美国公共图书馆经费保障制度研究

经费是公共图书馆生存和发展的基本保障,围绕经费保障问题形成的制度则是公共图书馆生存和发展的基础性制度。美国公共图书馆事业发达的重要基础在于其经费保障制度及其体系的完善。美国通过联邦、州和地方政府多个层面颁布法律、法规和标准来规定对公共图书馆的拨款事项,实现美国公共图书馆经费增长与国家财政支出增长同步,并取得较好的服务效益。但目前尚存在经费在不同级别政府间分配不公等问题。本文系统分析美国各个层面对公共图书馆经费保障制度的立法基础和法律形式,考察其经费保障体系的实践效果,以期为我国图书馆法关于经费问题的理论与实践研究提供参考。     

Knowledge Management Perceptions in Academic Libraries

Despite the increasing interest taken in knowledge management (KM) by a wide range of practitioners as well as the library and information science (LIS) community, knowledge management is not systematically applied in libraries. Due to the complexity of knowledge, as well as the multifaceted nature of knowledge management, there is no consensus among LIS professionals regarding its relation to information management. In this context, the current study aims at exploring how library employees perceive knowledge management, as well as which KM tools and techniques are adopted by academic libraries. The results indicate that although practitioners are aware of knowledge management and appreciative of its benefits not only for library performance but also for LIS professionals' future career options, there is a lack of clarity on fundamental KM issues. Finally, academic libraries take steps towards capturing the knowledge of their users and internal explicit knowledge; however, social practices such as communities of practice, which facilitate tacit knowledge and expertise sharing, are not adopted.     

Graduate and Post-MLS Study in Digital Libraries

ABSTRACT

As librarians confront the Information Age, it is imperative that they remain aware of the issues that affect the profession. Traditional library skills are no longer adequate for maintaining a competitive edge in the field. Post-graduate education in digital libraries offers information professionals an opportunity to broaden their knowledge of the new technologies utilized in libraries, as well as the issues generated by their use. This article surveys current educational opportunities with regard to digital libraries.

关于军队院校数字图书馆建设的反思

本文对军队院校数字图书馆的几个问题进行了初步的探讨与反思，并提出了一些思考与意见。     

弥合数字鸿沟促进数字包容:信息社会中图书馆的新使命

为落实联合国2030年可持续发展目标,国际图联与一些国际组织共同发起“图书馆致力数字包容”的共同承诺和“行动呼吁”,国内外图书馆界领导及知名专家学者就“图书馆与数字包容”进行了讨论。饶权指出,随着现代技术的发展,数字鸿沟问题日益突显。中国国家图书馆研究提出建设“全国智慧图书馆体系”的工作思路,以期引领带动各级公共图书馆全面实现智慧转型,在促进数字包容方面发挥更加积极的作用;克里斯汀·麦肯齐阐述了国际图联在支持联合国2030年议程和可持续发展目标方面的工作,特别是目标第16条:“构建和平与包容的社会,使人人享有公正,提高政府机构效率和能力,强调政府和图书馆必须成为数字包容的积极推动者”;杰拉德·莱特纳指出,促进数字包容的任何努力都需要考虑三个方面——互联、内容和能力。缺乏任何一个方面,都不可能完全实现数字包容。图书馆作为社区中心的公共空间、内容的储存空间和门户,以及经验丰富的信息素养教育者,在更广泛的政府战略中都可以发挥自己独特的作用;陈超指出,历史和现实、理论和实践早就告诉我们,公共图书馆肩负着促进人类社会包容性发展的义不容辞的使命。为此公共图书馆必须承担起“弥合数字鸿沟,促进数字包容”的社会责任,让每一个人有机会上网、为每一个人赋能、让每一个人能平等获取信息知识;吴建中认为,我国图书馆界应积极配合国际图联的呼吁与倡议,并发出我国图书馆界强有力的声音。第一,大力宣传我国在保障公民获取基本公共文化服务权益方面的政策及举措。第二,积极推广互联网和数字技术在图书馆的应用。第三,继续提升媒介和信息素养服务的质量;于良芝从个人信息世界的概念出发思考数字鸿沟现象及图书馆的作用,揭示了数字鸿沟的复杂性及社会包容与数字包容的互为条件性,认为这为公共图书馆参与数字包容建设开辟了更广阔的空间;肖珑表示,支持国际图联(IFLA)关于数字包容声明的提出,中国高校图书馆应清醒地认识到信息贫富分化问题的存在,并努力缩小地区差距,保护不同群体利益,促进高等教育的内涵式发展;阿曼达·里德与金·汤普森认为,当危机、变革和挑战来临之际,也是我们努力前行之时,并以一所美国图书馆为例,显示了在新冠疫情这样的危机面前,公共图书馆如何满足当地居民需要,支持社区朝着更加数字包容的社会可持续地发展;金武刚认为,图书馆应当加强科普功能,开发新媒体产品,融入公共传播平台,帮助社会民众辨别网络信息真伪,查询获取正确信息,解决数字包容深层次问题;吴丹与刘静基于技术环境变化的背景,以人与技术的交互为焦点,从“技术→人”与“人→技术”两条路径对数字包容内涵进行扩展并提出了图情领域工作的发展策略。     

