This paper provides a case study of the Centre for Independent Studies (CIS) in Australia with a focus on its education policy work, specifically the report, School funding on a budget (SFoB). CIS is a conservative right wing advocacy think tank, established in 1976 in the aftermath of the Whitlam government’s policy activism, framed by classical liberalism or neoliberalism with a provenance in the political economy of Hayek and Friedman. As such, it is committed to smaller government, individual responsibility and more market driven solutions to social problems. CIS gives more emphasis to academic research than other think tanks of its kind. This paper theorises think tanks as hybrid, boundary spanning organisations that work across academic, media, political and economic fields. An argument is proffered that it is the restructured state, with its loss of research capacity and fast policy making, which has strengthened opportunities for think tank influence across the policy cycle in education. With SFoB, CIS used a political moment, the first Abbott federal government budget focused on ‘budget repair’, to argue a case for reducing government educational expenditure as a percentage of GDP in the long term. That policy moment was used for recommending the abolition of the federal department of education and further dismantling of public schooling. SFoB is shown to be exemplary of the conservative advocacy think tank report genre in its usage of ‘mediatized’ language, surface accoutrements of academic research, and user focus. SFoB is a manifestation of what can be seen as the ideas for policy work of CIS, dressed up as research.  相似文献

Although there are clear differences in national policies regarding inclusive education, the international debate has not fully considered their impact on implementation within different countries, for example on teacher education. This paper reports on results from a comparative study of in-service teachers’ attitudes and self-efficacy in implementing inclusive practices in South Africa and Finland and its implications for teacher education in these countries. A sample of 319 South African and 822 Finnish primary and secondary education teachers completed a questionnaire containing a scale measuring sentiments, attitudes and concerns on inclusive education as well as a scale measuring teachers’ self-efficacy in implementing inclusive practices. A comparative analysis indicated that whereas the overall sentiments towards disabilities were positive in both countries, teachers had many concerns about the consequences of including children with disabilities in their classrooms. While the most positive aspect of self-efficacy among the South African teachers was their self-efficacy in managing behaviour, the Finnish teachers saw this as their weakest point. Self-efficacy, in particular efficacy in collaboration, was clearly related to overall attitudes towards inclusion. The implications of these findings for pre-service and in-service teacher education are discussed.  相似文献

This paper explores teachers’ decision making by examining the topics that 11 history teachers from 10 schools in England chose to teach and how they approached teaching these topics. Data were gathered from curriculum documents and semi-structured interviews in which teachers’ topic choices and approaches to history were explored. Most teachers adopted a disciplinary approach to history teaching but one focused on analytical structures rather than processes. Additionally the findings suggest a large degree of uniformity in the topics chosen despite the freedom provided within the policy documents for history teaching in England. Few teachers had given much consideration to approaches that demonstrate the ‘usability’ of history for young people. This suggests a need to engage teachers more fully in robust curriculum debates given their central role in enacting curricula.  相似文献

Curriculum reform at institutional level is a challenging endeavour. Those charged with leading this process will encounter both enthusiasm and multiple obstacles to teacher engagement including the particularly complex issue of confronting existing teacher identities. At Unitec Institute of Technology (Unitec), the ‘Living Curriculum’ initiative focused on whole-of-institution curriculum renewal and, in the process, acknowledged and addressed teacher beliefs and practices that variously supported and contested both the initiative itself and the professional development offerings that accompanied it. The related research project identified factors and processes that unsettle teachers, rendering them ‘insecure’, and strategies that have proven effective in supporting teachers through significant change in conceptions of curriculum, teaching and learning.  相似文献

Computing is being introduced into the curriculum in many countries. Teachers’ perspectives enable us to discover what challenges this presents, and also the strategies teachers claim to be using successfully in teaching the subject across primary and secondary education. The study described in this paper was carried out in the UK in 2014 where teachers were preparing for the mandatory inclusion of Computing into the curriculum. A survey was conducted of over 300 teachers who were currently teaching Computing to elicit their perspectives on challenges and strategies. From the analysis of the data, extrinsic and intrinsic challenges were identified for both teachers and students. In addition, a variety of pedagogical strategies were recommended by teachers from their own practice. In categorising approaches taken by teaching to support students five key themes emerged: unplugged type activities, contextualisation of tasks, collaborative learning, developing computational thinking, and scaffolding programming tasks. Further investigation could support whether these strategies can alleviate the challenges of teaching and learning of Computing for students and teachers. In particular developing student resilience in Computing is seen as a challenge while not many strategies are suggested. The results of this study will be useful for teachers who are new to the teaching of Computing.  相似文献

