The use of citation databases for the assessment of the research activities of organizations in Belarus

This paper reviews the use of publication activity indicators for the assessment of the qualifications of scientific and teaching staff. A new section entitled The Publication Activities of Scientists in Belarus has been created on the website of the Central Science Library of the National Academy of Sciences of Belarus. This section includes a list of periodicals that are available for the publication of scientific results in key areas of research (based on the Web of Knowledge) and a listof Belarusian organizations that are ranked by the h-index and the number of references to their papers according to Scopus. This section also provides the editors of scientific journals with recommendations on the inclusion of citation data into global databases and other materials for researchers.     

论网络环境中科技编辑对学术成果的价值判断

网络时代学术期刊的社会功能已发生价值位移,从注重科研成果的首次发布转变为注重科研成果的社会认同.科技编辑应该针对不同学科的发展状况,判断该学科科学规范的实际价值,在鉴定学术成果过程中对常规研究和创新研究作出不同的价值评定.科技编辑还应对学术成果的表达方式有所创新.     

Kazakh analogue of the science citation index (SCI) as an important parameter of scientific research activities

The purpose of the Kazakh publication citation indicator that has been developed in Kazakhstan since 2005 is to carry out scientometric analysis of scientific publications to determine their citation rate. At present, the bibliographic database (BDB) on citation includes information on the publication activities and citation index of approximately 30000 Kazakh scientists and specialists. They had over 18000 scientific papers published in over 500 domestic and foreign journals. The total quantity of references to papers by Kazakh scientists was more than 28000. The Kazakh analogue of the science citation index determination system is an efficient tool for analytical work with the BDB of scientific publications, which makes it possible to calculate publication activities and citation parameters, which are used to define the value and demand for the results of scientific work in various fields of domestic science.     

Assessment of the research activities of Russian and Belarussian scientists (according to Scopus data)

The publication activity of Russian and Belarussian scientists, the degree of reflection of their papers in Scopus databases, and the data on the citation of Belarussian authors in the works of other researchers are discussed.

A user view of the factors affecting quality of thesauri in social science databases

In an attempt to improve the knowledge of the quality of the thesauri-based databases (DB), a Spanish professional user group was surveyed in order to uncover DB thesaurus quality factors. Factor analysis methodology was applied to the data matrix gathered from users' opinions on a restricted sample of social science DB thesauri. Using processes of exploration, explanation, and interpretation, researchers reduced the initial 39 variables to 4 main components, regarded as the main DB thesaurus quality factors. These four main components are conceptual framework, performance, format, and external aids. They may provide scholars with four approaches to the issue of thesaurus quality and the points where further research is needed.

The Research Libraries Group, Inc., is a not-for-profit membership corporation dedicated to improving access to information for research and learning. To this end, RLG provides the Research Libraries Information Network database of bibliographic records, files of article citations and abstracts, and other specialized research data-bases, all of which are accessible worldwide via the Internet.     

A survey on the use of electronic databases and electronic journals accessed through the web by the academic staff of Israeli universities

The results of an extensive survey of the senior academic staff of the Israeli universities on their use of electronic journals and databases are presented. The major findings are that the use of electronic sources is already widespread among the respondents and more than 50% found the electronic services indispensable. Disparities were found between the usage patterns in the different disciplines.     

Analyzing the publication activities of scientists of the national academy of sciences of Belarus

This paper considers the publication activities of scientists from the National Academy of Sciences of Belarus, the degree of reflection of their articles in the Web of Science, Scopus, and Russian Science Citation Index, and data on the citation of works of Belarusian authors for 2006?C2010.     

Revisiting the scaling of citations for research assessment

Over the past decade, national research evaluation exercises, traditionally conducted using the peer review method, have begun opening to bibliometric indicators. The citations received by a publication are assumed as proxy for its quality, but they require standardization prior to use in comparative evaluation of organizations or individual scientists: the citation data must be standardized, due to the varying citation behavior across research fields. The objective of this paper is to compare the effectiveness of the different methods of normalizing citations, in order to provide useful indications to research assessment practitioners. Simulating a typical national research assessment exercise, he analysis is conducted for all subject categories in the hard sciences and is based on the Thomson Reuters Science Citation Index-Expanded^®. Comparisons show that the citations average is the most effective scaling parameter, when the average is based only on the publications actually cited.     

The development of a scientometric database for monitoring the publication activities of Russian scientists at the Mendeleyev University of Chemical Technology of Russia

The existing approaches to the definition of the scientific contributions made by researchers are analyzed. A bibliometric database is developed on the basis of the quantitative analysis of publication activities monitored by the most representative global citation systems, such as the Web of Science (Thomson Reuters, USA), Scopus (Elsevier, the Netherlands), and the Russian Science Citation Index (Scientific Electronic Library, the Russian Federation). The system allows teachers and researchers to consult their scientific publications (contained in Scopus, the WoS, and the RSCI),check citation levels and the h-index, filter data by the date of publication, and access the profiles of other researchers.

Beyond citation analysis: a model for assessment of research impact

Question:

Is there a means of assessing research impact beyond citation analysis?

Setting:

The case study took place at the Washington University School of Medicine Becker Medical Library.

Method:

This case study analyzed the research study process to identify indicators beyond citation count that demonstrate research impact.

Main Results:

The authors discovered a number of indicators that can be documented for assessment of research impact, as well as resources to locate evidence of impact. As a result of the project, the authors developed a model for assessment of research impact, the Becker Medical Library Model for Assessment of Research.

Conclusion:

Assessment of research impact using traditional citation analysis alone is not a sufficient tool for assessing the impact of research findings, and it is not predictive of subsequent clinical applications resulting in meaningful health outcomes. The Becker Model can be used by both researchers and librarians to document research impact to supplement citation analysis.
