This paper explores the strategic internationalisation of Research and Development (R&D) activities of the world's 100 largest food and beverages (F&B) multinationals (MNEs) in 1996 and 2000 with a sample of nearly 8000 affiliates for each period. We develop a global innovation strategy (GIS) structure where we analyse the R&D internationalisation process of F&B MNEs. We argue that in a fully developed GIS model the sourcing of creative inputs does not come exclusively from a ‘central’ R&D laboratory, but other overseas R&D laboratories or technological affiliates can also undertake genuine knowledge creation activity from capitalising on the scientific heterogeneity fostered in individual host countries as well as distinctive demand conditions. Our results indicate the increasing importance of overseas technological affiliates in the application of a GIS in the leading F&B MNEs, which determine the degree of their technological internationalisation. Two variants of technological affiliates reflect two broad knowledge-related activities, i.e. adaptation and genuine forms of knowledge creation.  相似文献

This paper investigates the causal effect of foreign acquisitions on the research and development (R&D) activities of domestic target firms over the period 1994–2004. Using accounting data on French innovative manufacturing firms, we implement appropriate difference-in-difference estimation techniques associated with a matching propensity score procedure. We find that the acquisitions of French firms by foreign companies boost R&D spending. There is a simultaneous rise in the external and in-house R&D expenditures of French acquired firms. R&D is more contracted out to local research providers, in particular to local public laboratories and universities. The increase in internal R&D spending benefits to development, but also basic and applied research. Finally, the growth of the R&D budget is not only financed by internal resources but also receives financing from external partners, especially parent companies. Thus, our results call into question the idea that foreign takeovers hamper the R&D development of target firms and are detrimental to the national innovation system of the host country. First, acquisitions appear to bring efficiency gains enough to counterbalance the various costs of integration and market power effects, pushing firms to invest more in R&D. Acquisitions do not seem to incite managers to take shorter term and more financial driven decisions at the expense of R&D. Second, when motivated by technology sourcing and overseas R&D development, acquisitions might be used to access the specific know-how of target firms and to tap into the knowledge of the national innovation system. Then, purchaser firms could be more likely to develop the innovative capability of target firms and to strengthen their linkages with local partners than to reduce them and relocate R&D abroad.  相似文献

Supply and demand conditions that affect technological change in four functional areas of local government service delivery are described and analyzed. A consistent picture of small, fragmented markets, ‘lumpy’ demand, or uncertain markets is found, with demand shaped by a heterogeneous body of local procurement traditions and practices, low municipal technical capabilities, and risk-averse behavior by city officials and engineering consultants. Industries involved share a number of characteristics that bode poorly for industrial investment in innovation: low profit margins and uncertain financial futures. Firms that have the resources to invest in R&D do not tend to focus exclusively on municipal markets. The findings suggest that public policies directed toward improving the municipal market for innovative products by strengthening the cities' technological infrastructure will be more effective than policies directed toward the supply side such as increased R&D support.  相似文献

The heydays of the central R&D laboratory as the ‘dominant design’ of corporate R&D in large technology-intensive companies is over. The last decades have witnessed not only downsizing of central R&D, but also ongoing experimentation and restructuring of the modes of managing corporate R&D. What is the logic behind these ongoing restructurings? The paper argues that different kinds of organizational incongruities constitute critical sources of change in the organization of R&D. The paper seeks to align a contingency and an evolutionary perspective in analyzing two Danish technology-intensive companies characterized by highly different organizational trajectories.  相似文献

Despite widespread dissatisfaction with the quality of scientific information employed in planning and policy-making in public agencies, relatively little is known about the scientific information acquisition behaviors of public managers. The purpose of this paper is to facilitate research on scientific information acquisition in public agencies by suggesting that: (1) planning and policy-making are ‘policy technologies’ and share certain attributes with more traditional technologies; (2) many propositions developed in the literature on information flows in R&D labs are, therefore, helpful in structuring thinking about information flows in public agencies; and (3) it may be possible self-consciously to design social and organizational structures so as to enhance informal flows of scientific information. After gleaning some of the propositions concerning scientific information flows from the R&D management literature, an ‘ideal design’ approach is employed to develop a model in which the social and organizational structures of a public agency optimize scientific information flow.  相似文献

