School choice is a controversial topic in the education debate. Proponents argue that choice would open up opportunities to disadvantaged families. Critics counter that choice may exacerbate inequities as advantaged parents are more likely to choose the best schools. Rio de Janeiro and Santiago provide unique institutional contexts in which to explore how choice may affect equity. We use datasets with information on home addresses to compare the choices of parents with different backgrounds. We find that disadvantaged parents in both cities are less likely to choose high achieving schools. The differences are more pronounced in Santiago than in Rio. These results suggest that choice policies will likely not reduce inequities and the design of the program influences behavior.  相似文献

A key assumption of school choice and competition policies is that parents’ most important (if not only) priority when choosing a school is its quality. However, evidence about which of a school's attributes really drives parental choice is still scarce. We use census data from a parent questionnaire in Chile, a country with a national school choice and competition system, to describe the attributes most commonly considered by parents when choosing a school, and to assess how the probability of prioritizing those attributes varies with the parents’ socioeconomic characteristics, while controlling for other characteristics of the family. We find that parents choosing a school prioritize its proximity, its quality, and whether it provides religious education. Furthermore, the probability of parents prioritizing proximity is higher for parents of low socioeconomic status, while the probability of them prioritizing quality and religious education is higher for parents of high socioeconomic status. These findings show that only advantaged families choose schools based on their quality, and therefore school choice and competition policies may offer a limited benefit for disadvantaged pupils, possibly maintaining or reinforcing socioeconomic segregation in the education system.  相似文献

Market theory positions the consumer as a rational choice actor, making informed schooling choices on the basis of ‘hard’ evidence of relative school effectiveness. Yet there are concerns that parents simply choose schools based on socio-demographic characteristics, thus leading to greater social segregation and undercutting the potential of choice to drive quality improvements. In this paper, we explore segregation by examining catchment areas for a range of public high schools in a specific middle-class urban area. We focus on socio-demographic characteristics, including levels of income, country of birth and religion affiliation, in order to explore residential segregation according to public high school catchment areas. Our data suggest distinct residential segregation between catchment areas for each public school within our data-set, particularly for the schools deemed to be popular and rejected, that may pose risks for broader equity concerns. We argue that, in contrast to market theory, even more affluent and active choosers are not equipped with information on the programmatic quality of their different school options, but instead may be relying on socio-demographic characteristics of schools – through surrogate information about the urban spaces that the schools occupy – in order to choose peer groups, if not programmes, for their children.  相似文献

School choice survey data from the Metropolitan Nashville Public Schools, a large county‐wide school district, is analysed to examine the characteristics of parents who consider choosing private schools for their children and those who do not. We examine differences in background, including race, educational attainment and socioeconomic status, as well as differences in parent satisfaction with their child’s previous school, parent involvement in school, parents’ priorities in school choice, as well as parents’ social networks. After controlling for background characteristics, we find that parent satisfaction with their child’s previous school was not a predictor of considering a private school. Rather, parent involvement seems to be a more important indicator of whether or not a parent would consider sending their child to a private school. In this case, parents are not ‘pushed’ away from public schools, contrary to much public rhetoric that suggests private schools are somehow inherently ‘better’ than public schools and parents who are dissatisfied with their public schools will opt for private schools. Instead, these findings suggest a ‘pull’ towards private schools. Parents may perceive that parent involvement and parent communication are more easily facilitated and valued in private schools.  相似文献

One of the pillars of the educational voucher system is that competition among schools to attract students would improve the quality of the education. Surveys to parents and previous work suggested that families rank the distance of the school from their home as the most important factor for choosing a school. They also suggest that parents largely ignore the results of standardized tests. We use a novel data-set which includes precise measures of the distance between homes and schools to analyze the determinants of school choice in Chile. Economic theory suggests, and the estimations confirm, that parents consider quality and the location when choosing schools. The paper quantifies the relevant trade-offs.  相似文献

Abstract

In this paper, we consider the relationship between the existence of private schools and public attitudes towards questions about educational provision. Data from the 2010 British Social Attitudes survey suggest that parents who choose to send children to private schools may become more entrenched in their support for more extensive forms of parental partiality, with potential ramifications for the future supporting of progressive education policy. We suggest that addressing questions about the existence of certain forms of education and school choice policies requires consideration of the broader ethical environment.  相似文献

This article examines how teachers and parents in 10 municipal schools serving students growing up under conditions of social vulnerability represented themselves, and others, as valid agents for charting school improvement. In four schools parents and teachers saw each other as trustworthy and collaborating to provide an education that could transform students’ life chances. In the other six schools, social relations were marked by distrust, staff constructed students as lacking the resources necessary to benefit from a rigorous academic programme, and parents in leadership positions shared with teachers the belief that school failure could largely be attributed to uncommitted parents. These results suggest that the impact of quality assurance policies tends to be associated with the social capital of municipal schools, thus educational policy needs to consider developing and strengthening social capital within schools.  相似文献

