The 6-3-3 pattern of educational system of which the first 6 years are compulsory has been used in Thailand since 1978. The recent extension from 6 to 9 years of compulsory education has been described as an effort to produce better quality manpower in order to respond to the nation's economic and technological development. Another important development in recent educational practice is an attempt to put an end to the disparity in quality between the urban and rural schools. This is to ensure that the necessary manpower will be of the same quality. The author also argues that all concerned parties should curb their heated debates, at least for the time being, on the inequality between students graduating from schools under the new compulsory education program and students graduating from the normal secondary school system, gaining access to higher education. The demand for equal access to tertiary education should be the next issue to be tackled, soon after the necessary manpower has reached the level required.  相似文献

The place of access policies within higher education through a comparative approach which examines recent developments in Scotland and Australia is examined. The development of access policies is presented in the context of wider change, which is restructuring higher education in both societies. The importance of factors associated with national economic development in this process is emphasized, and the possible conflict with policies which are designed to encourage equity is explored. The impact of these policies both on the structure of the higher education systems, and on participation rates is examined. While there are major differences between these two societies, in terms of geography, history and political agendas, this paper emphasizes important areas of similarity, which are helping reshape higher education in these and in other societies.  相似文献

Towards Understanding of Social Capital and Citizenship Education   总被引:1,自引:0,他引:1  
Social capital is often seen as an indicator of the effectiveness of a society. Societies that are healthy and functioning are also well stocked with social capital. However, social capital is not necessarily 'good'. In the disturbingly troubled times facing western democracies since 2001 the concept of social capital appears all the more relevant. Societies which are significantly divided, it may be argued, demonstrate less trust, civic engagement, positive networking and mutual cooperation among members. In turn this can negatively affect the quality of life of members. This argument is examined from the perspective of school programmes of citizenship education in democratic and newly democratic states. What constitutes divided societies is discussed in other articles within this issue, but the emphasis is upon severe divisions, invariably involving violence. Some of the comments in this paper are speculative and potentially contentious. Nevertheless it is important to raise these issues at this time, particularly for the benefit of emergent and newly formed democracies who may see education and social capital formation as the panacea for their future. We suggest there are many 'lessons' for divided societies wishing to enhance their social capital, including an increase in student years of schooling, designing citizenship education based on inclusive democratic citizenship, and engaging students in active participation to build trust, cooperation and networking skills.  相似文献

ABSTRACT

Widening higher education participation can deliver benefits to individuals, societies and economies but rural populations experience factors which inhibit their aspiration for and participation in higher education. When designing outreach programs, universities need to consider this landscape of factors, many of which are socio-cultural. This article reports evaluation results from a project that trialled three university outreach programs designed to align with rural contexts with the aim of identifying aspects which were effective in addressing factors of rurality, revealing obscured future options and showing higher education pathways as attainable. Universities can work effectively with rural communities to inform people’s higher education aspirations through ‘disruptions’, interventions that inform educational aspiration, and ‘bridges’ which support higher education participation through facilitating access to information, physical, financial, academic and social resources. A model including both ‘disruptions’ and ‘bridges’, jointly resourced and drawing on social capital resources of communities and higher education institutions is presented.  相似文献

This paper is concerned with the rise of the ‘competency’ movement in education and beyond. It argues that ‘competency’ should be understood in terms of a change in the social control of expertise in society involving a move from a relatively autonomous form of liberal professional community to more direct State control. This, in turn, is located within a broader analysis of the nature of regulation in late modern societies and draws upon the recent work of Guldens and Bernstein in order to analyse the positioning of expertise between its primary theoretical base in higher education and the social relations of everyday life with which it is concerned. The move by the National Council for Vocational Qualifications into the area of graduate level occupations ('NVQ level 5') is discussed with reference to the role of ‘functional analysis’ as a methodology for translating expertise into ‘competencies’ and controlling professional practice.  相似文献

This article explores how a small sample of working-class mothers encounters the field of education. In the management of family and their children's schooling, mothers bring to bear and replicate ways of knowing that are embodied, are historical and that offer many-sided insights into profoundly stratified societies. Here I draw on Bourdieu's theory of practice as a heuristic device and focus only on the field while leaving in suspension his other conceptual arsenal. Bourdieu argued that understanding the social space in which interactions occur is pivotal, characterised as it is by ‘permanent relationships of inequality'. This study shows that mothers bring to the field their embodied history, their habituated practice, and their access to capitals. The women I interviewed know the precariousness of how they occupy the field of schooling, negotiated through a matrix of intersected positionings and classifications that are embodied.  相似文献

