This article explores the way in which government policy shapes the lives of young people who are not in education, employment or training (NEET). In particular it examines how the concept of NEETs is set within a specific infrastructure and discourse for managing and supporting young people. The article provides a brief history of the NEET concept and NEET initiatives, before moving on to scrutinise the policies of the Coalition Government. A key distinction is made between those policies and practices that seek to prevent young people becoming NEET from those that seek to re-engage those who are NEET. It is argued that the Coalition has drawn on a similar active labour market toolkit to the previous Labour administration, but that this has been implemented with fewer resources and less co-ordination. It concludes that there is little reason to believe that Coalition policy will be any more successful than that of the previous government, and some reason to be concerned that it will lead to young people becoming more entrenched within NEET.  相似文献

This paper forms part of a research project that aims to characterise best practices in highly effective schools in the Autonomous Region of the Basque Country (ARBC). The aim is for the best practices identified to serve as points of reference when designing improvement plans to be implemented in all schools in the ARBC, with the advice and support of the education inspectorate. Highly effective schools are identified through the results of the Diagnostic Assessments carried out by the Basque Institute for Research and Evaluation in Education (ISEI-IVEI) of all primary and secondary schools in the ARBC. Multilevel statistical modelling and Hierarchical Linear Models were used to select 32 highly effective schools, with highly effective being taken to mean any school with higher-than-expected student results after adjusting for the effect of contextual factors. Eighty-three interviews were conducted with management teams, educational advisors and inspectors at each of the selected schools. This paper presents the results obtained in relation to how attention to diversity is organised. The practices identified included, among others, inclusive actions such as support teaching in ordinary classrooms, the splitting up of classroom groups, the formation of heterogeneous groups and the conceptualisation of the support provided as a shared teaching responsibility.  相似文献

Abstract

This paper gives prominence to rural teachers’ own accounts of gender in three co-educational primary schools in Lesotho. The paper employs the social constructionist paradigm as its theoretical framework. Drawing from ethnographic data (observations and informal discussions), it discusses factors that inform teachers’ constructions of gender and the implications of these on gender in/equality in the schools. Twelve teachers’ (male = 1; female = 11) participated in the study. Analysis denotes how teachers constructed masculinities and femininities as inherent gender qualities, and the role of Basotho culture, language and its discourse in promoting gender inequalities. The conclusion provides strategies that would strengthen teachers’ ability to promote gender equality in schools.  相似文献

Despite the relatively large number of students enrolled in Ohio’s virtual schools, it is unclear how virtual schools compare to their traditional school counterparts on measures of student achievement. To provide some insight, we compared the school performance from 2007-2011 at Ohio’s virtual and traditional schools. The results suggest that Ohio’s virtual schools have grown rapidly, but also have experienced much lower levels of school performance than traditional schools. In light of these findings, we discuss factors that may be contributing to the large number of low-performing virtual schools in Ohio. Considering the lack of sufficient evidence that Ohio’s virtual schools are effective, we conclude that the relentless pursuit to expand virtual schools is problematic.  相似文献

In this article, we quantitatively assess education policy change in OECD countries. While research has frequently underlined the importance of international exchange for national policy development, it is yet unclear whether resulting policies are converging. By distinguishing different kinds of education policy goals, we hypothesise that indicators related to macro-level goals are more likely to converge than those related to implementation. We then analyse the development of several education policies since the 1990s. We find strong convergence of some indicators and among some groups of countries, but no clear pattern emerges. Convergence is only partially influenced by the abstractness of education policy goals, and in particular the Scandinavian countries seem to pursue their own approaches in important education policy options.  相似文献

Using one cohort of 7235 middle school students in Beijing, China, we examined the evolution of the gender achievement gap in middle school. Our study found a more significant female dominance than in U.S. studies: even though boys gradually caught up during middle school, especially in Math and Science, and the gender achievement gap decreased over the distribution of test scores, girls outperformed boys throughout primary and middle school and in each quartile of the performance distribution. As well, girls had a more positive school experience than boys, and boys had a higher dropout rate by the end of middle school. Despite significant gender differences in various important characteristics that have explained the gender achievement gap in the U.S., in our study, primary school test scores seemed to be the only significant source of the gender achievement gap at the end of middle school, indicating the importance of early intervention.  相似文献