This paper analyses the main factors which determine the effectiveness of government-supported industrial research institutes (GSIRIs). GSIRIs are viewed as a sub-system of a larger, more complex system that is composed of the industrial environment, the universities, and the government. The interactions between GSIRIs and each of the components of their environment are examined.The potential effectiveness of a GSIRI is largely affected by the relationship, or ‘distance’, between industry's level of sophistication in performing its R&D activities and the nature of the university's applied research activities. The government influences this distance by affecting the supply of, and demand for, industrial R&D. Government usually intervenes by establishing specialized GSIRIs when the gap between industry's needs and the university's supply of R&D services is great. The role of a GSIRI may decline over time if industry becomes more sophisticated and/or the university becomes more applied.  相似文献

This paper summarizes the pilot stage of a microeconomic study of the innovation performance through time of young, high-technology Israeli firms. It reports some results for a successful firm designing, producing and selling electronic instruments and systems. The paper begins by surveying some of the difficulties surrounding the collection and organization of data on R&D projects. One of them concerns the definition of the ‘Unit for Analysis’ - the R&D project. Three criteria are suggested for dividing the stream for innovative activities into R&D projects, and these are applied to group the tens of products, accessories and systems included in the analysis into nine projects. The paper subsequently defines a measure of “direct” project performance or profitability estimate - discounted operating profits per unit of fixed costs - and provides estimates based on R&D and sales data for the products of each project. The final sections analyze the variation of project profitability through time. The increasing profitability observed across generations of a product class is attributed to the adaptability of the firm to changes in the environment, particularly to the availability of new technology which requires the swift design and sale of more complex products. The qualitative history of the various projects suggests that this adaptability is due, to a large extent, to the skills, infrastructure and reputation of the firm accumulated from prior projects, i.e. that the “indirect” profitability of the latter is high. Some estimates of the indirect profitability of early projects are presented. A comparison of the spin-off mechanisms observed in the firm analyzed with those observed in firms of other industries is also undertaken.  相似文献

We analyse the impact of R&D cooperation on firm performance differentiating between four types of R&D partners (competitors, suppliers, customers, and universities and research institutes), and considering two performance measures: labour productivity and productivity in innovative (new to the market) sales. Using data on a large sample of Dutch innovating firms in two waves of the Community Innovation Survey (1996, 1998), we examine the impact of R&D cooperation in 1996 on subsequent productivity growth in 1996–1998. The results confirm a major heterogeneity in the rationales and goals of R&D cooperation. Competitor and supplier cooperation focus on incremental innovations, improving the productivity performance of firms. University cooperation and again competitor cooperation are instrumental in creating innovations generating sales of products that are novel to the market, improving the growth performance of firms. Furthermore, customers and universities are important sources of knowledge for firms pursuing radical innovations, which facilitate growth in innovative sales in the absence of formal R&D cooperation.  相似文献

This empirical study examines small firms’ strategies for capturing returns to investments in innovation. We find that small firms’ strategies are qualitatively different from those found in earlier studies of both small and large firms. Most of the small firms examined here find informal means of protection, such as speed to market or secrecy, more important than patenting. Only firms with university cooperation—typically R&D intensive and science-based small firms—were likely to identify patents as the most important method of appropriating innovation returns in their field. Thus, the strategic choice for most small firms is between secrecy and speed to market. Firms that cooperate in innovation with horizontal partners or significantly depend on vertical partners tend to prefer speed, whereas process innovators with modest R&D investments or few cooperative R&D activities display a preference for trade secrets. Indeed, cooperation activities greatly influence the choice of intellectual property strategy for small firms. Earlier research has emphasized patents and trade secrets as key strategies of appropriation, yet these strategies do not appear to be very beneficial for small firms engaged in cooperative innovation. These results raise policy questions regarding the functionality of the existing system of intellectual property rights.  相似文献

This paper examines the hypothesis that economic internationalisation is acting to reduce the importance of national technology ‘gaps’ as determinants of trade patterns and performance. The cross-country analysis uses two approaches to assess the dynamic nature of the relationship between national investment in technological capability (proxied by both R&D activity and human capital) and technology-intensive (TI) trade performance. Natural resource endowment and the changing impact of physical capital formation are also investigated. The study includes approximately 48 nations and is based on data from the mid-1970s to 1990. The empirical evidence from one approach undertaken does not support the globalisation hypothesis as national investment in technology and human capital is shown to have maintained its link to international trade success in TI manufactures over the study period. However, the findings of the alternative approach are ambiguous. A positive association between technology investment catch-up and ongoing TI manufacturing trade performance is evident for the newly industrialised economies (NICs), but the results suggest that an inverse relationship may apply for many of the ‘mature’ Western economies.  相似文献

