This article reviews the relationship between the conservative newspaper The Australian and the development of a national history curriculum in Australia. The lead author surveyed the major Australian press in the five-year period between 2007 and 2012 and found clear patterns of difference between The Australian and other press outlets in relation to education in general and history curriculum in particular. Using Jonathan Haidt's five-point model of moral values, the article analyses the behaviour of the press in Australia in relation to history education as a feature of moral preferences. Extending from this analysis, it then highlights a number of cases of press campaigns in The Australian targeted against individuals including one academic involved in the development of a national curriculum. The article demonstrates that a culture of aggressive conservatism exercised in this Murdoch press outlet reaches beyond the field of conventional political debate to constitute a serious and concerning influence in the dynamics of curriculum policy development.  相似文献

In this paper, I analyse the history of teacher education in Australia from 1974 to the current policy moment in which questions are increasingly being asked about the quality of teaching and teacher education. Teacher education is, and has been, a highly scrutinised domain in Australia. Since the 1970s, we have seen more than 100 reviews of teacher education in Australia, with another one recently announced in 2014. I focus on three phases in the growth and development of teacher education in the past 40 years by considering the ways in which teacher education (and teaching) has been thought about at various points in time and analysing the related policies for funding governance and regulation. I finish by focusing on the current policy moment in Australia which is positioning teacher education as a ‘policy problem’ requiring a national solution and consider the role of research in, on and for, teacher education into the future.  相似文献

Abstract

Taking England as our case study, this paper reviews secondary school environmental education from a policy perspective. By drawing on Stevenson’s typologies for environmental improvement and Lucas’ categorisation of environmental education, we analyse national policy documents, local authority and Multi-Academy Trust policies; and individual school planning documents. Our findings suggest in these areas a general absence of environment education policy, and where identified a rhetoric towards conservative reform framed as technology solutions, where learning is about the environment, rather than for the environment. We explain how the (lack of) environmental education rhetoric is a result of global economic changes and national austerity policies, and offer insights and signposting for policy makers.  相似文献

In this paper, we use the development of the Australian Professional Standards for Teachers (APST) as an illustrative case to examine how national schooling reforms are assembled in Australia’s federal system. Drawing upon an emerging body of research on ‘policy assemblage’ within the fields of policy sociology, anthropology and critical geography, we focus on interactions between three dominant ‘component parts’ in the development of the APST: the Australian federal government; New South Wales state government agencies; and the Organisation for Economic Cooperation and Development. While policies like the APST claim to be national in form and scope, our analysis suggests ‘the national’ is much more disjunctive and nebulous, constituted by a heterogeneous and emergent assemblage of policy ideas, practices, actors and organisations, which often reflect transnational traits and impulses. We thus see national reforms such as the APST as having a phantom-like nature, which poses challenges for researchers seeking to understand the making of national policies in federal systems.  相似文献

Abstract

The prominence given in national or state-wide curriculum policy to thinking, the development of democratic dispositions and preparation for the ‘good life’, usually articulated in terms of lifelong learning and fulfilment of personal life goals, gives rise to the current spate of interest in the role that could be played by philosophy in schools. Theorists and practitioners working in the area of philosophy for schools advocate the inclusion of philosophy in school curricula to meet these policy objectives. This article tests claims that philosophy can aid in the acquisition of democratic dispositions and develop critical thinking and considers to the extent to which these aims are compatible with each other. These considerations are located in the context of certain policy statements relating to the curricula of Western Australia and New Zealand.  相似文献

As lifelong learning becomes a greater focus for policy at local, national and supranational levels, a question emerges as to how to engage in policy analysis. This is a debate, which is already taking place in relation to policy analysis in other sectors of education. However, this has had little influence on policy studies in lifelong learning. This paper reviews the wider debates and argues for the productiveness of a discursive approach to policy analysis. In particular, it argues that the notion of metaphor can be deployed in such analysis to good effect. This is illustrated through an initial analysis of the UK government's 1998 Green Paper, The Learning Age: a Renaissance for a New Britain.  相似文献