Despite the social equity work that still needs to be done in schools and society, many researchers, politicians, and social commentators claim that gender equity work in schools has been accomplished. These people assume that actions in school lead to gender equity outside it. But, there may be two problems with this assumption: 1) achieving equity in academic work may mask still‐inequitable gender work in schools and 2) girls’ and boys’ equal academic achievement does not promise social equality, inside or outside schools. The following study offers evidence from a recent middle school study that reveals how children’s gender identities are naturalized as neutral “student” identities, making the effects of children’s gender identity work invisible. This author argues that schooling at best maintains the inequity of the American gender status quo, and perhaps may work to actually lessen chances for women and men’s equitable life opportunities.  相似文献

ABSTRACT:  This paper focuses on school choice and the extent to which admissions to publicly-funded secondary schools in England address issues of equity and social justice. It argues that schools with responsibility for their own admissions are more likely than others to act in their own self interest by 'selecting in' or 'creaming' particular pupils and 'selecting out' others. Given this, it is argued that individual schools should not be responsible for admissions. Instead, admissions should be the responsibility of a local authority (or non-partisan body); this body should make decisions about who should be allocated to which school on the basis of the expressed wishes of the parents, and the admissions criteria of the school in question. Admissions criteria should be objective, clear and fair and the admissions system itself should address issues of equity and social justice. It is argued that systems where there are some 'controls' on the choice process should be facilitated to address equity and social justice considerations which can benefit individuals and communities.  相似文献

This paper is designed to specify a set of new opportunities for educators, school administrators, and scholars to realize the practical aims and strategic advantages envisioned in magnet schools. The paper is divided into three distinct sections. In Section I, we examine the extensive research literature on parents’ choice patterns and school preferences in magnet schools and other school-choice programs. In Section II, we compare the reasons parents choose particular schools with the criteria school districts use to select magnet school locations (and themes). This section highlights desegregation goals and district-level magnet school policies pegged to the following questions: What is the policy context for siting decisions in districts with magnet schools? Are siting policies strategically aligned with what is known from the research literature about parents’ school preferences? Do neighborhood characteristics play a part in magnet school siting policies and specific decision-making? In Section III, we use geographic information system (GIS) tools to add both clarity and complexity to the convergence of parent choice patterns and sociodemographic diversity in our four selected school districts. The maps depict the racial and socioeconomic characteristics of the magnet schools in each district, as well as the demographic characteristics of surrounding census tracts (extended school neighborhoods). We conclude that GIS can be a viable option for improving the citing decisions for magnet schools, and that this can allow for the merging of parent choice priorities with educational equity and diversity goals of the district.  相似文献

This article analyzes how macrolevel institutional forces persist and limit the expansion of decentralized schools that attempt to challenge normative definitions and practices of traditional school organizations. Using qualitative case study methodology, the analysis focuses on how one decentralized charter school navigated and reconciled its internal objectives linked to meeting the needs of a Latino, inner-city student population, with the institutional pressures and demands external to the organization. The findings suggest that decentralized school choice options which promise community-based participation and control are constrained by institutionalized rule-based demands that limit the expansion of alternative schooling models which may hold potential for promoting access, voice and equity for parents, students, and teachers.  相似文献

Lagos is home to 12,098 private schools catering to 57% of the state's enrolled children, from ultra-rich to relatively poor households, with many schools targeting those of lower socio-economic status. Government schools were intended to provide a just and equitable option for all; however, they have not kept pace with demand in terms of both capacity and quality, causing concerned parents to look elsewhere. This paper draws on original household survey data to investigate why parents living in slums would put considerable strain on their household budgets to access fee-paying primary education for their children, and discusses the equity implications of this situation. Context is provided through data from the first comprehensive private school census in Lagos during the school year 2010–2011. It is found that parents choose private schools because government schools are perceived to be failing (or too far from home), but also that they have higher expectations than can be provided by private schools run on incredibly tight budgets with often untrained teachers. It is highly questionable then how under such circumstances social justice can be served through this scenario.  相似文献

This paper describes the trend towards the privatization and marketization of US schooling across three domains. We begin by describing the trend in recent pro-market policy reforms — proposed or enacted — to US schooling. This reform trend can be explained in terms of the growing importance of economic theory and economic evidence in social and political discourse. Briefly, we review mainstream economic theory and evidence to see what general lessons can be drawn, with a focus on productive efficiency. In the main section of the paper, we look at the direct evidence for US schooling not only in terms of the productive efficiency of schools, but also equity in schools, freedom of choice for parents and students, and the social cohesion produced by schools. Our review reaches a number of conclusions which suggest that the trend toward privatization and marketization may generate greater productive efficiency. Although the economic analysis is deficient in several ways and may have limited pertinence for social goods such as education, it highlights the need for strong and effective systems of accountability. Regardless of whether the advantages outweigh the disadvantages, however, it may be difficult to prevent further steps toward marketization.  相似文献

In this paper we develop a conceptual framework for analyzing school choice decisions, evaluate past empirical research, and estimate an individual level model of choice using a unique data set. Previous empirical work modeling households' decisions to send their children to public or private schools frequently employed incomplete or aggregate data that precluded firm policy conclusions. The data employed here merges 1980 individual level census data with information about schools in New York. The results suggest that parents are sensitive to the relative quality of school offerings, the tuition of religious schools, characteristics of other students in each alternative, and socioeconomic characteristics of the family. The empirical findings contribute to our understanding of the existing school choice structure and provide insights concerning new school choice proposals.  相似文献