This paper is a first step toward closing the analytical gap in the extensive literature on the results of interactions between public and private R&D expenditures, and their joint effects on the economy. A survey focusing on econometric studies in this area reveals a plethora of sometimes confusing and frequently contradictory estimates of the response of company-financed R&D to changes in the level and nature of this category of public expenditures. Yet, a theoretical framework seldom is provided within which the empirical results are to be interpreted. Some such structure is necessary, in view of the multiple channels through which public research can affect private R&D performance, especially as not all the effects flow in the same direction. A major cause of “inconsistencies” in the empirical literature is the failure to recognize key differences among the various policy “experiments” being considered — depending upon the economy in which they are embedded, and the type of public sector R&D spending that is contemplated. Using a simple, stylized structural model, we identify the main channels of impact of public R&D. We thus can characterize the various effects, distinguishing between short- and long-run impacts that would show up in simple regression analyses of nominal public and private R&D expenditure variables. Within the context of our simple model it is possible to offer interpretations that shed light on recent cross-section and panel data findings at both high (i.e., national) and low (specific technology area) levels of aggregation.  相似文献

In this article, we use the implementation of an expert system to improve blast furnace control in the French steel industry to illustrate the problem of knowledge articulation/codification. Blast furnace related knowledge still largely takes the form of empirical know-how in general and expert know-how tied to specific individuals in particular. Therefore, the articulation/codification of knowledge in this field is a difficult task requiring the identification and selection of ‘best practices’ for the purpose of codification. This process, in turn, affects daily routines and creates new forms of generic knowledge that make use of local knowledge. These new forms of generic information reinforce the tendency to appropriate private knowledge currently prevailing in Usinor, a large French steel company, and create new routes and new insights for R&D policy.  相似文献

The US Department of Defense funds a significant fraction of the in-house R&D of its defense contractors through its Independent Research and Development (IR&D) program. These IR&D funds, however, are reported as company-financed R&D in statistics compiled by the National Science Foundation. The program is most important in the aircraft industry, where we estimate that IR&D payments were 20% of the R&D reported as company-financed in 1973. Because special regulations govern the IR&D program, it would be more appropriate for most purposes to treat IR&D as part of federally-financed, not company-financed, R&D.  相似文献

This paper presents an evolutionary framework for horizontal technology policies (HTPs) especially market-friendly ones involving project-based incentives (e.g. R&D project based grants rather than tax-based incentives to yearly expenditures on R&D). HTPs are a category of technological policies whose objective is to promote technological development per se, and associated management and organizational routines, irrespective of industrial branch or technological area. They are being increasingly adopted by both advanced countries and newly industrialized countries in response to the new opportunities and threats opened up by the technological revolution and by the processes of liberalization and globalization; and they complement the more specific and well-known selective and vertical policies aimed at individual sectors and technologies. The analysis is conducted within a learning-to-innovate framework with emphasis on collective, organizational learning; search; and market-building. The outcome is a technology policy cycle with distinct infant, growth, and mature phases. Proactive ‘generation’ of a critical mass of projects for efficient learning and diffusion of innovation routines becomes the aim of the infant phase; while the mature phase of the policy should focus on policy restructuring including drastic reductions in the support of routi projects and enhanced support of more complex types of innovation. The paper also emphasizes the importance of a neutrality component in incentives in the infant phase of increasing selectivity; and of building policy capabilities for efficient policy design and implementation.  相似文献

Complementary insights from Transaction Cost Economics (TCE) and the Resource-Based View (RBV) of the firm are combined to predict the relationship between firm specific technological knowledge and patterns of integration within organizational boundaries. The findings show that the level of Research and Development (R&D) intensity (representing the creation of firm specific technological knowledge) has an inverted U-shaped relationship with the propensity of firms to integrate activities within organizational boundaries. At low levels of R&D intensity, firms’ propensity to integrate their activities is low, but increases with escalating levels of R&D intensity in order to avoid the misappropriation of value generated by technological knowledge. However, beyond a certain R&D intensity level, the propensity to integrate activities declines, since the level of technological knowledge is high enough to prevent imitation by third parties. As expected we further find that firms which follow this integration pattern outperform those which do not. As the level of R&D intensity increases, the integration of production and marketing activities enables firms to improve performance until a certain R&D intensity threshold, after which such integration negatively affects performance.  相似文献