British teacher education in the interwar years was a contested field, dominated numerically by women but regulated by the Board of Education. The traditional perception of women’s residential training colleges was that they were autocratic and socially isolated. By focusing on Gipsy Hill Training College (GHTC), the first specialist training college for nursery school teachers, and its foundation principal, Lillian de Lissa, I challenge this perception. I explore the relationships between young women students’ social worlds, teacher educators’ understandings, teacher education curriculum and GHTC’s institutional culture. The main argument is that under de Lissa’s leadership GHTC was a socially and educationally progressive and democratic institution that focused on shaping students’ identities as women, teachers and citizens.  相似文献

A particular approach to epistemological action as ‘critical praxis’ is proposed where we bring together the ideas of ideology critique, self-reflective consciousness and emancipatory action. Critical praxis for educators seeks to move beyond the constraints of formal teaching, knowledge and curriculum and instead encourages communities, teachers and students to work together in producing new understandings and practices for the public good. As teacher educators, we are attempting to design a research methodology that will enable our field of practice to be theorised and to encourage a movement towards new critical understandings of teaching and learning for our students and for ourselves. This is a process of reflexive practice that endeavours to constantly and systematically interrogate our own views and to move beyond the status quo of conservative educational systems, procedures and rigidities so that knowledge is a legitimate investigation of possibility and transformation. In this article, we report a Critical Praxis Protocol to guide further development of teacher education and research. We trace our trajectory from a progressive emphasis on improving learning and professional educational practice to an emerging notion of criticality that seeks explanation with the theorising of Bourdieu. A draft habitus–field analysis is provided to indicate our current understanding of generative themes that suggest the emancipatory potential of teaching and schooling.  相似文献

ABSTRACT

This article is based on the empirical research involving Chinese exchange teacher candidates from Southwest University in China who participated in the Reciprocal Learning in Teacher Education and School Education between Canada and China (RLTESECC) project and studied at the University of Windsor. These teachers conducted classroom observation in Canadian schools from 2010 to 2016. The research study explores changes in Chinese teacher candidates’ beliefs about their professional life, which was promoted by the project, inspired by the Teachers’ Change Model proposed by F. A. J. Korthagen and based on the concept of Reciprocal Learning as collaborative partnerships between and among cultures. A two-stage research design was guided by the Grounded Theory approach (Charmaz, 2006). The findings reveal that the reciprocal learning project created an environment, which was conducive to exchange teacher candidates’ professional development and especially introduced new perspectives to teachers’ understanding of their profession in four areas: 1) teaching, 2) learning, 3) researching and academic writing and 4) professional social life.  相似文献

The purpose of this paper is to examine the complex relationships between educational policy and classroom practice. By employing a sociocultural perspective, we examine formulations inscribed in socio-material artifacts about what students should learn and how they should engage with knowledge. We explore how these formulations are mobilized in instructional work and the implications this activity has for student participation. To address this issue, we analyzed video data of how teachers invoke competence aims from the national curriculum in their instructional work in six classrooms. The analytical procedures were derived from interaction analysis. The analysis focuses on how such formulations explicitly mediate social interaction as it unfolds on a micro level. The findings show that competence aims gain different functions as they are mobilized in classroom practice; in other words, they serve different purposes in teachers’ instructional work and anticipate different modes of student participation. In this study, the competence aims were (a) invoked as a source of authority, (b) translated into instructions, and (c) mobilized to obtain social order in the classroom. More rarely, the competence aims were used in meta-level discussions, where they functioned to reach agreements on how to pursue work toward joint goals. We discuss the implications of these ways of invoking competence aims for student participation.

In the education policy arena, the notion of ‘quality'as a mechanism for increasing accountability to stakeholders has risen to prominence in the 1990s, as part of the micro‐economic reform agenda of many national governments. This study analyses the way in which policy makers in Australian higher education have recontextualised the notions of quality adopted in other countries to reconstruct a uniquely Australian version. Further, the study analyses how this recontextualisation continues from the ministerial level, through the Higher Education Council (HEC), and then the Committee for Quality Assurance in Higher Education (CQAHE), to the site of intended policy effect ‐‐ individual universities. A theoretical framework, in part offered by Stephen Ball's policy trajectory studies, is employed to examine the negotiation, resistance and even transformation of the original ministerial quality policy of 1991. A central contention is that the operation of the subsequent 3‐year cycle of quality reviews between 1993 and 1995 provides an example par excellence of a government strategy of ‘steering at a distance’.  相似文献