Abstract

The Caribbean ranks second only to Africa as the region with the highest levels of skilled emigration, which is defined as the outward migration of people holding a bachelor’s degree or extensive/equivalent experience in a given field. Based on the cost of educating their citizens, there are strong arguments supporting the view that skilled emigration comes at significant economic and social cost, especially to small island developing states of the Caribbean. This paper, therefore, explores how the emigration of skilled labor from the CARICOM Caribbean impacts education policy nationally and regionally. Drawing on data collected through questionnaires and document analysis, the research unearths four dominant educational policy responses to skilled emigration: bonding and compulsory service at the national level; regional cooperation on the movement of skilled labor through CARICOM’s Single Market and Economy (CSME); market based approaches to educating skilled professionals; and education funding policy. The paper also analyses the efficacy of each of these four policy responses and their implications. Ultimately, these policy responses coalesce to highlight the national and regional complexities of educational policy-making under globalization, and the limitations of Caribbean national and regional educational policies aimed at controlling skilled emigration in the context of globalization’s market forces.  相似文献

Abstract

This paper explores the repositioning of state curriculum agencies in response to the establishment of the Australian Curriculum and the key national policy organisation responsible for its development: the Australian Curriculum, Assessment and Reporting Authority (ACARA). I begin with an analysis of the federal Labor government’s role in the early years of the Australian Curriculum reform, arguing that Labor was afforded a rare window of political opportunity that enabled the fundamental restructuring of curriculum policy at the national level, and which has significantly altered intergovernmental and inter-agency relationships. Following this, I engage with research literature that has sought to theorise the changing nature of Australian federalism in relation to schooling reform. I then present an empirical analysis based on interviews with policy-makers in ACARA and curriculum agencies in four Australian states (Western Australia, New South Wales, Queensland and Victoria). My analysis draws attention to three dominant trends: powerful new roles for ACARA in driving national reform and inter-agency collaboration; increased policy overlap and blurred lines of responsibility; and an uneven playing field of intergovernmental and inter-agency relationships and powers. I conclude by considering the implications of emerging reform trends for conceptualising the shifting dynamics of federalism in Australia and beyond.  相似文献

The series of Australian Government policy initiatives somewhat misleadingly known as the national‐training‐reform agenda (FitzGerald, 1994) represent a new reference point for faculties of education engaged in the preparation of teachers. The ideas first floated in Australia Reconstructed (ACTU, 1987)the creation of a high‐wage, high‐skill economy based on a national system of skills formation and skills enhancementreflected three underpinning principles on which government, unions and employers were united. These principlesa move away from time served and towards competencies achieved, a system of nationally recognised qualifications and a central role for industry in the specification of standardscontinue to enjoy such tripartite support and are central to the implementation of training reform. Lundberg (1994) identified five main themes of the training‐reform agenda, namely, nationally consistent competency‐based training, national recognition of competencies however attained, an open training market, fair participation in vocational education and training, and an integrated entry‐level training system. The effect that the implementation of reforms to the training system is having on the work of those teaching in schools is only now becoming apparent (Schools Council, 1994a). This paper describes the approaches used by the Faculty of Education and Training at the Royal Melbourne Institute of Technology (RMIT) and considers the impact that the changed training system might also have on the work of teacher educators in higher education in Australia.  相似文献

This paper reviews the changes, which have been introduced to public education in Australia, particularly over the last decade. These changes are analysed against the background of the free, compulsory and secular Education Acts that were implemented in every Australian colony during the last quarter of the nineteenth century. This legislation has formed the cornerstone of public education in Australia since that time. The principles of free, compulsory and secular public education and the underlying social values which underpinned the legislation are re-examined, together with the factors leading to the development of the centralized state education bureaucracies which were set up to administer the Acts. In considering current changes to public education policy in Australia, the paper argues that the principles underlying the establishment of public education have been significantly eroded. In the space of little more than a decade, the social values underpinning the Education Acts have been dramatically changed, leading to a re-invention of what public education means in this country.  相似文献