Abstract

This article assesses the position of post-colonial societies within a neoliberal paradigm through an analysis of the role of language in education and the importance of adequate academic preparation for social development. Generally, teacher–student interactions constitute the foundational substance of learning processes. Since education revolves around language, omitting the way language affects classroom instruction amounts to omitting a key factor that might impede or facilitate education. Because these interactions tend to happen around textbooks, and given that textbooks are often ideologically saturated, an analysis of interactional patterns and textbook discourses may help to assess how the education system can improve students’ academic development and the external efficiency of the system. The article makes the case for post-colonial societies to define strategic visions that are in concert with their specific needs, as opposed to being strangled into grand narratives such as neoliberalism that may be counterproductive for the growth of their societies.  相似文献

This study is an exploration of the reasons why women who had successfully completed an access course did not progress on to higher education. Following a review of the relevant literature on women as returners to education a number of main themes are identified and discussed. The study is based on in-depth interviews with women who did not continue on to higher education following the successful completion of the Certificate in Women's Studies at the University of Ulster. This research highlights the difficulties faced by women who want to continue with their studies. From the interviews three main obstacles to progressing further with higher education emerged; caring responsibilities, financial constraints and lack of career advice. It is argued that women as mature students face particular difficulties due to their role and position in society. Also the women themselves have been conditioned into putting their own needs after the needs of their families, and their personal development is often not afforded a high priority. Finally it is suggested that government's commitment to widening access to higher education is simply rhetoric if it does not take account of the broader inequalities faced by women. Policies to improve access appear to be somewhat at odds with the removal of the financial support necessary for study at higher education.  相似文献

Ireland has experienced substantial increases in participation in higher education in recent years. This paper examines whether or not increased admission rates between the mid‐1990s and 2000s led to a reduction in social class inequality in access to higher education. We draw on two data sets, one, a dedicated survey of new entrants to higher education in 2004, the other, a combination of the results of a series of school leavers' surveys conducted in the mid‐1990s and early 2000s. We show that the period has been characterised by both continuity and change. Continuity is reflected in persistent social inequalities in access to higher education: the children of higher professionals and farmers, in particular, have maintained their privileged access to higher education. Change is reflected in some closing in relative social inequalities, partly arising as more advantaged groups reach a saturation point in progression to higher education, and partly due to the children of manual workers increasing their participation rates.  相似文献

This article examines the role networking has played, at local and national levels, in facilitating communication between key actors involved in challenging the marginalisation of disabled people from education and from wider Bangladeshi society. Efforts to promote awareness of the importance of including disabled children in their local schools have gained ground at national level through a complex web of networking relationships, including government departments concerned with education and social welfare, disability-focused NGOs and mainstream development agencies and networks. The article explores the experience of blind people, (in their role as members of self-help groups linked to Community-Based Rehabilitation programmes in rural areas) in supporting disabled children to access their local school, and in ensuring their safety. Some evidence is provided for the role of networking in challenging marginalising policies, in accessing services (including financial benefits), and in resisting marginalisation. In considering this evidence, the authors debate the different forms and meanings of networking in societies which prioritise collectivity and interdependence, rather than individualism.  相似文献

This article uses archival material from the city of Norwich to trace the development of girls' secondary education from 1860 to 1900. It examines the provision of differentiated education for girls of differing social status in the context of national legislation and the local labour market for women. Also considered is the issue of causality in the supply-demand equation for girls' education, relating this to issues of gender-determined access to education that underlie the study of developing education systems both past and present. I conclude that the growth in the provision and use of education for girls in Norwich during this period mirrors that of other parts of the nation, seeming to have been little influenced by local economic and political forces, or an initial local demand. Instead, a national campaign carried on by women activists at the national level for the improvement of education for girls, together with the provision of schools offering an extended and higher quality academic education for girls by the Girls' Day School Trust, the Norwich School Board, and private individuals, appears to have overcome local disincentives to educate girls and created a demand for secondary schooling for them.  相似文献

The autonomous fully‐fledged distance teaching universities (DTU's) that have been established since the early 1970 ‘s in Europe and in other parts of the world, and have been shaped to a great extent on the leading model of the Open University of the United Kingdom, were by their very nature designed to promote social equality and to enhance social accountability in higher education. The major goals on their agendas were to widen access to higher education, to reach out to potential students wherever and whenever they wished to study, to provide high quality learning experiences, to reduce the costs of university education, and to be responsive both to societal demands and to market trends. This article briefly describes the main policies, mechanisms, and measures that the DTU's adopted in order to achieve their goals and concludes with the implications and lessons that might be derived from the experience of the DTU's as to the planning and policy formation of higher education systems in the future.  相似文献