Since 1969, over 60 Australian government and non-government policies, documents, committees, working parties and organisations have explored the need to ‘know Asia’. In schools, this engagement is conceptualised as ‘Asia literacy’ and disseminated in the emerging Australian Curriculum through the cross-curriculum priority ‘Asia and Australia's engagement with Asia’. However, ‘Asia literacy’ often struggles for purchase in Australian education. I argue that finding traction requires disruption of the dominant discourse of ‘Asia’ as a unitary construct and questioning what constitutes ‘Asia’. This article explores how discourse can be reconceptualised to open up space for schools to engage with ‘knowing Asia’.  相似文献

This article problematises the construction of regulation as an effective manager of risks to children in early childhood education and care (ECEC) services. Adopting a Foucaldian, governmentalist approach to regulation and risk, the authors suggest that governments in Australia have ‘risk colonised’ regulation to meet their own interests rather than make effective use of regulation as a mechanism for quality assurance. They propose that the risk colonising of regulation has not effectively addressed societal risks to children in ECEC services, and has generated its own risks to quality standards through a preoccupation with institutional risk. In these ways, ‘the laugh of Foucault’ resounds in the regulation of ECEC services.  相似文献

One of the key phases in ‘the action research cycle’ is reflection (Kemmis & McTaggart, 1988; McNiff, 1988). The extension of teachers' reflective capabilities is one of the stated goals of the University of the Witwatersrand's teacher education programmes. In this article aspects of the findings of a 3-year research project, which investigated teachers' ‘take-up’ from a mixed-mode, inservice professional development programme initiated by the university in 1996 are discussed. The research team has described the overall project as ‘a practice-based case study of cases’. Data sources included classroom observations, videotapes of some of the lessons observed, interviews with teachers, written teacher narratives and questionnaires, and samples of learners' work- all obtained from working with the same sample of primary and secondary school teachers of English, Mathematics and Science for each of the 3 years of the project. The authors engage with what counts as ‘evidence’ of the reflective practices of teachers and consider what factors might enable or constrain the development of reflective capability by teachers working in underresourced, multi-lingual contexts. They reflect on their practices as teacher educators and outline some changes to the programme that could assist teachers to become more reflective practitioners in their classrooms and schools.  相似文献

There is debate internationally about the production of curriculum texts and the epistemologies underpinning the knowledge legitimated in national curricula. National History curricula in particular are a source of contention bounded by calls for coherent and unifying national narratives that are inclusive and reflect the complexity of the discipline and historical consciousness of the nation to which they are bound. This paper uses critical spatial theory to highlight the ‘spaces’ and ‘places’ of the Australian Curriculum History (years 7–10) which organise and disorganise representations of identities in and out of the centre of the national narrative. Interrogating the impact of these representations within purported inclusive and cohesive national narratives draws attention to the notions of belonging presented to Australian citizens. We argue that resistance to normative national narratives and colonial legacies presented with place-based identities can reinhabit the curriculum. This reinhabiting and decentring seeks to engage History students with alternative perspectives and articulations to the national narrative, and foster meaningful connections to place and citizenship. Finally, critical place-based education approaches invite an embodied local/global citizen through local and marginalised knowledges.  相似文献

This paper seeks to understand the construction of teachers within one New South Wales education policy, querying this construction in relation to both local and international processes and factors. As such, it also looks to contribute to a growing body of international literature which grapples with the role and nature of neoliberal policy development in education more broadly. To accomplish this, the paper analyses Great Teaching, Inspired Learning (GTIL), a policy with wide-ranging and potentially significant ramifications for teachers. Ultimately it is argued that although aspects of neoliberal thinking are evident in the policy, particularities of context have mediated this push. It is suggested that this has led to a particular neoliberalisation of policy that variously targets and supports individual teachers and the systems and structures surrounding them, while the place of GT IL within both local state politics and the global imaginary is questioned.  相似文献

Across the world, children are forced to leave their homes for far-flung destinations. This global phenomenon has particular impact in Europe, where there are now more child refugees than since World War II. Education plays an important role for children with extraordinary experiences seeking to build meaningful lives in their new context. This article offers a new theoretical approach to underpin reforms to educational policy and practice for refugees in schools in resettlement contexts in Europe. The new conceptual framing is grounded in empirical work in England and Sweden, and brings two theories together: ‘participatory parity’ (Fraser) and ‘resumption of an ordinary life’ (Kohli). Kohli’s concepts of ‘safety’, ‘belonging’ and ‘success’ have resonance with practitioners from Sweden and England as they work to meet the needs of their new arrivals. Fraser’s conceptual lenses of redistribution, recognition and representation highlight the barriers to achieving the right to inclusive education for refugee children in each context. The interdependence of both theories shapes a new framework. The theoretical understandings offered in this article have been developed with practitioners and add to the field by offering a robust moral and operational approach to shaping pedagogical principles for policymakers and educators working in resettlement communities.  相似文献