This paper draws on facets of Foucault's theoretical resources to critique current education policy reform from within the Australian State of Victoria, namely the Department of Education and Early Childhood Development's (DEECD) discussion paper New directions for school leadership and the teaching profession. Implicit in the reform effort is decentralization, including penalties for “underperforming” classroom teachers and “ineffective” teacher education courses. Principals will hold a pre-eminent rank in the reforms proposed as they are charged with their oversight and implementation, including intervening in the education and preparation of pre-service teachers.  相似文献

The study of gender differences in academic achievement has been one of the core topics in education, especially because it may uncover possible gaps and inequalities in certain domains. Whereas these differences have largely been examined in traditional domains, such as mathematics, reading, and science, the existing body of empirical studies in the domain of ICT literacy is considerably smaller, yet abounds in diverse findings. One of the persistent findings however is that boys consider their ICT literacy to be higher than that of girls. This meta-analysis tests whether the same pattern holds for students’ actual performance on ICT literacy tasks, as measured by performance-based assessments. In total, 46 effect sizes were extracted from 23 empirical studies using a random-effects model. Overall, the gender differences in ICT literacy were significant, positive, and favored girls (g = + 0.12, 95 % CI = [0.08, 0.16]). This effect varied between studies, and moderation analyses indicated that the grade level students were taught at moderated its magnitude—effect sizes were larger in primary school as compared to secondary school. In conclusion, our findings contrast those obtained from previous meta-analyses that were based on self-reported ICT literacy and suggest that the ICT gender gap may not be as severe as it had been claimed to be.  相似文献

The focus of this research is to explore the educational outcomes of low-cost private schools (LCPSs) against public schools in Pakistan and whether they have any significant impact in correcting for the prevailing gender biases in the education system. In an attempt to advance the literature on the experience and outcomes of LCPSs and particularly on female students in Pakistan, this research has employed a rigorous quantitative approach by using various statistical tests to build up suitable econometric models. The findings show that boys are more likely to attend LCPSs than girls which further widens the gender imbalances in educational institutes. However, the research also reveals, if given a chance to attend LCPSs, female students academically outperform the male counterparts. The research further point to the fact that educated parents chose LCPS and father’s level of education has stronger impact on the choice of schooling.  相似文献

Recent years have seen an increased focus on school accountability in Ireland and calls for greater use to be made of student achievement data for monitoring student outcomes. In this paper, it is argued that existing data-sets in Ireland offer limited potential for the value-added modelling approaches used for accountability purposes in many other countries. Some reasons for this include: few longitudinal studies of student achievement, few population data-sets and limited data on student home background in the State examination data-sets. A cross-sectional contextualised attainment model (CAM) is presented using Junior Certificate data from 2009. While the model offers some potential for identifying schools performing significantly above or below average, its explanatory power is limited by the availability of appropriate student background data. It is proposed that the use of statistical models for the purposes of identifying high or low performing schools in Ireland would need to take account of findings from other countries regarding technical difficulties such as variable selection, missing data, and the need to avoid aggregated data. Other practical concerns discussed include the appropriateness of publishing league tables and the usefulness of such information for informing parental choice.  相似文献

One of the conundrums of free primary education (FPE) policy in several countries in Sub-Saharan Africa is the ‘mushrooming’ of fee-paying private schools. Several researchers have become interested in studying this phenomenon and have raised the question—does free primary education meet the needs of the poor? Emerging voices among this group of researchers suggest that the impact of FPE, particularly in meeting the educational needs of the poor may be over-stated in situations where the poor still utilize what is referred to as ‘private schools for the poor’. The concerns expressed by those voicing this point of view point to the question of why the poor choose fee-paying [low quality] private schools when there is, presumably a free state school? To respond to this question and to contribute to this debate, this paper adopts the excess demand and differentiated demand frameworks to analyse how slum (poor) and non-slum (non-poor) parents utilize education in Nairobi, Kenya following the implementation of free primary education policy in 2003. We conclude that the answer to the ‘mushrooming’ of private schools for the poor is ‘excess demand’. As to whether free primary education meets the needs of the poor, we argue that where supply does not match demand excess demand is likely to arise in the initial stages. We recommend that what is required is greater and possibly differentiated and better targeted investment in education whereby unequals are treated unequally in order for the Kenyan government not to under-invest in the education of the poor.  相似文献

