International developments: Educational and informational needs of public library users in Nigeria

The purpose of this paper is to examine the educational and informational needs of public library users in Nigeria. The data was obtained from the answers to an inquiry form handed to persons entering the library during a typical six days of operation in seven public libraries in Nigeria. It was discovered that a large number of users used the library as “study hall” (69.1 percent) and seek library materials for their school work (72.3 percent). It is recommended that public libraries should gear their collections to the needs of the people. Focused collection rather than balanced collection is recommended. Normal library functions should be expanded to include education, literacy, and health care.     

National library of China: The acquisition of foreign language materials

The purpose of this study is to examine the growth of the acquisition of foreign language materials in the National Library of China. An objective is to show how historical and contemporary events affected the National Library's development in terms of the procurement of foreign materials. The paper clearly demonstrates the preponderance of foreign materials in science and technology for China's modernization.

Hospital library foreign language labs: the experiences of two hospital libraries

Increasingly, hospital-based physicians, residents, and medical students are welcoming into their care foreign-born patients, who do not speak English. Most hospitals today have an Interpretive Services Department, but many of the physicians, residents, and medical students want to become more proficient in the most frequently spoken foreign languages in their respective locales. To help recruit and retain a diverse workforce, some hospitals sponsor English programs for staff. The Treadwell Library at Massachusetts General Hospital in Boston, Massachusetts, and the Grady Branch Library at Grady Memorial Hospital in Atlanta, Georgia, have developed a special collection and hospital library-based language laboratories in order to meet this need.

Collection development in public libraries in South Africa: New library and language policies

This paper seeks to explore the relationship between a new language policy in South Africa and collection development practice and policy, particularly in public libraries. It provides background to the national language debate and refers to publishing patterns and their effects on libraries' acquisition practices. Implications for future acquisitions policy and practice are discussed in the light of the new language policy.     

Reference service for the internet community: A case study of the internet public library reference division

The creation of the Internet Public Library Reference Division is presented in the historical context of librarians' efforts to integrate the use of technologies with reference services. The article examines ways that librarians have successfully incorporated new technologies, and makes recommendations about how these strategies can be applied to the Reference Division and to Internet usage for the reference process in general.

The Texas public library trustee

Public Library trustees in Texas resemble trustees nationally in that they are appointed primarily by a public official or governing body; they see their major duties connected with decisions on policies, funding, and librarian employment; their tenures are short (the majority five years or less); and they attend monthly meetings. Differences from the national scene exist in the areas of sex distribution (the majority are women); membership in national and state trustee organizations (very low for Texas); presence of formal bylaws (94–5 percent of libraries); and education (lightly regarded for both new and continuing trustees).

Modeling the impact of individuals’ characteristics and library service levels on high school students’ public library usage: A national analysis

Information behavior (IB) and public library usage studies seldom simultaneously analyze individual-level characteristics and community-level information service factors. Thus, it is uncertain whether changes in community-level factors, such as an increase in public library funding and service level, make a difference in an individual's library usage after differences in personal characteristics are accounted for. Applying the person-in-environment (PIE) framework designed to integrate individual agency and sociostructural factors in IB research, this study used structural equation modeling (SEM) to test the factors influencing a student's frequency of public library usage for schoolwork, leisure, and Internet access. It mapped and merged a nationally representative survey of 13,000 U.S. 12th graders with census tract data and public library statistics. The SEM findings indicate that school information environment, frequency of school library use, race/ethnicity, and home computer availability were among the top three factors affecting public library usage for schoolwork, leisure, and Internet access. More importantly, library service levels had a positive impact on students’ library usage in terms of frequency of use. Specifically, even after personal differences such as each student's socioeconomic status and achievement motivation were controlled for, higher service levels in the student's neighborhood public library contributed to more frequent library usage. The findings pinpoint the benefits for individual-level IB study to incorporate etic measures of community-level factors. The findings also suggest that continuous effort to fund high levels of public library services—particularly in disadvantaged areas—is worthwhile. Such efforts should be encouraged.
