This research contributes to discussions about social inequality in school choices in two ways. First, educational choices include the multitude of options families may consider, including choosing a home in a particular area and home-schooling. Decision-making is considered not at a single point in time, but over children's educational careers. Second, this research explores school choices across school district boundaries to include school choices in suburban and rural, as well as urban districts. I use data from a random sample of families with school-aged children living in the Philadelphia Metropolitan area (including some counties in New Jersey) and other counties throughout Pennsylvania to explore the options that families consider for their children's schooling. The data paint a picture of two constellations of families: those who are white, suburban, and middle-income (who primarily select schools based on their neighborhoods and residences), and those composed of lower-income and urban families of color (who rely more on non-neighborhood school options). The differences between these predispositions toward choice suggest that the expanded school choice policies of urban school districts will have little influence on overall school inequality because of the tendency of white, suburban middle-class families to choose public schools in their relatively privileged, suburban neighborhoods.  相似文献

This paper explores the context of reception for immigrant students and English learners in one medium-sized suburban school district in the northeastern United States. Using qualitative methods, the authors describe how, despite a troubling context of reception emerging from a normative and political community context that harbored resentment toward the new immigrant population, a community-based organization whose members served as boundary spanners between the school district and the community helped prompt district leaders toward more equity-minded policies. Given increasing culturally and linguistically diverse student populations in suburban school districts across the United States, findings from this paper have important implications for community engagement and school district policymaking.  相似文献

The demography of public school enrollment continues to change dramatically, with students of color comprising an increasing proportion of the whole. As such, suburbia, with both White and non-White students, is a place in which integration is more possible in the beginning of the 21st century. Due to the intertwined nature of how these factors affect educational politics in suburban districts, we draw on Hirschman's exit-voice-loyalty framework to examine factors influencing residential and education decisions. Drawing on in-depth fieldwork in seven multiracial suburban districts, this article examines how, and whether, the way in which districts define issues related to increasing diversity shapes the actions they take. The article also examines how district jurisdiction affects the implementation of diversity policies as well as the policies themselves. We argue that policymakers’ decision making, both due to the pressure of exit to less diverse suburban districts and the rising voices of more advantaged residents in the suburban marketplace, has increased inequality within districts, particularly those that we call “multimunicipal,” or districts with multiple, disparate municipalities within the district.  相似文献

This study used data drawn from a large, national sample to describe transition practices provided to 1989 children with disabilities as they entered their kindergarten year, obtained through a survey administered to kindergarten teachers. Using path modeling, we examined the child and family, school, and district factors that predict which children and families receive high- and low-intensity transition support as they enter kindergarten and, in particular, what types of high-intensity practices they receive. The type of support kindergarten teachers provided was generally comparable to or higher than previously reported data, with low-intensity transition supports more commonly used than high-intensity supports. In a path model that included a range of child and family, classroom, and district factors, four variables emerged as predictors of transition support. Children from larger districts and higher poverty districts who were entering kindergarten from a different setting were less likely to receive support during the transition period. Rural districts differed little overall from suburban districts because they are, on average, higher poverty, but smaller in size. Urban districts demonstrated efforts that counterbalanced the barriers of size and poverty. We include policy implications based on these findings.  相似文献

Using public choice theory as a conceptual orientation, the authors argue that politics in urban school districts have differed from those in suburban school districts. Urban school politics have been characterized by relatively well‐organized interest groups and weak market controls, although politics in suburban school districts vary also, as a function of the strength of market controls. The strength of these interest groups in city school systems is reflected in school board politics, in the administrative structure and in district policies. Interest group liberalism in urban school districts may be lessening due to the changing educational needs of urban students and due to reformers’ efforts to give parents more educational choices. However, the success of market reforms depends on a number of conditions which will be a severe challenge to reformers.  相似文献

This study examines the relationship between educational resources (fiscal, personnel and facilities) and school achievement within a large urban/suburban elementary school district. A sequential mixed methods approach reveals inequitable resource allocation trends and patterns between schools within a school district by producing different student outcomes. The educational resources positively correlated to higher school achievement are: higher teacher salaries, newer schools, more multi-purpose space per pupil and less portable classrooms. Without question, White students receive more of these resources than Latino students, low-income students and English Language learners. This study also conducts a multiple comparative case study analysis comparing between Title I and non-Title I schools, within Title I schools and within non-Title I schools. The study contains policy and practice implications to improve opportunity and school achievement in urban/suburban school districts.  相似文献

This study examines changes in the attitudes of parents and students coincident with desegregation in a new single unified school district, with reassignment of both suburban white students and inner-city minority students. Data are presented for the year immediately preceding desegregation implementation and for three years following implementation. The final sample presented includes only those parents and students for whom complete data were available for each of these four years. A repeated measures analysis of variance was used to examine overall changes in racial and educational attitudes across time and to determine the differential impact of several intervening variables, including race, sex, child's grade level at the time of desegregation, which of five former school districts the families were in prior to desegregation, and the parents' perceived social status. Overall changes were found for several parent and student attitudes, largely during the first year of desegregation implementation. Several of the intervening variables were also significantly related to attitude changes, notably race and child's initial grade level.  相似文献