This study examines how internal research and development (R&D), external knowledge acquisition, and R&D contracted with other companies interact in local and foreign-owned enterprises in post-communist economies. A large sample of firm-level data from the Business Environment and Enterprise Performance Survey (BEEPS) across 26 post-communist countries (including European Union (EU) members and non-EU states of Eastern Europe, Caucasian countries, and Central Asian countries) and country-level data from the Global Innovation Index and the International Property Rights Index were used. The findings show that enterprises with majority foreign ownership are relatively more likely to acquire external R&D. We demonstrate that the R&D behavior of enterprises with majority foreign ownership and local firms are interrelated, that is, we find a synergy effect. According to the results, decisions on internal R&D and the purchase of external knowledge for enterprises with majority foreign ownership are similar to those of local firms. However, enterprises with foreign ownership contract R&D with other companies more often if local firms conduct internal R&D. These results indicate the presence of knowledge spillover and cross-learning effects in both types of enterprises in post-communist countries. Finally, we find that the national innovation environment is not significant for the R&D intensity of enterprises with majority foreign ownership, which suggests their high dependence on the parent structures of multinational enterprises.  相似文献

This paper examines the relationship between US R&D expenditures and the pattern of US manufacturing exports and foreign affiliate sales across industries and regions for the years 1966 and 1976. While differences in relative research capability between the United States and the rest of the world have narrowed over this period, research effort still significantly explains the pattern of US sales in foreign markets. For any region, the export and foreign affiliate sales performance of research-intensive industries exceeds that of non-research-intensive industries. The relative performance of the formed is greater in regions with larger market size and high per capita income. The analysis also reveals that over the time period studied the ratio of US exports to foreign affiliate sales has generally fallen for all industries and foreign markets.These observations accord with a broad interpretation of the product cycle theory. While the United States has lost its uniqueness as a location of innovation, the ability to develop and market new products through R&D expenditures is still a strong force behind its exports and sale abroad. The decrease in exports relative to foreign affiliate sales may reflect a more rapid shift in comparative advantage in the production of such products to foreign locations. Hence the positive effect on US exports of development of any given new product may be becoming more short-lived.  相似文献

The R&D effort, even of the largest, most technologically advanced developing countries, and their most sophisticated firms, cannot match that of the major industrial nations or the largest corporations. Our objective in this paper is to analyse innovation, technical change and R&D management in technology-leaders to build a framework for R&D in technology-followers outside of those major nations. This framework emphasises the importance of specific learning mechanisms and puts forward an argument that in-house R&D is indeed required in technology-followers, but a profoundly different type of R&D. R&D units, based in the firm, can become the location for organised learning, the problem-solver of last resort in production, the in-house knowledge store and gatekeeper, and the focus for independent design and product development capacity.  相似文献

On 13–16 November 2018, the 26th General Conference of Weights and Measures (CGPM) was held in Paris. The conference adopted Resolution A on ‘Revision of the International System of Units (SI).’ According to Resolution A: four of the SI basic units, namely kilograms, amps, kelvin and mole, are defined by the Planck constant h, the basic charge constant e, the Boltzmann constant k and the Avogadro constant NA, respectively. This establishes the basic quantities and units in SI on a series of constants. The new SI was officially launched on 20 May 2019. This is the most significant change and a milestone in the history of metrology since the Metre Convention was signed in 20 May 1875. Professor Tianchu Li, an academician of the Chinese Academy of Engineering, has been working on time and frequency standards for 37 years. In this interview, Prof. Li reviews the quantization and constant evolutions of the second and meter, and introduces the redefinitions of ampere, kelvin, kilogram and mole, and their significance for precision measurements.  相似文献

在分析研发政策、研发要素市场扭曲与创新效率的影响机制基础上,选择2000—2019年我国省级面板数据考察研发政策对创新效率的直接影响以及分区域差异影响,再探究其影响的传导路径。结果显示,研发要素市场存在一定程度的反向扭曲态势与明显区域差异性;研发政策异质性效应显著,且在四大区域实施效果为东部最好、中西部适中、东北最差;在路径探索中,研发补贴、户籍管理、财政激励均能作用于研发资本和研发人员要素市场扭曲影响创新效率,而知识产权保护仅作用于研发资本市场扭曲影响创新效率。  相似文献
