For several years the number of teachers trained in several subject areas through regular teacher education programs in Turkey has been insufficient to meet the demands in the country. As a result, to combat teacher shortages in many subjects alternative routes to teacher certification have been sought. Here we examine teacher candidates' perspectives of some of these practices. The participants in this examination comprised 140 senior undergraduate students in the English teaching program in a Faculty of Education in Ankara. Almost all participants believed that the teacher candidates who go through alternative routes to become teachers of English do so because they seek employment and this is the last resort. The study highlights the fact that it is critical to pursue educational planning if we are to improve quality in education.  相似文献

Providing for equality of educational opportunity at racially isolated schools continues to be an important area of concern for educational policy makers. Quality teachers to staff instruction programs at these schools is essential to promoting equal opportunity for minority groups. Unfortunately, these schools continue to suffer chronic teacher shortages. Recently, California implemented a teacher certification examination (CBEST) designed specifically to improve the quality of teachers entering the profession. An unintended consequence of the certification movement was the exacerbation of the teacher shortage problem at racially isolated schools. The purpose of this study is to examine the characteristics of teachers who passed and failed the CBEST. The study finds that failure rates are highest among minority teachers that are presently employed. The study also finds that the mathematics knowledge subscale scores best discriminate those passing from those failing the CBEST. An analytical approach for determining optimal cutoff scores on the CBEST which balances the need for certification with the problem of teacher shortage is proposed.  相似文献

The paper explores the reasons for racially specific differences in earnings of school-leavers. The results indicate that employers reward certification. In the case of all races, but especially Africans, the quality of the matric. pass was an important factor. Substantial earnings differentials persisted between Africans and the other races. This could reflect labour market discrimination or the fact that employers do not perceive the quality of the African matric to be on par with that of other races. The fact that African matriculants especially those with better quality passes do receive higher earnings raises important questions about educational policy.  相似文献

In this paper, we consider the difficulties that a group of internationally educated female teachers (female IETs) encountered in the process of seeking certification in the Canadian Maritimes. We read their experiences in the context of neoliberalism, in particular how they are positioned in the labour force and also the teaching profession. We consider the material effects of differences such as gender, race, ethnicity, and regional location for the female IETs. Further, we underscore implications for teacher education.  相似文献

This study is designed to explore how the ecological context of teacher education influences affect South Korean teacher educators' professional development. Research findings reveal that South Korean teacher educators' concerns about their professional development are mainly related to conducting research influenced by global, political, social, and institutional influences together. The global influences permeate lower contextual levels in order and appear as concrete policies affecting teacher educators' work. As a result of an environment that favors academic achievement in various levels of the ecological contexts of teacher education, South Korean teacher educators desire more international academic communication.  相似文献

In national education systems worldwide, teacher quality has become synonymous with education reform efforts, but a more elusive goal is empirically measuring teacher quality. One proposed measure of teacher quality, teacher licensing, also known as certification, is an increasingly ubiquitous component of national education systems and pre-service teacher education around the world. Rapidly developing national education systems, like those in the Arabian Gulf states, are actively seeking to measure teacher quality through teacher certification and to estimate teacher quality using scores on student achievement tests. This study synthesizes research literature and contextual data as a foundation for using hierarchical linear models to estimate the impact of teacher certification on student achievement in the Gulf Cooperation Council (GCC) countries. Despite the emphasis on improving teacher quality by establishing teacher certification requirements in GCC national education systems, the researchers found neither a direct nor a consistent association between teacher certification and student achievement in the GCC.  相似文献

Workplace learning in early entry (EE) teacher education programs has been proposed as an alternative to traditional programs and as bridging the theory-practice gap in teacher education. However, there is little empirical evidence for the underlying assumption that one can become a highly qualified teacher by merely being a teacher. This article discusses to what extent students of teaching in EE programs experience their work environment as a stimulating learning environment. The results of semi-structured interviews and an online survey suggest that schools tend to hinder rather than serve the purpose of workplace learning. Retaining quality teachers is a global challenge for schools, particularly those in rural districts. A nation-wide study conducted by the Human Sciences Research Council (HSRC) found that 55 % of teachers in South Africa would leave teaching if they could. Resignation was found to be one of the three largest causes of attrition (Hall et al. Potential attrition in education: the impact of job satisfaction, morale, workload and HIV/AIDS. Report presented to the ELRC by the Human Sciences Research Council and the Medical Research Council of South Africa, Cape Town: HSRC Press, 2005). This paper reports findings of a qualitative multi-case study of 15 schools in Moretele, part of a rural district—Bojanala—in the North-West province of South Africa. The aim of the study was to determine factors that influence teacher retention and the teacher retention strategies used by principals. The study also ascertained principals’ perceptions of their effectiveness in managing teacher retention. Data were collected through individual and focus group interviews of purposefully selected school principals. Findings suggest that rural schools have unique challenges that tend to militate against teacher retention. Reported barriers to teacher retention relate to the policy and procedures framework, working conditions in schools, socio-economic push–pull factors, teachers’ personal circumstances, and the role ambiguity of principals. The key recommendation made is that the staffing function as an aspect of Human Resource Management should be decentralized. School Governing Bodies must be empowered to make teacher-retention decisions and facilitate related activities of school principals.  相似文献

Comparative Education as a subject or course on teacher education curricula mainly continues to be taught in Ireland, some African and East European countries and a few colleges in Ireland, the UK and several universities in the USA, Canada, Western Europe, Latin America and Australia. This research compares Irish and South African students' experiences of their Comparative Education courses. The article commences with a survey of literature on the position of Comparative Education in teacher education, a portrayal of the contextual background of South Africa and of Ireland, and a brief synopsis of the pre-course survey of students' expectations, upon which this study builds. Subsequently the research method is explained and the results presented. Three findings emerged from this study. The first is the valuable role of Comparative Education in teacher education. The second is the role of contextual factors in determining the significance of Comparative Education in teacher education. Thirdly, the centrality of clients (i.e. students) is critical to the future of Comparative Education in teacher education.  相似文献

Teacher educators in a post-apartheid South Africa are being asked to re-conceptualise and re-design their pre-service teacher education programmes to respond to new national policies on teacher education. A sample of teacher educators from various teacher education institutions was interviewed about their understanding, support for and implementation of the new policy and the problems they have faced in making it a reality. Teacher identity development and change is shaped by the interrelationship between personal biography and experience and professional knowledge linked to the teaching environment, students, subject matter, and culture of the school. Working from this framework, this study examines how beginning teacher interns who are part of an alternative route to teacher certification construct a professional identity as science educators in response to the needs and interests of urban youth. From the teacher interns, we learn that crafting a professional identity as a middle‐level science teacher involves creating a culture around science instruction driven by imagining “what can be,” essentially a vision for a quality and inclusive science curriculum implicating science content, teaching methods, and relationships with their students. The study has important implications for the preparation of a stronger and more diverse teaching force able to provide effective and inclusive science education for all youth. It also suggests the need for greater attention to personal and professional experience and perceptions as critical to the development of a meaningful teacher practice in science. © 2004 Wiley Periodicals, Inc. Distance education has, historically, been advanced as a major means of upgrading the quality of African teachers in South Africa. There is, however, little knowledge of the quality of existing materials currently in use. Nor is there much work yet focusing on the pedagogical assumptions contained in these distance upgrade programmes. This paper evaluates a few sections in the materials dealing with education theory, and concludes that both content and pedagogical forms do not explore the experiences and views of practising teachers working through these materials. In the light of this observation it is argued that distance education can only be a successful mode of upgrading teachers if both content and pedagogy of materials are improved.  相似文献