ABSTRACT

In the 1954 Brown v. Board of Education case, the U.S. Supreme Court ruled segregated schools unconstitutional, and the process of school desegregation fell mostly to Black children. For over 35 years, Black families in St. Louis City have been using school transfers to cross boundaries in order to send their children to higher performing, predominately White schools in suburban St. Louis County in search of “a better education.” Relying on turbulence theory and Critical Race Theory (CRT), this study uses a media framing analysis to examine how newspaper articles described school transfers to the broader public between 2007 and 2017. Findings indicate that the articles described Black and White school districts as being affected by varying levels of turbulence and conflict. Findings also outline examples of opportunity hoarding by White schools and districts. The original focus of the Brown case was the lack of equitable resources in Black schools, and this study reignites questions about exclusion, privilege, and the choices made by Black families to receive educational equity.  相似文献

School districts in the USA are an active area of study in education research as findings have shown that some districts find success in certain contexts while others struggle. However, the research domain has had few actionable methods for site selection for in-depth qualitative studies. This study analyses all districts in the state of Ohio (n = 610) from 2005–2006 through 2012–2013 using a two-level hierarchical linear growth model to identify districts that significantly outperform or underperform background and demographic variables in the Ohio Performance Index (PI) Score, factors outside the influence of the district administration. The aim of the study is to provide a framework for selecting comparison and contrast sites for district effectiveness research (DER). Additionally, the model captures school-level variance within districts controlling for average district performance. Fifteen outperforming districts are named as potential sites for in-depth qualitative studies of district effects in comparison to similar districts at the norm.  相似文献

The study seeks to determine the underlying factors contributing to the overrepresentation of minorities in school disciplinary programs. Data from 207 Disciplinary Alternative Education Programs (DAEPs) in Texas are analyzed. The data represent more than 62 % of the student population of Texas school districts. Results support the hypothesis that the ‘whiteness’ of school district undesirably affects the overrepresentation of Black students (but not Hispanic students) in DAEP. Overrepresentation of Black students in disciplinary programs is significantly higher in urban school districts than in rural districts. The findings, however, add a new layer of complexity to the debate on the overrepresentation of minorities in disciplinary programs. This is because not only White school districts are more likely than other districts to exercise their discretionary authority to punish minorities but they also more frequently subject their minority students to mandatory disciplines that are well defined by the state. Plausible explanations of such overrepresentation is offered for future research. Neither wealth nor the districts’ type (urban, suburban, rural and mid-size) have been found to have significant impact on discretionary or mandatory disciplinary actions against minority students.  相似文献

Suburban school districts are in the midst of rapid racial/ethnic and socioeconomic diversification, although the teaching force remains much more homogenous. This article examines how educators in increasingly more diverse suburban schools conceptualize diversity. Qualitative data comes from interviews of 40 teachers, 23 principals and assistant principals, and 16 other school staff in six suburban school districts across the country. Using critical discourse analysis (van Dijk, 1993), I identify three primary discourses: an aspirational commitment to preparing students for a diverse society; color-muteness and insistence on individuality; and a deficit perspective on students from diverse racial/ethnic, linguistic, and socioeconomic backgrounds. In particular, educators perceived cultural deficits in students’ families and communities (Valencia, 2010). Finally, a small number of participants recognized structural forces that impeded the achievement of students of color. The discussion analyzes how such discourses threaten to reproduce educational inequality as suburban districts continue to diversify and concludes with recommendations for districts and schools.  相似文献

As the demographic make-up of public schools (and neighborhoods) shift and schools become increasingly segregated, the role of school boards becomes critically important in maintaining policies designed to remedy segregation and promote equal opportunity, policies which may challenge the status quo. Specifically, in school districts and communities where politics are fluctuating, longstanding diversity policies that have assisted in creating integrated learning environments can be overturned by a single school board election. Further, as suburbanization within countywide school districts creates distinct enclaves—where student populations are significantly whiter and more affluent than the district as a whole and political fragmentation is perpetuated—school board members representing elite enclaves may be less supportive of policies that would lessen the privilege of these residents. This paper explores school board leadership and policymaking in two Southern school districts where politics are currently in flux: Jefferson County (Louisville), Kentucky and Wake County (Raleigh), North Carolina. Specifically, we seek to: (1) understand how demographic change—particularly the creation of suburban enclaves—influences public support for and implementation of integration policies; (2) examine the politics of diversity in a larger environment skeptical of race-conscious policies; and (3) analyze local policymaking and leadership.  相似文献