Recently Australia has witnessed a revival of concern about the place of Australian literature within the school curriculum. This has occurred within a policy environment where there is increasing emphasis on Australia’s place in a world economy, and on the need to encourage young people to think of themselves in a global context. These dimensions are reflected in the recently published Australian Curriculum: English, which requires students to read texts of ‘enduring artistic and cultural value’ that are drawn from ‘world and Australian literature’. No indication, however, is given as to how the reading and literary interpretation that students do might meaningfully be framed by such categories. This essay asks: what saliences do the categories of the ‘local’, the ‘national’ and the ‘global’ have when young people engage with literary texts? How does this impact on teachers’ and students’ interpretative approaches to literature? What place does a ‘literary’ education, whether conceived in ‘local’, ‘national’ or ‘global’ terms, have in the twenty-first century?  相似文献

Abstract

In this paper we outline an analytical approach to identifying points in the policy process where management intervention to adjust organizational design could enhance delivery of innovation policy over time. We illustrate this approach using an example from native vegetation policy in the state of Victoria, Australia. We then use this approach to interpret recent reviews of the Australian Cooperative Research Centres (CRC) Program, a policy instrument aimed at enhancing national economic growth by fostering innovation in research and development.

The approach described in this paper is grounded in the idea of policy as a complex and adaptive organizational system.

From the findings it was apparent that reviews of the Australian CRC Program have recognized some of its complex and dynamic properties. However, they have been limited in their capacity to translate this recognition into practical recommendations for organizational design to improve delivery on innovation, particularly in relation to the uptake of research outputs by industries such as agriculture. We propose that this is likely to reflect the bureaucratic foundations of innovation policy and the difficulties associated with changing processes and ways of managing them that have become locked in to the organizational system.

The design of policy instruments to deliver innovation, such as the CRC Program, should be informed by a detailed understanding of the dynamics that are mediating between policy objectives and outcomes over time. Dynamics such as the impact of bureaucratic constraints on the flexibility of policy processes and the participants engaged in them. In the absence of this sort of understanding, dynamics that critically affect the capacity of policy instruments to deliver innovation are likely to go unidentified and left to run their own course to an unpredictable and potentially counterproductive end.

While the idea of policy as a complex organizational system is well known, there remains a substantive gap in knowledge as to how thinking about policy in this way might be applied to generate practical options for improving organizational design. The analytical approach described in this paper addresses this gap in knowledge. In the absence of such approaches, the effectiveness of policy instruments such as the CRC Program, which are intended to foster innovation, will continue to be limited by deficiencies in organizational design.  相似文献

ABSTRACT

This paper accepts that the OECD’s PISA has become influential in policy terms globally, but analyses the ways that the main PISA and PISA for Schools tests are positioned differently in Australia and the USA because of contrasting educational federalisms in the two nations. Our argument is that while PISA is undoubtedly influential, its effects are nonetheless mediated by the political structures – here, the different models of federalism – present within different nations, which in turn leads to quite distinct ‘PISA effects’. For instance, Australia oversamples on main PISA to make its data available for national and state-level policymaking, whereas the USA, with its focus on local governance in schooling, does not oversample, meaning that main PISA does not have a comparable policy salience as in Australia. Conversely, the newer PISA for Schools test originated in the USA with pressure from educators and philanthropic interests and has been implemented in a good number of schools, but it has not been taken up in the same way in Australia. Our analyses show how these differences reflect the idiosyncratic workings of federalism in the two nations, in which the federal government has a stronger policy and funding role in Australia than has hitherto been the case for the federal government in the USA.  相似文献

In this paper, a detailed analysis based on the lived experiences of the study participants and the researcher (each with vision impairment) in education, post school and in the pursuit for employment is developed. The policy discourses of disability legislation – both at national and international levels – are explored with particular reference to their enactment in Australia. The analysis focuses on the collective indifference to detached others, which is evident in the linguistic construction of people with disabilities in the United Nations [(2006). In the education policy arena, the notion of ‘quality'as a mechanism for increasing accountability to stakeholders has risen to prominence in the 1990s, as part of the micro‐economic reform agenda of many national governments. This study analyses the way in which policy makers in Australian higher education have recontextualised the notions of quality adopted in other countries to reconstruct a uniquely Australian version. Further, the study analyses how this recontextualisation continues from the ministerial level, through the Higher Education Council (HEC), and then the Committee for Quality Assurance in Higher Education (CQAHE), to the site of intended policy effect ‐‐ individual universities. A theoretical framework, in part offered by Stephen Ball's policy trajectory studies, is employed to examine the negotiation, resistance and even transformation of the original ministerial quality policy of 1991. A central contention is that the operation of the subsequent 3‐year cycle of quality reviews between 1993 and 1995 provides an example par excellence of a government strategy of ‘steering at a distance’.  相似文献