There is now an increased focus on using networks to drive school improvement. Achieving the benefits of engaging in networks requires leaders to think and act differently; specifically, to benefit all teachers and students, the leaders of schools participating in networks must actively support the mobilization of networked-driven innovations. One approach to mobilization is enabling distributed leadership-type approaches. At the same time, distributed leadership, as a means of facilitating the take-up of network-led innovation, is relatively understudied. In July 1999 the House of Parliament in Cyprus passed the Education Act for Children with Special Needs, according to which all children have the right to be educated in their neighbouring regular school together with their age‐mates. An important component of this law is that it introduces, for the first time, inclusive education into pre‐primary education. A child can be considered as having special needs only when he/she has attained the age of 3 years or older. The purpose of this paper is to examine how the policy of inclusive education is implemented in pre‐primary schools in ­Cyprus, to investigate whether some children are still marginalized (after the implementation of the new law) and, if they are, to identify factors influencing marginalization or acting as a barrier to inclusion. We also briefly present the results from a study we conducted that supports the discussion of the issues raised in this paper.  相似文献

In this paper, we attempt to explain the differences between reading and math scores of migrants’ children (8430 daughters and 8526 sons) in 17 OECD destination countries, coming from 45 origin countries or regions, using PISA 2009 data. In addition to the societal gender equality levels of the origin and destination countries (the gender empowerment measure), we use macro indicators of the origin countries’ educational systems, economic development and religions. We find that migrant daughters from countries with higher gender equality levels obtain higher reading scores than comparable migrant sons do (but this is not the case for math scores). In addition, the higher the gender equality levels in the destination countries, the lower the reading and math scores of both male and female migrants’ children in their destination countries. Further analyses suggest it is the difference between gender equality levels, rather than the levels themselves, that explains the educational performance of both female and male migrant pupils. Our results also show the low gender equality level in Islamic origin countries offers a possible explanation for the low educational performance of Islamic pupils, both male and female. Finally, migrants’ daughters seem to perform slightly better educationally, compared with migrants’ sons.  相似文献

In this paper we draw on concepts from policy sociology to analyse the new equity deal for schools in Queensland, Australia. We examine this ‘new deal’ through an analysis of the language of ‘inclusion’ and ‘educational risk’ in key policy documents associated with a major reform of public education in Queensland. In addition, we analyse the interview talk of key policy actors involved in policy framing, carriage and monitoring. We note that globalism has increased rather than reduced social inequity. At the same time, good quality accessible education can play a crucial role in challenging the inequalities produced by global informationalism. In Queensland, Australia, equity is still on the agenda, but in radically new neo‐liberal economic ways. The focus is individualistic—each individual needs to be tracked because they are potentially ‘at‐risk’ of ‘school failure’. Identification of ‘at‐risk’ students has been devolved to the level of the school and district, and intervention strategies have to be devised at the local level. Stories of success are then to be shared/networked with other schools. We suggest that while ‘target group equity’ strategies were limited in terms of addressing issues of social exclusion and inequity, the new deal on equity, a market‐individualistic approach is an inadequate alternative.

Abstract

The education of all children in ordinary schools is now the central question of special education and of education itself. The integration debate has essentially developed along moral and ideological lines, with access to mainstream schools seen as a basic right of all children.

Whatever the moral or political commitment to integration, the unique needs of the individual child should not be sacrificed on the altar of ideology, however powerful. For this reason alone, it is important to confront and seek to overcome the serious obstacles which stand in the way of educational integration.

This paper discusses issues relating to the education of a group of children whose needs are thought to be the most difficult to meet within ordinary schools. Following a summary of the research literature and an account of individual integration schemes, an organisational model is presented which could meet the needs of all children with severe learning difficulties within an ordinary school context.  相似文献