21世纪大学图书馆的社会化发展

文章针对大学图书馆在现代化建设中所遇到的各种问题,以及网络时代信息产业出现的新特点,提出了２１世纪大学图书馆的发展方向－社会化发展,并从大学图书馆的服务、资金、技术、人员、业务等五个方面展开了论述。     

The Role of Rural Public Libraries in Small Business Development

Like all public libraries, rural public libraries in the Appalachian region can play a significant role in the economic development of their communities. Economic development in rural communities potentially benefit from many of the same resources and services all enjoy at public libraries, including free and public Internet access, space, education, question answering, and materials on many business-related subjects. This article reports survey findings of current activities that rural public libraries perform in one state, namely the state of Tennessee, as a case study to apply the lessons and insights to other parts of the United States. The discussion includes assessment of activities and some recommendations to streamline and stimulate all public libraries in conducting this assistance efficiently.     

Strategies for the Development of Public Libraries: A Survey of Selected Public Libraries in Lagos State,Nigeria

Public libraries serve as valuable assets in meeting a community's strategic goals. This article investigates strategies for the development of public libraries in Lagos State, Nigeria. Observation and questionnaire methods were used as research tools. The population of the study consists of librarians and users of public libraries in Lagos State. The eleven public libraries and twenty local government libraries in the state were surveyed. The major findings were that public libraries in Lagos State were not adequately funded and that the parent body has yet to meet the International Federation of Library Associations (IFLA) standard of public library establishment. The study highlighted the challenges facing public libraries in Lagos and offered some remedies.

《国家基本公共文化服务指导标准(2015—2020年)》作为国家层面体现政府责任的公共文化服务“底线标准”,将公共图书馆相关指标纳入其中,具有鲜明特色。各地分类制定的地方公共文化相关标准有诸多创新和发展,推动了图书馆文献资源建设,提升了图书馆服务能力,助推了全民阅读活动开展,创新了人才队伍建设路径。新近发布的《中华人民共和国公共图书馆法(征求意见稿)》在经费保障、硬件设施及服务活动方面与已出台的公共文化服务标准有所呼应。随着图书馆事业发展理念逐步向效能导向的全局观念转变,公共图书馆行业已有标准为公共文化服务标准的制定提供了重要支撑和参考。公共图书馆应顺势而为,通过标准化建设助推公共文化服务均等化早日实现。参考文献52。

The Future of Small Rural Public Libraries in America: A Report Prepared for the Board of the Langlois Public Library

This report by the director of a small public library examines multiple issues that face small and rural libraries in the age of big data, high expenses, and limited revenues. The author concludes that small libraries often have quite individual needs that must be met if the library is to be successful in its service mission, especially in this time of rapidly changing technology and a shifting demographic profile.     

The Quadruple Helix Model of Libraries: The Role of Public Libraries in Newcastle upon Tyne

This article is based on semistructured interviews with library staff members in order to explore both how they perceive the role of libraries in most deprived areas in Newcastle upon Tyne and how they relate with their patrons. We show that public libraries play a primary role in activating a virtuous cycle, in which infrastructures, skills, and increased ability of users to achieve their goals simultaneously result from and feed social inclusion strategies. However, some limits might be related to the availability of public economic resources that tends to affect the smaller libraries by reducing opening times and services provided.

对图书情报类19种核心期刊近十五年内高校图书馆员发表的论文进行统计分析,并运用知识图谱和社会网络分析等方法,分析了国内高校图书馆和公共图书馆研究领域的若干分支,并在横向对比的基础上总结出当前我国公共图书馆与高校图书馆研究的基本特点。     

User Navigation in Large-Scale Distributed Digital Libraries: The Case of the Digital Public Library of America

ABSTRACT

This article presents the findings of a case study that examined user navigation in a large-scale digital library in the context of academic use. Using the Digital Public Library of America (DPLA) as a case, the study explored user navigation and understanding of a distributed model of large-scale digital libraries. The DPLA model involves two- or three-step navigation pathways. Most study participants could navigate the DPLA distributed, multilayered system effectively. This study found some confusion among the participants when they must move through a three-step process to locate digital objects provided by a metadata aggregator service hub. The study participants also pointed out the advantages of a distributed model in collocating digital resources and connecting users to a wide range of digital libraries.     

多元会通,传统犹在——对1901至1911年影响中国公共图书馆之传统观念评价不公的质疑

自清末新政至辛亥革命10年间是中国近代公共图书馆产生的时期。该时期中国公共图书馆的理论和实践是由西方图书馆观念与中国传统藏书观念会通揉合的产物,对中西观念所起的影响和作用均应给予客观公正的评价。针对学界长期存在的尚西蔑中偏向,本文对历史史实进行了认真地梳理和分析。其目的对中西文化交流具有恢复历史公允和促进未来发展的双重意义。