This paper investigates estimation methods to model the relationship between school district size, costs per student and the organisation of school districts. We show that the assumptions on the functional form strongly affect the estimated scale economies and offer two possible solutions to allow for more flexibility in the estimation method. First, we introduce a model by adding higher‐degree district size polynomials, allowing for multiple optima. Second, we develop a Fourier cost function, innovative in the literature on scale economies in education. We then compare both models to classical approaches in the literature. We illustrate how a minor change in the estimation method can alter policy conclusions significantly using Flemish school district data. In doing so, we find sizeable potential cost savings from the consolidation of school districts, especially at the lower tail of the district–size distribution. The organisational transition from small to large school districts is characterised by an interval between two optima. Beyond an apparent slowdown in cost savings in medium‐sized school districts, cost savings from school district consolidation increase again, up to the optimal size of around 6,500 students. Beyond this optimum, school districts incur diseconomies of scale. The commonly used quadratic form (‘U’‐shaped cost function) overestimates scale economies, and fails to identify the interval between both optima.  相似文献

Accountability policy in the United States requiring school districts to design and implement state policy-directed teacher evaluation systems that utilize multiple measures, most often observations of professional practice and student achievement data, has been reflective of shifting international public discourse surrounding educational accountability, specifically related to teacher quality. Although the most recent wave of policy change provides states some flexibility in determining how teachers are evaluated, many are still mired in debate on how to improve teacher professional practice and increase student learning. This study examined the perceptions of school administrators and teachers in a large, suburban, public school district regarding their district’s new teacher evaluation system. Understanding the convergent and divergent views of participant groups regarding how (i.e., the standards by which) they defined and measured the effectiveness of the evaluation system is necessary to not only better understand their lived experiences but also to potentially inform policy change.  相似文献

This study examined the effect of district and school size on principal teacher allocation decisions. The study tested the invariance of a personnel allocation decision making model for elementary school principals from three categories of school and district size. The sample consisted of elementary school principals from small, medium, and large schools and districts. The results confirmed the fit of the model across schools of all sizes and across small and medium size districts. For large school districts the proposed decision-making model did not fit the data. This result implies that district size has an effect on the personnel allocation decisions made by elementary school principals.  相似文献

When introducing and implementing a new technology for science teachers within a school district, we must consider not only the end users but also the roles and influence district personnel have on the eventual appropriation of that technology. School districts are, by their nature, complex systems with multiple individuals at different levels in the organization who are involved in supporting and providing instruction. Varying levels of support for new technologies between district coordinators and teachers can sometimes lead to counterintuitive outcomes. In this article, we examine the role of the district science coordinator in five school districts that participated in the implementation of an online resource discovery and sharing tool for Earth science teachers. Using a qualitative approach, we conducted and coded interviews with district coordinators and teachers to examine the varied responsibilities associated with the district coordinator and to infer the relationships that were developed and perceived by teachers. We then examine and discuss two cases that illustrate how those relationships could have influenced how the tool was adopted and used to differing degrees in the two districts. Specifically, the district that had high support for online resource use from its coordinator appeared to have the lowest level of tool use, and the district with much less visible support from its coordinator had the highest level of tool use. We explain this difference in terms of how the coordinator’s promotion of teacher autonomy took distinctly different forms at those two districts.  相似文献

Recent attention on the principal as instructional leader of the school has overshadowed the dual nature of the principal's role as a subordinate of the central office as well as superordinate of the school. An understanding of how principals respond to this dual role is useful in developing appropriate school improvement strategies. This study examines the diversity of principals' responses to one aspect of this dual role, the potential conflict between principal and central office. The investigation, involving a sample of 89 suburban elementary school principals, uses both quantitative and qualitative methodologies. The study found that principals vary in their responses to this potential conflict depending on their career histories. Principals who have moved among several districts are more likely to have conflict with CO, while principals who have remained in the current district throughout their careers are less likely to have this conflict. Several features of career mobility are examined as possible explanations for the findings.  相似文献

Over the last several decades, suburban schools have become increasingly more diverse and now must respond to racial change, so that they can successfully educate an increasingly more diverse and multiracial student body. This article analyzes interview responses of administrators, teachers, and staff at 19 schools in six diversifying suburban school districts across the United States to explore how they adapt their policies and practices in response to racial change. Findings indicate that school responses are mixed, with each school adapting some policies that demonstrate promise for creating inclusive, enriching, and academically rigorous environments and other responses that are potentially harmful. Promising responses include facilitating diverse student groupings, modifying curriculum and instruction, developing an inclusive school climate, and implementing diversity efforts with teachers and staff. Potentially harmful responses include isolating English Language Learners, narrowing curriculum to focus on test preparation, developing an exclusionary school climate, and failing to respond at all. Schools with the greatest degree of racial change, strong school leadership, and district support often adopt the most promising responses.  相似文献

This study extends the literature on teacher persistence by addressing teacher-job fit, defined as the degree to which a teacher possesses a core set of skills and related dispositions associated with the nature of the teaching profession. The sample includes 426 teachers hired out of a pool of 6207 applicants in a large suburban district. Cox regression estimates indicate that the risk of migrating out of the district is reduced by concern with equity and respect for others and by cultural sensitivity. Risk of attrition from the occupation is reduced by task orientation but is increased by effective communication.  相似文献