The access policies of South African universities are influenced by sets of global, social, and economic factors. Although the second and third sets are predominantly local (South African), they are influenced by the first factor that gives rises to a fourth imperative, the economic factor. The latter, which is of increasing importance and is affected by the fact that students can ''vote'' for higher education institutions and programmes with their feet, is tricky. Universities in a capitalistic society have been expected to produce graduates for the labour market which in turn contributes to the economic development of the nation. In today's environment where the social spending on education grows faster than the economy, it becomes increasingly difficult for the education system to maintain an existing level of provision. Hence, institutions are required to legitimate themselves through the value they provide. The capitalistic process in Hong Kong has generated the demand for lifelong learning in the higher education system. The resulting evolution of the system has compelled the policy makers of higher education to redefine the purpose of higher education and re-evaluate the university management. This paper discusses Liu's (1997) holistic approach of evaluating and planning for the university academic programmes as well as building an ‘enterprise culture’ at the institutional level with a Hong Kong case analysis. When strategically planning for the future in a volatile and transient environment, university management plays an important role in integrating continuing professional education (CPE) and mainstream academic programmes and in cultivating a market-oriented ‘institutional enterprise-culture’ which responds to environmental changes more proactively.  相似文献

The French government adopted a policy of raising the education level of young people following a vocational track in response to the growing problems this group was experiencing in entering the labour market. To achieve these ends, a new diploma was created, the 'bac professionnel'. In the French education system, the baccalauréat has traditionally operated as both a level of education and a social barrier. The baccalauréat thus offers its holders both the chance to follow higher-level studies and also access to middle and upper-middle class jobs. In creating a 'bac professionnel', the French government destroyed the barrier between the middle and the working classes and opened the university gates to young people who until then had been denied access. In this article, we discuss the results of qualitative research carried out at an Italian university for shedding light on the transition students undergo on entry to university, and for understanding associated difficulties that lead to student drop out. We use Vincent Tinto's and Pierre Bourdieu's theoretical apparatuses for analysing drop out in higher education as a process in which inequalities are expressed and reproduced. The intertwined social and institutional mechanisms, and flawed decision-making processes, that precede entry to university are explored. Particular attention is given to student perceptions of their experiences at university and the factors leading to progressive disengagement and drop out. The empirical material analysed shows that, although access to university is relatively easy within the Italian context, hurdles to the pursuit of a university education are largely hidden. Students who withdraw are those who are unable to embody the codes, rules and functioning of higher education: those who do not manage to internalise the type of disciplined autonomy needed for responding to academic demands. Personal characteristics and background resources are key for enabling students to fit in the academic environment. The ways in which higher education institutions regulate access and structure university life contribute to drop out processes and unequal pathways based on the social background of students. Following Coulon, we conclude by arguing that higher education institutions should develop systemic approaches that commit their structure and personnel to the goal of developing a “pedagogy of affiliation” aimed at fostering—particularly among students from underprivileged backgrounds—the cognitive, social and practical skills needed to prosper in higher education.  相似文献

This empirical research explores a role that the quality of teaching and students’ competence play in shaping students’ views about the upward mobility opportunities in their higher education institutions. It is often understood that the principal role of higher education is to promote merit-based mobility amongst students, as well as espouse the merit-based upward mobility amongst its faculty. How exactly students in higher education form their views about the presence of meritorious upward mobility is the question that remains largely unanswered, especially in developing societies. To help answer this question, the study relies on the binary logistic regression of data collected via 762 surveys from 6 public higher education institutions in Bosnia and Herzegovina and determines what factors help predict students’ views on whether faculty promotions are merited or not. Findings in this article are sub-selected from a broader empirical work, and they point to a novel link: the quality of teaching and students’ views on whether the most competent students are first to graduate in their faculties are the key predictors of whether students believe the faculty members within their higher education institutions are promoted based on merit. In the absence of meritocracy, students are, as this research finds, likely to categorize the educational system as corrupt. When the merit-based competition does not determine who moves up within higher education, one's belonging to the political, social, and economic elites tends to become the alternative basis for the upward mobility. Moving away from the merit-based mobility can have broad social consequences particularly in developing countries that are poorly equipped to react to such digressions, underlining the relevance of this work cross-nationally.  相似文献
