Library Services to LGBTQ and Gender Variant Youth

This article addresses the vital need to meet LGBTQ information needs in public library efforts. It outlines the lack of LIS research presented on the subject, the effects of excluding this involuntary, often invisible, patron minority, and the service realms in which exclusion currently persists. After articulating the library service issues, some suggestions for improved practices are summarized, in an effort to move toward more inclusive public library communities.     

近30年我国高校图书馆社会化服务综述

近30年有关"高校图书馆社会化服务"的研究呈现三个波峰:1994～1996年、2002～2004年、2008～2010年,研究内容包括高校图书馆向社会开放的必要性、优劣势、服务内容、服务模式、服务原则及评价。高校图书馆社会化服务的理论与实践也呈现出阶段性特点,这是由思想观念、经济发展状况等多种因素决定的。我国高校图书馆社会化服务内容、层次、门槛及开放规模与国外相比仍有差距,应借鉴国外经验,让更多的人享受开放的益处。     

Information on the Go: Perspective of Academic Librarians on Use of Social Media in Reference Services

Librarians have different perceptions on the employment of social media in library services. This research focused on investigating the perceptions that academic librarians in Ghana hold about the employment of social media in providing reference and user services. A quantitative research approach employing a Likert-type questionnaire was used in soliciting the views of 99 librarians from six top public and private universities in Ghana on their perspective on the use of social media in providing reference and user services. The findings of the study indicate mixed perceptions on the application of social media in reference and user services. These are variously attributed to lack of skills on the part of librarians to use social media, low bandwidth and poor internet connectivity, and inadequate support/motivation from parent institutions among others. As a result, librarians found the traditional mode of service delivery more comfortable, though they knew the importance of social media in their services. The study recommended, among others, development of skills and sensitization workshops to whip up interest in librarians to use social media in reference and user services.

论高校图书馆社会服务能力之建设

高校图书馆向社会开放服务是大势所趋,而社会服务能力却略显不足。高校图书馆需要通过重塑公共服务精神、明确双重职能定位、优化人力资源结构、拓展公共服务领域、完善公共服务体系来实现社会服务能力的再造,并要积极为政府、企业和社会大众提供个性化、深层次的服务,在社会化服务中实现智库价值、经济价值、社会价值和文化价值。

通俗图书馆是民国初期广泛设立的文化教育机构。当时,日本社会教育的影响及国内教育改革、财政状况的现实需要使得通俗图书馆成为国内一种社会教育事业。教育主管部门把通俗图书馆作为社会教育的重要设施进行制度设计,通俗图书馆不仅在教育行政制度上有保障,而且其自身的制度建设也不断完善。针对普通民众的借阅活动集中体现了通俗图书馆的“通俗”特色,这与社会教育的理念与要求正相符合。     

地方高等学校图书馆社会服务的理论与实践研究

从世界高等教育发展史论述高等学校教育及其高校图书馆社会服务的必要性和必然性,指出地方高校图书馆由于学校行政隶属和地域特点,社会服务尤为重要;近年来,一批地方高校图书馆获得社会服务和自身发展的双赢,广州大学图书馆是其中一个具有示范意义的成功个案。     

国内外高校图书馆社会服务的现状比较与启示

高校图书馆向社会服务是近年来我国图书馆界热议的话题,我国也在教育部与中图学会等部门机构的政策引导下进行了相关的理论研究与具体实践,但与开展此项工作较为成熟的美国、日本、英国、意大利与德国相比分析,我国的高校图书馆社会服务还需在法律制度、服务理念、服务人才与服务内涵等方面进行研究和提高。     

国外高校图书馆社会服务模式及借鉴

根据对国外高校图书馆社会开放的调查,总结其在法律制度、服务观念、服务用户、服务内容、服务人员等方面的做法与特点,提出出台法律制度、成立实施委员会、强化开放服务意识、延长开放时间、招募多类型员工、细分用户和丰富服务手段等措施,供国内同行借鉴。     

韩国高校图书馆在社会化服务中的地位与作用解析

近年来国内许多高校图书馆都开展了一系列的社会化服务活动,但服务层次还有待于大力提高。韩国高校图书馆在社会化服务与促进社会发展方面有很多值得借鉴的地方。本文通过介绍韩国部分大学主要是大邱和庆北地区19所大学开展社会化服务的情况、特色和社会化服务模式,分析比较了两国社会化服务方面存在的差异,可以借鉴的成功经验,为我国高校图书馆组织和开展社会化服务提供必要的参考。     

The Need For Networks Among Public,Academic, and School Libraries in Metropolitan Sierra Leone

Metropolitan Sierra Leone is made up of Freetown, the capital city and its environs. Within its bounds are dispersed a variety of libraries, each with the mission of providing adequate, relevant and up‐to‐date materials tailored to the needs of their numerous clientele. However, because of stringent budget cuts and a lack of human and material resources, these institutions are unable to carry out their missions. One way to improve this situation is through collaboration in the provision of materials and services. This article explores the need for the establishment for networks among public, academic and school libraries in metropolitan Sierra Leone. The article begins by defining metropolis followed by a brief recounting of some features of a metropolis, the library scene in metropolitan Sierra Leone and a consideration of plausible areas for networks among these libraries. The article concludes with a discussion of some issues that have to be faced if the proposed network is to materialise.

Teens,Libraries, and Social Media: Myths and Reality

This article presents a brief overview of research relating to teens, libraries, and social media. It also summarizes a recent multimethod study of how public and school libraries fit into U.S. teens’ increasingly online information lives. The study results debunk five popular myths about teens and social media and reveal many positive ways that teens are using social media to connect with peers and adults and to seek and share information. The article concludes with a discussion of the role that libraries can play in designing services and programs to encourage teens to engage in positive social media use.

Public Libraries and the Opioid Crisis,Part 2: Community-Centered Responses

This article functions as a research critique of a short, recent IMLS report that tied early childhood success to library card holding. The authors invite a more comprehensive and evidence-based examination of the ties between library card holding, the successes of poor children in school, and the significance of sustained library services to keep kids interested in their own educational success. The article also suggests how youth use of libraries is tied to the realities of local politics, gangs, and crime.