In 2007 the Rudd Labor government in Australia introduced significant changes to education policy for the nation. The Skilling Australia’s Future (Rudd et al. Skilling Australia for the future. Election 2007 policy document, 2007) policy was meant to redress a perceived failure by the previous Howard federal Liberal-National Coalition governments to fund and manage vocational skills training adequately. The Skilling Australia’s Future policy established a number of areas for immediate action. This paper looks at one of these areas from the policy document, namely, the Rudd government’s plan for addressing skills shortages (Rudd et al. 2007, pp. 4–9) through the establishment of Trade Training Centres in schools. The policy is analysed using Critical Discourse Analysis, featuring the semiotic concept of intertextuality. Findings from the application of this method suggest that Skilling Australia’s Future (2007) belongs within a history of like-minded policy and, although a new direction is provided by the allocation of Trade Training Centres to selected high schools, the policy is not clearly separable from the market-driven discourse that has pervaded education policy since the 1990s.  相似文献

Abstract

Teacher education is a hotly debated policy area in higher education and schooling portfolios, with increasing emphasis on standards and accountability. It is in this environment that The Standards Project (2013–2015) presented in this article began. It has at its core a three-part commitment: first, to undertake a comprehensive audit and analysis of all teacher education programmes in the state of Queensland, Australia, to establish the approaches and practices Universities relied on to preparing beginning teachers as assessment capable; second, to take account of multiple perspectives and approaches in initial teacher education to integrating data into how beginning teachers are prepared to source and use evidence for improving learning and teaching; and further, to develop new principles, policy and practices for reviewing and moderating teacher education programmes against professional standards. The paper proposes a move beyond the discourse of professional standards of practice towards a complementary discourse of standards of evidence. In our collaboration we drew on two fields, namely the writing on teacher education including reviews, and the field of assessment, both considered within broader sociocultural theory applied to assessment.  相似文献

This paper examines the outstanding performance of Shanghai, China on PISA 2009 and its effects on other national systems and within the global education policy field. The OECD's PISA is helping to create this field by constituting the globe as a commensurate space of school system performance. The effects of Shanghai's success are considered in three other national contexts: the USA, England and Australia. We combine (a) analysis of data from more than 30 research interviews with senior policy actors at the OECD, the IEA and within Australia and England; and (b) document analysis of policy speeches, commissioned research reports and media coverage from the three national contexts. Shanghai's performance in PISA 2009 produced a global ‘PISA-shock’ that has repositioned this system as a significant new ‘reference society’, shifting the global gaze in education from Finland to the ‘East’ at the beginning of the so-called ‘Asian century’.  相似文献

Abstract

Purpose: This article outlines the development of extension as a discipline in Australia, its organization, and the ideological changes that have occurred from the second half of the nineteenth century through to the present.

Design/Methodology/Approach: It considers the evolution of extension across the different states of Australia from a national perspective and describes how the research development and extension (RD&E) complex has rotated through cycles of crises, highs, awakenings in thought and practice, and periods where achievements and institutions unravel.

Findings: Discussed is the tension between public and private sector extension, as well as the successes and failures of various paradigms. It considers the impacts of different agricultural policy on Australian agricultural RD&E across the decades. In particular it deals with the current ‘unravelling’ of the agricultural RD&E system in Australia, and tries to anticipate future demands on agricultural extension and how these services might be delivered into the future.

Practical Implications: The article challenges the reader to consider the discipline of extension as a subset of the greater society in which it exists. It provides an insight into how the agricultural research, development and extension capacity of a nation can be observed to ebb and flow over generations in accord with the rhythm of society.

Originality/Value: The article presents a perspective that has not been fully captured or understood until now.  相似文献