The principles of school choice and diverse provision underpin transition to secondary education in a majority of countries. This article focuses on the potential for structural diversity to constrain rather than promote choice. Although intended to improve equity in access and quality of provision, choice-based systems serve to homogenise school intakes and magnify attainment differences between schools. School choice decisions become high-stakes in such contexts, because eventual school placements influence the future character of children’s schooling. In Northern Ireland, existing community divisions are reflected in the available school types, with a majority of places at either Catholic or de facto Protestant schools, and only a small number at Integrated schools. This results in high levels of homogenisation along community lines. In addition, the provision of separate grammar and non-grammar schools means that intakes are also academically stratified, resulting in the extreme between-school attainment differences characteristic of systems arranged in this way. Drawing on documentary evidence and a survey of transition-age children, this research discusses how school choice within structurally complex systems can be constrained. The main focus is on how children’s education rights, as set down in the United Nations Convention on the Rights of the Child, are placed at risk by the interaction of system-level divisions. It concludes that school choice arrangements in Northern Ireland do not operate in compliance with children’s education rights when tested against each of the requirements set out in Tomasevski’s 4-As scheme, namely that education provision must be available, accessible, acceptable and adaptable.  相似文献

Oslo introduced a combination of school choice, per capita funding, balanced management and accountability in their public schools. Recent studies point out that this has increased segregation. In this study, teachers have been interviewed about their experiences. Bernstein´s classification and framing tools have been used to analyse the consequences for schools and relations between schools and parents/students. ´Marginalised´ and ´privileged´ schools find themselves in negative and positive spirals when it comes to popularity. These spirals are classed, raced and, (in upper secondary school), also gendered. Since attracting the ´right´ students and avoiding getting the ´wrong´ ones is essential for both school categories, school choice creates a mutual interest between the school and privileged parents/students in fortifying the latter´s voice. Three findings are especially interesting: 1. Cream skimming occurs in undersubscribed schools in a strictly public-school context. 2. School choice affects internal priorities in marginalised schools so that segregation at the class level increases, thus the educational context may be more segregated than what is indicated by school level information. 3. School choice increases segregation in the local communities, as two schools near each other may have very different student compositions. Segregation is thus not only explained by segregated housing.  相似文献

Even though choice is not officially a feature in the German primary school system, some parents intervene in determining which school their child attends. Especially in urban contexts, the informal school market is growing. This demand is based on promises with respect to a certain quality of education as well as on issues that prevail in certain inner city schools. In looking at Berlin, as a global city, this article shows how contrary school choice practices gain traction in the face of ‘cultural differences’ that those practices produce discursively. Cultural semantics are activated with regard to the composition of the student body, when parents chose schools with a bilingual profile, but also when parents engage in the practice of ‘group enrolment’ into schools in inner city hotspots perceived as problematic. Our research shows how school choice practices may become acceptable despite being a public taboo, if parents argue by appeal to ‘cultural differences’.  相似文献

Programs of school choice are based largely on the idea of a free market’. Recent reform efforts have been based on the assumption that market‐driven educational systems would bring higher achievement levels and greater satisfaction among clients. According to popular views, parents would shop for a school just as they do for any other commodity and competition between schools would ensue, with each school trying to improve itself thereby attracting consumers. There is a major drawback to this reasoning. Markets are rarely completely free from regulation and control, and the desires of individuals do not fully explain the social facts of school choice. As a complement to current school choice studies, a structural explanation of school choice within the theory of network analysis is presented. The study analyses choice in terms of inter‐school student transfers and explains choice as the combined result of two factors. The first is the organization of student mobility in schools, in terms of vacant positions (timing and volume) and student body composition, which posits nine ideal types of school organization. The second factor is the ecology of the market, given in the number of schools in each type. Research conducted in a large city in Israel serves as an example for the approach. The more general implications of the study suggest directions for the theoretical refinement of mobility and attainment studies in sociology.  相似文献

The study examined determinants of primary school choice among parents in Malaysia, and the decision maker and social influences in the school choice. It draws on qualitative data from semi-structured interviews with 43 middle-class parents from three ethnic groups (Chinese, Malay, and Indigenous). Results showed that school proximity and ethnicity-related reasons are leading factors influencing parental school choice. Medium of instruction, school academic reputation, and feeder to a preferred secondary school appear to be separate reasons but act as a proxy to ethnicity as the primary factor determining the choice of Chinese- or Malay-medium primary school by parents. The results also showed that mothers are more likely to make school choice decisions than fathers, but the reasons for school choice are similar. The primary social influences on their school choice come from friends and education personnel in preschools and schools. The Indigenous parents tend to be more subject to social pressure in making school choices than the Chinese and Malay parents, who mostly enroll their children in Chinese- and Malay-medium primary schools, respectively. However, these findings on school choice and ethnic segregation are limited to this sample and constrained by the socio-political context of the education system.  相似文献
